Man arrested for attempted murder
Independent power project brings hope for KwaDukuza
By Xpress Reporter
CELEBRATION: KwaDukuza Mayor, Councillor Ricardo Mthembu (fourth from left) with officials
Continued from page 1 same time ensuring that we deliver services to our citizens. The Independent Power Project model initiated by the Department of Energy will indeed be bolstered by the success of this project,” said Mthembu. He added that the project proves that the country is on course with Research, Development and Innovation, as
it is based on conversion of gas to power. “We remain grateful to the funders for that gesture. We are confident that when we knock at your doors for partnerships with regard to technological solutions and issues that require research, you will keep your doors open in your continued investments in our municipality,” he said. “As we have just started our new term of office, we convened
our Lekgotla from the 18th to the 21st October 2016 at the Alpine Heath in the Drakensberg Mountains. At this Lekgotla we took resolutions that have farreaching implications in relation to service delivery and the transformation of the economy. “Some of these resolutions require that we develop our capacity in terms of technological innovation and research and development. We
are in the process of finalizing funding requirements for the amount of R2, 5 million. Council received as part of the agreement that was made at the beginning of the construction of the power plant,” he said. Mthembu expressed appreciation to the stakeholders “who have moved Avon Peaking Power Plant from a dream to reality”.
A 31-year-old suspect was arrested for attempted murder after allegedly shooting and injuring his girlfriend in KwaDukuza on Tuesday, 18 October 2016. According to Captain Nqobile Gwala of the KZN Media Centre, the suspect handed himself over at the police station. He also handed over the handgun he allegedly used. “At about 06:30am, the suspect allegedly shot the victim (29) at her place of work at Ultimate Security in the central business district of KwaDukuza. “The suspect, who is the victim's boyfriend, alleges that the victim was having an affair and took his money. The victim sustained five gunshot wounds, to the forehead, neck, shoulder, right finger and left wrist. An attempted murder case was opened at KwaDukuza police station for further investigation while the suspect remained in custody,” said Gwala. She added that the recovered firearm will be sent for ballistic tests to establish if it was used in the commission of an offence. The suspect will appear at the KwaDukuza Magistrates court tomorrow, 27 October 2016 to apply for bail. The KwaZulu-Natal Acting Provincial Commissioner Major General Bheki Langa strongly condemned the shooting of the victim. “I also commend the officers for arresting the suspect who will answer at court for his deed. I also wish the victim a speedily recovery so that she will tell the police as to what happened,” he said.

“No support” for embattled Pravin Gordhan “Finance Minister Must Heed Court Summons” By Xpress Reporter
Beleaguered Finance Minister Pravin Gordhan can forget about counting on the ANC Greater KwaDukuza Region for support, as he faces mounting legal battles. This became evident last weekend after the ruling party in the region held its Cadres Forum 500 at the KwaDukuza Town Hall, wherein regional leaders did not mince their words as they virtually 'denounced” Minister Gordhan, while challenging him to stop playing the “cat-and-mouse” game with the prosecuting authority. Addressing the gathering, which saw about 200 ANC delegates from across iLembe District singing and chanting at the hall, ANC Regional Chairperson Ricardo
Mthembu deplored the fact that some members of the ANC were “uncomfortable” about Minister Gordhan being taken to task by the prosecuting authorities, while the very same members were pushing for President Jacob Zuma to “have his day in court”. Mthembu said while his party, in principle, supported Gordhan like is would support any other member who faces legal challenges, it was important for him to “heed the court summons” and appear in court as requested on the 2nd of November. The Greater KwaDukuza Cadres Forum was aimed primarily at tackling issues such as the current legal woes against Minister Gordhan, South Africa's role in BRICS, as well as the persistent Fees Must Fall campaign by university students. Mthembu pulled no punches as he told the delegates that

some members within the party were acting like they had been “captured to ensure white monopoly capital dominance” in South Africa. “We are worried that those (who are) intent on collapsing the ANC have a (sustained) programme. They started with the ANC Youth League, then came (trade union federation) COSATU, and now they are targeting the ANC. It's important that, as members of the ANC, we engage on these issues, before we find ourselves occupying the opposition benches,” Mthembu stated. Mthembu also shocked the delegates when he pointed out that the ANC's internal democratic processes were the cause of divisions within the party. He said elective conferences had done nothing but “weaken” the party. The Regional Chairperson further lamented the party's recent electoral defeat (by

