Ward 16 residents roll up sleeves to patch potholes By Xpress Reporter
Fed up with slow service delivery from KwaDukuza Municipality, a number of irate ward 16 residents consisting of Ocean view and Highridge area were seen, defying hot weather to fix up massive potholes in their areas. It reported that residents are using money from their own pocket to purchase
necessary materials to fix potholes. One residents said ratepayers are repairing the roads because the municipality is bloody useless and has done very little to alleviate the issue of potholes in the area, “These potholes are everywhere and they are damaging our cars,” said anxious resident. Another resident said most roads are in a pathetic state
around Stanger, “the roads in the Oceanview area are in a pathetic condition, for many months now, if not years, where is or was the councillor in this time, all you wannabee councillors go and sort it out, then approach residents for their votes , much damage has been caused to vehicles,” said the fuming resident.

KwaDukuza and Maphumulo municipalities are finally “cleaning up” their act. Well, it has taken a private sector partnership to get the two municipalities to finally do something about the filth that has become of their respective CBDs and surrounding areas. On Monday 25th of October 2021 KDM, together with its partners, aQuelle/Khula, embarked on massive clean-up initiative that saw illegal dump sites being cleared, streets being made litter-free, verges and drains cleared etc.
KDM and Maphumulo embark on massive clean-up campaigns The initiative, which the company aQuelle/KHULA has been rolling out in various towns, is in line with the theme “Keep Our Country Clean, Throw Trash in The Bin”. It is an offshoot of the Clean Up and recycling Week, which was observed from the 14th to the 19th of September. A similar operation was carried out in
Maphumulo a week earlier. The novelty of this undertaking is that it involved ordinary community members as well as the business sector, who get the opportunity to work alongside the public and the private sectors to restore cleanliness and hygiene in urban centres. The campaign was also aligned with those of the Good Green Deeds (GGD) Rugani Carrots Programme which seeks to 1kg Prepack highlight the importance of active citizenry in the protection and 2 FOR management of natural A fruit & veg a day is the healthy way 99 resources and pollution in 00 LINDLEY STREET, opposite David’s Fish Shop) Cell: 078 407 7772 Each the neighbourhoods they Local Garlic per kg Farm Fresh Lettuce Jam Tomatoes 3 Kg Spinach live in, rivers, the oceans Bunch and the role they play in the 3 FOR life of all South Africans. 99 This initiative was 00 00 99 Each supported by Department of Environment, Forestry Naartjies Family Pack English Cucumbers Methi Tray and Fisheries (DEFF), Banana kg Provincial governments, 2 FOR 99 Local municipalities, 00 00 99 00 E n v i r o n m e n t a l Dozen Each organisations, Businesses, Brinjol Soft Cooking & UTD Avo’s Cane Herbs Schools and Communities Potatoes 4 bunch with the intention to 3 FOR INSTORE SPECIAL Citrus/flower and promote and unite the 00 99 vegetable seedings 00 world's approach towards Kg now available clean-up campaigns OFFERS FROM WEDNESDAY 27-31 OCT OR WHILE STOCKS LAST! Premier proposes “boreholes” to address iLembe water woes By Xpress Reporter
admitted that water provision posed a major challenge for government, in particular in iLembe District. He said two years ago he convened a meeting between himself, Cogta MEC (Sipho Hlomuka) and iLembe mayor (Siduduzo Gumede) to deliberate on this problem. “It transpired back then that one of the major problems is pumping capacity. Pumping water from a low lying area to a high lying area always brings serious challenges. KwaZulu-Natal Premier Sihle Zikalala has proposed an urgent exploration of “boreholes” as a stop-gap solution to long running water woes in the deep rural areas of iLembe District. Zikalala, in his capacity as provincial chairperson of the ANC, said this last week Thursday when he visited the area of Maqonqo in Ndwedwe Ward 11, to campaign for his party. Addressing an ANC public meeting in the area, Zikalala

including housing delivery, roads and economic stimulation. The area of Ndwedwe has an extremely high rate of unemployment, with poverty levels remaining very high. “I have also noted that there is a lack of effective communication between the ANC branches and their communities. If information was cascaded adequately, then communities would be aware of some of the interventions that are underway to alleviate poverty. WE should also be cognizant of the fact
“Let's vote responsibly,” says Ramaphosa On Monday 01 November 2021, South Africans will go to the polls to elect their local representatives. Voters will be choosing from among over 94,000 candidates, including those from political parties and independents. Many of the election posters on street poles and billboards are for parties and candidates that have not previously participated in local government elections. S.A President Cyril Ramaphosa has urged South Africans to approach their civic duty to vote in local government elections with the same enthusiasm with which they vote in national and provincial elections, “These elections are an opportunity for people to make their voices heard about the most pressing issues affecting their daily lives. They are also an opportunity to hold elected representatives accountable for the promises they have made to communities. These elections are about the
material issues that matter most to people, such as access to water and electricity, properly functioning hospitals and clinics, safety and security guaranteed by an efficient police service, wellmaintained roads and wellresourced public schools. We are at an extremely difficult time in the life of our nation. The COVID-19 pandemic has considerably worsened our economic situation, and if we are to get the country back on track, we need people at the helm who are not only capable, experienced and qualified, but who are also honest and trustworthy. We need local councillors who have a clear plan to promote investment and business opportunities in their area. They need to understand that municipal services need to be delivered reliably and affordably both to improve the lives of residents and to ensure that businesses can operate and thrive,” said the President in a statement. Ramaphosa added that

