A new KDM council inaugurated By Xpress Reporter

T

he KwaDukuza Municipality (KDM) held its Inaugural Sitting of Council to mark the beginning of a new Term of Office on Wednesday, 17 August 2016. By resolution, the 57 member Council re-elected Councillor Njabulo Ricardo Mthembu as the Mayor. He will preside over the executive committee (EXCO) and perform duties including ceremonial functions and exercise the powers delegated to him by the municipal council and EXCO. Councillor Govindammal (Dolly) Govender was re-elected as the Deputy Mayor and will exercise the powers and perform duties of the mayor if he is absent or not available. Councillor Phumlile Zulu is the new Speaker of Council and she will be presiding over the affairs of Council. Councillor Dumisani Ndimande has been re-elected to serve as the Chief Whip. Council also resolved that the Executive Committee (EXCO) be constituted by nine members as it was previously made up of 10 members. Council elected the following members to serve in the executive committee (EXCO): Cllr NR Mthembu (Mayor), Cllr Dolly Govender (Deputy Mayor), Cllr NR Khumalo, Cllr JA Vallan, Cllr

JS Phahla, Cllr TV Ntuli, Cllr Ms Sing, Cllr MW Hubner and Cllr JLT Sibiya. In his acceptance speech the Mayor, Cllr Ricardo Mthembu thanked his party, the African National Congress (ANC) and other Councillors for giving him yet another opportunity to lead KDM. “It is a task I accept with a sense of honour and humility. I accept this mandate in the knowledge that the abiding sense of responsibility that rests in all the Councillors is a guarantor for the support I will receive from all these public representatives who have taken an Oath of Office, committing all of them to do everything in their strength to advance the interests of the people of KwaDukuza,” said Mthembu. He said it's time for a new approach and committed to the following programme to be implemented in the next 100 days: “In celebrating 16 years of local government and in line with the Election Manifesto, which calls upon us to build spatially integrated communities, we will ensure that we approve, for the first time, a W a l l t o - Wa l l L a n d U s e Management Scheme, known as the KwaDukuza Land Use Management Scheme (LUMS). “We will finalise plans and enter into a strategic partnership with

KwaDukuza mourns the loss of a rising sports star

Tribute: Mikailin Naicker

K

waDukuza was at a loss last Thursday when one of its most talented sports stars, Mikailin Naicker was taken away in a fatal car crash outside the Tongaat Toll Plaza just after midday. The 20-year-old was on his way to write his examinations in Durban when the tragedy occurred. He was a second year law student and one of the most talented sports personality that graced the sporting fraternity. Mikailin rose as an all-round sports star having received Mikailin Naicker: A tragic loss to the sporting fraternity of KwaDukuza

accolades in karate, soccer, volleyball and cricket. Mikailin began his first karate lesson at the tender age of three under his father Tarzan Naicker. He showed immense potential and dedication in martial arts and grew into a feared karate exponent. After 13 years of gruelling training and dedication he achieved the much coveted status of Black Belt in 2012. During his career he received KwaZulu-Natal colours on every occasion he participated. He also received his South African colours on numerous occasions. He was selected as part of the South African team to represent WKSA in Mauritius and Sweden. He was an assistant instructor and junior referee of the World Karate-do Shotokan Academy under the auspices of Karate South Africa. When Mikailin was 14years-old, he represented Stanger Manor Secondary at the Mr Price Pro soccer tournament in the U19 division. His strength and skill led the team to win a few games. Mikailin's enthusiasm in volleyball began when he was dumped into the Stanger Manor Primary School team whilst at the tournament as a mere spectator. That was the beginning of an eventful career. Whilst still 11 years old, Mikailin began playing for the Darnall Volleyball Club in the U21 ranks. After gaining much experience after playing for Darnall in the senior competitive ranks, he guided the U21 team to scoop every silverware during that season. After losing a key player, Ralph Rueben, in an unfortunate accident, Mikailin, who was just 13 years old, was forced to ply his skill in the key position as setter in the Darnall senior squad. In Grade 8, at the age of 12, he represented Stanger Manor Secondary at

Zulu re-elected Mandeni Mayor By Xpress Reporter

Councillor Siphesihle B Zulu has maintained his position as Mayor of t h e M a n d e n i Municipality now transitioning into his second term. In his inaugural address he recognised the the 60th Anniversary, of the women's march against “pass laws” to the Union Buildings, by about 20 000 women lead by the heroines, Lillian Ngoyi, Hellen Joseph, Rahima Moosa and Sophia Williams on 09 August 1956. “We begin this term noting significant strides that have been achieved by the outgoing Council. These achievements amongst others include clean audit opinions in two successive financial years.We commit to take the baton and move forward by adherence to financial management policies. KDM's new house speaker By Nkosinathi Dube

