Finance Minister delivers budget speech By Xpress Reporter

F

inance Minister Honourable Tito Mboweni delivered his maiden Budget Speech in Parliament on Wednesday 20 February 2019. The government has set aside money to help people buy homes, support land reform and transfer deeds. Mboweni announced a new “Our Help to Buy” subsidy, which will receive R950m over three years. This initiative, in particular, is extremely important to the ongoing growth and stability of a developing country, Mboweni articulated that South Africa is ready for renewal, the main talking point was how South African Government aims to curb crises at Eskom as the utility power struggles to keep the lights on. Mboweni said Government has set aside R23 billion to assist Eskom.

Increase in payments of social grants Continued from Page 1 “Pouring money directly into Eskom in its current form is like pouring water into a sieve. I want to make it clear: the national government is not taking on Eskom's debt. Eskom took on the debt. It must ultimately repay it. We are setting aside R23bn to financially support Eskom during its reconfiguration,” mentioned Mboweni. According to Mboweni the R23bn a year for Eskom will primarily be funded by higher income tax revenue and projected savings generated by the early retirement of an expected 30 000 public servants. Among other revelations in the Minister's speech is the 12 figure boost for education, over R30 billion is allocated to build new schools and maintain schooling infrastructure. An additional R2.8 billion is added to the School Infrastructure Backlogs grant to replace pit latrines at over 2 400 schools. “Fully subsidised education and training for the poor is the government's flagship higher education intervention. Over the medium term government will spend R111.2 billion to ensure that 2.8 million deserving students from poor and working-class families obtain their qualifications at universities and TVET colleges,” said Mboweni. Mboweni uttered that in many successful economies, immigrants have been a source of dynamism. Narrow nationalism often leads to stagnation. We need to redouble our

BUDGET 2019: Tito Mboweni delivers the Budget Speech for 2019

R40 increase for the foster care grant to R1 000. The child support grant will increase to R420 in April and to R430 in October.

The Budget was not welcomed by many economists as they slammed Tito Mboweni. Economist Dawie Roodt says the minister's estimates on economic growth is overly optimistic. “If you look at the numbers, the positive image the minister is putting out is not worn by the numbers. The numbers are negative,” he said.

Toll fees to increase

Telkom cable theft affects residents

“Openserve has been impacted with a major incident of cable theft in Stanger which in turn is having a major effect on telecommunication services to several communities. Approximately 886 customers, which feed through 8 different street distribution cabinets (SDC), are affected by this outage. An investigation of the cable infrastructure, which started on 19 February, has revealed that 3 copper cables of varying sizes were cut and stolen. Areas affected by this outage are DAWNSIDE,

GLEDHOW, HIGH RIDGE, INDIAN VILLAGE, LOWER TUGELA RURAL DISTRICT, MOOLLA INDUSTRIAL PARK, NORTHLANDS PARK, OCEAN VIEW, ROCKY PARK, S H A K AV I L L E , S T A N G E R HEIGHTS, STANGER MANOR, S U N N Y PA R K a n d WARRENTON. Openserve would like to ensure the affected communities and businesses that it has prioritised the replacement of these stolen cables. It is anticipated that the

BASA to host bumper concert The Baptist Association of South Africa (Basa) Youth Department will host a bumper concert in the park at the Stanger Manor Baptist Church on Friday, March 15 commencing at 6.30pm. Organizers will be meeting over the next two Mondays at the Stanger Manor Baptist Church at 6.30pm to put the finishing touches to an exciting and entertaining programme lined up for the youth of KwaDukuza.

KDM commemorates World Wetlands Day

KwaDukuza Municipality's Environment Management and Climate Change Office hosted a successful commemoration of World Wetlands Day (WWD) at the renowned SAPPI Bird Hide wetland site in Gledhow, KwaDukuza on 19 February 2019. The commemoration event attracted Geography and Life Sciences students and teachers of Stanger Manor Secondary, Stanger ML Sultan, Stanger Secondary School, Inkosi Albert Secondary School and Itshelenkosi Secondary School who were all eager to learn about the importance of wetlands as well as their contribution. Presiding over this important session

was Ms. Mbali Goge, the KZN Coordinator for the Working for Wetlands Programme at the Department of Environmental Affairs. She said, “The 02nd of February each year is WWD. The day marks the date of the adoption of the Convention on Wetlands on 2 February 1971, in the Iranian city of Ramsar on the shores of the Caspian Sea. Each year since 1997, the Ramsar Secretariat provides materials to help raise public awareness about the importance and value of wetlands.” “It is important to note that South Africa is one of the Contracting Parties to the Ramsar Convention on Wetlands of International Importance (Ramsar Convention). South Africa signed the Ramsar Convention in 1971 at its inception and the membership was formalized in 1975 when South Africa ratified the Convention and became the fifth contracting party. One of the obligations of the Contracting Parties to the Ramsar