Meanwhile ANC KwaZuluNatal PEC member Mr S Mkhombe, who represented Provincial Chairman Sihle Zikalala, reiterated the call for Minister Gordhan to respect the legal processes, with regard to the pending fraud case against him. Mkhombe said it was strange that a cabinet minister appeared to be enjoying greater sympathy than the state president. He vowed that as the membership of the ruling, they would continue to defend President

However, Minister also appears to be enjoying growing support amongst senior ANC leaders, with some NEC members going no record to condemn the charges against him. Amongst those who have raises suspicion about the Gordhan charges are Enoch Godongwana, Joel Netshitenzhe, Joe Phaahla, Jackson Mthembu, Max Sisulu as well as Treasurer General Zweli Mkhize, who described the charges as “thin and unconvincing”.

“The deal appeared to be legit”
Con artists target local businessman
By Xpress Reporter
When struggling local businessman (Mr X), received numerous phone calls from a prospective client recently, he could hardly believe his luck. The still traumatized Mr X says the man, who was calling himself “Tau” kept phoning him repeatedly for about three days, until on Thursday the 13th of October 2016, he eventually to meet with the man. Mr X says he travelled to Durban, accompanied by his brother-in-law, for a meeting that was scheduled to take place at a venue in Durban. They eventually met with “Tau” and another unknown gentleman, at Addington, but there was no place to chat, so they agreed to take a walk around the vicinity of the Addington beachfront. Mr X adds that Tau explained that he represented a mining and property development company. He also said Tau and his
companion said they were originally from Zimbabwe. He says they informed him that their boss was a Mr Banda. They also told him their boss would be meeting with him at a restaurant in Ushaka Marine World, but when it was time to drive there, they apologetically told hi their car had broken down, so they requested to travel with him in his vehicle. “Mr Banda explained to us that his company had recently purchased a property in La Mercy, which they intended to turn into a B?B, as well as another property, a warehouse, at Umbilo. These gentlemen were well spoken, and very convincing. We were so carried away. They told us our company had come highly recommended and they wished to do business with us,” stated Mr X. Mr X and his brother-in-law agreed in principle, to take on the job. But they insisted on
first inspecting the property at Umbilo. “Tau then explained to us that, with this kind of a contract being offered to us, we needed to give him some form of incentive. Eventually, he agreed to accept R15 000, as we obviously didn't have the amount he had originally asked for. So en route to Umbilo, he instead that we stop at an FNB branch to withdraw the cash,” he says. He added that it was at this stage that Tau made a sudden movement and in the process intentionally revealed the butt of a gun at his waist. “This movement was aimed precisely at letting us know that we now had no choice. Upon arrival at the bank, he insisted that I go in to withdrawn the money, while my brother in law was to remain in the vehicle with him, with the other gentlemen also keeping a watchful eye from the back. I had no choice. My
brother in law's life was in my hands. I went into the bank, and managed to withdrawn an amount of R10 000. My brother-in-law also had R500 in cash and I had another R500 in cash. So in total we were able to raise R11 000,” he says. Reluctantly accepting this amount, Tau then forced Mr X to drive back towards Mr Banda, who was busy in the vicinity of Point Road. But as soon as the car stopped on Point Road, Tau quickly alighted from the vehicle and he, together with his companion sitting in the back, simply vanished into thin air. It was only then that it dawned on Mr X that he had been conned. “I want to warn people out there to be very careful when dealing with strangers, as they could also fall victim to these ruthless conmen,” a visibly upset Mr X warned.

