“Teething problems” are proving to be a bit more persistent at Stanger Manor Primary School, as the school continues to lurch from one governance crisis to another. The newly elected School Governing Body (SGB) is finding the going just a tad tougher than initially anticipated, if the latest reports coming from the school are anything to go by. Xpress Times reported last week that an objection had been lodged by two previous members of the SGB, with regard to the election of the new SGB. Subsequent to this, we have since learnt that a meeting took place at the school on Saturday, 22nd of May 2021, to address the matter of objections.
VALID FOR 30 DAYS
Our reporter spoke to iLembe District Director in the Department of Education, Dr Musawenkosi Madondo, who said even though he was aware that there was some problems around the election of SGB's, he wasn't in a position to comment further as there were officials (in the department) who were dealing with such matters. He then referred our reporter to Mr ZA Gumede from the Lower Tugela Circuit Office. Predictably, Mr Gumede would not be drawn into commenting, insisting that he had no role whatsoever to play in this matter. He said this matter was being handled by Dr Mthembu, the Head of School Governance at the District Office. Our reporter also contacted Dr Mthembu, who flatly refused to comment. “Protocol does not allow me to speak to the media”, he said dismissively, referring our reporter instead to the provincial office. When pushed into confirming whether he had indeed attended the meeting at the school, and whether he had submitted any report to the provincial office, he said he did not know whether any report had been submitted to province. Strange because, if
protocol is anything to go by, he is the very person who was supposed to submit the report to province. A highly placed source with intimate knowledge of this matter told our reporter on condition of absolute anonymity that at the meeting on Saturday, 22 May 2021, Dr Mthembu affirmed the legitimacy of the new SGB. However we have since reliably learnt that the acting principal has stopped the new SGB from operating, allegedly on grounds that she first requires “authorization” from Mr Gumede, before she would allow the SGB to start operating. Strangely the same Mr Gumede has distanced himself from the goings on at the school.
“Further than their nose” Xpress Times sent an urgent request for comment to the KZN Department of Education, to no avail. An attempt was also made to contact the acting principal of Stanger Manor Primary, without any success. However it is also understood that school principals are generally not permitted to speak to the media. One parent suggested that the newly elected SGB, the acting principal and the department should “look further than their nose” and work together to bring the school to its former glory.

Pedro's Chicken closed until compliance KwaDukuza Municipality has closed down the newly opened Pedro's Chicken operating in Stanger on Gizenga Street. The closure of the store comes after KwaDukuza Municipality inspected the property in which Pedro's Chicken is operating in and found some serious safety concerns. KDM Media Liaison Officer Sipho Mkhize said when Pedro's moved into the building, they did so without any approved building plans, a certificate of occupation and a Business Licence. Various notices served were ignored by both Pedro's and the owner, “The property in which Pedro's Chicken is operating (Erf 3141 Justice Gizenga Street) is noncompliant with the National Building Regulations. The owner of the property has been served with various notices but refused to comply, dating

back since the time of the operation of Roman Pizza. Due to noncompliance, we implemented the illegal rate category with effect from 01st March 2021, which is a punitive category in terms of Council's Rates Policy,” said Mkhize. Following the closure, Pedro's Chicken did not go down without pulling a few punches, it is alleged that the restaurant served KDM with
a letter from the Pedro's Attorney's, threatening to take legal action against the Municipality for the closure as well as damages for financial losses incurred. On Monday 24 May 2021, Mkhize said on 07 May 2021 the municipality was shocked to be served with urgent court papers by Pedro's attorneys, requiring us to appear in the KwaDukuza Magistrates
court at 14h30, “They indicated in their papers that they have all the necessary approvals and required the court to grant them permission to continue trading. The legal department appointed a local attorney to oppose the application on legal grounds, while we were trying to gather all the information. The matter was adjourned to Monday (10 May 2021) for
argument. It must be noted that during the weekend, the attorneys, advocate, and officials were working closely to file papers that were eventually served on the Pedro's on Saturday afternoon. This morning, (Farlan Naidoo, Wiseman Vilakazi and Nonhlanhla Mkwanazi) had to appear in court to provide oral evidence on the merits of the matter, if needed by the court. At court, after much deliberation (before the hearing), Pedro's attorneys eventually withdrew the application against the municipality and tendered to pay our costs on a party-party scale. (Court tariffed scale). The municipality opposed the issue of costs and requested the court to consider cost on an attorneyclient scale (punitive scale). The issue of costs were then argued, and the magistrate reserved
judgement relating to the costs for the 27th of May 2021,” added Mkhize. In conclusion Mkhize said this case further amplified that the municipality cannot allow trading without approved building plans, a certificate of occupation and a Business License, “The implications of the withdrawal of the case are that Pedro's will remain closed until they comply. As a municipality, we understand that there are jobs that are at stake during this time. For this reason, and on compassionate grounds, we will continue to engage with Pedro's to assist them to comply, and get them back to trading as soon as possible, just as we did so with McDonalds,” concluded Mkhize At the time of going to press Pedro's Chicken had not responded to the email sent to them.
Palestine solidarity march held in KwaDukuza KwaDukuza residents came out in their large numbers on Friday 21 May 2021 and marched through the streets of KwaDukuza to protest against Israeli air strikes on the Gaza Strip during fighting with the Islamist group Hamas. Protesters held up placards declaring 'Free Palestine' and 'Sanctions on Israel'. This march comes amid global outrage and concern over protests and scuffles between Palestinians and Israeli police, which has escalated in recent days. Dozens of Palestinians, including children, have been killed in Israeli airstrikes in the West Bank and Gaza Strip. The Israeli-Palestinian conflict has been an ongoing struggle for many years and various attempts have been made to find peace. Residents called for peace in Palestine and further pleaded with the world nations to put sanctions on
Israel. Speaking to Xpress Times, Co-ordinator of the March Khalid Mather said from the river to the sea, Palestine will be free, “iLembe adds voice to global Human Rights outcry against Palestinians. The Zionism in Israel gives this military superpower the moral reconciliation it seeks to commit human right atrocities upon civilians, it fuels Israeli youngster's child killing idealism, and it grants legitimacy to their judiciary to serve the interests of the Zionist Nation State, Israel,” said Mather Khalid further thanked all who participated in the solidarity march held on Friday, “The iLembe Human Rights Network, an informal activist group which played an instrumental role in raising awareness for a picket held in Stanger, represents one of many solidarity clusters who rallied behind youth brave enough to assume the