Council workshop on EPWP The KwaZulu-Natal Department of Public Works held an Expanded Public Works Programme (EPWP) workshop for all councillors in the iLembe District Family of Municipalities on Wednesday, 20 February to address the misconception and misunderstanding around the programme. EPWP is a government initiative aimed at poverty alleviation by providing income relief through short term to medium term work opportunities to the poor and unemployed focusing on skills development for women, youth, people with disabilities and adult men. The workshop was held at the KwaDukuza Town Hall and was attended by officials

and councillors from the District Municipality and its four local municipalities including mayors, deputy mayors, speakers, whips, municipal managers etc. According to provincial EPWP coordinator Xolani Xulu, the Department of Public Works in the province has seen displeasing incidents in the implementation of this programme. “We have had to intervene in cases where councillors were demanding half of the wages of people and in some municipalities the Auditor-General has unearthed ghost workers where

wages are paid to dead bodies really. Government has lost millions because of this,” he said. Opening the workshop, His Worship the Mayor of iLembe District Municipality Cllr Siduduzo Gumede congratulated Mandeni Local Municipality for winning the Best Performing Municipality in the Implementation of EPWP award at the Kamoso Awards held in October last year. “This programme is

helping reduce the negative effects of unemployment, which include social isolation, erosion of selfesteem, drug and alcohol abuse,” said the District Mayor. Presenting the overview of the EPWP programme, district performance and EPWP grant report, Mrs Nokwanda Dube from KZN DPW said the programme was struggling to meet its target of 2% people with disability.

“Phase 3 of this programme which started in 2014 and will conclude next month set a target of 2% work opportunities for the disabled and we are struggling. It seems that we are not creating activities conducive for people with disabilities,” she said. Other presentations were on the programmes recruitment and selection strategy as well as the progress with EPWP Phase 4 conceptualisation. Dr Simphiwe Ndlovu from

the Department of Cooperative Governance and Traditional Affairs said one did not need a senior certificate to be part of EPWP. “This programme is not for friends of councillors or friends of officials but for the disadvantaged. All you need is a South African identity document and to be part of the targeted groups as eluded to earlier. You don't even need to be able to speak English,” he said.

Ward AIDS committees re-established In an effort to promote HIV and AIDS awareness in iLembe District Municipality, the KwaZuluNatal Office of the Premier together with the iLembe Family of Municipalities and sector departments embarked on re-establishing the WardAids Committee. Ward Aids Committee (WAC) is an independent voluntary solution whose role is to guide and facilitate the implementation of the local HIV and AIDS and STI and TB activities. It functions and objectives include facilitating, protecting and promoting the rights of the affected and infected persons living with HIV and AIDS in the ward, advocate for intensified HIV and AIDS awareness in the ward to reduce stigma and discrimination etc. Last Friday, 15 February, one such WAC was reestablished in Ward 15 of Ndwedwe Local Municipality. ILembe District Secretary of People Living with HIV Mduduzi Dlamini said those who wish to participate in the structure should consult the Ward Aids Committee in their respective wards.

“People need to focus on their lifestyle and neglect the stigma,� said Dlamini. According to the province guidelines for the terms of references for thaw committees the composition of WAC must be inclusive of

the ward councillor who chairs the committee, representative from all government departments in the ward include teachers, clinic nurse, social worker for the ward, community development worker etc.,

traditional leadership such as Induna as well as representative nominated from community structures such as non-governmental organization sector, people with disability, youth, local business etc.

Forty-seven aids committees out of 77 in the district have been reestablished since September 2018 to date. Each committee must submit a monthly report to the local municipality which aids

council to report on its activities including an assessment of the extent to which its objectives have been achieved. The local council will in turn report to the District Aids Council.

