Work underway to restore water and sanitation services

Following the damages on iLembe District Municipality infrastructure by the recent floods, the Technical Service Department has been working around the clock carrying out the repairs on pipelines to restore water and sanitation services, even though carrying out repairs means isolating water supply to minimize water loss. This was revealed by the Mayor Councillor Thobani Shandu on Sunday, 24 April 2022, at a virtual media briefing with the Minister of

Water and Sanitation Senzo Mchunu together with Mayors of Ugu and eThekwini to address the media on progress made. “In KwaDukuza for example there are still some challenges in most areas where water pipes were washed away with some being repairable and some requiring replacement. We are, however, providing water to isolated areas via water tankers,” said Mayor Shandu. Sewerage systems in

Following the declaration of the National State of Disaster by President Cyril Ramaphosa, in the aftermath of the devastating floods in KwaZulu-Natal, government has been seized with urgent interventions to alleviate the plight of the people affected by the disaster. The damage to the roads in KwaZulu-Natal is extensive resulting in the closure of many roads to allow for clearing and rebuilding. Amongst the interventions, KZN Premier Sihle Zikalala made a request to the Board of the South African National Roads Agency (SANRAL) to consider intervention that include suspension of toll fees in seriously affected areas. The SANRAL Board, in line with its mandate, took a resolution to suspend the payment of toll fees at the oThongathi and uMvoti toll plazas on the N2 Toll Route in KwaZulu-Natal. This suspension will go a long way in assisting communities affected by the closure of alternative roads, which have been damaged by the floods. This intervention follows representations from affected communities and a formal request by the KwaZulu-Natal Provincial Government to ameliorate the

plight of road users who were now being forced to use the N2 because of the closure of alternative roads. This then results in locals and other motorists paying toll fees they would not ordinarily have had to pay were the alternative roads operational. “We have listened to the pleas of the affected communities and the provincial government and responded in line with our posture as a caring government. With my full support as the Shareholder Minister, the SANRAL Board has resolved: 1. The payment of toll fees at the oThongathi and Mvoti toll plazas on the N2 Toll Route will be suspended as an interim measure with effect from 6pm on 22 April 2022. 2. The repair of the alternative roads, while these interim

measures are in place, will be prioritized and accelerated so as to make it possible for the affected communities to be able to use them again as soon as possible. 3. The cost to SANRAL as a result of this decision will constitute an additional contribution by SANRAL to the relief of the disaster,” Zikala said. Over the next few months, SANRAL will be the lead agency, as announced by President Cyril Ramaphosa, on the extensive work required to repair roads in the Province. “We must work together as government, business and all organs of civil society to respond to the plight of those impacted on by this devastation and do everything in our power to ensure their lives return to normal as speedily as possible,” he conclude.

Islamic organizations give hope to Glenhills learners

“The world is in need of love, a gentle hand and tons of smiles. Hearts need to be comforted and humanity needs to be shared once again”. This inspirational quote is found on the website of the Salaam Foundation, an Islamic charity organization based in Johannesburg. The Foundation, in a collaborative initiative with the Stanger Khidmat Organization (SKO), descended on KwaDukuza on Thursday last week to share

more humanity with those in greatest need. The two organizations together distributed 100 hampers to identified learners from Glenhills Secondary School, as part of their humanitarian efforts to ameliorate human suffering in the wake of the devastating floods. The collaborative venture came about after the school had reached out to the SKO, to request some intervention as some of its pupils, and their families, were obviously severely affected by floods.

The SKO was represented by its members, while the Salaam Foundation was represented by its coordinator, Mr Azhar Vadi. Glenhills Secondary's Principal, Mr M Budhram, narrated the touching story of the struggling community around the school, where levels of poverty remain alarmingly high. Budhram further placed on record his tremendous appreciation to the two organizations for their prompt response after the school made an appeal for help.