Ilembe ponders development imperatives for new term enshrined in Section 84 of the Municipal Structures Act,” he said. Addressing the session, Mayor Gumede said ideas were expected from everyone as this was not a session for the ruling party. “People should always be at the centre and our decisions should always be influenced by the needs of our people,” he said. Mayor Gumede revealed that at the end of the 2015/16 financial year, 22.8% of residents did not have access to water and 20% did not have access to decent sanitation. Mayor Gumede said there is a disconnection between iLembe's bulk infrastructure roll-out programme and the provision of government (subsidized) housing by the local municipalities. “Local municipalities have been invited to present their housing priorities for the next five years so we can ensure that our planning in relation to infrastructural development is aligned,” he said. Speaking on the financial status of the Municipality,
ILembe District Mayor Sduduzo Gumede at the District Municipality's Strategic Planning Session taking place from 24 27 October 2016 at the eBandla Hotel and Conference Centre in Ballito
The strategic planning session of the iLembe District Municipality for the 2016 2021 period began this week at the eBandla Hotel and Conference Centre in Ballito. The session which will end on Thursday, 27 October 2016 will see the new council, management, sector departments and other relevant stakeholders come up with resolutions to guide the development of the
municipality during the current council's term of office. Setting the tone for the session, iLembe District Mayor Sduduzo Gumede said it is important for the municipality to perform its functions as required by the constitution. “The strategic planning should chart a path towards the municipality effectively and efficiently performing District Municipal functions as
Mayor Gumede said regardless of the challenges the municipality has managed to achieve two consecutive clean audit opinions and specified that this needs to be maintained further. “We need to strive to be a viable municipality. Attaining a clean audit opinion must be supplemented by being financially viable. ” he said. With the recent identification of iLembe District as a renewable energy hub, Mayor Gumede said the district's development agency i.e. Enterprise iLembe has to reposition itself in order to take advantage of opportunities presented by this Hub. “Enterprise iLembe must lead the economic development of the District in partnership with provincial and national government to ensure that our economy grows and it becomes more inclusive” said the Mayor. Day one of the session also included presentations from stakeholders such as Eskom, Umgeni Water and Siza
Water as well as departments of Water and Sanitation, Corporate Governance and Traditional Affairs, Stats SA and other relevant stakeholders. These presentations were focusing on the plans that the stakeholders have to support service delivery in the district in the next five years. Day two of the session will see presentations by the
municipal departments, includingEnterprise iLembe, the audit and risk committees as well as the presentations by the local municipalities on their housing priorities. Concrete proposals will be made by the departments of the requiredemployment of resources to be able to provide service delivery for the iLembe citizenry.
Message to matriculants Writing matric exams can be a difficult, trying time for matriculants. Anxiety, stress, pressure, worry and concerns are natural. Child Welfare SA: KwaDukuza advise matriculants to have a structured study plan to enable them sufficient rest during their study period. It is important to be calm, eat healthy meals and to get enough sleep. This will increase their attention and concentration span and enable learners to
absorb the information they have studied. Short exercise programmes between studies will revitalize learners and prevent stress. It is important for parents and caregivers to be supportive towards learners during the matric exams. Our message to all matriculants: Work hard, be confident, believe in yourselves and success will be yours! Good luck with your matric exams. Child Welfare SA: KwaDukuza

An alleged serial rapist has appeared at KwaDukuza Magistrate's Court after being linked to six counts of rape. According to KwaZulu-Natal police spokesperson Captain Nqobile Gwala the 34-year-old suspect was apprehended by the KwaDukuza FCS Unit at the local taxi rank, following a tip-off by members of the

He was linked to six counts of rape reported at Ntshawini, Tete, Tinley Manor and Umhlali areas this year. The suspect was taken to hospital under police guard after he was assaulted by the members of the
community,” stated Captain Gwala. She added that the suspect's modus operandi was to promise victims jobs, before luring them to a secluded area where he would then allegedly threaten them with a firearm before raping them. Municipality vows to raise tempo on service delivery By Xpress Reporter
KwaDukuza Municipality held its four day Council Lekgotla planning discussions with a view of coming up with a clear Programme of Action to be implemented in the next five years. This follows the Local Government Elections, which resulted to the election of a new Council for the period, 2016-2021. The objectives of the 2016 Lekgotla were to review organizational challenges, to conduct organizational environmental scan, review of the municipal organogram, assessment of municipal service delivery commitments, capabilities, performance and to review the municipal vision, mission, short and long term objectives and strategic direction. In his remarks marking the commencement of the Lekgotla in Drakensberg, KwaDukuza Mayor Ricardo Mthembu described the engagement as an historic effort that will influence future generations, “This Lekgotla will go down in history as one of the most important gatherings we ever convened during this term to chart a way forward that will always be a point of reference for the next generations of elected representatives”. “As a developmental state we remain steadfast in our commitment to create a better life for all. In this regard we will continue to pursue South Africa's
blueprint for development, the National Development Plan (NDP), and urge all South Africans to unite behind the country's programme to tackle unemployment, poverty, inequality and other challenges facing the citizens. “During this Lekgotla we have to find ways to ensure that the commitments we made during our manifestos find expression in the decisions we will take during our deliberations. When we rise to close this Lekgotla on the last day, we must be confident that the resolutions we will have adopted reflect these commitments and guide the Programme of Action for the next five years”, said Mthembu. Mthembu added that the new Council had made a commitment to build on the achievements made in the previous term, in terms of basic service delivery. “With regard to basic services we committed ourselves that in the next five years, working together with all our stakeholders, we shall build on the achievements made in the delivery of basic services. The task that arises from these commitments is to crystallize them and formulate a clear Programme of Action to ensure that they are realised. I have no doubt that the members of staff that are present here today have the ability to take the people of KwaDukuza forward by ensuring that we honour these commitments,” Mthembu said.