ILembe District Municipality led by His Worship the Mayor Councillor Siduduzo Gumede kicked off its Back to School campaign by visiting three primary schools in the Maphumulo Local Municipality on Tuesday, 19 February. The objectives of the campaign is to promote the culture of learning, create an enabling environment for learners to focus on their education and to provide necessities to pupils from destitute families. The schools were identified through Operation Sukuma Sakhe which is an engine of service delivery in the province of KwaZuluNatal. Over 60 learners not only got groceries but their full uniform as well including shoes, socks, jersey, tie and a bag. The schools visited were Mpungeni, Mpumilwane and Hlimbithwa primary schools. Messages of support came from the iLembe District Department of Education, Dr Musawenkosi Madondo, Maphumulo Municipality Her Worship Deputy Mayor Zama Ncalane, and Traditional Houses under the schools visited as well as School Governing Bodies who appreciated the campaign. In his remarks His Worship the Mayor of iLembe District Municipality, Cllr Siduduzo Gumede said the back to school program is going to be an annual event at iLembe District Municipality with more beneficiaries each year. “As we embark on this program, we are trying to fulfil and close gaps where other departments could not reach. This is a socially constructive project mainly focusing on underprivileged children without decent school uniform. It will take place in four local municipalities with three schools benefiting in each municipality and 20 learners per school making the total of 240 learners,” said Gumede.

Mandeni Local Municipality, under the leadership of His Worship the Mayor, Sphesihle Zulu held a successful Mass Prayer against Social ills and for peaceful 2019 general elections on Thursday, 21 February 2019. The prayer was attended by among others, representatives from SAPS, Department of Social Development, Public Safety, Edtea, business owners dealing with liquor, youth leaders, civil society organisations and members of various religious groups from within Mandeni. Core to this gathering, was the issue of Police Killings, brutal killings and burning of people, drug and substance abuse as well as women and child abuse. The prayers were also directed at yearning for safety during the Easter holidays. His Worship the Mayor, Sphesihle Zulu called for unity, peace and for 'Ubuntu' during his address at this event.

"We are no longer afraid of animals, we are actually afraid of each other. Mandeni is at a critical stage but that does not mean it won't recover. Today's prayer is about trying to change the mind-set of our people. Solutions do not come from killing each other. Mandeni is not the mountain, the hills or the rivers. Mandeni is Mandeni because of the people living in it and it will forever be judged by the behaviour of its people. Our challenge is not only about people killing each other rather it's the things leading to it, such as drug and alcohol abuse,” added Zulu The prayer was a success with various political parties, churches and sector departments signing a pledge for peace. In conclusion, Zulu stressed the need for community members to disassociate themselves with criminals. “Our homes must not be a hideout for criminals. We must always report criminal activities,” concluded the Mayor.

The ANTs Kwaito Music Group is one of a kind, the group has made a name for itself to the local audience since they got into the music industry in 2015. The group consists of four members, Andile Ngcobo, Nduduzo Mthethwa, Thabiso Mnyandu and Lindani Ngema (Manager), they all have one common goal, to change the entertainment industry through their God given talent. Speaking to Xpress Times the group stressed that their first album is still flying off the shelves and they are working

towards dropping another hit album. “We are young artists but we are determined and destined for success, in previous years we have encountered many obstacles which shaped us to be what we are today. We use music to heal those who are suffering and bring joy to those who are celebrating. Singing helps us navigate through social ills such as drug abuse,” articulated the Group. The ANTs also appeal to people of KwaDukuza to rally behind them so they reach the top of the mountain. “Currently we are facing financial difficulties,

and support from our home town would be highly appreciated,” added the group. The past weekend all roads led to Old Trafford where the perennial rivals were meeting to determine who would have bragging rights for the remainder of the season. It has now been 160 days since the DA revealed the shocking statistics that showed a conviction rate of 1,4% for murder, rape and robbery and a 0% conviction rate for hijacking in KwaDukuza. Since this bombshell revelation by the DA, we sent a number of requests to the Minister to visit the station and address the crisis. After his steadfast refusal to do so, we then marched with the community of KwaDukuza to the police station on 16 November 2018 again calling for Minister Cele to address the problem to which he gave the proverbial 'middle finger' and again refused to meet with them. The DA has taken the drastic move of requesting Parliament to force the Police Minister to do his job. The question remains, why does the Minister not want to account to the people of KwaDukuza and what have they done to deserve this? It is evidently clear that the Minister and the ANC have no plan or desire to keep the people of KwaDukuza safe. The DA in KZN will continue to mobilise the community until we get what we want which is a meeting with Minster Cele so he can account for the crime crisis which continues to unfold in KwaDukuza.
