KwaDukuza citizens alleviate drought DAM BREAKING: The heavy artillery that was in action in the Glendale area were excavators cleared boulders and rocks

D
ue to the efforts from various professionals and willing community members, KwaDukuza got water within a week… nay days. During the three week dry spell felt around the most of KwaDukuza, a long standing concerned citizen and professional decided to take action. He was without water for several days and contacted his friend as he was informed that he knew of a party who was delivering water in tanks to those who required it. “While discussing the water issue with my friend, he informed me that he had learnt from Vim of Ilembe that as a result of sand mining, there were approximately seven dams between Glendale and Mvoti Water Works which was impeding the flow of the river and hence contributing to the water crisis. I contacted Vim and he confirmed this.” It is alleged that Ilembe was lacking funds and could not attempt the “Dam Breaking” operations. An Ilembe official did attempt to
ask sand miners to break up the dams, but this merely resulted in him getting abused. A court order came into effect stopping sand mining activities until the end of the drought. Folks, the Xpress Times was there on the fateful Saturday (10 November 2015) when the Ilembe Mayor himself, the Honourable Mayor, Councillor Welcome Ndabe saw the vile acts of dam blockading and sand mining. Within a matter of days, the professional called a local lad, Amaresan Moodley to enquire whether he knew of anyone who w o u l d b e prepared to render assistance in the form of an excavator in order to break up the dams. Moodley said that the process would be costly and take days to complete. Moodley then contacted Mr
Nilesh Singh who said he would render assistance at no charge. Nilesh sent an excavator on site on Monday, 16th November 2015, and Amaresan managed to secure further excavators from Danco Transport of KwaDukuza. Amaresan particularly worked tirelessly and by Wednesday, 18th November 2015, with the assistance of certain sand miners as well, the dams were broken up,

ANSWERS PLEASE: Residents at the Stanger Manor Community Hall on Wednesday
Speaker; who was the programme director, announced that it was rare sight to have a huge turnout at a meeting in Ward 17 and praised the residents for taking an interest in their ward. A number of issues were outlined. The first one being the critical issue of the drought and the current water problems experienced in KwaDukuza. Khuluse then handed the floor over to Elias Bhengu, a representative from the Ilembe District Municipality who are the service providers for water and sanitation. Bhengu then outlined in quite a lengthy report the current status of the drought and the problems facing the community. He included the investigation and possibility of establishing more boreholes to ease the burden experienced currently as the rivers in KwaZulu-Natal were drying up. He mentioned that water tankers were a quick solution but a more sustainable answer was being sought. A resident of Stanger Manor, Amrasen Moodley, added that he, together with a team of volunteers, had inspected the Umvot River
with the Ilembe Mayor, Councillor Welcome Mdabe and discovered that certain farmers had created dams that restricted the flow of water to KwaDukuza. They also discovered that illegal sand mining operations had slowed the flow and in certain cases, diverted the flow of water. The team had however spent much resources in ensuring an unrestricted flow of water to KwaDukuza. He guaranteed people that water would be back to normal by the weekend. Moodley then promised the residents a full report at a planned meeting by residents to deal with the water crisis the following day. A resident who did not want to be named stated that he found this weird that this was the platform for residents to attend and ask questions and gain responses from those who are responsible yet people were choosing to attend a meeting called up by a few people who would not be able to answer questions and provide responses to the queries of the community. Due to time constraints the meeting was then postponed and will reconvene in two weeks time.

After the Ilembe District Municipality got bailed out of trouble, free of charge, Ilembe failed its citizens after the Mayor himself promised that his team would attend to water leakages when reported to Ilembe House. Again, Ilembe did not pay for the dam breaking! If the Facebook group / forum Kwadukuza - ILEMBE Water Crisis reporting is anything to go by, then the local residents want to see an end to Ilembe and are accusing them of negligence, corruption and everything but the kitchen sink. Queue Lindley Street, Seaview Drive Mahatma Gandhi Street, Indian Village and Hill Crescent where residents phoned the Call Centre multiple times because water leaks were not attended to for days.
The Xpress Times called five times, with others calling us because they received no joy from Ilembe House. From this reporter's perspective, the Muslim community need to be thanked for rallying together and serving mankind by going the extra mile and reaching out to the destitute and indigent, which in all honesty was you and I. Ilembe tankers were not supplemented by a local businessman for free but was hired for thousands of rands a day. Of concern is the discovery that Umgeni Water runs Mvoti Water Works and charges Ilembe R6-00 per kilolitre. At the required rate of 18 million litres per day, this translates to a monthly payment of R3 240 000-00 to Umgeni Water. In addition, Umgeni Water uses Ilembe personnel and equipment. This clearly does not make any sense and warrants urgent investigation.

