Lembe District Municipality c o n v e n e d KwaDukuza Business Community members at ILembe Auditorium on Thursday, 22 June 2017 in order to discuss concerns regarding sewer tariffs. T h e M a y o r , Councillor Sduduzo Gumede addressed the meeting and echoed from his 30 May 2017 budget speech that “the sewer tariff is to be calculated on the market value of the property reflected in the KwaDukuza and M a n d e n i Municipality's valuation roll and values will be capped at R5 million.” His worship further said that the tariff has been calculated on the 2013/2014 TOC with a 10% increase. From 2010 to 2014, the municipality used the property valuation system in order to charge consumers.

Ratepayers up in arms with Ilembe Continued from page 1 That however; was changed to water consumption base between 2014 and 2016 after the municipality had cited that the property valuation system was 'wrong'. According to the municipality, the move to revert to the property valuation system came after consumers complained of excessive 'after billing' that is reading of meters after months have passed which meant dwellers could not budget accordingly. In the recent turn of events, the municipality has lauded the property valuation, by saying “The District Municipality is now reverting back to the valuation method as it does prove to be economical and affordable”. During the day of the public meeting, members of the community, mostly business heads lamented the system and questioned the logic behind reverting to the property valuation system. A task team compromising of seven members was formed in order to engage with the municipality further regarding this matter and a host of other matters that might arise. The seven
members are Pravin Singh, Yu s u f N a k o o d a , P r e m Maharaj (DGM), Ahmed Mitha, Yunus Vadia and Shain Manjoo. Mr. Shain Manjoo, who is the member of the task team out-cried about the effects of the decisions made by the municipality before consulting with relevant people. “This is in breach of section 3 and 16 of the Municipal Property rates Act, especially since the policy does not take into account the

council. Various processes will have to be followed before a final decision is taken.” There has been an aura of uncertainty among community members which has led to the notion of consulting Siza Water which is the water service provider of the Dolphin Coast. Furthermore; a meeting is to be convened between the business community task team and Ilembe this week to tackle the issues on hand. Ratepayers have also been urged to keep abreast with future engagements with the municipality and also be on a lookout for banking details that might be released in order for them to use in paying for their rates.

DA caucus leader, Madhun Sing said, “Whatever decision council takes on the matter there must be consistency across the board with its application. While some relief could be looked into with various options and policy direction with financial implication the review has still to be officially tabled at council meeting for deliberation and way forward since the budget and tariff have already been adopted by

Neighbour to be sued for R2m By Xpress Reporter
An alleged neighbourly feud that goes back to July 2014 has turned ugly in the High Ridge community. Mr Niresh Ramdin intends suing his neighbour, Mr Mohan Singh (66) for allegedly defaming him on the social media WhatsApp chat. Their group is called 'High Ridge Community Forum'. The alleged comment made on WhatsApp is as follows: “Hi community of high ridge n
joelah drive we all in need of real help against Niresh Demon Using Pa system n Excess Loud Music N Disturbing The peace in the residential place its definitely illegal all neighbours are upset I do have a court order in my possession please notify attorthies n have him arrested I also have a warrent in my possession Help Help Help every one available drive down To 32 joelah drive with SAPS Urgent”.
These comments did not go down well with other group members, including the Chairman of the group. Residents were asked to be tolerant as Mr Ramdin was conducting a prayer. Another member was shocked to hear that Mr Ramdin was being referred to as a “demon” for conducting prayers according to Hindu rites. A case has already been opened at SAPS KwaDukuza.

Mandeni Municipality takes aim at drug abuse By Xpress Reporter
Mandeni Municipality council together with various local civil society and religious groups took to the streets to raise awareness against substance abuse on Wednesday, 21 June 2017. The march started at Sundumbili Plaza and ended at Sibusisiwe Hall. Mandeni Municipality Speaker, Makhosazana Zungu addressed the crowd and cited the importance of raising awareness about social ills. “This is the great day for us as iLembe district where we create awareness about the scourge of drug abuse that is rife in our youth not in Mandeni only, but throughout the country” said Zungu. As part of the day's proceedings, former drug addicts also took to the podium to share their stories and alert young people about the dangers of
drug abuse. Department of Social Development Manager under ILembe District Municipality, Sibongile Nkosi-Sikhakhane urged members of the community to come together and fight social ills. “Today we decided to start with the youth dialogue using drug addicts from around iLembe district, we are also thankful to Mandeni for allowing us to host this event here, it is also one of our prime purposes to fight the scourge of drug abuse in our communities” said Sibongile before adding that, “Together we can re-shape the lives of our youth, even the pregnant woman should not use alcohol as it can harm the life of the unborn child. Also in attendance were ILembe District Municipality Deputy Mayor, Dolly Shandu, Mandeni ward councillors, members of SAPS, KZN Liquor Authority and National Youth Development Agency.