“I would like to record my thanks to the two organizations. Our school is located in an area where there is a lot of poverty. We love our work. We love our learners. We love our community. We have a fantastic team of educators who go all out for the learners,” stated Budhram. Speaking on behalf of the Salaam Foundation, Mr Vadi said it was a given for his organization to acquiesce to partner with the SKO on this initiative. “Although we don't usually

distribute food hampers, as our strength lies in farming for charity purposes, in this instance this was the best response considering the circumstances. Our organization operates a number of farming projects around Gauteng. We then distribute our fresh farm produce among organizations that work with various communities. We operate both locally and internationally,” Vadi stated. A learner from the school took to the podium to express his gratitude on behalf of his fellow learners. A representative from the SKO

also thanked the Salaam F o u n d a t i o n f o r unhesitatingly agreeing to partner with the SKO on this worthy cause. “It was such a fortunate coincidence that when the request came through from the school, the Salaam Foundation was expected to come to KwaDukuza, and they readily agreed to partner with us. That way we were able to add more hampers to what we had already put together,” the representative stated. The initiative was organized by educators Ms N Karodia and Mr AT Kallan.

Elderly resident baffled after water disconnected

BAFFLED: Glenhills resident Mrs Gnanam Subbadoo has been left dry after iLembe cut off her water supply

“There is no life without water.” This is a famous quote by Albert Szent-Gyorgyi, and it holds true for all life on earth. However for Mrs Gnanam Subbadoo, a 70year-old Glenhills resident, this reality is hitting much closer to home after she had her water disconnected by iLembe District Municipality. Xpress Times visited Mrs Subbadoo on Monday, to investigate the matter further. Our reporter, who was accompanied by proportional representative councillor for

the Democratic Alliance, Rishi Pooran, found that life has become a real struggle for the hapless pensioner, who also lives with a disability. “I live alone here. Since my water was disconnected, I am relying on help from my neighbours. Life is very difficult. The municipality has told me that I need to pay R5500 in order to have my water reconnected. As a pensioner, I obviously cannot afford this amount,” stated Mrs Subbadoo. The total arrear amount owed to the municipality is

approximately R19 000. Xpress Times has also learnt that no notice was given by the municipality prior to disconnecting Mrs Subbadoo's water. The municipality through its Chief Financial Officer (CFO) Mahendra Chandulal, has defended its action. C h a n d u l a l s a y s disconnections and/or restrictions are done in accordance with the Council's credit control and debt collection policy. “Consumer was on indigent support and the support

expired in 2014. The consumer has not renewed the indigent benefit even after numerous reminders to do so. Consumer did get a write off in 2012 and cannot obtain another one (in accordance with the credit control and debt collection policy),” Chandulal stated. However, Cllr Pooran is not impressed. “It is very strange that the municipality is cutting off water for this elderly lady, while failing to repair water leaks right next to her property. Good drinking water is being wasted, and yet here she is without water,” stated Cllr Pooran. Chandulal slammed Cllr Pooran for distributing a video of Mrs Subbadoo on social media. “The district municipality notes with disappointment and dismay, a video doing the rounds on social media with the said consumer and a Democratic Alliance PR councillor. It is unfortunate that the councillor has resorted to such instead of familiarizing himself with the details of this case by engaging the district and advising the customer of the processes available to her. “As stated the consumer needs to engage credit control. The consumer needs to renew indigent application in order not to receive a higher levy the same way she was able to register the first time around,” Chandulal said.

Concerns over surge in Covid-19 infections By Xpress Reporter

Concerns are mounting over the current surge in new Covid-9 infections. While scientists say the country has not yet entered the 5th wave of the pandemic, new daily numbers show an alarming upswing in new infections, which seems to bode ill for the coming winter season. Since Thursday last week, new daily infections have stood at well above 4000 new cases per days, with the figure retreating slightly to below 4000 towards the end of the weekend. The test positivity rate is also deeply concerning, as it currently hovers just above 15%, three times the rate at which infections are considered to be under control. Another interesting revelation, according to the National Institute for Communicable Diseases (NICD), is the increasing rate of infections among children under the age of ten. Data from the NICD shows that to date, just over 162 000 children under the age of ten have been infected with the virus.

