Issues involving Double Ring Trading 7 (PTY) LTD (DRT) / KwaDukuza Municipality (KDM) / Concerned Citizens Group (CCG) iro KwaDukuza Mall As far as can be gathered the current situation appears to be: The CCG sought to halt the construction of the mall pending a review of the Municipality's decision to sell the property to the developer of the Golf Course and the Central Sports Grounds Complex. This application failed and the CCG and the other applicants, Cassim Moolla and Paul David were ordered to pay the Developer's costs which amounted to approximately R130 000-00. The CCG and the others applied to review the amount of the costs but to our surprise Writs of Execution were served last week. Assets belonging to Paul David and Haroon Mohammedy were attached. Even more shocking is that in April 2018, the KDM Mayor, Ricardo Mthembu brought the Developer (DRT) and the CCG to the negotiating table to attempt to settle all the issues between us. Those negotiations are still underway and it is a pathetic breach of faith of the Developer to take drastic steps to recover its costs. This is indicative of the integrity of the Developer.

Our lawyers are investigating the lawfulness of the Developer's action in issuing a Writ of Execution. When the Municipality, at the outset, applied to change the usage of the Golf Course and Grounds from “public open space” to commercial and mixed use, the Town Planning Authority agreed to the change on several conditions. One of the conditions relating to the Shopping Mall was the widening of the road from the Mahatma Gandhi intersection to the Mall to four lanes as well as widening of the bridge over the R74. Under normal circumstances one would have expected these conditions to have been fulfilled before the Mall was fully constructed. For reasons best known to the Developer it chose to build the Mall and when almost ready for occupation it applies to the Municipality for a relaxation of these conditions which we believe is until 2023. What utter cheek! What utter arrogance! The CCG has unequivocally submitted that it is opposed to any such extension and we insist that

the roadworks and the construction of the bridge should be completed before the Mall is opened. Our grounds for such opposition are very clear, inter alia, Scholars of the Stanger Secondary, M.L. Sultan and the two primary schools in the area are already experiencing hazards in crossing the intersection at the bridge and the traffic to and from the Mall will greatly increase this hazardous situation. Vehicular traffic from Extension 3 (Ward 16) is going to be inconvenienced if the road and bridge are not widened. In its wisdom the Planning Authority foresaw the dangers presented by the development of the Shopping Mall and so, it imposed reasonable conditions which the Municipality and the Developer accepted. If the Developer is eventually granted the relaxation, the CCG is determined to go to the High Court for its intervention. To us, in the CCG, the safety of pedestrians and motorists are paramount and their rights will be defended to the end. Chairperson Concerned Citizens Group

It is evident that power and control are the essence of domestic violence and that the power that abusers have make it difficult for women to confront violence,” expressed Gumede. Officially opening the summit hosted by SANAC, Deputy President David Mabuza stated that there is still a long way to go in order to curb the high rate of gender based violence and the spread of HIV. “Recent studies have shown that one in three men is violent towards their partner, this is absurd. Men in South Africa have to meet because men rape women, children, the old and the disabled. South African men assault women, one in five women experience physical violence from their partner and so we have to, as men, discuss how we can work together and put an end to this barbaric trend. There should be a change of mind, attitude and heart. We need to talk as men about the pain we have triggered on women. We need to take collective responsibility to draw the line and enough is enough, this can no longer go any further than this. In this summit we are not only here to discuss strategic plans to fight gender based violence

but also to listen and atone to women. This cannot be resolved by the government alone, civil society organisation, traditional and religious leaders need to come on board to fight this,” said Mabuza. He also urged attendees of the summit to utilise the opportunity of the summit to speak freely without fear, with determination and honesty to make a meaningful contribution to fight against gender based violence. “These gruesome and horrible deeds must stop. It is in our hands to stop this madness that threatens to tear apart the basic fibre of our society. This day is an important step in the right direction. It shows recognition that we have heard the harrowing cries of women and children who have suffered violence perpetrated by those who vowed to love and protect them. May this day draw our attention to the role we can play as positive role models and change agents. Let this summit serve as a sanctuary for self-evaluation, introspection a deeper gaze to the soul to find the spot of conscience and self-restraint. “It must not be a summit of blame but one of serious contemplation. As men we must demonstrate the ability to transcend the past and see into the future. Every citizen woman and

child has the inalienable and constitutional right to life, equality, human dignity and privacy. I once again wish you well in your deliberations. I am convinced that we can mould ourselves, our boychildren into caring men, men who will take care of their families, protect our streets and communities. Men who will inculcate a culture of non-violence. It begins with me, it begins with you, it begins with realisation that it's 2018,” concluded Mabuza.