The hotly contested local government elections have come and gone as the KwaDukuza Municipality is starting the new term of office which will run through to 2021. As the new council prepares to tackle new challenges, there are a number of new faces at the KDM council chambers; most notable then is the new speaker of the house, Cllr Phumlile Zulu. The Xpress Times had a chance to do a one on one sit down with this charismatic leader. Tell us more about yourself as a person? I come from the community of Ashville, Madundube. I am a single mother of two from a humble family background where I went to a modest primary school in Prospect farm and then went on to attend Tshelenkosi Secondary school before I went to pursue a degree in teaching at the then University of Durban Westville. Due to financial constraints at home I couldn't finish and had to complete via the University of South Africa (UNISA). Your life in politics… How long have you served your organization and the KwaDukuza council? I started involving myself in politics through the branch structures and while I was still at school and I got elected to the ANC youth structures at branch level. It led to me

like to leave office knowing that our councillors and the public are satisfied with our leadership. I'm not perfect and I am not expecting anyone to be perfect but let's work towards being perfect. Do you think there is a fair representation of women in the new KDM council? Yes I would say across the board in this council every political party has female representation but we do our planning differently as I won't know how other parties choose their candidates, even though we are not there yet in terms of equal representation but it shows that gradually we are getting there. What words of wisdom do you have for women who are in leadership and those aspiring young women out there? I would like to say that women out there irrespective of their position and from all walks of life are that women are the nation builders and the only ones who give birth, they are nurturers. As for women in leadership positions, they have the responsibility towards uplifting young girls and for me it would be a very satisfying feeling knowing that I left office knowing that I had made a difference in a certain girl's life.

illness, aged 80. He matriculated at Clairwood High, aged 15 and proceeded to study towards a Bachelor of Science degree at Fort Hare. After graduating with a degree and diploma in Education, he began his teaching career at Woodlands and Claremont High in 1959. In the same year he reported for duty to Stanger High (now STALWART: The late Mr Rajen Dayal Stanger Secondary). He (Jack), struggle hero, cricketer and teacher remained here until passed away in Australia 1964. Rajen Dayal, also known as While at Stanger High, Dayal Jack passed away recently in played an active role in the Adelaide, Australia after a short school. Besides teaching Biology

he was house master, sports master, soccer organiser and member of the drama society. He wrote plays, speeches and debates for various school contests. In 1959 he co-ordinated a tour to Cape Town for the school cricket team and supporters. He was active in the then Stanger Branch of the Natal Indian Congress and in the underground movement of the ANC. He worked closely with the late Goolam Suleman and was responsible for organising Nelson Mandela's stay at the Singh's residence in Seaview Road when he came to meet with Chief Albert Luthuli in Stanger in August 1962. Being a protagonist of nonracial sports, he involved himself with the Stanger & District Cricket Union and the Lower Tugela Soccer Federation. He played for the famous Royals Cricket Club. He enjoyed a close relationship with his Is hosting a friend, Harold Samuel and members of the RM Naidoo family (Sunny, Marcus and Mace) as well as the Bodasinghs' (Sew, Hilly and Joy). After resigning he took up a teaching post in Zambia, where he met his wife Annabel. He then moved to Scotland. Unable to adapt to the extreme cold weather he settled in Australia. In all these countries he continued imparting education at various prestigious institutions. Even in retirement he continued teaching and took up a two year contract in Botswana. Ilembe water level update His Worship the Mayor Cllr SW Mdabe, on behalf of council, would like to apologize to the residents of the Maphumulo, Ndwedwe and some part of KwaDukuza local municipalities for the poor quality supplied through the Mvotshana Dam in Maphumulo. On Saturday evening, 20 August 2016 the municipality had to shut down the Mvotshana plant resulting from the high turbidities caused by the recent rainfall. This meant that no water was supplied to some parts of Maphumulo, Ndwedwe and one ward in KwaDukuza. “We are pumping water right now but it will take some time to reach all the other areas. The quality is not the accepted level but it is safe for human

consumption,” he said. Affected wards include Maphumulo: wards 4, 5, 6, 7, 8, 9, 10 and 11 as well as Ndwedwe: wards 3, 4 and 7 and lastly ward 27 of KwaDukuza. Umvoti production this past week has been averaging 16 megalitres per day and one emergency shutdown due to some repairs on the prechlorinator. “However, this did not have any effect on the levels. Levels for Saunders, Stanger Manor, Zinkwazi, High Ridge Townview and Saddle Ridge were between 70% and 90% last week. With only Kearsney averaging at a low 40% and other areas between 50% and 65%.” Due to the Umvoti system showing signs of recovery, five

water tankers hired for the KwaDukuza areas have been put off hire. “We have 11 iLembe water tankers available for use with four in the workshop for repairs. There are three from the Department of Water and Sanitation and 12 that we have hired to supply areas affected by drought only,” said His Worship. Residents and ratepayers across iLembe are still urged to use water sparingly and to continue saving as much water as possible. Suicides rock KwaDukuza By Xpress Reporter

This past weekend saw a 21year-old Glenhills woman and a 40-year-old man allegedly taking their own lives. According to a source, the 40-year-old man allegedly committed suicide in the afternoon allegedly at the Stanger Provincial Hospital's Psychiatric ward on Sunday, 20 August 2016. “He stabbed himself in the chest and was suicidal and did attempt taking his life several times before,” said the source. KwaDukuza at one point, just

after the millennium, went through a patch where teenagers were taking their lives on a weekly basis so much so that a local psychologist's contact details made the front page of a local newspaper.

The bodies of a mother and her two children were found by SAPS in Mzunga in the Ndwedwe Municipality on Friday, 19 August 2016. According to KZN SAPS Media liaison officer, Lieutenant Colonel Thulani Zwane, Ndwedwe police received a complaint of murder at 10pm. “The police officers proceeded to the scene where they found three deceased family members who were identified as Thandokwakhe Bhengu (35) and her two children Lindelani Bhengu (16) and Lungisani Bhengu (8),” he said. Three counts of murder were opened at Ndwedwe Police station f o r f u r t h e r investigations. The motive for this gruesome tragedy is still unknown. “Thandokwakhe Bhengu and Lindelani Bhengu were fatally shot while the body of Lungisani was found hung on the pole with the rope,” said Zwane.
