ILembe speaks out on water crisis By Xpress Reporter
I
Lembe District Municipality Mayor, Cllr S.S Gumede addressed the media on how they are working on eradicating the water supply crisis on 26 February 2018. IDM is frustrated by the illegal connection of water and vandalising of water pump stations. According to the ILembe Municipality 2015/2016 oversight report, illegal water connections and leaks have caused a water loss of 7.78 million kilolitres, costing the municipality about R75 million. Mayor Gumede acknowledged that they have encountered some challenges in providing water in certain communities especially Maphumulo, since they have poor roads in the area. However, the main issue is vandalism of water pumps. “As a water service authority and provider, ILembe faces operational challenges throughout all four local
municipalities, however, one main challenge is insufficient funding as compared to the required infrastructure development. With little or no funding it is difficult to implement strategies as outlined in the water sanitation infrastructure development. In addition to the lack of external funding there is an imbalance between the water production cost and the revenue collected from the water services” said Gumede. “In addition to low revenue collected we are still expected to provide water to areas such as those in KwaMaphumulo and Ndwedwe Local Municipality, where there is no regulation system in place. This we do using water tankers but it's probably the most expensive method. I must mention that as a municipality we are working on eliminating this method through the implementation of capital projects” added the Mayor. ILembe faces the issue of aging infrastructure in KwaDukuza in
areas such as Glenhills, Lindelani, Shakaville and KwaDukuza central business district. Mayor Gumede mentioned that they have pipe replacement programmes in place, but due to budget constrains it is currently taking place only in KwaDukuza. Gumede concluded by enlightening the media on the financial status of ILembe District Municipality. “We recently released a post council statement in relation to the audit general findings where ILembe received a financial unqualified opinion with finding on predetermined objectives and compliance, while our development agency enterprise recorded yet another clean audit from auditor general on the 2016/17 financial year. The docket was sent to the KwaDukuza Family Violence, Child Protection and Sexual Offences Unit for investigation. Investigators followed up on the case and made an arrest merely two weeks after the incident. The accused was kept in custody throughout the trial until his successful
prosecution. The KwaZuluNatal Acting provincial Commissioner, Major General Bheki Langa applauded the work of the police in investigating this case. “The accused received a suitable sentence for his dreadful actions and we will continue to fight women abuse in our province,” he said.

The African National Congress Youth League (ANCYL) in the Greater KwaDukuza Region held a media briefing where various issues were discussed on Friday, 23 February 2018. The ANCYL condemned the “systematic exclusion of black children” at Umhlali Pre Primary School. “The ANC Youth League in the Greater KwaDukuza Region is very disturbed after learning of the barbaric raciallytending practice of systematically excluding black children at Umhlali Pre-Primary School. This year South Africa is celebrating the Centenary Birthday of the Father of the Nation, the late Nelson Rholihlahla Mandela who through his matchless sacrifice became a living embodiment of the best virtues South Africa could emulate. This institution, coincidentally, has recently marked its 100th Anniversary in great awe; and it is a celebration in which all citizens of the North Coast take pride in. We all naively thought all was well in this organization. Unfortunately all our jubilations and well-wishes have been shattered upon learning of this unfair, unjust, prejudiced and reactionary cataloguing practices that are an order of the day in this institution,” said the ANCYL in a statement. “ANCYL is calling upon the Department of Education to investigate the issue and ensure that there is practical transformation in Umhlali PrePrimary School.” T h e Yo u t h L e a g u e a l s o commented on the issue of unqualified educators who are employed at schools. “The ANCYL in the Greater has been disheartened by the recent revelations that more than 350 teachers in the District of Ilembe do not have qualifications. The question we are asking is: how does an unqualified teacher teach young people? “This further disadvantages a number of young people who are in possession of necessary qualifications yet they owing to a bunch of inactive individuals in the system they are impeded from contributing meaningfully. We therefore call upon the Department of Education to terminate all of these unqualified teachers with immediately effect.