councillors must prioritise the empowerment of young people and women. If necessary, they must change local by-laws and regulations so that they can set up businesses easily, access municipal procurement opportunities and receive training and other support, “Before placing their trust in a candidate of choice, I urge all South Africans who will be voting next Monday to commit to working with whoever is ultimately elected, regardless of which political party they belong to. We should not say we have no interest in working with or assisting the newly elected official because they were not our favoured candidate. We can only reach the goals we have set ourselves, of communities that are cleaner, safer and better-run, where service delivery is of a good standard and advances human dignity, if we work together, including across the political divide,” concluded Ramaphosa

That's why it's important for us as government, working together with communities, to find a permanent solution to the problem of poverty and unemployment. People must be enabled to be engaged in projects that will earn them a living,” Zikalala said. Many of the residents of Ward 11 vowed to remain loyal to the ruling party, but warned Zikalala that ANC leaders were proving to be “detached” and “unhelpful”.

was that even water tankers were not reliable, as they would follow erratic schedules and also stop in certain areas only, thereby leaving some communities without water. “As I speak to you I don't have any water in my house. I have to beg neighbours for some water just to be able to cook for my family. Sometimes the water tanker would just pass me by standing I'm standing right there on the road with my water containers. It's humiliating,” the resident said. Zikalala said the completion of the scheme being constructed would hopefully address some of these concerns. However he stressed that the immediate solution would be for Cogta to prospect the area for underground water, in order for boreholes to be erected urgently. Zikalala also addressed other service delivery issues,

DA outlines plan to fix Home Affairs By Xpress Reporter The country's main opposition party, the Democratic Alliance (DA) believes it has a plan to fix the teething problems at the offices of the Department of Home Affairs. Whilst welcoming the move by DHA to extend its operating hours in order to deal with the problem of overcrowding and long queues, the party insists this will do very little to address all the problems in the department. The DA's Shadow Minister of Home Affairs Adrian Roos says the party has been working on a threepoint plan to bring hope to citizens regarding poor service delivery at DHA offices across the country. “Firstly to update Home Affairs' outdated network equipment, where the DA managed to get a commitment from the Ministers of Communications and Home Affairs

to put forward a plan by the end of the year. This is scheduled to be tabled in Parliament on 30 November 2021. “The second is to place cameras at Home Affairs offices, where the DA got a resolution through Parliament for Home Affairs to set up cameras outside and inside Home Affairs offices to record incidents of collusion of officials to sell spaces in queues and investigate footage where citizens are mistreated,” stated Broos. Broos adds that the party's final solution is the introduction of a booking system. This proposal is already in the process of being implemented, as was announced by the DHA in August. “The DA gets things done, and will continue to track queues outside Home Affairs offices as demand surges for citizens who need their ID certificates to vote in the Local Government Elections,” Broos said.

