R5.00 BY-ELECTION: A number of Lindelani residents came out in their numbers to cast their votes in the byelections held last week Wednesday.

T
he Inkatha Freedom Party retained its ward in Lindelani following the highly contested by-elections held on Wednesday 21 April 2021. The party retained the seat it won in the 2016 Municipal Elections, with 38.59% of the votes cast compared to 54.80% in the 2016 Municipal Election. The results showed a gradual decrease support for the party compared to the 2016 Municipal Election Results. IFP Secretary Makhosonkenke Ntuli in Ilembe Region said the party was pleased with the results and now will work towards upliftment of service delivery in the area, “To all the residents who placed their confidence in our ward candidates by voting IPF in last week's byelections across the area, we say thank you. The IFP pledges to work closely with the community members to better the lives of our people,” said Ntuli Makhosonke Ntuli further described the new councillor Enoy Elphas Dlamini as a man of integrity, “We value the support of our people and Cllr Dlamini will
serve them well as their councillor. Despite losing ward 5 in Lindelani, the ANC in Maphumulo ward 5 managed to gain the seat from the IFP and retain ward 07 it won it 2016. Commenting on the results of the by-election in Lindelani, the African National Congress Youth League in the region said the fact that the margin is less than 100 votes for the first time in the history of that ward signifies the gradual acceptance of the ANC in the area, “The ANC Youth League General Gizenga Mpanza Region welcome the by-election results of the 3 highly contested wards in the region, ward 7 and Ward 5 in KwaMaphumulo Sub-Region; and ward 5 in KwaDukuza SubRegion. The ANC recorded a pleasingly victory in these bielections as it successfully managed to retain ward 7 and further won ward 5 which previously belonged to IFP in KwaMaphumulo Sub-Region. Although the IFP retained it ward in Lindelani KwaDukuza SubRegion, the youth league is reenergized and pleased by the gradually growing support enjoyed

Last week saw the MEC making a whistle-stop at iLembe District, to assess the tourism sector in the District. Some of the tourism landmarks that were visited by the MEC and his delegation include Chief Albert Luthuli Museum in Groutville and Fairmont Zimbali Hotel, which recently went under business rescue. Pillay also took the opportunity to engage with the beneficiaries of the tourism sector relief fund. Issues pertaining to transformation within the sector were also grappled with. Last week Pillay topped up his visit by participating in a strategic meeting with the leadership of the Mandeni Municipality and other key stakeholders, with a view to brainstorming ways to revitalize the Isithebe industrial estate. In a statement, the municipality said the meeting also sought to ensure community involvement in the revitalization programme and exploring ways to boost investor confidence. This comes after the industrial estate suffered some major setbacks in

In a cabinet meeting held on Wednesday last week, cabinet welcomed the progress in the signing of the contract with J&J on the procurement of J&J vaccines for the full roll-out programme, and commended the Minister of Health, Dr Zweli Mkhize and the Minister of Trade, Industry and Competition, Mr Ebrahim Patel, for resolving the outstanding matters relating to the procurement of the vaccines without compromising the position of South Africa. “Furthermore, cabinet welcomed the successful negotiation of an additional 10 million doses of the Pfizer vaccine, which brings the total doses of the Pfizer vaccine to 30 million. This means South Africa will be able to vaccinate 15 million people with the Pfizer vaccine instead of just 10 million. To prepare for Phase 2 of the vaccination roll-out programme starting on 17 May 2021, Cabinet encourages people aged 60 years and older to register on the Electronic Vaccination

baby was in a plastic pocket, “Earlier today IPSS Medical Rescue responded to an area near Darnall Country Club for reports of a new-born baby found abandoned in the bush. On arrival paramedics