leadership mantle. We thank all of the participants, wellwishers, critics and the tireless municipalities and policing agencies who managed to make our anthem of resistance local and vocal. Free, Free Palestine,” concluded Mather. Last week South African President Cyril Ramaphosa called for a peaceful resolution to end IsraelPalestine conflict, “The sight of men, women and children being evicted from the homes their families have

lived in for generations brings back painful collective and personal memories for the majority of South Africans of forced removals and land dispossession. Being forced from one's home at gunpoint is a trauma not easily forgotten, and is carried across generations. As a country we are still living with the residual effects of the callous acts carried out in the name of apartheid spatial planning,” said President Ramaphosa last week.

Workers denounce rampant exploitation in Isithebe By Xpress Reporter
The South African Clothing and Textile Workers Union (SACTWU) has had it with “rampant exploitation” of clothing and textile workers in the area of Isithebe, in Mandeni. On Wednesday the 19th of May 2021, the union brought the sprawling industrial estate to a standstill as hundreds of workers joined a march to demand immediate action to force employers to comply with the amended Labour Relations Act, as well as other conditions of employment as agreed upon by the sector's bargaining council. The marchers started from Yellow Street, marched up Brown Street and ended up at Isithebe Park, where a memorandum of demands was handed over to a representative of the employers. One of the shocking claims that have been made by the union is that some workers in the sector still earn as little as R350 per week. “It (has) transpired that there are companies (that) still pay

their employees R350 to R500 a week. R350 a week is an insult since if this is converted into hours it equals R8-75 an hour. This means that these workers earn R1400 a month, which falls far below the median wage,” the union said in its memorandum. Isithebe workers are also incensed with what they refer as to “illegal foreign workers”, who appear to enjoy employment preference in the industry, and are allegedly paid as little
as R200 per week. “The conditions under which they work are appalling. But they accept it, which is why the employers prefer them over locals. Some of them are forced to work and live inside the factories, under conditions of absolute squalor,” one of the marchers told our reporter. “Some workers have complained about the employers who utilize their (factories) as both places of work and homes. We find these conditions unscrupul ous and unfavour able for workers