KwaDukuza CPF in conjunction with KwaDukuza SAPS hosted a Women's Month celebration at Chris Hani Hall in Ntshwani on 25 August 2018. The event was graced by KwaDukuza Municipality Deputy Mayor, Cllr Dolly Govender; Department of Social Development; Department of Community Safety and Liaisons and Crime Stop. Attendees of the event were addressed on various issues facing society such as domestic violence and alcohol abuse. Men of Ntshawini were advised to be shields of their families and educate the upcoming generation of boys on how to become good men. Ukusiza Crime Stop sponsored CPF with reflector jackets which were handed over to CPF members present at the event.

ANCYL discusses local issues By Xpress Reporter

The ANC Youth League in the General Gizenga Mpanza Region weighed in on a variety of issues at a media briefing on Tuesday, 28 August 2018. The Youth League touched on the significance of Women's Month. “We drew our lessons from the finest product of the ANC Youth League and the icon of the South African struggle, Cde Nelson Mandela who taught us that “Freedom cannot be achieved unless women are emancipated from all forms of oppression, our endeavours must be about the liberation of the woman, the emancipation of men and the liberty of the child” and for this, we vow to be the radical voice of women and children oppression orthodox.” The ANCYL expressed that they are “a bit disturbed by the recent unwarranted disruption of the District Department of Education by certain group of teachers whose grievances were narrow political motivated at the expense of the education of a Black child. “This vividly highlighted how other unions and teachers themselves, are incapable of getting their priorities straight and the inability of the department to resolve matters and reach common grounds

with its employees without the use of extreme measures, this is a matter of serious concern to us as the Youth League. “As a continuation of our intervention in this department, we have agreed to summon a meeting with the district director of Education, Mr Madondo and his senior managers/executive to discuss amongst other things, the following: A detailed Progress Report on the schools that underperformed last year. Those that got zero percent pass rate in particular and those scored below 50% pass rate; a comprehensive Report on the interventions made by the Department to improve the pass rate of these schools this year; a comprehensive report on the interventions made to address the challenge of subjects without subject advisors and understaffed schools; a detail progress report on the replacement of unqualified teachers and unproductive teachers.” The Youth League also mentioned Sizabantu Mass Action. “This White owned mission has turned to be the nest of racism and exploitation of Black workers. “Our branches have reported to us that Black addicts who attend rehabilitation with this institution are being racially

discriminated against, being exposed and humiliated instead of being assisted. The ANC Youth League in the region have resolved to support the ANC stance on the need to flood that mission and demonstrate our anger.” The ANCYL congratulated Cde Ricardo Mthembu, the former ANC Regional chairperson of General Gizenga Mpanza Region on his new responsibilities as the ANC KZN Provincial Executive Committee Member and the Working Committee Member, as well as all other newly elected ANC PEC Members. On Local Municipalities' alleged maladministration, the Youth League said: “The previous REC of the ANCYL had summoned the previous leadership of the ANC to do an assessment on the operations of the Local Municipalities and thoroughly investigate allegations levelled by the public about them, particularly Mandeni Municipality and iNdwedwe Municipality. The public had alerted the ANC Youth League about the maladministration, corruption allegations, exploitation of workers and favouritism in these Municipalities and the leadership then took the matter correctly so to the ANC

leadership in the region as the centre of power.” With regard to Maphumulo Municipality, the ANCYL said: “We heard that there were allegations of corruption levelled against the Mayor, we hope this matter will be given maximum attention it deserves. However, we are disturbed by the fact that behind this protest, there was an involvement of the Speaker of that Municipality, Mr Simphiwe Shange and his allies as they are instigators of that protest against his own Municipality as an ANC Councillor. We therefore, appeal to the ANC leadership to further investigate such information and if found to be legitimate, Mr Simphiwe Shange's head must roll.” The ANC Youth League concluded by saying that they are the body of opinion in the ANC. “We carry the responsibility to critically discuss, analyse and champion the interests of the society, as the youth is not divorced from the challenges of the society. “We remain to be the voice of the voiceless, the hope and the home of the youth in General Gizenga Mpanza region and we will execute our responsibilities with no fear, for the history remembers only the brave.”