ANCYL tackles local issues Should the department fail to heed this call, the Youth League will mobilize all unemployed and unqualified young people to go to the department and demand employment. Further, we are also calling on SADTU not to defend indefensible simply because they happen to h a v e S A D T U membership; matter of fact there are many rogue elements who hide behind SADTU banner who perpetuate wrongs knowing very well that SADTU will defend them.” The ANCYL called upon the people of Macambini to unite and fight for their land back. “The ANCYL is unequivocal in solidarity with people of Macambini who were illegally deposed from the land of their forefathers as a result of reactionary feudalistic elements who are anti-progress and anti-people. “This is a message we have for the downtrodden masses of Macambini. The struggle will be wage on the ground not in airconditioned boardrooms predetermined by ruling elites and their bedfellows who hail from the propertied classes.” The Youth League called for an immediate halt of the Pay Parking System. “When the Pay Parking System was introduced in KwaDukuza, the ANCYL in the Region initially welcomed this system on the basis that it would provide the much-needed job opportunities for our young people. We even defended KDM Council's decision in the face of a wave of protests from various sections of the community. Ours was a principled stance. Little did we know that it was a question of time before those running the system reveal their true intentions. Soon, reports of abuse and exploitation of the workingclass children came to the surface. Again, it was us the Youth League who upon being approached by these Park Marshals made efforts to look for solutions into the impasses they faced. The ANCYL refuses to be

Gigaba delivers Budget Speech By Xpress Reporter
On Wednesday evening last week, former Minister of Finance Malusi Gigaba delivered the highly anticipated Budget Speech 2018 in the National Assembly. Gigaba assured citizens that there is an opportunity to achieve faster and more inclusive growth, to create jobs for people and a better life for all South Africans. DA's chief whip, John Steenhuisen interrupted Gigaba, accusing him of being dishonest. South Africans were shocked when Gigaba announced that VAT will increase by 1%. As from 01 April 2018, tax payers will be paying 15% in VAT. “We have not adjusted VAT since 1993 and it is low compared to our peers. We therefore decided that increasing VAT was unavoidable if we are to maintain the integrity of our public finances,” said Gigaba. He hopes that the relative higher growth will boost tax revenues and bring comfort to ratings agencies. According to Gigaba, this year's budget will bring stability in the economy. “The challenge of our time, to build a South Africa in which all people have a decent standard of living, access to economic opportunities and opportunity to pursue their dreams. It is these core aspirations which the Budget must speak to, enable and indeed, advance,” added Gigaba.

The main tax proposals were: an increase in the value-added tax (VAT) rate from 14% to 15%, effective 1 April 2018, a below inflation increase in the personal income tax rebates and brackets, with greater relief for those in the lower income tax brackets, an increase in the ad-valorem excise duty rate on luxury goods from 7% to 9%, a higher estate duty tax rate of 25% for estates greater than R30 million in value, a 52 cents per litre increase in the levies on fuel, made up of a 22 cents per litre for the general fuel levy and a 30 cents per litre increase in the Road Accident Fund Levy, and increases in the alcohol and tobacco excise duties of between 6 and 10%. Economists have criticized the Budget 2018, saying it will hit hard on tax payers. “As expected it was not a good budget. It is strangling the taxpayer and left many questions unanswered including the issue of stateowned enterprises. The minister talked about strengthening the Eskom balance sheet. But what does that mean? Not enough was done to cut spending. The slide in state finance has not been halted and state debt will reach record lows in the next few years‚ which will lead to a ratings downgrade. I understand the grant increase‚ which was probably done to balance the VAT increase,” said Efficient Group chief economist

Angry protesters stone vehicles

A protest in Shakashead turned violent on Sunday as angry residents demanded answers as to why they have not had electricity since Saturday morning. Passing motorists had to bear the brunt of irate protestors when their vehicles were stoned, resulting
in people being injured. Sashnee Daniels allegedly sustained serious injuries when a brick was thrown into the vehicle she was in. She suffered head injuries including blood clots and a fractured skull. She was taken to hospital for medical treatment together with four other victims.