One day, a fox saw a crow with a piece of cheese in his beak. The fox was very hungry and thought, “How can I get the piece of cheese?” He thought for a while. Soon, an idea struck him. He decided to flatter the crow and thus began praising him. He said to the crow, “You are such a pretty and clever bird! If only you could sing as beautifully!” Now, the crow was very proud. He wanted to show the fox that he could sing very well so he opened his mouth to sing! The piece of cheese he was eating fell to the ground. The fox laughed at the crow and picked up the cheese and ate it hungrily. Too late the crow realised that one should not be vain.

Ingredients
For the syrup: · 530ml water · 800g sugar · pinch of salt · 2,5tsp cream of tartar · 1tsp ginger · 1 tblsp lemon juice · 1 cinnamon stick For the dough: · 300g self-raising flour · 200g corn flour · pinch of salt · 50g unsalted butter · 25g baking powder · 1\4 cup sugar · 200ml milk · 50ml cream · 2 eggs
Koeksisters
Method For the Syrup In a pan, heat up the water. Add the sugar, salt, cream of tartar, ginger, lemon juice and cinnamon stick. Bring to the boil and then reduce to a simmer. Stir occasionally. Simmer for 10 minutes. Allow to cool. Transfer to the fridge. For the Dough Add the dry ingredients to a bowl and mix them together. Add the milk, butter, eggs and cream, mixing it all together. Knead with your hand for a couple of minutes. Wrap in cling film, and store in the fridge for 30 minutes. Roll out to a 1 cm thickness. Cut into strips thin strips and then short strips. To plait, tuck three strands together at the top. Fold the outer strips over into the middle, repeating until you reach the end and tuck them together. To Fry Heat up half a pot of oil on a low flame. Place the bowl of syrup in a larger bowl of ice to keep it well chilled. Deep fry the koeksisters, don't put too many in at once. When golden, transfer to the syrup using a slotted spoon, draining off as much oil as you can. Leave to soak in the syrup for a while. Transfer to a cooling rack. Cool completely before eating.

Significance of Diwali
Diwali is the most popular of all Hindu festivals. Swami Sivananda once said Diwali may have come and gone but the hearts of many people are as dark as the

the ultimate purpose of every Hindu in God-realisation. Let us adjust and make meaningful contributions to the upliftment of society. Diwali marks the victory of good over evil. Deepavali means an array of lights and signifies the victory of brightness over darkness'. It is through the light that the beauty of this world is revealed and experienced. To Hindus darkness represents ignorance and “light” is represents spiritual knowledge like compassion for fellow human beings, empathy, kindness and understanding. The lighting of diyas (clay lamps) symbolizes the destruction of evil forces wickedness, violence, anger, injustice, oppression and suffering'. The lighting of lamps also in a way helps us to pay obeisance to God for the attainment of good health, wealth, knowledge and peace. Diwali is celebrated for many different reasons but the best known to all Hindus is that it marks the return of

Lord Rama, King of Ayodhya, with his wife Sita and brother Lakshman from a 14 year exile and a war in which he vanquished the “demon” King Ravana. On Diwali, the goddess Laxmi a symbol of prosperity and is worshipped for peace and happiness. Gifts and sweetmeats are shared, followed by the lighting of firecrackers. Hindus must maintain their rich legacy and cultural identity. This festival underpins the ideals of caring, sharing and understanding. Diwali celebrations transcends the barriers of race, gender, creed, socio-economic factors and status. An African proverb says: “The sun of yesterday may have set, but its light will enlighten our future days.” On behalf of the Shree Hanuman Temple Group of Stanger Manor we wish all Hindus a blessed Diwali. Use fireworks with extra care.