The District Municipality started the Ndulinde Water project before the year 2009 and has over the years encountered different challenges emanating from contractors. The project has the following phases: Phase 1, Phase 2, Phase 4A, Phase 4B and Phase 4C but will be fully operational in the next financial year 2021/2022. The Ndulinde project will, upon completion, benefit Sithebe, Khombothi, Maphatha, Yendane, Thembeni, Eyibomvini, Zimpohlo, St Cyprian and Vutha areas. Currently there are 171 standpipes across the areas benefitting 733 households and 3 577 people as well as 571 yard connections in Vutha benefiting 2 959 people. Due to the project being old and the infrastructure being unused for a long period of time, a contractor is currently on site fixing leaks and is scheduled to finish at the end of October 2021, “Since the project is old, the population has obviously grown and we realised that the capacity of the reservoir is not enough to serve all the areas. The municipality will
be installing two new reservoirs next to the Ndulinde pump station. This phase of the project is already out on tender,” said the Mayor of iLembe District Municipality Councillor Siduduzo Gumede. Giving feedback to the community on the scope of work of the Macambini Water Project, the municipality revealed that Phase 4 of the project is practically complete with contractors scheduled to leave sites by the 6th of November 2021. Phase 4 is divided into three sections and will benefit Makhwanini and Nyathini areas in Mandeni. The pipeline, reservoirs and yard taps have all been tested and have water, “The only challenge right now is electricity. At the moment we are running on generators but Eskom has informed us that power should be sorted in two weeks' time. There are three contractors on site busy ironing out small issues. We have other phases, about nine phases in total. Phase 5 has three sections and contractors for section A and B have been appointed and they will be in charge of the pipeline and reservoirs. Contractor for the section C whose task will be reticulation has not been appointed yet but will be in this financial year. Phase 6 will benefit wards 8 and 9,” added Gumede. There are 497 yard connections and 9 000 household will benefit from this project upon its completion. The Ndulinde Water Supply Scheme cost a total of value of R22 million. In Macambini, a total of R 21 725 580.35 including VAT had been budgeted for Phase 4A. Expenditure to date is at R 20 534 047.84. A total of R 38 532 220.36 including VAT had been budgeted for Phase 4B and R 34 954 110.38 has been spent to date while a total of R 23 400 000.00 including VAT had been budgeted for Phase 4C with R 22 198 654.59 spent to date.

LEADERS: District MEC Champion Ms Peggy Nkonyeni gives His Worship the Mayor of iLembe District Municipality his gift from the district municipality. All councillors received throws with the district logo and RSA flag and awards.
Ilembe District Municipality held a wellness programme for councillors on 13 October 2021 in eBandla Hotel. According to the statement by ILembe District Municipality the programme was intended to inform councillors about pension pay-out, Cooperative Governance and Traditional Affairs once-off gratuity payments and other benefits. Speaking during the event, ILembe District Municipality Mayor Cllr Sduduzo Gumede commended the work done by councillor since August 2016, ““We had to work hard and the cost curtailment we talk about today across government, started that day. We had to cut down on events and many other things and because of these cut downs, we became very unpopular. There was resistance to change but the change was necessary because we had to redirect the budget and prioritize so we could address the need of the people,” said the Mayor. Councillors were given awards and spoilt with gifts from the
municipality and personal gifts from His Worship the Mayor Cllr Siduduzo Gumede. “We cannot afford to drop the ball now. Management needs to make sure that we continue to serve the people. We did not have a clear plan as to how to make sure that we increase access to water in particular especially for the rural areas. We are proud to say now we have a clear master plan with a clear timeline and projects. What we need to make sure now is that there is oversight on these projects,” concluded. Gumede also thanked the economic development portfolio committee for the turnaround of the district's development agency, Enterprise iLembe. Offering a message of appreciation, the MEC District Champion, who is the MEC for Transport, Community Safety and Liaison, Ms Peggy Nkonyeni applauded councillors for their
dedication to their duties, “Today we speak of financial viability of this district municipality because of your leadership and intervention. When you are deployed as a leader, you must lead, as difficult as it may be, you must take decisions and monitor the implementation of such decisions,” said Nkonyeni The MEC further urged them to be optimistic about the future, sharing her own personal story of being unemployed in 2016 and having done a yearlong course in health coaching and subsequently opening a wellness centre, “Perhaps this political deployment was just a detour for you. Have a vision about your life. You can still achieve whatever it is you wanted to do when you were younger. This journey may have exposed you to people who can propel your further,' added MEC Nkonyeni.

What to expect at the voting station How it works On Election Day, go to the voting station at which you're registered (check your voter registration status to find out where you're registered). • Show your green bar-coded South African ID book, smart card ID book or a temporary identification certificate to the voting officer. • The voting officer checks that your name appears on the voters' roll. If you are not on the voters' roll, but have proof that you have registered (e.g. registration sticker), the Presiding Officer must validate your proof of registration. If he/she is satisfied with the proof, you must complete a VEC4 form (national elections) or MEC7 form (municipal elections) and will then be allowed to continue as an ordinary voter. • Once the voting officer is satisfied that you have the correct ID, are a registered voter and have not already voted, your name is marked off the roll, your ID is stamped on the second page and your thumbnail is inked. • The voting officer stamps the back of the correct number of official ballot papers (one per election) and gives them to you. • Take your ballot paper/s to an empty ballot booth, mark the ballot paper, fold it so that your choice isn't visible and place the ballot paper in the ballot box. • Note: You can only vote once in each election.