Both the north and south bound lanes were closed due to the protest, but were later opened when the situation calmed down. Reports state that 11 vehicles were stoned. It is alleged that KwaDukuza Municipality has cut down on overtime for KDM electricians. KDM issued a statement

saying, “KwaDukuza EXCO towards the late 2017 then resolved to engage the independent services of KZN COGTA to conduct the high level assessment on the state of finances within KwaDukuza municipality and the report was generated within 3 months. Police officer shot and killed By Xpress Reporter
A police officer was murdered during a business robbery in Maphumulo on 23 February 2018. According to KZN SAPS spokesperson, Colonel Thembeka Mbhele, an unknown number of suspects allegedly entered a hardware store and robbed the employees of an undisclosed amount of cash and proceeded to the nearest supermarket where they
entered using the back entrance. “Upon entering, suspects saw the police officer who was off duty at the time, inside the supermarket. Suspects shot and injured him then they fled using their getaway vehicle. The police officer (54) was taken to hospital where he later died,” she said. A case of murder and business robbery was opened at Maphumulo police station.
“No arrests have been made at this stage. We urge anyone with information on the suspects and their whereabouts to contact Maphumulo police on 032 481 4400 or any nearest police station. Our Crime Stop number can also be contacted on 08600 10111.” KwaZulu-Natal Acting Provincial Commissioner, Major General Bheki Langa condemned the brutal murder of the police officer.
“It is with great sadness to learn about the horrendous acts by criminals who are targeting police officers. Such acts are very barbaric and we will not rest until we apprehend the perpetrators involved. Our heartfelt condolences to the family and friends of the Captain. A Task Team has been formed to ensure that the suspects are arrested and prosecuted,” he said.

Response from KDM on allegations of selective morality Press Release “In its publication of the 31st January 2018, the Dolphin Coast Mail carried a story in which it pursues a narrative that portrays KwaDukuza Municipality as a racist institution that is bent on purging the Indian members of staff. It is not our normal practice to comment on a matter once disciplinary processes have ensued. We also do not find it helpful for the administration of justice, the dignity of the accused and the general processing of the matter that, in the first instance, was dealt with as an In-Committee item, to take it to the public domain. It is always preferable that only the decision to commence with the disciplinary process and the outcome be announced to the public. Otherwise to do the contrary will be to bring the whole disciplinary process into disrepute. However, the allegations could not be left unchallenged, lest they be treated as an established truth. In our response we, among other things, said: “These attacks are being done in a clandestine manner, wherein the professional and ethics of journalism are not respected. This, sadly, is done by some media houses in the name of uncovering the truth, while pushing an agenda motivated by self-interest due to Council policies not favouring their interests and officials not willing to bendover-backwards to help these individuals at the expense of Council policies. We wish to state it categorically that KwaDukuza Municipality is a non-racial, non-sexist and democratic institution. The Municipality dissociates itself from comments that suggest it is prejudiced against any individual. It is for this reason that government's standard operating procedure on media relations prescribe that all reporters who cover news on government, the KwaDukuza Municipality in our case, should communicate directly with the
Communications Unit. This information is known by all legitimate publications, especially those who account for what they have published and are not afraid to publish the name of the author on the by-lines. After all, why hide if you are the champion of uncovering the truth? The KwaDukuza Municipality Communications Unit was not contacted to provide the municipality's side on all defamatory articles published in the Dolphin Coast Mail, hence the inaccurate information published. As much as the KwaDukuza Municipality embraces press freedom, it also recognises that South Africa is a constitutional state where the rules of natural justice apply. Therefore, the side of the municipality shall be heard, to allow readers to make a balanced judgement on the issue.” Despite their determination to believe their own propaganda, we still advise the Dolphin Coast Mail to respect the audi alteram partem rule. Should they have respected this rule they would have asked pertinent questions to the Municipality and be offered answers. However, that would not advance their agenda of pursuing the narrative that KwaDukuza would have acted otherwise had it not been for the pressure exerted by them by bringing the matter into the public domain. We wish to restate that we respect the freedom of the press and other media and appreciate the struggles that were waged for this freedom to be attained. However, any selfrespecting media house will respect the ethic of journalism and maintain highest professional standards. True to their tradition the Dolphin Coast Mail has continued from its article of the 31 January. In its rd edition of the 23 February it carries an article which goes “KDM fraud: Top two in the firing line”. In the article it alleges that the Municipality is finally acting