“Water crisis at the top of the agenda”
At a well attended meeting at Stanger Manor Hall on Wednesday residents put water crisis at the top of the agenda. The Mayors Imbizo was a joint meeting with KDM and Ilembe, attended by the KwaDukuza Municipality Mayor, Councillor Ricardo Mthembu, Speaker of council Councillor (Cllr) Thulani Khuluse and officials from both municipalities to address the concerns of the residents. Elias Bhengu, director at Ilembe, gave an overview of the water challenges, financial constraints, short, medium and long term solutions. Despite some relief, residents are warned not to take for GRANTED the supply of water as it is still early stages with the prolonged drought which could take us well into the second
half of next year. In the interim, most parts of KwaDukuza enjoyed piped water since Wednesday after almost a month long battle. The measures put in place are water tankers. Suspected cop killers “fatally wounded” By Xpress Reporter
In the wake of the tragedy in Gings whereby a policeman was killed last week Monday, law enforcement agencies made a breakthrough on Friday, 20 November at 11:30am at Seven Oaks in Greytown. (Cop slain in Gings Xpress Times 20-112015). According to Major Thulani Zwane of SAPS KZN Media Centre, the suspects are involved in the police attacks and robberies reported especially in the North Coast areas. “The members spotted four suspect's vehicles fitting the description of the suspects involved in the robbery. When trying to stop them, the shooting ensued and the members retaliated, fatally
wounding six suspects. Three suspects sustained gunshot wounds and were taken to hospital under police guard,” he said. The Pietermaritzburg (PMB) Task force, PMB Crime Intelligence, Durban K9 Unit, PMB Highway Patrol, PMB Flying Squad and PMB Hawks were following information about a group of armed males who were suspected to be involved in the robbery that took place at Newcastle. “Three rifles and two hand guns were recovered from the suspects. Two vehicles were recovered at the scene and another was found abandoned near Pinetown area. The manhunt for the fleeing suspects who fled in the fourth vehicle is ongoing,” said Zwane.
Teen killed by lightning strike By Xpress Reporter
A 16-year-old boy has tragically passed away and 15 others were injured after being struck by lightning in Maphumulo last week. It is alleged that a rondavel (hut) with a thatch roof had been struck by lightning, with a group of men inside. According to KZN EMS spokesperson, Robert McKenzie, paramedics were called to the
emergency during a storm. “Paramedics arrived at the incident near the Qavavu Primary in Maphumulo and they found that a large group of people had been struck by lightning.” “Sixteen men were struck by lightning and sadly one man passed away. Five were in a serious condition and 10 of the patients were treated for minor injuries,” said McKenzie.

Drug Lords beware the old boys are out to get you

Law enforcement from KwaDukuza together with its multi-disciplinary approach during the entire Friday, swept the entire town; including residential areas which resulted in drug confiscations, arrests and more. The Umhlali K9 unit, KwaDukuza FCS and KDM also assisted in netting suppliers and dealers in marquee hotspots within the heart of the central business district (CBD). It must be known that in almost every street corner, moral decay in the form of drugs and illegal sex workers, in
KwaDukuza has become a norm. Five whoonga dealers were taken in for a total of 261 straws among them. Each straw sells at approximately R30.00 each which equals R7830.00 taken off the streets, saving families from having to worry that their food off the stove, or clothes taken off the line, or valuables being will not be sold to feed the destructive habit by their teenage son, daughter or family member. SOLIDARITY: Wearing a red ribbon is a simple way to show your support