This appears to debunk the earlier belief that children were immune to infections. The total number of infections since the start of the pandemic currently sits at just over 3 760 000, with the number of deaths due to Covid-19 standing at just above 100 000. Infections among females are just over 2.1 million, while males have recorded just over 1.6 million cases. Infection numbers among age groups show that people between the ages of 21 and 30 are the worst affected, with over 837 000 cases recorded so far. NICD and the Department of Health have warned that data pertaining to new infections may change suddenly, depending on testing patterns. “Our experts and the NICD are closely monitoring the situation. This is probably driven by sub-variants of Omicron. We remind and urge unvaccinated and partly vaccinated people to vaccinate and get booster shots in order to protect themselves,” stated Ministry spokesperson Foster Mohale.

Freedom Day, the turning point for South Africa

Freedom Day on 27 April is an annual celebration of South Africa's first nonracial democratic elections of 1994. It is significant because it marks the end of over three hundred years of colonialism, segregation and white minority rule and the establishment of a new democratic government led by Nelson Mandela and a new state subject to a new constitution. The holding of the first non-racial elections was the culmination of years of struggle and a negotiated settlement which led to the unbanning of the liberation organisations, the release of political prisoners and the return of exiles and the

formal all-party negotiations which drafted an interim constitution. The moment which changed the path of South African history came after long and tension-ridden negotiations held between 1991 and 1992. The South African government, the African National Congress (ANC), the South African Communist Party (SACP) and other liberation movements engaged in these talks. The 1994 election paved the way towards a new democratic dispensation and a new constitution for the country. The elections took place in a peaceful and festive atmosphere, though

there were threats of political violence. Speaking at the first anniversary of South Africa's non-racial elections President Mandela said: “As dawn ushered in this day, the 27th of April 1995, few of us could suppress the welling of emotion, as we were reminded of the terrible past from which we come as a nation; the great possibilities that we now have; and the bright future that beckons us. Wherever South Africans are across the globe, our hearts beat as one, as we renew our common loyalty to our country and our commitment to its future. The birth of our South African nation has, like any other, passed

through a long and often painful process. The ultimate goal of a better life has yet to be realised. On this day, you, the people, took your destiny into your own hands. You decided that nothing would prevent you from exercising your hard-won right to elect a government of your choice. With despondency and hopelessness spreading across KwaZulu-Natal in the aftermath of raging floods, there is a glimmer of hope, and practical demonstration of humanity and compassion on an unprecedented scale. Relief efforts are pouring in from all quarters, with government continuously announcing new measures to alleviate the suffering of those affected. However the

private sector, mainly through charity organisations, has placed itself firmly at the centre of ongoing humanitarian programmes to help the flood victims. Undoubtedly, the Gift of the Givers, founded some 45 years ago, leads the charge with regard to relief programmes being spearheaded by nongovernmental organizations. The organization, founded

by the visionary Dr Imtiaz Suleiman, says its teams have ben ard at work offering humanitarian aid and also working alongside emergency rescue teams in responding to cries for help from the worst affected areas, including KwaDukuza and iLembe District in general. “With all our troubles, frictions and challenges this is indeed an incredible country where the spirit of Ubuntu (Humanity) always takes centre stage and reigns supreme. Luthuli Museum hosts jazz concert

Last month iSupport Creative Business launched its first exhibition of new work that is aimed to commemorate, showcase and bring the story of some of the unique musical heritage of KwaZulu Natal to life. As part of this exhibition, supported by Concerts SA, uMongo Msindo will host uDloko player Zulu and uMakhweyane player and vocalist Zawadi Yamungu in concert on Friday 29 April at

6pm at the Luthuli Museum in Groutville. Ahead of the concert, the curators, Marlyn Ntsele and Mzwandile Ntsele, will host a walk-about of the exhibition. Zawadi Yamungu is a South African indigenous musician born in Mandeni, north of KwaZulu Natal. This international artist started singing in church and then later studied acting, dancing and music, which has contributed to enhancing her career as an

artist. Having been mentored by the renowned Mbuso Khoza, Zawadi has also worked with Dr Gcina Mhlophe, Madala Kunene, Themba Mkhize, and Nduduzo Makhathini and other legends. Zulu, who resides in Ficksburg, has played uDloko for most of his life, having spent most of his young life cow herding instead of schooling. Zulu not only plays uDloko, but he also makes the instrument from scratch. He is passionate about his music and enjoys that uDloko is an instrument that, in his words, doesn't discriminate against or is not limiting to anyone. UMongo Msindo is a multifold undertaking that is in equal parts archival and exhibitionary. It works against a globally flattened culture where speed is currency and context amiss. Working within the boundary of KwaZuluNatal, it considers 'hyper locality' as a tool to disrupt the c o n d i t i o n s o f 'internationalism'. ANC Youth League gears up for regional conference By Xpress Reporter