against senior officials implicated in the multimillion rand fraud. It advances the notion that initially KDM targeted only the CFO and two junior administrative staff. It further claims that only last week, after strong criticism of KDM's failure to act against others seen to be close to the fraudulent deal, KDM served disciplinary action letters on the Executive Director for Corporate Services, Sithembiso Kubheka and Executive Director for Corporate Governance, Mandla Manzini for their alleged involvement. Finally, it questions why the Municipal Manager did not detect the fraud on his return from leave. We dismiss with the contempt it deserves any notion that the decision of Council to charge the two Executive Directors is as a result of the criticism the Mail refers to. We also reject any notion that Council only targeted the CFO and two junior administrative staff. Council acted in terms of the regulations governing the disciplinary procedure for Senior Management. In terms of these regulations there are stipulated timeframes in terms of which each accused person must appear before the Disciplinary Tribunal within ten (10) days of receipt of the charges preferred against them. It remains the prerogative of Council and the appointed Tribunal as to who will appear first and last before the

his or her strategic position to fight his or her personal or business battles at the expense of peddling misinformation against the entity or institution that person has differences or discontent with. It is for that reason that the codes of ethics/conduct as applicable to given institutions/business must be respected in line with overarching value of professionalism. It is our firm view that this matter will be better handled if, like all other disciplinary processes, the media, in particular the Dolphin Coast Mail, does not seek to influence how the process should unfold. It will also help all parties involved if this publication would respect and uphold the ethics of journalism, maintain highest standards of professionalism and avoid the propensity to be too condescending in its approach to matters of public interest. KwaDukuza municipality calls upon the community and key stakeholders including media houses to respect the unfolding of the disciplinary process with a hope that in the interest of good governance, transparency and public accountability the very same local media houses like Dolphin Mail shall give KwaDukuza Municipality the front page coverage in reporting back to the ratepayers and the community of KwaDukuza at large about the outcomes of disciplinary processes.”
KDM curbs high costs of overtime
KwaDukuza Municipality has taken measures to curb the high costs of overtime. A statement released by KDM says, “The state of global economy has had an impact even on South African economy as anchored on both public and private sectors. The RSA government has through coordinated efforts developed plans and measures to manage costs especially on the noncore functions of government. Furthermore, government through National Treasury also issued a circular wherein all RSA municipalities were directed to develop customised measures to contain costs which were negatively impacting on the capacity and efficiency of local government to provide services to the KwaDukuza Municipality together with the Ward communities. By the end of January 2018 the overtime cost stood at R28, 887,524. It is clear that overtime is used, in some instances, for purposes other than those it was originally intended for. In such cases employees will earn exceedingly high on overtime compared to their normal salaries. “From henceforth provision will be made for overtime in relation to unanticipated circumstances which could not been avoided under normal circumstances and which, if not attended to may lead to catastrophe, collapse or prolonged interruption of municipal services. Such circumstances may not exist perpetually and it is anticipated that such overtime will not deplete the financial resources. Members of the
public and customers (businesses and blocks of flats) situated within KwaDukuza CBD are also notified that the refuse removal shall be provided strictly between Monday and Friday. This is informed by the fact that in terms of our billing refuse removal service in the CBD over the years has been billed for rendering service between Monday and Friday whilst KDM has been providing the service for seven days a week. This means KDM do not recover the cost of providing refuse removal service over the weekend (Saturday and Sunday). It is against this background that we hereby implore the public (shop owners and flats dwellers) within KwaDukuza CBD not to take out their refuse on Saturdays and Sundays. “KDM council has also as part of approving 2017-18 budget adjustment directed that all KDM business units managed by the respective Executive Directors present before special council meeting to be held today (28 February 2018) firstly the organizational standard operating procedure (SOP) on KDM overtime management as well as the overtime management plans/measures for all eight KDM business units. Council has as part of this report expect that these measures/plans shall ensure that overtime (planned or planned) is budgeted for, no additional budget is provided in the event the approved budget overtime is exhausted, controls are reinforced on the approval of overtime, innovative plans to provide municipal quality services within the approved salary budget including the approved overtime budget, overtime is granted in line w i t h a p p l i c a b l e prescripts/collective agreement and that overtime is granted mainly to prevent catastrophe if that overtime work is not done.”