stirring. Allow the grains to get a touch of colour evenly, by stirring the mixture around. Add the cinnamon and crushed cardamom pods, sugar, salt and half the milk. Turn up the heat to medium and stir well. The mixture will start to thicken after a minute or so. Add the sultanas, powdered cardamom if using and the rest of the milk. Keep stirring. The semolina grains will start to absorb the milk and may splutter slightly. Once the liquid has been absorbed, around 10 minutes from the time you added the milk (some prefer a drier soji to others), remove from heat. Add fresh cream and stir through. Sprinkle with toasted flaked almonds and add a pat of butter if you wish. Enjoy warm.
Ingredients 250g butter, softened 1 cup (160g) icing sugar, sifted 2 1/2 cups (375g) plain flour
Steps Preheat oven to 180°C. Beat butter and sifted sugar in large bowl with electric mixer until light and fluffy. Stir in flour, in two batches. Knead dough on lightly floured surface until smooth. Divide dough in half; roll each half into a 25cm log. Wrap in plastic wrap; refrigerate about 1 hour or until firm. Grease oven trays; line with baking paper. Cut logs into 1cm slices; place slices on trays about 2cm apart. Bake cookies for 10 minutes or until browned lightly. Transfer cookies onto wire rack to cool.

Cool Leaders tried desperately to corner their opponents through Alvin Ramalingam, Deez Bhowanibhik and Shawn Naidoo but the cover and defence from Darnall was outstanding. Dawnview Primary beat Shakaskraal SA 1-0 in the final to lift the KZN Future Stars KwaDukuza title having not conceded a single goal throughout the tournament on Friday, 21 October 21, 2016 at Stanger High School Grounds. Ten schools from the ILembe District participated. Present at the function was Mrs Jabu Sokhela and her son Mr Lunga Sokhela who is the General Manager of Amazulu Football Club. At the beginning of 2016 they identified schools in the ILembe District for development. Locally five schools were selected, viz. Shakaskraal SA; Tshelabantu; New Guelderland Primary; Kwadukuza Primary; Dawnview Primary and five other schools from Maphumulo and Mandeni were also chosen. The boys were excited to meet soccer stars Mabhuti Khanyeza and Siyabonga Nomvete of Amazulu who were present at the tournament. The competition was stiff with Dawnview and Shakas SA going through to the semi finals in Pool A. Both teams proved too strong for their opponents from Pool B. Dawnview Primary and Shakas SA squared off in the finals. Dawnview emerged victorious while being the crowds favourite by defeating Shakas SA by 1-0. Manager of the winnng Dawnview team, Mr K.R. Govender, was ecstatic with the win and said Dawnview Primary has always been performing well over the years and this was the cherry on the top for his school. Mr Govender congratulated Bheko Zulu from his team for being selected to be part of the Amazulu Glenwood Soccer Academy. Coach of Dawnview Primary, Mr E.T. Mbatha said his team's success was as a result of the players efforts put in during their training sessions throughout the year. AmaZulu Head Coach Joey Antipas and first team

KDVA to bring curtains down in 2016 The curtains will come down on a very successful 2016 volleyball season when the KwaDukuza Volleyball Association hosts their annual year end prize money tournament which is scheduled to take place tomorrow (Thursday) at the association courts. This annual tournament brings teams together from both the Premier League and Division I teams together pitting
their skills against each other. Log winners Grove End, Randsons and KSST from the premier league will be up against Darnall United, Cool Leaders, Sunbrook, Prestons, Manor Old Boys and Frendz from the Division I league. The cost per team will be R300 which must be paid prior to the commencement of the tournament. The tournament has been divided into two sections the main section and the losers of the first round going into the plate section. The winners of the main section will waltz away R1500 PR No. 1478311 MB ChB (Natal) richer, the runner up will pocket 18 Lindley Street, Lindley Court R1300, third place Emergency • 079 132 6288 will receive R1000 Res • 084 703 1502 and the fourth

team will get R500. The winners of the plate section will pocket R750, the runner up R500 and third place team will receive R200. The draws for the tournament took place last Wednesday at the Quartz Conference Centre. Grove End were smiling from ear to ear when they were drawn in the bottom half with all teams from Division I. However, they have tricky manoeuvre when they meet the undefeated Darnall United whilst KSST will have to dig deep in their reserves to overcome Randsons at the top half. Purely on form, Grove End and Randsons should contest the finals of the main section with KSST and Darnall contesting the final of the plate section. Isaac Abrahams, President of KDVA thanked EZE's Electrical for coming on board to sponsor this
tournament, something that they done over the past few years. All roads will lead to the association courts over the next three Thursdays were the fireworks of the Diwali celebration is expected to continue. In other news, KDVA will host their annual presentation on 12 November 2016 at the association courts. The alternate date will be the 19 November if rain interrupts.