ANC holds victory rallies in iLembe
The African National Congress (ANC) in the General Gizenga Mpanza Region used the past weekend to reinforce its message of victory ahead of the highly anticipated local government elections. The party held its “Siyanqoba mini rallies” across its four sub-regions in iLembe District, viz KwaDukuza, Mandeni, Maphumulo and Ndwedwe. The organization's KwaDukuza sub-region gathered at Market Sport Grounds in Groutville, where hundreds of the party's officials and volunteers were addressed by Kwazi Mshengu. Mshengu is a member of the ANC's provincial executive committee (PEC) and provincial working committee (PWC). He is also MEC for education in the
province. Addressing the event, Mshengu warned candidate councillors that the organization would expect them to sign performance agreements. This, he elucidated, would enable the organization to constantly monitor and evaluate their performance, adding that those whose performance would fall below expectations, the ANC would not hesitate to remove them before expiry of their term of office. Meanwhile, the national deputy minister of health Dr Sibongiseni Dhlomo also joined the ANC's campaign trail at the weekend as he embarked on a door-to-door campaign on Groutville Ward 29. Dhlomo was accompanied by Ward 29 councillor Njabulo Cele, who is also the ANC's candidate.

29TH OCTOBER 2021
Liverpool inflicted a historic hammering on Manchester United as Mohamed Salah scored a hat-trick in a 5-0 win at Old Trafford on Sunday, leaving Ole Gunnar Solskjaer clinging to his job. For the first time in Premier League history, United trailed 40 at half-time and failed to score in a hopelessly one-sided contest. The Red Devils have now taken a run of one point from a possible 12 in the league. It was Liverpool's biggest ever win at Old Trafford and their largest success against their old foes at any venue since 1925. "I think it is great to win 5-0 here, we knew before the game it would be tough if we did not play our game," Salah said. "We knew they will come and try to give everything so we had to give 100 percent. We just tried to play our football and play in between the lines to create more chances. We did that and were lucky to score. As long as the team keep winning I am happy and to give my best to the team to win. The first goal I gave to Naby Keita to score." Naby Keita started the rout before Diogo Jota doubled Liverpool's lead inside 15 minutes. Salah then took centre stage to take his tally for the season to 15 goals in 12 appearances and become the top-scoring African player in Premier League history in the process. To round off a miserable day for United, Paul Pogba lasted less than 15 minutes as a second-half substitute as he was shown a straight red card for a reckless lunge that forced Keita to leave the pitch on a stretcher. Liverpool's first victory in front of a crowd at Old Trafford under
Jurgen Klopp moves them back above Manchester City into second, just a point behind leaders Chelsea. "We know what it takes to win the Premier League, we did it two years ago. A big win here but still only three points," Salah said. "We try to win each game and try to win the title. We need to play to win everything. From our heads from pre-season, we need to win the Premier League and hopefully we go for that. "After half-time we were talking in the dressing room to just keep going and score as many as we could." By contrast, United's hopes of a first league title since 2013 already look over as they remain eight points off the leaders. That gap is likely to grow in the coming weeks with Tottenham and City to come in the next fortnight before an international break. Whether Solskjaer will still be in charge come November is now in serious doubt as he has completely failed to form a balanced team from a talented collection of star players. The Norwegian will wonder what might have been had Bruno Fernandes not fired over a glorious chance to open the scoring on three minutes. But soon the defensive cracks that have blighted United's season began to appear. Salah teed up Keita to open the floodgates after just five minutes with a composed low finish past David de Gea. United came from 2-0 down at the break to beat Atalanta 3-2 in the Champions League on Wednesday. But former midfielder Paul Scholes' warning after that match that Liverpool would be 4-0 up in 45 minutes if handed the same space to attack into came to
fruition. Jota justified his selection ahead of Sadio Mane as he stretched to turn in Trent Alexander-Arnold's cross to double Liverpool's advantage. Salah has now scored in 10 consecutive games and overtook Didier Drogba with his 105th Premier League goal when the Egyptian turned home Keita's cut-back with the United defence all at sea. Cristiano Ronaldo was lucky to avoid a red card as United's frustrations bubbled over in firsthalf stoppage time when he was booked for lashing out at Curtis Jones in a sign of what was to come as the home side lost their discipline. Liverpool inflicted further punishment before the break when Salah smashed home his 14th goal in 12 games this season at De Gea's near post. Salah then completed his hat-trick with another cool finish five minutes into the second-half after Jordan Henderson's pass dissected the United defence once more. Ronaldo thought he had pulled a goal back only for a VAR review to catch him in an offside position. Another VAR check saw the end of Pogba's brief cameo for a horrendous studs-up challenge on Keita that forced the Guinean off. Solskjaer sacrificed Fernandes and Marcus Rashford to try and stop the bleeding as Old Trafford emptied during the final half hour. De Gea ensured Liverpool failed to match their record margin of victory against United with an incredible save from Alexander-Arnold's drive. However, that did not subdue the mood among the travelling fans as they mockingly chanted for Solskjaer to remain in his job.