KwaDukuza SAPS nab Ramaphosa welcomes focus on municipal water 28 year old attempted infrastructure murder suspect On Sunday, 25 April 2021, at approximately 11:20 KwaDukuza SAPS members swiftly nabbed a 28 year-old suspect in the Thembeni area, after the suspect allegedly attempted to murder his girlfriend by throwing acid on her and taking her to an isolated area, allegedly to murder her. According to KwaDukuza SAPS it is alleged that the 32 year-old victim was picked up from her home by her boyfriend, who allegedly claimed that he needed to speak to her, and was taken to his home in the Thembeni area. The suspect allegedly stopped his vehicle outside his home and took out a bottle from his vehicle and poured it onto the victim and forced her into his home, “The victim was allegedly forced into the house, and the suspect had switched off the lights, the victim pleaded to return to her home, however the suspect allegedly poured liquor on the victim and left her sitting on the bed. The victim switched the lights back on, when the suspect allegedly poured acid onto
the victim's face and head, causing her extreme pain and burning her face and head. The victim screamed, which alerted the suspect's friends who were nearby. The suspect opened the door to see his friends, and the victim attempted to escape from the suspect, however the suspect grabbed the victim and put her in the vehicle, claiming to take her to hospital. The suspect took the victim in his vehicle to the Doringkop area, after the allegedly told the victim he wanted to kill her. The suspect continued to drive to the Doesburg area to a sugar cane field, the victim attempted to escape from the vehicle by jumping out the moving vehicle, causing the victim to break her leg,” said Priya Nunkumar. The victim was assisted by two members of the community who were passing by, and the suspect fled the scene. The victim was attended to by paramedics at the scene, “A case of attempted murder was opened at KwaDukuza SAPS, and the suspect was successfully arrested, and
charged for attempted murder. The suspect will appear in KwaDukuza Magistrates' Court in due time, and the matter will be investigated by KwaDukuza SAPS Detectives of the Serious and Violent Crimes Unit,” added Priya in a statement. KwaDukuza SAPS Station Commander, Brigadier SF Mhlongo applauded members for their swift response in apprehending the 28 year-old suspect for his horrendous crime he committed, “We will have a zero tolerance approach to any Gender Based Violence crimes which are committed, and we will ensure that the victim who has endured such torture will receive the justice, as her perpetrator is punished for his crime”, she said. “We urge all women who are victims of Gender Based Violence to stand up against your abuser and break your silence on domestic violence, so that KwaDukuza SAPS protect and keep the community safe from these horrendous crimes”, she added.
Ramaphosa sets the date for local government elections
After much speculations and uncertainty, President Cyril Ramaphosa announced that the local government elections will take place on Wednesday, 27 October 2021. This will be the sixth time under South Africa's democratic dispensation that voters will elect leadership and public representatives at metropolitan, district and local level, “The Minister of Cooperative Governance and Traditional Affairs will follow the necessary legal process to proclaim the date and undertake other requirements. The President urges eligible - and
especially first-time voters to ensure they are registered to participate in the elections which provide the basis for development and service delivery closest to where citizens live,” said the Government in a statement. The Independent Electoral Commission (IEC) said that it plans to introduce new voting management devices for the 2021 municipal elections. In a presentation to parliament at the start of April, the commission said that the devices will replace the 'zip-zip' devices that had previously been used. The commission said that
the new generation technology will allow for enhanced voter registration and monitoring of voter participation in real-time.

President Cyril Ramaphosa has welcomed the renewed focus on the improvement of municipal water infrastructure and associated services. The president says that the provision of quality water to all communities is essential for human health and well-being, economic development and the realisation of the constitutional rights of all South Africans. Ramaphosa made the observation at a meeting of the Presidential Infrastructure Coordinating Commission Council on Thursday, 22 April 2021. The Council brings together the president, deputy president and other members of the National Executive, premiers, executive mayors, and leadership of the South African Local Government Association and state-owned enterprises. The Council received a report and recommendations regarding the historical, large-scale strategic integrated projects (SIPs) and an update on South
Africa's Infrastructure Investment Plan. The meeting's key discussion was on municipal water infrastructure, a complex area in which the Council has identified challenges ranging from infrastructure failure (sewer spillages, potholes, leaks, solid waste on streets, etc.) to infrastructure service delivery interruptions (water cuts, electricity cuts, road closures, non-collection of refuse etc.). Water infrastructure is also affected by a shortage of technical skills in local government, poor infrastructure management practices and inadequate budgeting and expenditure on maintenance. The Council resolved that it will enable the planning and coordination function of the water component of the District Development Model through the implementation of a National Water Programme Management Office, jointly owned by the DWS and COGTA. It will also strengthen the
planning of municipal water infrastructure to access blended finance through the Infrastructure Fund. The Council has also resolved to fast-track the establishment of a National Water Resource Infrastructure Agency and to fast-track the review of the Raw Water Pricing Strategy to ensure effective pricing and cost-reflective tariffs. An additional intervention is the development of a transparent National Water Tariff Policy and a rigorous revenue collection and management strategy at all stages of the water value chain to ensure sustainable revenue for the water sector. The Council has also proposed the establishment of an Independent National Water Regulator (separating regulation from water resource management and water services provision). President Ramaphosa emphasised the importance of infrastructure development to the success of South Africa's economic reconstruction and recovery plan.

Crime prevention operation yields positive results
Celebrating published authors
GROUTVILLE: On 24 April 2021 A Chorus of Rustics handed over certificates of recognition to published authors at the event held at Luthuli Museum.
DAGGA: KDM crime prevention members whilst conducting duties at KwaDukuza CBD on Friday 23 April 2021, arrested 2 suspects at Maphumulo rank area who were found in possession of 5 and 25 capsules of heroin respectively. Whilst at the rank area, dagga was recovered which was found abandoned. Suspects and seized exhibits were taken to KwaDukuza Police Station.
A Chorus of Rustics together with Luthuli Museum held an event on Saturday 24 April 2021 to celebrate published authors. The ceremony was held at Luthuli Museum, according to Bhekinkosi Yengwa of A Chorus of Rustics authors were given certificates of recognition. Speaking about the event, Yengwa said everyone has a story to tell, however it takes courage and
boldness to tell a story, “As a chorus of rustics we have a good story to tell. We have up to date assisted and published over 20 authors amongst them school going children. Amongst the published are 2 former Grade 12 learners Class of 2020 at Ngwekazi High School in Nkandla and our youngest published author is a Grade 10 leaner at Adams College, Khanya Ncane.
Of the published authors 5 those including to former Grade 12 leaners Class of 2020 have their books approved and ready for purchase by the Department of Education Gauteng Province. We pride ourselves in making other people's dreams come true which is a mandate of the founder of A Chorus of Rustics a published author of 18 books Bhekinkosi Maqhuzu
Ngwenya. He also has 8 of his published books approved by the same department. Many authors out there do not enjoy the fruits of their hard labour. They do not have access and full control of their published works only the publishers do. At a chorus of rustics we do things differently and seek to empower and give full control to our published authors to their books. Once 5 of their copies have been submitted and deposited to National Library of South Africa we give full control and ownership to the authors for their work,” said Yengwa. This event was graced by KDM Traffic Department, Radio Khwezi, Izwi Lomzansi and Heritage educator at Luthuli Museum Mr T. Thusi.

A new housing development that will benefit thousands of needy people in the area of Ward 28 (Shakaskraal) is currently being rolled over to consultants. According to the ward councillor, Doeshie Govender, the project will see 1200 RDP houses being built, much to the
appreciation of long suffering residents in the area. Govender took office after the 2016 local government elections, and as he nears the end of his first term as ward councillor, he feels satisfied with some of the milestones that he's reached in his role as councillor. “Some of my achievements
thus far (include) a community hall, a crèche, 320 houses in Nkobongo C1, water connection in homes, new public toilets being built, crime rate going down to below 5% within Ward 28 and 50 homes being electrified,” stated Cllr Govender. Over and above the new RDP housing development,
Govender says he has also concluded an agreement for the construction of 300 houses in Mellowood. The councillor was full of praise for the late former mayor of KwaDukuza, who he credits for acting as a valuable mentor to him. “I want to thank the ANC for making me a noticeable councillor of action. Thanks
must also be given to the late Ricardo Mthembu for instilling good governance values in me,” Govender adds. The current term of office for councillors is coming to an end in August 2021, with the local government elections expected to take place on the 27th of October 2021.

'Extreme styler's' club launched
LAUNCH: This past Saturday 24 April 2021 a group of youths from KwaDukuza opened a car club called 'Extreme Styler's'. According to the group, the club was opened to keep the youth off the street, “We as the youth we engage in a lot of wrong behaviour such as alcohol and drug abuse. We would like youth to follow this path and open their clubs such as fishing club, dart club and general sports just keep the youth from engaging in wrong doings. It's time our councillors also help in their respective wards,” said the club's statement. The club currently consists of 25 members.
The Members' Council and the Interim Board of Cricket South Africa were in talks for most of Sunday to deal with all outstanding issues related to amending the Memorandum of Incorporation (MoI) and allowing for a majority independent board. And, according to a joint statement released near midnight on Sunday, “agreement has been reached on all those outstanding issues.” The hope now will be that Sports Minister Nathi Mthethwa backs off on his decision to strip cricket of its national standing and funding. This agreement, the statement added, will now trigger an expedited process to adopt a new MOI within 48 hours, “By reaching this agreement, cricket in South Africa gas adopted a governance model which is best practice both in South Africa and internationally,” the statement read. Acting President of the Members' Council, Rihan Richards added: “The Members' Council is pleased to have been part of a thorough and fruitful consultative process. Thierry Henry and Alan Shearer were on Monday named as the first players inducted into the official Premier League Hall of Fame in recognition of a combined 435 goals and seven Golden Boot awards. Arsenal's all-time top scorer Henry won two Premier League titles under Arsene Wenger and was part of the 'Invincibles' team that went unbeaten throughout the 2003/4 title winning campaign.