World AIDS Day is commemorated each year on the 1st of December and is an opportunity for all communities to unite in the fight against HIV, show support for people living with HIV and remember those who have died. The United Nations UNAIDS World,
AIDS Day theme for 2011 to 2015 was: “Getting to Zero”. As of 2013, AIDS has killed more than 36 million people worldwide (1981-2012), and an estimated 35.3 million people are living with HIV, making it one of the most important global public health issues in recorded history. Despite recent improved access to antiretroviral treatment in many regions of the world, the AIDS epidemic claims an estimated 2 million lives each year, of which about 270,000 are children. This campaign provides an opportunity to draw attention to the HIV epidemic around the world. Many people choose to organise an event on or around December 1st, to raise awareness of HIV, to remember loved ones who have died, to show solidarity with people living with HIV, to celebrate survival and health, and to raise money for HIV and related causes. For many people the day is associated with the red ribbon, an instantly recognisable symbol.

A dangerous trend has gripped Lindley Street and its surrounds. The emergence of two women going up to innocent men claiming that the men owe them R20.00 had been sporadic but has now proven embarrassing. We witnessed the act outside a local pool hall and in front of the Xpress Times office. We were inundated with visits from men who asked the
publication to expose these ladies, who were also identified as being high on whoonga. The modus operandi involves them going up to an innocent man in the CBD in front of people and then saying “where is my money.” The men that have come forward represent all South African ethnicities. The town of Shakaskraal played host to a significant milestone in the history of the lineage of current day Indians in South Africa on Thursday, 19 November 2015. The Honourable Deputy Mayor of KwaDukuza, Councillor (Cllr) Dolly Govender along with Amafa aKwaZulu-Natali, commonly known as 'Amafa', a provincial heritage resources authority in terms of South Africa's National Heritage Resources Act, and an advocacy group of descendants gathered at a gravesite alongside the
Shakaskraal Railway Station. The gravesite is special due to its being hallowed ground to the indentured Indian labourers who came from India during the 1860 arrival in KZN. According to Tholsi Mudly, many gravesites on the sugar estates of KwaZulu-Natal seem to have been forgotten by current generations and the few that have been re-discovered are beginning to form part of the larger narrative of the Indentured Indians. “The goal is to build on work on indenture in KwaZulu-Natal, in
particular, establishing heritage and to encourage heritage preservation,” she said. She added that the site may receive heritage status due to the involvement of Amafa and the current advocacy group of descendants. Indians first arrived in limited numbers in the Cape in 1654, along with other Southeast Asians, as slaves. However, it was not until 1860 that they arrived in Durban with 342 Indians arriving from the Indian city of Madras (now Chennai in the state of Tamil Nadu) aboard the Truro on 16 November 1860, with a
further 310 labourers arriving ten days later abroad the Belvedere. According to a former educator and stalwart in the community, 10 people from the Truro settled down in Shakaskraal. The Deputy Mayor's great grandparents are buried on this site. Mudly also said that the floods of 1987 damaged many graves on the site. A special prayer was held on Sunday, 22 November 2015 honouring the now 155th year since the arrival of the indentured Indian labourers and to recognise the monument

NOTICE IN TERMS OF SECITON 78(3)(a) OF THE LOCAL GOVERNMENT: MUNICIPAL SYSTEMS ACT 32 OF 2000 SOLID WASTE COLLECTION AND REMOVAL SERVICES Notice is hereby given of the KwaDukuza Municipality's intention to solicit views of the KwaDukuza communities, businesses, community-based organisations, nongovernmental organisations, organised labour and other interested or affected persons in accordance with section 21(A) of the Local Government: Municipal Systems Act, 2000 (hereafter the “MSA”). KwaDukuza Municipality is in the process of compiling a feasibility study to assess the viability of contracting with private sector entities for the purposes of waste collection, processing and management within its municipal area of jurisdiction (“the Project”). The Project entails the possibility of private sector entities managing all operational risks including management of fleet, staff, route planning, service levels etc, and having access to capital to immediately maintain existing service levels and fast track service delivery to areas that are currently not receiving services. Due to a variety of challenges in relation to
the current waste management model that the Municipality is utilising, including spatial, organisational and budgetary model, the Municipality decided to explore the possibility of undertaking this Project on a Public Private Partnership (“PPP”) basis with private sector partners. In this regard, a feasibility study was commissioned and its findings and recommendations are being considered by the KwaDukuza Municipal Council.