Road upgrade begins in Mandeni
Mandeni Municipality held a community meeting at Global Destiny Church where the road and stormwater project contractor for Highview Park in ward 3 was announced on Tuesday, 20 June 2017.
“We hope that this will bring about the sigh of relief to the residents of Highview Park as the project has been delayed for a long time, the project will not only boost t h e c o m m u n i t y infrastructure, but it will also
create job opportunities for the youth as we are faced with a high rate of unemployment in our communities,” said Acting Municipal Manager, Mr Sizwe Khuzwayo. Deputy Mayor, Cllr
Phindile Sishi announced Nane Trading cc, as the contractor that is appointed to upgrade ward 3 roads to a black top including stormwater pipes and ancillary works. “The proposed upgrading is for
approximately 4.4 km of roads within Highview Park and this will also include sidewalks, and catch-pits construction. I will be failing my duty if I do not announce that the project duration will be 18 months commencing in June 2017,” she said. She said the municipality
has allocated an amount of R 26 686 980.31, and announced that the contractor will recruit 6 local residents including the Community Liaison Officer (CLO) at the start of the project, but as work progresses more labour will be employed in this regard.

Thank You mom The bond between Tho Khuzwayo and her future motherin-law knows no boundaries. According to Tho, she visited her boyfriend at his home and he began assaulting her, his mother and sister heard the commotion and when silence set in she grabbed an iron rod and broke open the door to her son's room. Her son had a pillow over the face of Tho and they managed to separate him in so doing probably saved her life. Vusimuzi Manzi (21) a grade 11 learner at Snenhlanhla Secondary School in Glendale has been remanded in custody pending a bail application this week. Unity is strength A Tugela businessman is grateful to his community for their assistance. Princess Gumede states that they retired to bed at about 10h30pm, a short while later she was awoken by intruders who entered her house and threatened her with a firearm. They cable-tied members of her family demanding a huge amount of cash they allege she had from a stokvel. During this period they took her ring and whilst still trying to get the money out of the family, community members arrived and surrounded the house.
One of the intruders was shot by the community and is in hospital under guard. The two remaining intruders made one of the people from the house to contact the police and notify them that there were men in the yard, which she did. Police arrived and a stand-off lasting an hour unfolded, the ring and gun were found. Three Gauteng men were arrested and gave police leads to the king-pin. Mduduzi Nene (38), Sibonelo Zungu (28) and Themba Ndlovu (32) will make a bid for bail this week which is strongly opposed. Liar Liar Local police helping a family member to locate a missing person from Richards bay are in hot water. According to police, they were following up leads which led them to North Beach Spar. On viewing the video footage of the store, they identified a neighbour in the company of the missing person, a follow-up revealed the identity of the second person. Both men were picked up by police to assist in locating the missing person but lied continuously after a lengthy discussion, they decided to lead police to a lodge in Reservoir Hills where the missing man had been. However; phone messages of the pair showed they had

alerted the man that police were on their way and he fled. Saggar Cheddie (34) and Ramjee Cheddie (32) have been charged with defeating the ends of justice. They will seek bail this week. Another party blunder Party with free flowing alcohol has claimed the life of yet another victim. According to witnesses they attended the party on Saturday, 10 June 2017. The deceased and her boyfriend began arguing as she did not want to leave. He began assaulting her and dragged her out of the party place. The following day, she was taken to hospital and she was badly injured and could not speak. Police visited the hospital and a case of assault with intent to do grievous body harm was opened. Princess Nzama died as a result of her injuries and the boyfriend, Wonderboy Mdluli (38) was arrested. He will seek bail this week. Bad Influence A man who is suspected to have had some differences with other persons whilst they were all in prison together has been killed by two of them. According to eyewitnesses and brother of the deceased, Bheki Gumede was in the yard of a local store at Doringkop when approached by the two youths. They spoke about the number used in prison, drew knives and stabbed Bheki before casually walking away. Mfundo Zulu (18) and Lucky Zweli (32) will apply for bail this week.