ANC salutes Kathrada for his dedication struggle whom he revered but engaged with vigorously. Young people today can learn volumes from this colossal figure in our history. “Today Uncle Kathy is celebrated by the nation as one of its proudest sons whose life symbolised devotion to struggle and a tireless worker for peace, justice, honour and dignity. He will always be an inspiration to us and to generations to come, his birthday this year comes over Islamic period of the completion of the Haj pilgrimage and the festival of sacrifice (Eid ul Adha). How fitting for a man who lived his entire life as a symbol of sacrifice. It is on such occasions that we miss those whom we love the most.” Mohammed Kathrada died on 28 March 2017 aged 87. After the unbanning of the ANC in February 1990, Kathrada served on the interim leadership committees of both the ANC and the South African Communist Party. He resigned from the latter position when he was elected to the ANC National Executive Committee in July 1991. During the same year, he was appointed as head of ANC public relations as well as a fellow of the University of the Western Cape's Mayibuye Centre.

Dam Safety event in Maphumulo

Umgeni Water in partnership with iLembe District Municipality and Maphumulo Local Municipality held the iMvutshane Dam Safety Event in Maphumulo on Thursday, 23 August 2018 at the Dlakathi Hall. The aim of the event was to create awareness around the utilisation of the dam by members of the community and to raise awareness on how to avoid being a victim of hazards encountered in being involved or being near water. The event started off with a learner's activity where primary

and secondary school learners neighbouring the Imvutshane Dam were taught about safety with presentation from the South African Police Service, KZN Aquatics and the African Snake Bite Institute. The learner's activity also included a competition on creating a dam safety poster for primary schools and a dam safety research project for secondary schools. Giving the key message of support, Ilembe District Municipality Mayor, Cllr Siduduzo Gumede said without the Imvutshane Dam there would be no life in Maphumulo. “Maphumulo relies heavily on water supply from Imvutshane Dam. We know that the supply is not enough to cater for the whole of Maphumulo because of the vastness of the land but since July 2018 we have been looking at plans as to how we can increase the capacity of the dam,” he said. His Worship commended Umgeni Water on their promise to help the Ncalane family in their healing process. He said relevant stakeholders would have to meet soon to discuss how to improve safety of the dam. “Especially now that the season is changing and the weather will be warmer. We all know how people enjoy swimming when it's hot,” he said. Speaking on behalf of Amakhosi present, Inkosi Ngcobo wase Maqadini said he was pleased with how the Imvutshane Dam was operated. “My people tell me that the water they receive from the dam is even purified here in Maphumulo. Should there be any job opportunities that may arise, let my people be the first to be considered,” he said.

It is with regret we note that the services of the ILembe and KwaDukuza Municipality is deteriorating by the day. This is occurring although they have increased all their tariffs and implemented them from 1st July 2018. At their meetings they encourage public participation and promise to resolve problems amicably. It is saddening to note that we have addressed seven letters to ILembe Municipality and five to KwaDukuza Municipality. To date we have received a single reply from each of them. Our correspondence to KwaDukuza Municipality addresses the pay parking saga, non- delivery of bin bags, suggestion of solution of litter thrown along the Doesburg road, pathetic conditions of our roads and infrastructure requirements to the new KwaDukuza Mall. KwaDukuza Municipality fails to send out the consumer bills on time. I was shocked to note that the reading of the electricity meters has been outsourced. The Smurfs Hiking Club hiked deep into the mountains of Southern Drakensberg. The team of determined mountain trekkers successfully summated the challenging Sani Pass at an altitude of 9500 feet above sea level. Despite the steep switchbacks, strong winds and icy cold conditions, the group ascended the 8km's of mountain terrain pass,

gaining a vertical 1000m in the sky. Later that evening, heavy snowfalls were experienced and over the next two days in Lesotho, the barren lunar landscape was turned into a snowy winter wonderland. In spite of poor visibility and extremely low temperatures at night, some adventurers pushed themselves beyond their limits. Sani Pass was snowed in, leading to

dramatic rescues and recovery of stranded off-road vehicles. Having endured these high altitude conditions, the team descended the mountain unscattered. “A sincere salute to all women adventurers who pushed beyond their comfort zones and personal limits” said team leader, Vimal Mothilal.