After 21 years of democracy with the drought issue that's so bad our rivers are drying and with Ilembe bringing the “water meter blocks” we will all die from thirst as South Africa turns into a desert. I am very saddened by the way Ilembe treats the ratepayers with the issuing of water. Blocking somebody's water meter is totally illegal. Remember, water is a necessity. It violates our human rights. I believe that's not the style of getting the ratepayers to pay their sewer bills. In Darnall and elsewhere, there are many widows, pensioners and these people brought to my notice the way they are treated by Ilembe Municipality with the water crisis. When they go to buy water in shops where Ilembe have pre-paid water machines, it shows you water meter is blocked. I believe this is totally unfair. Don't use the virus block that's going to kill the people and also force them to come to your office and instruct them to pay so much before they “open the block.” I believe the people must pay 30% of the total amount, that's crazy!!! Remember these poor people pay taxi fees to come to your offices. Come on Ilembe, lets be transparent and furthermore it is very sad

when people go to the Ilembe offices the computers are offline. So my question to Ilembe is what happens to the people who don't have water because you “blocked” it? What a shame. People are prepared to pay but in an affordable manner. Therefore I believe how much longer are we going to continue to reward incompetence with multi-million rand payouts? There was one pensioner who has six school-going children who was instructed to pay R1200 to open the block and also been instructed to pay R930-00 monthly over 3 months until she settles her account of R4000. MR Mayor, imagine you are in this pensioner's shoes, how would you budget yourself living with a grant of R1400? I say live and let live. What really angers me? I want to know what present councilors are doing to cure this virus of blocked meters. The remedy to the virus of blocked meters, Ilembe must look at affordability. Problem solved. Many told me for this reason they will not vote in next year's local government elections. God bless South Africa.