The ANC Youth League in the General Gizenga Mpanza Region is going to an elective conference this coming weekend, to elect its new regional leadership. This is according to a statement issued by the League's Regional Congress Preparatory Committee (RCPC),

an interim structure appointed by the ANC to oversee the running of the League and to prepare for the regional conference. In the statement, the RCPC congratulated the League branches across the Region for successfully convening general branch meetings (BGMs), a usually

fraught process that has paved the way for the upcoming elective conference. Eid-Ul-Fitr; a Unique Festival Time of Joy for Muslims Muslims throughout the country will celebrate the auspicious & joyous occasion of EID-ULFITR, either on Monday (02/05/2022) or Tuesday (03/05/2022), upon sighting of the moon, which culminates the end of the Holy month of Ramadhan. Eid -ul -Fitr is a unique festival. It has no connection with any historical event nor is it related to the changes of seasons or cycles of agriculture. It is not a festival related in any way to worldly affairs. Its significance is purely spiritual. It is the day when the Muslims thank GOD ALMIGHTY for having given them the will, the strength and the endurance to observe fast and obey His commandment during the holy month of Ramadhan. This day, in Muslim world, brings rejoicing and happiness. The rejoicing is not, however, at the departure of the month of Ramadhan; it is the happiness which man feels after successfully completing an important task. So far as the passing away of the month of Ramadhan is concerned, Muslim religious leaders of the early days of Islam always felt profound sorrow when it came to an end, as they felt that they were being deprived of the spiritual blessings which were associated with the month of fasting. Eid-ul-Fitr is related to such a month of blessings, because it is on this day that the strict restrictions of the preceding month are lifted. Unfortunately, in some places, this resumption of the normal activities is misinterpreted as a licence to indulge in activities prohibited in Islam, like gambling, etc. Fortunately, such trends are not common yet; but such people should be made to understand the significance of Eid-ul-Fitr. Religious observances of the Eid-ul-Fitr are designed to offer thanks to GOD ALMIGHTY that He helped us in accomplishing the aim of

Thirdly, it enjoins the well-to -do persons to share a portion of what they have with their poor brethren. On the eve of Eid-ulFitr, a Muslim is obliged to give to the needy food-stuff at the rate of a prescribed weight, on behalf of himself and of every member of his family, including servants and guests who were sheltered under his roof on that night. It would certainly be pleasing to God ALMIGHTY if we did not forget these lessons after Eid-ul-Fitr. Incidentally, here the difference between religious and materialistic outlooks

We pray that Almighty God guide us to recognise Truth for what it is and give us the strength to follow it, and we pray that He guide us to recognise falsehood for what it is and give us the determination to keep away from it while we rejoice, we remind ourselves that there can be no occasion, no moment so joyous, that we forget our peoples' great sacrifices around the world especially those of our orphans and victims of wars in Iraq, Lebanon, Palestine, Kashmir, Afghanistan and Rohingya and the innocent prisoners suffering torture and humiliation in worldwide detention camps. Premier and ratepayers “reconcile” over tanker confusion By Xpress Reporter

KwaZulu-Natal Premier Sihle Zikalala and his La Mercy neighbours appear to have “buried the hatchet” over the recent water tanker fiasco. Premier Zikalala came under fire recently after video footage emerged of a water tanker parked out his house in the area, apparently supplying water exclusively to his family while the rest of the neighbourhood was without water. Zikalala

immediately dismissed the reports as “fake”, but later apologized for the confusion, and vowed that there would never be a repeat of such an incident. The La Mercy Ratepayers Association (LMRPA), through its chairperson Mr Ravi Ramsunder, has extended an apology to Zikalala over this incident, attributing the whole fiasco to “miscommunication”. Both parties have since agreed to “move forward in the spirit of unity”. Earlier, Zikalala had described the allegations of prudential treatment against him as a “distraction”

from his contribution towards his community during a most difficult period of water outages. ““I together with the community have gone for days without water. I then requested assistance after members of the community pleaded for my assistance knowing I lived in the area. “Actually all the other days my wife and kids had been fetching water on buckets. To me this is not new as I grew up fetching water and I still do today when situations demand. “We did eventually receive a response and the tanker came to the area. The video fails to mention that the tanker actually provided water to the local residents and supplied many of them with the much-needed water

In the spirit of unity and for the betterment of the lives of the residents, the focus in the coming days will be on the pressing issue of water, attending to the plight of the displaced, infrastructure rehabilitation and the rehabilitation of the M4”.

It is important that we give people some reason to laugh, and to forget about the pain they have just experienced. Comedy brings people together, and we are now saying it's time for the people of KwaDukuza and iLembe District to have something to look forward to,” Mtshali says. His show tomorrow, to be hosted at The Prince Lounge, will feature wellknown names in the comedy industry, viz Felix Hlophe, Gqonqa

(Mzambiya) and Nonto R. “After the show, we intend to visit some families who were worst affected by floods to offer comfort and some relief. We shall be doing that to demonstrate that, as professional artists, we also stand with them during this extremely difficult period,” he says. KDM commended for improving Etete road

Residents of Etete in the vicinity of CA Naidoo Store have welcomed the move by KwaDukuza Municipality to grade an access road in the area that has been in a chronic state of neglect. DA PR councillor Bulelwa Mvulana, who residents in Ward 20, said the road is used daily by residents and scholars from Radha Roopsingh Primary School. Hitherto, it has been in a shameful condition, especially when it rains, when the road would become virtually impassable. “This community has been suffering due to the condition of this gravel road, particularly during rainy weather. Not only were their vehicles getting stuck in the mud but when wet or slippery the road would put pedestrians and school children in danger when cars slide. Pupils walking to Radha Roopsingh School, were forced to walk through the muddy mess with overgrown verges on their way to school,” Cllr Mvulana stated. Cllr Mvulana added that getting the municipality to attend to this vital access road started when she reported the matter to KDM's Roads and Storm Water Department. “The recent flooding made the road even more unusable as ridges of water were flowing through it. Comprehensive relief Ilembe reaches out to package for flood victims Maphumulo flood victims By Xpress Reporter

The South African government, through the SA Social Security Agency (SASSA), has announced a comprehensive relief package for those affected by the recent floods in KwaZulu-Natal. More than 400 people lost their lives as ravaging floods swept through the province, leaving behind a trail of utter devastation. More than 4000 homes were completely destroyed, while 8000 were partially destroyed. Inestimable infrastructural damages were caused, in certain areas cutting off

entire communities. Thousands of people were displaced, and lost all their possessions in the process. As part of wide ranging efforts to provide immediate relief to the victims, government has announced that more than 300 social service professionals have been deployed to the province to work with affected communities. Furthermore, the relief grant for flood victim disaster cases has been upwardly adjusted from the initial R700 to R1980-00. Also, food vouchers to the value of R1200-00 will be issued to affected families. The

voucher will be R3960-00 if the family has lost a loved one due to floods. The intervention does not end there, as government has also undertaken to extend assistance to learners who lost their school uniforms during the raging floods. Government will be spending R2700-00 (in uniform replacement) in the case of girl learners, and R2500-00 for boy learners. In response, iLembe District Municipality has extended a helping hand to affected communities in Maphumulo. Last week Deputy Mayor Cllr James van Whye distributed bed sponges and blanket, to help the victims

keep warm as the winter chill slowly creeps in. The initiative, according to the municipality, was part of Operation Sukuma Sakhe (OSS) and the District Development Model (DDM), recently implemented by government to better streamline development programmes at district level.

Two construction workers had a harrowing experience on Sunday after they found themselves entrapped in a collapsed trench, in Ballito. Medi Response has reported that the workers were removed from the trench by their colleagues, prior to the arrival of emergency personnel.