CIRCULAR 1: BUILDING PLAN PROCESSES PROFESSIONALS NEED TO PLAY THEIR ROLE INTRODUCTION Over the past two years, the Municipality has been reviewing its processes relating to the processing of building plans and other related applications. The reviews were necessitated by a number of factors including complaints from the Developers and Clients as well as directives from the Municipality's Council and Departmental Management as part of interventions aimed at ensuring that the municipality provides an efficient and effective service to its customers. Some of the interventions introduced include, amongst others, delegating the approval of building plans to administration, introducing Plan Tracking System (soon to go live) that will assist in tracing the applications submitted to the municipality. Other interventions include reorganising our human resources and ensuring that there are measures in place to improve their performance. Whilst the Municipality has been conducting its internal reviews in its business systems and introducing the relevant interventions required, there has been a number of observations made that relate to the submissions (e.g. Building Plans, Site Development Plans, etc.) received from Developers or their appointed Professionals, which also contribute to the delays in processing of applications. These include the following, amongst others: A. QUALITY OF SUBMISSIONS: The quality of submissions (i.e. building plans) that the Municipality is receiving from some of its Clients (i.e. Architects/ Draughtspersons, etc.) do not meet the minimum required standards as stipulated by the Municipality. The assessment of statistics for the past four (4) quarters, as part of the Municipal performance assessment, indicate that the 90% + of building plans received for processing do not move beyond the 1st stage of assessment (i.e. being Town Planning clearance/ Plans Examiner pre assessment). This means that the bulk of the applications get disapproved and referred back to the appointed Professionals for rectification the first time around. Unfortunately, based on the current system the initial submission date to the Municipality is recorded and sometimes it takes months for Architects/ Draughtsperson to rectify the plans which contribute to the extended timelines that it takes to process an application. Of great concern to the Municipality is the fact that these standards (i.e. requirements) are outlined in the form of a checklist which are circulated to all Professionals that deal with the Municipality on an on-going basis and are readily available. When interrogating further in terms of what may be the cause of this 'phenomenon' (i.e. submission of substandard plans), it is apparent that Developers/ Clients would pay the bulk of the professional fees to the Professionals on submission of the building plan. Consequently, the Municipality's assumption is that some of the Professionals would rush the preparation and submission of building plans with payment in mind, disregarding the quality of the submission. Once the building plans are submitted, this becomes the Municipality's problem to deal with, which results in a back and forth situation. The said situation does not only result in irate Clients / Developers but also frustrates the Municipal Officials. B. PROFESSIONALS MISLEADING THEIR OWN CLIENTS: O ne of the issues that have also come out clearly is that some of the Professionals mislead their own Clients when it comes to advising them of the status of their applications. A recurring occurrence is that some Architects would submit building plans to the Municipality and when they are referred / disapproved for collection and rectification, it takes time for the relevant Professional to collect the building plans despite repeated reminders from the Admin Officials meaning that the building plans will stay with the Municipality for weeks and/or months in certain instances thereby adding to the timelines of processing the said plans. A Client or Developer who does not know this will put the blame on the Municipality as taking long to process building plans. Another example
worth sharing is when one of the Professionals advised their Client that an application was 'sitting' with the Municipality for almost a year and a complaint was escalated to the Office of His Worship - the Mayor for intervention. Considering the magnitude of the development, on checking the Municipal records, it became apparent that the Municipality never received the said application in the first place and the relevant Professional conceded to this. These instances result in a Client or Developer frustrated with the municipality as they are advised that their applications are 'sitting' with the Municipality whilst the contributing factor may be a Professional not doing their job properly. C. P R O F E S S I O N A L S D E L I B E R A T E LY MISLEADING THE MUNICIPALITY: Besides Professionals misleading their Clients, the Municipality has also observed that some Professionals would deliberately mislead the Municipality