This estimation they normally tell people about when they pay the water accounts is something that they make up to rip off citizens money. The way that this municipality carries on is such that they are under an influence of raising money to pay off their municipal bill, so they are using this opportunity to snatch people's money. We, as the NFP have talked over this matter with people who are the victims and most of our party members and leaders are affected. We think that it will be much better if the KwaDukuza Municipality takes over the distribution of water because it is clear that Ilembe is failing to do things accordingly. R140, which is a basic charge and also charges an additional 70% of water charges aside the sewerage amount. For example, if you buy water token of R1000, 70% of R1000 is R700. Then they add R700 + R140 (sewerage) that makes up R840. This means that the actual amount needed to be paid is R1840 monthly for water and sewerage only. I wish to know the people who implemented the system of “water and sewerage” if they know that they are working under the government who was voted by the poor black people who thought by voting, they were voting for the government who promised to give them freedom, democracy and service delivery. Because if people are to pay R1850 on only water and sewerage a month, where would they get money to provide food for their family. South African people should now consider opening their eyes, to see that this ANC is no longer the one from the past and the one we voted for. It is now the people who are taking advantage of using the ANC logo to get votes but not giving services to the people. People must change their votes and consider something better than throwing away votes for just and ANC logo. To think that the president of this country and who is also an ANC president, can use around R240 million to only
build his house, how many RDP houses can come out from that amount of money. Now there is a R4 billion jet that they want to buy for the president. If you can take R1 billion from that R4 billion and invest, the investment of R1 billion can give R3000 voucher per family to feed themselves, to ensure that the people you are leading are happy and have something to eat everyday and that you practice what you preach. Most people from South Africa are continuously dying from hunger, yet the government takes that small that people have instead of helping out. For example, there is no necessity of renewing of firearm licenses, driver's licenses and people are now paying for the new ID's. The more money required by government from people, the more things get worse. Instead of the government providing more jobs, they are demanding money from the poor people. As the NFP, we are tired of watching our citizens being abused. So South Africans, please act wisely, by changing votes. Where is the free education and jobs that the ANC promised when they were still seeking for votes. By failing to provide what they have promised, proves that they cannot provide services. Grove End/Sunbrook to contest year-end semi-final KwaDukuza Volleyball Association Division I league winners, Sunbrook will do battle against the Premier League winners Grove End at the association courts tomorrow, Thursday 26 November. An extreme battle is on the hands and the crowd can see some explosive action when the likes of Leon Ramsamy from Sunbrook his attacking skills against the bazookas of Vinnie Singh from Grove End. It promises to be a humdinger of a game and volleyball enthusiasts are advised to make their way to the courts. In the games played last Thursday, Grove End cruised into the semi-final with a comfortable 25-17, 25-14 victory over counterparts from the Premier League, Warriors Sport. Sunbrook did not have it all their way in their clash against Darnall United. United gave it their all in the first set in order to gain a psychological advantage over Sunbrook. The set was totally close with Darnall holding on to a hard fought 25-23 win. The second set was equally challenging but Sunbrook picked up their game in the latter part to win the set 25-19 to level the sets 11 and push the game into the third and decisive final set.
The wheels of Darnall's bus came off in the decisive set as Sunbrook, led by Ramsamy totally demolished Darnall 156 to book their place in a mouth-watering final against Grove End. In other games played KSST had the better of Manor Old Boys whilst Manor sent Frendz through the plate section. Last night, the matches continued but there were no results were available at the time of print. The winner of the tournament will waltz away with a cool R1500 whilst the runner up will pocket R1000. With the days quickly passing by the management of Real Celtic find themselves hard at work trying to have everything in place for their prestigious 33 Years Reunion to be held on 12 December at the Darnall Country Club. Speaking between meetings, work sessions and a countless other tasks, Club President, S. Bissessur reiterated his enthusiasm for the coming event and urged all players past and present to get into the mood and join them for what promises to be a memorable night. Vice President, Fishy Naidoo was also full of excitement for the function and confirmed that
everything is on track with just a few minor issues to conclude in the days to come. He thanked those who have committed themselves towards making this mammoth event come to fruition and was optimistic that this was going to be an unforgettable night for all those involved with Celtic in whatever way. The evening promises to keep people happy and will include a three course meal, music, a photo shoot on entry and laughter in addition to the formalities planned. In keeping the atmosphere, laid back and comfortable, the dress code has been defined as smart casual and patrons will be expected to adhere to this to maintain the decorum of the evening. The evening will be graced by one of Stanger's most renowned sports administrators, campaigner for civil rights and businessman Mr Haroon Mohammedy who will attend as the Club's Guest of Honour. Amongst those who have confirmed their attendance are Younus Moorad, Sam Moonsamy, Andrew Athymoolan, D. Moodley, L. van Rooyen and a host of others. The evening hopes to capture the clubs history from its inception to where it is now. The organizing committee has committed themselves towards working flat out to ensure that a well organized evening is put together which will be remembered for years to come. Naidoo once again called upon everybody to get behind the event to make it the success it deserves to be. He went on to thank everybody who contributed so generously towards the Club's Commemorative Brochure which will be handed out to players at the event. IKO Matsushima Kykus Kai Kan Stanger Branch held a very successful karate grading session at the iLembe Auditorium this past Saturday. The branch has over 80 karateka from previously disadvantaged communities and has been run successfully by well-known educator Shihan Senzo Gumede. The function was graced by the Vice President of IKO, John Taylor who is 74 years old and hails from Sydney, Australia. He is also a 9th dan karate expert. In an exclusive interview the Xpress Times reporter, Taylor at his ripe old age is still absolutely fit and his enthusiasm for karate oozes in his veins, some of which seemed to have rubbed on the karatekas he was so energetically demonstrating to. When asked why he chose karate as a sport, he said that initially, he had started off with boxing but soon fell in love with karate. He added that
unlike boxing, karate has a lot of endurance and one can do it for a number of years. He said that the standards that he has witnessed in South Africa was mixed from average to very good. He said he was impressed with the standard of the Stanger branch. He complimented the teacher of the branch, Gumede. Taylor said that Gumede was of a high quality, very experienced. He also complimented Gumede for his good organisational skills as the club was well run and can compare with the best in the world. He said that the learners were well disciplined. Taylor added that karate teaches selfdefence, better discipline, good manners and good personality. His advice to the learners were that you must finish what you started and should not quit halfway. If you fail, then you must come back and do it all over again.
