waDukuza Municipality has once again failed to achieve a clean audit. This was revealed on the latest report from the Auditor-General of South Africa for the 2017/18 financial year, on the 23 January 2019 when KwaDukuza Municipality Mayor, Dr Ricardo Mthembu tabled the 2017/2018 Annual Report and 2018/2019 Mid Term Budget and Performance Report. The report of the Auditor General
stated that reasonable steps were not taken to prevent irregular expenditure of R127, 69 million but despite failing to get the clean audit, according to AG's report, KwaDukuza Municipality is one of the municipalities that is financially healthy. The report gave foremost influences that led to the municipality's failure to achieve a clean audit, “Fruitless and wasteful expenditure incurred by the municipality was not investigated to determine whether any person is liable for the expenditure, as required by section 32(2) (b) of the BRONZE ALUMINIUM PROFILES
MFMA. The municipal grant was not spent for its intended purpose in accordance with the applicable frame work as required by section 17,” stated the report. This positive variance is due to Council's approved rates policy which allows the ratepayers the option of paying their rates on an annual basis. “The accounting officer
has requested all executives' directors to develop action plans that will deal with the targets that are not met in their departmental scorecards. These action plans are reported to respective portfolio committees to ensure that councillors exercise their oversight function, Refuse revenue reflects a positive variance of R3, 4 million. The finance business unit is reviewing this performance and will make any necessary
amendments to the budget during the adjustments budget process. The municipality is reflecting a decrease in expenditure when compared to the last financial year during the period under review. In the 2017/18 financial year the variance as at 31st December 2017 was R124 million as compared to this year's R120, 2 million, which equates to a 3% decrease in spending this financial year,” concluded Mthembu.

The KwaDukuza Municipality (KDM) in partnership with National Youth Service (NYS) and National Youth Development Agency (NYDA) held a successful Voter Education Workshop on 24 January 2019 at the KwaDukuza Town Hall. The workshop attracted more than 1000 in and out of school youths from all 29 wards of the municipality. It also provided a platform for the youth to engage directly with the IEC, NYS, NYDA and KDM on development initiatives and/or opportunities these entities have for the youth as well as learned of the importance of voting as it relates to budgets allocation and delivery of services. This propitious occasion was presided over by the Mayor of KwaDukuza Municipality - His Worship Councillor Ricardo Mthembu, Deputy Mayor Councillor Dolly Govender, Chief Whip - Councillor Dumisani Ndimande and the newly appointed Executive Director: Youth Development Mr. Sabelo Nyuswa. Delivering the keynote at this occasion the Mayor of KwaDukuza Municipality, His Worship Councillor Ricardo Mthembu, expressed sincerity at the commitment shown by the youth to attend the workshop and also interest shown in the discussions held when engaging with the various entities. “I know what I am about to say will make me sound like a broken record however it is a history we NOW INSTOCK
are expected to reflect on so that the youth and future generations are not misled to believing that our country was always like this a democratic and free country. “When South Africa transitioned into democracy in 1994 the first time we were able to vote, socio-economic conditions were disheartening amongst black people in particular and non-whites in general. Our first democratically elected government faced an enormous challenge in eradicating the legacy of apartheid and improving the lives of millions of South Africans. Hence today, many people still feel not much if not anything has been done for them,” said Mthembu. Mthembu also added that: “During apartheid, many black business men and women had to overcome the apartheid odds in pursuing their businesses under the system's oppressive laws. Post-1994, the list of black business men and women has grown across a range of industries. I was reading through reports the other day and witnessed that between 1996 and 2012, real per capita income for the whole country grew by 24.7%. Over that period, it grew by 90.2% for the black people. Such impressive numbers cannot be overlooked when debating whether black South Africans have made progress since the fall of apartheid. “Through being able to vote, the government lead by the African National Congress, has improved the standard of living measures which must also be taken into account. Black people now account for more than half of medical aid membership and own more than a third of the stocks on the Johannesburg Stock Exchange (JSE). “Through being able to vote, the proportion of judges who are black has doubled from 30% to 63%. This remarkable progress of black people, post-apartheid, is evidence that a lot has changed for the better for the black community in South Africa. This is not to say that South Africans are not facing serious socioeconomic challenges; the scale of protests over service delivery and corruption across South Africa's townships is evidence that a lot still needs to be done. “Through being able to vote, we have enabled over 17 million South Africans to receive social grants. The biggest challenge we faced with now is how to get grant recipients out of welfare and into jobs, because job creation is the only sustainable way to improve the lives of the millions of South Africans struggling to make ends meet. I think we all agree that progress has been made. The only outstanding is the land. We cannot be unmindful to the reality that nearly 80% of the country's land is privately owned whilst our people suffer and must always be evicted in spaces where they have illegally occupied this private land.”

DA leader in KZN visits KwaDukuza Thokozani Mnguni
The DA chairperson in Kwazulu-Natal, Zwakele Mncwango accompanied by DA MP for ILembe Dean Macpherson and other members of the party visited KwaDukuza on 24 January 2019, to engage with residents and business owners. Leading in the forefront, Zwakele handed out pamphlets and urged
residents to register to vote in order to practice their right of voting in the upcoming elections. According to the party, the visit by Zwakele was aimed to tackle the alleged lack of service delivery in KwaDukuza. In his remarks, Mncwango uttered that people are the only pillars of the party. “It brings joy to see masses of the party out in full force
engaging with people on the ground. As members of the party we are fully committed in working together with the people of KwaDukuza. Our vision is to take o v e r KwaDukuza,” said Zwakele. He added that people of KwaDukuza have been granted the
kinds of social and economic empowerment which was promised to them. “KwaDukuza's problems are mainly caused by political
negligence. This town used be to hub for economy but that has since changed in the last couple of years. We urge the upcoming generation of
this town to come on board and be part of the transformation,” concluded Zwakele.

ILembe seeks to regenerate morals in the district
ILembe District Municipality held its first Summit of the Social Cohesion and Moral Regeneration Movement recently at Maphumulo Town Hall following the theme, 'Deepening Social Cohesion & Moral Regeneration towards united and a prosperous KwaZulu Natal'. Moral Regeneration Movement (MRM) commemoration takes place specifically in July to mark the adoption of the Charter for Positive Values. Close to 500 people attended the summit with councillors and officials from local municipalities and sector departments making an appearance as well as
other relevant stakeholders supporting the programme. Messages of support were delivered by the Office of the Premier as well as traditional leadership. Inkosi Zulu, who is the youngest of all Amakhosi in the district, said the movement needed to be supported by all community leaders and pledged support of the Moral Regeneration Movement by Amakhosi. Departments that conducted presentations based on their roles in preventing social ills in the society included South African Police Services, Community Safety and Liaison, Justice, Health, Education as well as the Social development departments.

LEARNERS: Sport and recreation South Africa hosted a camp for high school learners during the summer vacation. Stanger High School learners, Thandwayinkosi Sithole, Mzwandile Mdletshe, Londeka Ndlovu and Siyathaba Buthelezi were selected to participate at the National Youth Camp, which was held from the 1st to the 8th of December 2018, at the Ithala Nature Reserve, in Louwsburg. Learners were engaged in exciting, fun and educational activities. The camp was indeed a platform and an opportunity for learners to build confidence and it also instilled a sense of pride and ownership of our country. Learners were awarded certificates and trophies for their participation and also left with memorable gifts.