by adding/omitting certain information on their submissions that is misleading. In some instances, these include basic items such as: • omitting/reflecting incorrect land use schedule relating to town planning information, • submitting building plans which are not signed off by the relevant Professional, • failing to submit relevant documentation such as title deeds for the property, • omitting power of attorney, • resolutions when property is registered under a Trust / company • approval letters granted as part of the development (e.g. relaxation approvals and SDP approvals) • omitting important and necessary information/details on plans to try and avoid other applications such as relaxation application, etc. All the above are clearly outlined and are known by all Professionals and some of the requirements are not only Municipal requirements but are required by relevant legislation. Despite all this, some Professionals continue not to comply and only submit the relevant information when the applications are already with the Municipality after they have already been referred/disapproved. This in most instances causes delays and the finalisation of the application. Further to this, a plan may be referred because of non-compliance with five items, a professional will rectify three items and resubmit and ignore two which will result in the application being referred back to the Client again which further delays the process. One of the practical scenarios that the Municipality is confronted with is when Developers of high impact developments (i.e. development that has an impact on services and traffic e.g. hospital, shopping centre, multi-unit complexes, etc.) propose their developments and in turn, their Traffic Impact Assessment (TIA) would make recommendations to the effect that no upgrades on roads is required, etc. to support such a development which is not the case in some instances. This forces the Municipality to request a specialist to review such TIA's in order to make appropriate recommendations of upgrades / contributions and services required and this whole process delays the Municipality in coming to a decision. It should be noted that this behaviour causes unnecessary fragmented relations between us as a Municipality and the Developers or Professionals/ Clients.
CONCLUSION As a Planning Authority, the Municipality has a mandate to ensure that developments occur in a responsible and sustainable manner. Importantly, the Municipality has an obligation to ensure that Developers and all relevant Stakeholders observe the provisions of the relevant legislation and ensure that the laid out requirements are complied with. One of the key aspects related to compliance is to ensure that the end user or general public is not negatively impacted by the development that occurs within the Municipal jurisdiction. For example, the Municipality is supposed to ensure that any road upgrades required to support the relevant development are in place so as not to burden the public and result in the municipality incurring
costs down the line. Some of the compliance issues that the Municipality enforces relates to safety issues. Thus, it is important for the Municipality to ensure that there is compliance with requirements as outlined in the legislation so as to minimise negative impact and complaints down the line. The above observations are not aimed at absolving the Municipality from some of the challenges it is experiencing in relation to processing of building plans and other applications but it are aimed at outlining some of the challenges it faces in trying to improve its business processes. The observation that has been made seem to point to some Professionals who seem to continuously disregard the Municipal requirements and/or deliberately submitting 'sub-standard' building plans which 'block the system'. In order to ensure that the above is addressed, the Municipality is looking at ensuring that the applications that are 'sub-standard' do not get into the system and cause blockages/backlogs in the first place, this means bolstering pre submission stage amongst others these interventions will be introduced overtime. Of importance, the Municipality would like to make a plea to all relevant Professionals dealing with building plan applications and other related applications to play their role when it comes to the service they provide to their Clients. Critically, the Municipality would like to request the relevant Professionals to adhere to the minimum Municipal requirements as outlined by the Municipality and relevant legislation. Professionals who do not have these are welcome to request same from Municipal offices and also seek guidance from the Officials stationed at both the KwaDukuza and Salt Rock Offices. Lastly, the Municipality would like to caution the Developers and Clients to ensure that they take interest in the quality of service they receive from their Professionals and follow up with the Municipality earlier in the event where there seem to be delays in their building plans/ applications.

Playsport 365 gets your child active and fit and teaches your child skills involved in cricket, soccer, volleyball, athletics and softball. A healthy and fit child is a more balanced child. PlaySport also focuses on eye and hand coordination. Coaching is done by Yashin Tewary, an ex educator and ex sports star. Principal of the school, Mrs N Bodasing said, “Kids loved their interactive gross motor PlaySport session with Yashin Tewary on our grounds. BEYOND THE TOUCHLINE Cricket still dominates the national sports scene as one tour ends and another begins. India brought their visit to a glorious conclusion when they defeated South Africa in the third and last T20 by 7 runs, thus winning the series 2-1. This result enabled the Indians to be victorious in two of the three formats that were contested this season. The Proteas won the prestigious test series at the start of the tour but, thereafter, the Indians went on a roll and thrashed their injury-plagued opponents 5-1 in the ODIs. The stand out player was the Indian captain, Virat Kholi, who made significant contributions in every game, well backed-up by the two spinners, Yadav and Chahal. The Proteas introduced several new players in the shorter formats with Heinrich Klaasen, the wicket-keeper batsman, being the most successful. Fast bowler, Lungisani Ngidi, was another who made an impact in the shorter format, taking wickets regularly when the situation demanded. Klaasen's performance has led to his being elevated to the test squad. The Australians have arrived for their 4-match test series against the Proteas commencing tomorrow (Thursday) at Kingsmead, Durban. An intriguing contest lies ahead. Both teams are evenly-balanced in the batting and bowling departments with the fielding of a high standard on both sides. Australia will depend on their talismanic captain, Steve Smith, to provide the bulk of the runs. With Kohli of India, he was the foremost batsman of 2017. He will be supported by the irrepressible David Warner who will give the innings the quick start that enables the Aussies to dominate proceedings. Others who will be relied upon to contribute are Usman Khawaja and the Marsh brothers, Mitchell and Shaun. On the Proteas front, they will be relying on the out-of-form AB de Villiers, skipper Faf du Plessis, Hashim Amla and young Aiden Markram. In the bowling department, fire power is equally-balanced. South Africa has Kagiso Rabada, Morne Morkel, Ngidi and Vernon Philander.
They are opposed by Mitchell Starc, Josh Hazlewood, Pat Cummins and Mitchell Marsh. Both units are fast,aggressive, hostile and accurate and fans can expect to see the red ball flying close to the ribs and ears. "Chin music" will be aplenty if the wickets are green and bouncy and conducive to pace. It is doubtful whether the Proteas brain-trust will commission the groundsmen at the various venues for ultra-quick and bouncy wickets as was demanded when the Indians were here. Unfortunately, for the South Africans, the Indian fast bowlers were just as good as their counterparts and had the home batsmen in all sorts of trouble as evidenced by the number of fractured fingers suffered by a few. Philander and Hazlewood with their metronomic accuracy will ensure that batsmen are kept in check and keep the slip-cordon busy. All-rounders on either side will also play an important role. The Proteas' selectors have introduced Wiaan Mulder to replace Chris Morris who had a dismal run against the Indians. Coach Otis Gibson has a high regard for Mulder's abilities. Both squads have one specialist spinner each, Nathan Lyon (Australia) and Keshav Maharaj (SA). They should come in to their own towards the latter part of each game. Otherwise, their main role will be to hold up one end while the quicks attack from the other. Will Klaasen's exploits in the T20s get him a test place at the expense of Quinton de Kock who had a mediocre run (in comparison to his usual high standard) in the last series ? It will be a difficult and radical decision to drop de Kock who has been a mainstay in the middle-order with his destructive hitting and quick scoring. He should be given at least the first two tests to get back his form before being replaced by the in-form Klaasen. SA fans will be hoping that de Villiers and Markram regain their form and score big runs to ensure competitive totals. Legend Social Volleyball hosted its Masters Series inaugural tournament at University of Durban Westville this past Sunday. It catered for male players over the age of 40 and females over the age 30. Local Division I outfit, Cool Leaders did KwaDukuza Volleyball Association proud when they were paced runner up against KwaZulu Natal's premier side Liberte from Tongaat in the finals, going down 1-2 to the giants. Abraham reelected unopposed At the 36th Biennial General Meeting of the KwaDukuza Volleyball Association held at The Quartz Conference Centre last Thursday, well known sports personality and educator, Isaac Abraham was unanimously elected to lead KDVA for a record 26 years as President. Abraham has been at the helm of SDVA since 1994 and under his astute leadership, volleyball has grown in leaps and bounds in KwaDukuza. However, with the recent debacle of the association courts being demolished to make way for the new mall and the sub-standard new courts built at the Stanger High Grounds, two teams playing the Premier league and old cubs within the association, Randsons and KSST have left the association to ply their trade in Verulam with the oldest existing club, Grove End uncertain of their desires.