to work under, and it is our strong view that the Department of Labour must attend to this matter. “This intervention should also seek to attend to the matter of the exploitation of our foreign brothers and sisters, who are also made to stay inside the workplaces,” the union said. The union has demanded the following: • Better wages for workers, which are in line with the national minimum wage; • An urgent abolition of labour broking and exploitative practices in the industry; • Conducive working environment for workers;
• The MEC for Economic Development Tourism and Environmental Affairs (Edtea) to establish a task team to identify areas of job creation and ways to boost investor confidence; • Companies must desist from hiring illegal foreigners; • Companies must stop converting into bogus cooperatives in which employees are not benefit from profit.
Non-compliant SACTWU organizer Patrick Mthembu said clothing and textile employers in Isithebe were “blatantly noncompliant”.
He said none of them adhered to the sector's national minimum wage of R21.69 per hour. “It's clear to us that all these cooperatives (in Isithebe) are not genuine cooperatives. They are designed to allow these unscrupulous employers to avoid subjecting themselves to the ambit of the bargaining council. “We have now decided to take action because it's clear that the Department of Labour inspectors are failing to deal with these matters,” Mthembu told our reporter. The marchers have given employers in the sector 14 working days to address the union demands. Mthembu said if after 14 days the employers fail reverted to the union with satisfactory answers, the union would embark upon further action. “We wish to warn that our people do not need the indifferent management style (that has been) demonstrated over the years. We therefore call upon the stakeholders to ensure that a sense of urgency is applied in resolving the demands of workers to ensure better working conditions,” SACTWU concluded.
KWADUKUZA: KwaDukuza residents have expressed their worries over vacant houses and buildings that have become a heaven for criminals and prostitutions.
By Xpress Reporter
Abandoned buildings with overgrown grass across KwaDukuza CBD are slowly becoming a life threatening concern for residents. It's an eyesore, these buildings seem to attract criminal activity, bring down property values and present a range of health hazards. In recent months there's has been a number of reported incidents in these buildings sometimes the incidents lead to loss of life. Last month a lifeless body of a male was found in one of the uninhabited houses in Newtown area, KwaDukuza. Residents said it's a daily occurrence since most of these buildings are usually used for criminal activities such as prostitution and as a hideout spots for culprits on the run from law enforcement. A Newtown resident who spoke to Xpress Times said attempts have been made to get municipality to either revamp or demolish the buildings since they give squatters, drug addicts and prostitutes an opportunity to claim the properties, “Drug addicts assemble to these buildings at night, as well as prostitutes who operate
from the abandoned property. Relevant departments need to do something urgently before more lives are lost,” said the agitated resident. In Newtown area at the corner of Edgar Charlton and Curtis Smith Street there's another vacant building which has become drug addict's paradise. One resident from the area said the building is a magnet for illegal prostitution, “The house has been stripped bare by vagrant. We now live in fear because all the illegal activities that occur in that abandoned building,” said the concern resident. The issue of vacant buildings is an apparent one across KwaDukuza, on Russell St just a few meters behind Stanger South Secondary School, there are series of abandoned buildings posing a serious danger to surrounding community. Squatters are openly living on the properties even though there no proper toilet facilities and security. Residents across KwaDukuza have urged KwaDukuza Municipality and all other relevant departments to have inspectors visit the abandoned buildings.

Chiefs survive scare Kaizer Chiefs survived a late onslaught from Tanzanian outfit Simba FC as they sealed their place in the CAF Champions League semifinals despite suffering a 3-0 defeat in Dar es Salaam on Saturday. Chiefs looked relatively comfortable thanks to a 4-0 score line in their first leg. However, Simba ensured a nail-biting finish to the CAF clash. The opening half-hour of the contest provided plenty of thrills and spills as the two sides traded blows, creating a whole host of chances. However, despite several chances for both sides, neither managed to hit the target in the opening 20-minute spell. Simba duo Muzamiru Yassin and Chris Mugalu missed the target with their respective attempts on goal, with the latter going closest as his shot flew narrowly wide of the top-left corner. At the opposite end of the pitch, Lobogang Manyama and Samir Nurkovic squandered early chances while Leonardo Castro somehow failed to hit the target with a closerange header on 13 minutes. Nurkovic had another chance to fire Amakhosi in front in the 21st minute but headed wide of the right-hand post from the centre of the danger area. And Chiefs were made to pay for their wastefulness in front of goal as Simba went on to claim the lead on 23 minutes, John Bocco latching onto a well-weighted through pass from Clatous Chama before firing past the onrushing Temba Bvuma. Bocco gave Chiefs a scare just two minutes later as he forced Bvuma into making a save from the centre of the area. Two more chances followed for Simba in quick succession, but the
first was headed over the bar by Mugalu, while the second chance saw Bvuma deny Chama with a save in the bottom-left corner. Chiefs eventually posted a noteworthy response a few minutes after the half-hour mark, but Simba keeper Aishi Manula was equal to the task, keeping out Siyabonga Ngezana's shot in the bottom-right corner. Simba fashioned out one last chance as the half drew to a close, but Luis Miquissone failed to capitalise, firing wide with a shot outside the box. Chiefs, boasting a 4-0 lead from the first leg, would not have been overly concerned with the state of matters at the half-time break, but that would change in the 56th minute as Simba notched their second of the match with a close range finish. But the goal scoring chances began to dry up from that point onwards as Chiefs moved to defend their two-goal aggregate lead to hit Simba of the counter. Njabulo Blom had one such chance in the 67th minute but failed to keep his composure, firing over the bar from the left side of the box. Simba remained a threat throughout, though, and they would eventually notch a third goal in the 87th minute, former Orlando Pirates forward Bernard Morrison finding the back of the net to set up a tense finish to the encounter. However, despite putting themselves in a good position to send the game to extra time, Simba could not break the resistance of a desperate defence in the closing stages of the contest.