Enterprise ILembe hosted a fruitful ILembe Youth Summit on Friday, 23 June 2017 at KwaDukuza Town Hall. REFLECTIONS OF THE SOUL How your ego has robbed you of your life! We all want to be 'somebody' of worth but the funny thing is; we choose to live our lives by someone else's standards. Why do you give so much importance to what others think of you and place your worth in their hands? You are constantly striving to gain approval and validation in all the wrong places. This is certainly a futile pursuit which only damages your soul. Why do you keep doing this to yourself knowing that it does not benefit you? You desperately feel the need to feed your EGO with everyone's opinions and praises. Does it really matter what they think anyway? Can't you see that this constant need to prove your worth is driving you crazy? You have become obsessed with ways to appear special, hoping that you become the limelight. You desire their approval at all costs, even to the point of boasting about your 'royal lineage' and fancy titlesbut only to go unnoticed. This feeling of despair and hopelessness only deepens over time, which leaves you feeling resentful and more invisible each day. It is almost as though you are living for other people, to give meaning to your life. Is it always going to be about them or is it solely about YOU? This struggle you are experiencing is surely an inner battle. It really has nothing to do with anyone else; it has everything to do with you! People will only start recognising your true
worth, once you do. Self worth and self acknowledgement are the two greatest gifts you could give to yourself. Sometimes your ego gets in the way and misguides you into thinking that you are either superior or inferior in class, status or language. This kind of thinking only limits you and keeps you confined to a box. You are certainly not the class, status or title you think you are; you are exceptionally greater than that: in essence, you are a MAGNIFICENT SOUL. So choose to transcend all limitations and be your authentic self and not the person others expect you to be. Always remember your priceless worth and be certain in your heart that you are already good enough just the way you are. There is nothing to prove - just unconditional self love and acceptance. Know that when you recognise how truly valuable you are, the whole world will begin to see you in this dazzling light. Be that powerful being with a Divine purpose to serve all, and you will effortlessly attract the worthiness and respect you deserve. People will change their approach and become more aware of your value when you begin to appreciate the beauty and splendour that resides within you. If you really want to embrace life and live it to its fullest, then get your EGO out of the way. Never fall into the trap of playing small and inferior in the name of humility nor should you feel that you belong to a superior category. Break free from this old
conditioning that instilled the concept of hierarchies and divisions in us. Resonate with your pure soul that knows only love, acceptance and equality and choose to live your life from this place. Remember that you have an indispensible purpose to serve in this world, which is significantly valuable to everyone. It is about time you set yourself free from the false images and masks you felt compelled to wear, and begin to recognise who you really are. You will finally discover the REAL YOU! You can live the happy and peaceful life that you have always dreamed of by freeing yourself of your ego. Take a moment each day to remind yourself how blessed you are to be born with unique innate talents and realise how much you stand to offer the world, just by being YOU! Step into the light of your own soul and true authentic self, acknowledge your true worth and greatness and...SHINE! Find out more about my new package programme, filled with self transformational sessions, designed for your complete healing and empowerment. An extraordinary opportunity to transcend all limitations and bask in FREEDOM, connecting to the richness of your soul! - Farah Manjoo Holistic Empowerment Coach & Learning Strategist BARAAQA Healing Sanctuary & Learning Centre 083 786 4417

KwaDukuza youth vow to move forward
DRIVEN: KwaDukuza Municipality youth formation representatives and councillors with scholars of Tshelenkosi Secondary School after the Dialogue
By Xpress Reporter
KwaDukuza Municipality's Youth and Sports Department held a dialogue on the historical events of, and those that led to the 16 June Youth Uprising in 1976. The event was held at KwaDukuza Town Hall on Tuesday, 20 June 2017. Councillor John Phahla, in his capacity as the chairperson of the Youth and Sport Portfolio Committee said the event was also aimed at commemorating those who lost their lives in the struggle against unjust laws. “We are gathered here today in celebration of the youth of 1976. Though we were not there, we have heard and learnt about what had happened. They wrote their own history. Today we must ask ourselves what the youth coming after us will refer to us as, whilst we endeavour on a

The Municipality is working towards the betterment of communities in a youth-centred approach, by engaging with the youth through various platforms and initiatives. These include learnership programmes, bursaries, job preparedness workshops, career expos and jobs either permanently, temporarily as well as the expanded public works programmes. The youth collectively agreed that in order to move forward, they need to take initiative and “take things seriously”, as there is no other way because opportunities are there but some peers misuse them, and forget that these opportunities are a product of struggles of generations before.
trajectory to attain economic freedom, because we have democracy as the youth of today. However, we still linger in hope to achieve economic freedom. We, the youth, are at the centre of triple challenges that are poverty, unemployment and inequality. Unless we shape up and fight, these will never change. We must stand up and change all of these historical consequences. This dialogue is to set a trajectory for our own future.” As part of the day's proceedings, the youth engaged on a host of issues ranging from challenges to access higher education, unemployment, opportunities for small businesses, drugs, substance abuse, and teenage pregnancy, as key obstacles they need assistance with in their communities. The youth also made a plea that entrylevel posts have requirements that

Garden refuse dumped in front of houses is an eyesore. While carrying out loco-inspection I discovered 41 spots in Stanger Manor/Highridge with garden refuse dumped at street corners or in front of houses. Dumping of garden refuse constitutes illegal dumping and you can be fined. KDM will not pick up citing as budgetary constraints however if they are informed a week before the garden refuse is dumped they would assist. It can well be argued residents are paying rates and entitled to this service KDM disagrees by providing a basic level of service and not the full service. In the absence of transfer site for garden refuse where people could take their refuse is not in place and hoping KDM will establish one very soon, residents are advised to take pride of their area and abide by

CHILD WELFARE S.A. KWA-DUKUZA
WINTER FAIR 2017 Winter Fair Director's Message
It is that time of the year again. Winter Fair 2017. It is with much excitement and anticipation that I greet you as the President of Child Welfare as well as the fair director. We have heard the call for change from the people of KwaDukuza, and we are very happy to announce big changes this year. A new venue, a new fun fair and a whole new variety of food stalls are just some of the changes that we have made. Thursday is dedicated to the senior citizens of the community where they will enjoy the benefits of free entry onto the ground. A new concept that we are
Sandeep Oudhram
introducing is the cook off which will be hosted by the Ultimate Braai Master Finalists, Randy and Sue. Highlights on the entertainment include local talents Kweni Kuza as well as multiple sama awards winner, Kwesta on Friday night. Saturday night we have the ever popular Bhangra party with Hindvani jocks Shenara and AKD. Patrons attending on Saturday can look forward to a Presidential segment with me. The Society's main objective is child protection. To meet this objective, the Winter Fair is a
necessity to raise the necessary funds for service delivery and operational costs. The fair is held annually to prevent the Society from collapsing. The Winter Fair committee is acknowledged for their hard work and perseverance to ensure that the Winter Fair is a successful one. The community is also thanked for supporting the Winter Fair and contributing to its success. Sandeep Oudhram - President / Fair Director

KwaZulu Natal Netball Championships 2017 report
iLembe male and female netball teams
Compiled by Ivy Khumalo, President of iLembe Netball iLembe female feniors, males, U21 & U19 teams participated in the KZN Netball Championships 2017 held at Ugu Sports & Leisure from 15 18 June 2017. The team departed at 4pm on Thursday from Mandeni to KwaDukuza and arrived at Margate at 7:30 pm. Team iLembe did very well and improved from the previous year's results. Despite the challenges Team Ilembe experienced in registering 500 players, as requested by KZN Netball, led to late confirmation of participation. The number of registered players to KZN Netball increased from 150 to 500 this year and it was not easy because it involve monies which players didn't have. We could not raise R5000.00 in a short period of time as required and without this, the District were not allowed to participate. The KwaDukuza Municipality, His Worship: the Mayor Mr Ricardo Mthembu came
in with the most definite assistance in the last minute, but knowing that we have the support of people like him and the Youth and Sport Office certainly helped. Please know that we won't forget your kind gesture. Thank you again from the bottom of our hearts. The challenges of getting sponsors in time led to hesitation whether the team was going or not. Some players lost hope that they were not going to the Champs and to get information in time to organize their leave. The Department of Sports and Recreation is always reliable with the assistance making sure that players have transport, meal and accommodation. We had a team of 60 participants comprising of four teams of 12 players and 3 team officials and one umpire, Sithembiso Khumalo graded as a new Provincial B Umpire. The KZN Teams will now participate in the National Championships 2017. The N a t i o n a l Champs for U19 will be held in Pretoria from 2 6 J uly 2017,

The tournament has become synonymous with the KDVA mid-season knockout tournament after the completion of the first round league fixtures that comes to an end tomorrow (Thursday). Ralph was the household name in the porting ranks, more especially in volleyball as a true giant of the game. His early budding career came to an abrupt end in a tragic accident. He was fondly known by his team mates and fellow oppositions for quick-wit and intelligence in the game and is sorely missed by all enthusiasts of
the game. The Reuben family was thanked by the association for keeping his name alive in the volleyball circles, more especially in KwaDukuza over the years. The tournament will be contested by 12 teams from both the premier league and the Division I leagues. Teams will be drawn into two pools with the winner and runners up from each pool advancing into the semi-final.
