he South African Communist Party in the Greater KwaDukuza District held its first District Congress on Sunday, 17 June 2018 at the iLembe Auditorium. The congress merged what was then Greater KwaDukuza and Mandeni districts into a single district in line with the resolutions of the 14th National Congress. The congress was convened and addressed by the Provincial Executive Committee under the theme “Socialism is the Future: Build it Now!” In attendance were delegates representing the YCLSA, COSATU, ANC, SASCO, COSAS and guests. The congress deliberated on a number of strategic issues affecting the working class and the unity of the working class as of paramount importance amongst others. Drawing from the keynote address which was delivered by PEC member, Skhumbuzo Mdlalose,
“The congress interrogated the land question and expressed concern at the current land ownership patterns wherein majority of land is still in the hands of the minority who are mainly white and feudal lords (chiefs). Nevertheless, much as the land question remains a burning issue, congress noted the demagogic populist manner in which the expropriation of land without compensation has been structured thus watering it down to mere emotionally-laden yet empty political rhetoric. A Frantz Fanon says for a colonized people the most essential value, because the most concrete, is first and foremost the land as the party of the working class and the poor and rural masses we believe that people should be granted full ownership status for the land plots they currently occupy. “Secondly, the land owned by the state should be made useful e.g. give it to communities and cooperatives so that they utilize it for commercial and agricultural
purposes. What is the use of having vast expanses of used land which end up being controversially given to fat cats wherein our people are landless and jobless in the land of their birth? To this end, a Land Summit should be held involving all roleplayers, the community in the main,” stated Mdlalose. “The congress also deliberated on the scourge of community unrests service delivery protests which have become prevalent in our district. We firmly believe that this is a result of socioeconomic realities facing our communities in the main joblessness, rising inequalities, crass materialistic excesses, crime, slow-paced and/or nonexistent delivery of services. Mandeni Estates water interruption The council of iLembe District Municipality, led by His Worship the Mayor Cllr Siduduzo Gumede would like to apologize to the residents of Ward 3 in Mandeni Local Municipality for the current water interruption that has taken place since Saturday, 23 June. The interruption is a result of a burst pipe which drained the Mpunzi Reservoir and although the pipe has been repaired, water is struggling to reach the Mpunzi reservoir. Technical team is currently on site and checking air valves and scouring valves as the problem is a result of the airlock. The municipality has been supplying water via water tankers since Saturday evening. The following roads are affected: Top of Impunzi, top of Partry's, top of Kudu, Springbok, Duiker, Inyathi, Dube and Thekwane Crescent. Residents of Ward 9 in Nondabula, Ndwedwe attended a public meeting called by iLembe District
Municipality to introduce the Nondabula Water Project on Wednesday, 20 June 2018. Addressing the community, His Worship the Mayor Cllr
Siduduzo Gumede said, “Our main focus is to make sure that all residents have access to safe, portable water and that's what we wanted to sort out before coming here. We wanted to make sure that the solutions we have to your problems are solutions that will last for years to come.” The project, which was commissioned in 2017, will cost over R29 million and includes construction of rising mains, a reservoir and 430 yard taps amongst other things. Consultants of the project, Royal Haskoning DHV and the main contractor Hydro Tech were given the opportunity to address the residents. Peterson Ndlovu of Royal Haskoning revealed that 47km of
pipework would have to be done as part of the project and that the main contractor will be working with four subcontractors from the area including Mhlungu General Services, KCM Concepts, Die Will Enterprise and Skadi Trading. Sibongiseni Hobo of Hydro Tech said that 49 local people had been hired as part of the project and are scheduled to be finished with the main pipe by the end of June 2018. “The work remaining right now is for the subcontractors who will be doing yard connections and laying of pipes from the main pipe branching into homes,” he said. The Nondabula water project is scheduled to be completed by the end of October 2018
Immigrants' passports stolen By Xpress Reporter
A business break-in that occurred on Saturday night has left immigrants worried. It is alleged that on Saturday night last week, a suspect gained entry into Saddam Barber Shop in KwaDukuza and stole an undisclosed amount of cash and documents including a car log book, 6 identity documents and 6 passports. Owner of the business Mr Farid Shaikh is appealing to anyone who might
have information regarding the incident to come forward. “At the moment we have no passports and that barriers us to work efficiently. We urge anyone who might have knowledge to come forward,” he said. A case was opened at KwaDukuza Police Station but no arrests have been made thus far. Armed robbery suspects nabbed
CONFISCATED: Firearms that were recovered in the Ntshawini area

iLembe Cluster members with Public Order Police from Empangeni and Pietermaritzburg conducted an intelligence driven operation aimed at solving an armed robbery case on 20 June 2018. An intensive investigation led police to the cottages in Ntshawini Reserve where they arrested four suspects aged between 22 and 27 with four pistols and a total of 10 rounds of ammunition in their possession. According to KZN SAPS spokesperson, Colonel Thembeka
Mbhele, the suspects were taken to KwaDukuza police station for detention and they were charged for possession of unlicensed firearms and armed robbery. They appeared at the KwaDukuza Magistrates Court last week. “It is alleged that on 20 June 2018 at 19:00, four armed males accosted the employees at a tuckshop in Sofaya area where they robbed them of cash, cigarettes and other valuables. They then fled and no shots were fired. A case of armed robbery was opened at KwaDukuza police
station for investigation. The suspects were also found with some of the items that were taken during the robbery,” said Mbhele. She added that the recovered firearms will be subjected to ballistic testing to ascertain whether they were used in any other crimes. “Investigators are working tirelessly to determine if the suspects can be linked to murder incidents that occurred in the Sundumbili and Nyoni policing precincts.”

The prayer is aimed at fighting various issues such as, political killings, crime, taxi violence as well as women and children abuse. MEC was accompanied by Chairperson of the House of Traditional Leaders in the District Inkosi Bhengu as well as all mayors in the district. MEC paid a visit to Ndwedwe Taxi Rank to engage with taxi

MEC Dlungwana outlined that in times of troubles they need to get down on their knees and ask for guidance from the Almighty. “It is in times like these where we need to reach out to the Almighty and ask for divine intervention. As believers we are confident that God is going to hear our prayers and heal our province,” said Dlungwana. Religious leaders from different faith based organisations were roped in and encouraged the masses to do well. These included representatives from the Zion church, Lutherans and many others.

These include, ensuring adequate funding and capacity for road safety interventions, including staffing and training, eliminating fraud and corruption at Driver's and Learner Testing Centres (DLTCs), improving road safety data systems and research to inform tactical interventions, enhancing the use of technology in road safety improvement, eliminating crashes on hazardous routes, which the Department has already identified, strengthening compliance and r o a d w o r t h i n e s s mechanisms, increase visibility of signage across the provincial road net. Kaunda said that these interventions will require collective action by all the people of KwaZulu-Natal since road safety is a collective responsibility. “We would like to urge the people of KwaZulu-Natal, particularly drivers, to adhere to the rules of the road so that we can save lives,” said Kaunda.

Suffer little children A 16 year old Lindelani girl has been the object of her father's abusive conduct. According to the girl she returned home with her stepmother and found the house locked. She spent the night at her grandmother's place, the following day she met her father who was upset that the bed was not made. Despite pleading that it was her brother who had not done it, he began assaulting her with a stick all over the body. The victim alleges that this is not the first incident of such violent behavior. The 42 year old father was arrested and appeared in court on 11 July. Despite the incident, the victim is willing to live with him and he has been advised to conduct himself in a humane manner until then.
Breakthrough over break-ins Police are hoping to link a culprit the community has described as 'Spiderman' to several housebreaking cases in the Manor area. This breakthrough comes after the culprit was arrested by
several security officers after he had broken into a flat at Lindelani Village and fled with a television after he was spotted by the owner in the early hours of Sunday morning. There is a strong possibility that he has been responsible for many housebreakings in the Manor area and was remanded in custody. Nkosikhona Nxule (28) has co-operated thus far, confirming these suspicions.

Khulekani Mthembu of Thembani alleges that he awoke at about 09:15am. He spotted a person trying to enter his premises. The culprit and accomplice managed to open a window and enter the house. They picked up a bucket containing clothing and attempted to leave the house via the sliding door. Mthembu, armed with a stick, attacked the two assailants. One armed with a cane-knife tried to assault him. They allegedly got into a struggle and Mthembu disarmed him and struck him. His accomplice, Musa Nyowo (26) is under police guard at the local hospital.
Long arm of the law A visit by a friend resulted in an argument and the fatal stabbing of Mzwandile Gumede (23) in January this year. According to an eyewitness who is the mother of the accused, her son fled after the incident and returned. Bhekisenzo Ndawonde (22) was arrested and brought before court last week. It is still unclear what happened on that fateful day as statements from the other friends present were not obtained to date. Ndawonde is expected to seek bail this week.

To celebrate this milestone, MEC for Human Settlement and Public Works in KwaZulu Natal, MEC Ravi Pillay alongside Maphumulo Local Municipality Mayor, Cllr Zibuyisile KhuzwayoDlamini presided on a special graduation ceremony on Tuesday 19 June 2018 at the
Maphumulo Town Hall. The 56 young graduates have met the minimum requirements for the National Certificate in Building Construction. This training program exposed the youth to various modules of housing construction and these certifications will enable them to access work opportunities that match their newly acquired skills and advancing SocioEconomic Transformation. The module included specialist instructions in bricklaying, plastering,
roofing as well as carpentry. Mayor Zibuyisile Khuzwayo-Dlamini congratulated the graduates and wished them well in the future. “Take this as a first step in the fight for poverty alleviation, be the change in the high poverty our country is currently facing and make use of your certificates successfully,” said Mayor Khuzwayo -Dlamini This program was held in partnership with the Department of Human Settlements and Public Works.

Thanks to our Member of Parliament, Dean Macpherson along with the entire DA Ilembe Constituency leadership and councillors from across the KwaDukuza and Ilembe Municipalities respectively, who have given laser like attention to various sectors in Ward 19. I as the DA public representative involved with this ward had immense help from Cllrs Sahajana Naidoo (KDM) and Andrew Gopaul (Ilembe) who assisted SADAFTA and senior citizens at their annual sports meeting at the RA Moodley Hall last week. They also helped with Ilembe account explanations and allaying fears about pension grants to many of the elderly - from all over KwaDukuza including Stanger Heights, Stanger Manor, Glenhills, Rocky Park to name a few. The DA Women's Network (DAWN) visited the Stanger South Secondary School providing sanitary accessories to female learners two weeks ago. Cllr Privi Naidoo (DAWN Ilembe Chair) along with Ballito Ward Cllr Tamsyn Collie, Cllr Sahajana Naidoo, Cllr Andrew Gopaul, Mrs Rajashree Ramayah and I were present. Then the Deputy Shadow Minister of Police, Diane Kohler Barnard MP along with Dean Macpherson visited KwaDukuza SAPS and the RA Moodley Hall listening to senior citizens' incidents and fears about being victims of brazen crime and its variants. The DA will sustain and grow efforts across all off Ilembe in the above fashion.
