OFFICIALS: KwaDukuza Municipality officials speaking to the media following the 2018/19 mid-term budget and performance report.

K

waDukuza Municipality has once again failed to achieve a clean audit. This was revealed on the latest report from the Auditor-General of South Africa for the 2017/18 financial year, on the 23 January 2019 when KwaDukuza Municipality Mayor, Dr Ricardo Mthembu tabled the 2017/2018 Annual Report and 2018/2019 Mid Term Budget and Performance Report. The report of the Auditor General

stated that reasonable steps were not taken to prevent irregular expenditure of R127, 69 million but despite failing to get the clean audit, according to AG's report, KwaDukuza Municipality is one of the municipalities that is financially healthy. The report gave foremost influences that led to the municipality's failure to achieve a clean audit, “Fruitless and wasteful expenditure incurred by the municipality was not investigated to determine whether any person is liable for the expenditure, as required by section 32(2) (b) of the BRONZE ALUMINIUM PROFILES

MFMA. The municipal grant was not spent for its intended purpose in accordance with the applicable frame work as required by section 17,” stated the report. KwaDukuza Mall Ford Ranger winner CONGRATULATIONS: The much anticipated draw for the KwaDukuza Mall “win a Ford Ranger double cab” competition took place on Saturday, 26 January 2019. Scores of people from in and around KwaDukuza flocked to the Mall hoping to win the Ford Ranger double cab worth R350 000. Gonaseelan Singh was the lucky winner who walked away with the awesome prize. He is seen with Mr Vivian Reddy

“Refuse Revenue reflects a positive variance” Mthembu Continued from Page 1 measures and put action plans in place to move towards achieving a clean audit. “The major reason as to why we still find ourselves in this category for the third consecutive year is due to turnkey contracts we had initiated to accelerate service delivery prior to promulgation of amended regulations governing financial status. These contracts are nearing their

STANGER

completion, which makes us positive that in the upcoming years, we will get the clean audit. “The year 2017/18 financial year was soiled with an edgy economy which directly translated to consumers having to cut costs in order to be able to survive with the means they had. As a municipality we can proudly say to our communities that we have provided satisfactory results in the provision of social

housing, building and rehabilitation of roads, maintenance of electricity network and provision of short term employment,” said Mthembu. Mayor Mthembu further clarified that property rates reflect a positive variance of R16 million. This positive variance is due to Council's approved rates policy which allows the ratepayers the option of paying their rates on an annual basis. “The accounting officer

has requested all executives' directors to develop action plans that will deal with the targets that are not met in their departmental scorecards. These action plans are reported to respective portfolio committees to ensure that councillors exercise their oversight function, Refuse revenue reflects a positive variance of R3, 4 million. The finance business unit is reviewing this performance and will make any necessary

amendments to the budget during the adjustments budget process. The municipality is reflecting a decrease in expenditure when compared to the last financial year during the period under review. In the 2017/18 financial year the variance as at 31st December 2017 was R124 million as compared to this year's R120, 2 million, which equates to a 3% decrease in spending this financial year,” concluded Mthembu.

The KwaDukuza Municipality (KDM) in partnership with National Youth Service (NYS) and National Youth Development Agency (NYDA) held a successful Voter Education Workshop on 24 January 2019 at the KwaDukuza Town Hall. The workshop attracted more than 1000 in and out of school youths from all 29 wards of the municipality. It also provided a platform for the youth to engage directly with the IEC, NYS, NYDA and KDM on development initiatives and/or opportunities these entities have for the youth as well as learned of the importance of voting as it relates to budgets allocation and delivery of services. This propitious occasion was presided over by the Mayor of KwaDukuza Municipality - His Worship Councillor Ricardo Mthembu, Deputy Mayor Councillor Dolly Govender, Chief Whip - Councillor Dumisani Ndimande and the newly appointed Executive Director: Youth Development Mr. Sabelo Nyuswa. Delivering the keynote at this occasion the Mayor of KwaDukuza Municipality, His Worship Councillor Ricardo Mthembu, expressed sincerity at the commitment shown by the youth to attend the workshop and also interest shown in the discussions held when engaging with the various entities. “I know what I am about to say will make me sound like a broken record however it is a history we NOW INSTOCK

are expected to reflect on so that the youth and future generations are not misled to believing that our country was always like this a democratic and free country. “When South Africa transitioned into democracy in 1994 the first time we were able to vote, socio-economic conditions were disheartening amongst black people in particular and non-whites in general. Our first democratically elected government faced an enormous challenge in eradicating the legacy of apartheid and improving the lives of millions of South Africans. Hence today, many people still feel not much if not anything has been done for them,” said Mthembu. Mthembu also added that: “During apartheid, many black business men and women had to overcome the apartheid odds in pursuing their businesses under the system's oppressive laws. Post-1994, the list of black business men and women has grown across a range of industries. I was reading through reports the other day and witnessed that between 1996 and 2012, real per capita income for the whole country grew by 24.7%. Over that period, it grew by 90.2% for the black people. Such impressive numbers cannot be overlooked when debating whether black South Africans have made progress since the fall of apartheid. Such growth was not possible under apartheid's repressive policies. NOW INSTOCK

“Through being able to vote, the government lead by the African National Congress, has improved the standard of living measures which must also be taken into account. Black people now account for more than half of medical aid membership and own more than a third of the stocks on the Johannesburg Stock Exchange (JSE). “Through being able to vote, the proportion of judges who are black has doubled from 30% to 63%. This remarkable progress of black people, post-apartheid, is evidence that a lot has changed for the better for the black community in South Africa. This is not to say that South Africans are not facing serious socioeconomic challenges; the scale of protests over service delivery and corruption across South Africa's townships is evidence that a lot still needs to be done. “Through being able to vote, we have enabled over 17 million South Africans to receive social grants. The biggest challenge we faced with now is how to get grant recipients out of welfare and into jobs, because job creation is the only sustainable way to improve the lives of the millions of South Africans struggling to make ends meet. I think we all agree that progress has been made. The only outstanding is the land. We cannot be unmindful to the reality that nearly 80% of the country's land is privately owned whilst our people suffer and must always be evicted in spaces where they have illegally occupied this private land.”

Tootels holiday competition winner KDM delivers temporary IDs to inmates By Xpress Reporter

people had committed a crime and were in prison, they still had the right as citizens of South Africa to vote for their government. “We are here with the IEC to register you to vote so that on election day you also let your 'X' speak for you. As inmates you will be allowed to vote in the normal way as all others. The prison will be visited by a mobile voting station,” said Councillor Zulu. In her conclusion Zulu stated that “The right of prisoners to vote is a sign of South Africa's strong democracy. A report by Brand South Africa in 2014 revealed that in the southern states of the USA, 13% of all black men are not allowed to vote because they have been convicted of felony offences. However because you have a government that cares this will never be the case.”

The KwaDukuza Municipality Council Speaker, Councillor Phumlile Zulu, accompanied by senior officials of the department of Home Affairs and the Independent Electoral Commission delivered Temporary IDs to KwaDukuza Prison inmates ahead of the Final Voter Registration Weekend. This engagement took place on 25 January 2019 at 09:00am at the KwaDukuza Correctional Services Prison. In her address, the Speaker informed the inmates of their constitutional right to vote for a government of their choice as well as programmes the municipality has initiated that speaks to their reintegration in society. “In March 2004 South Africa's Constitutional Court ruled that even if

The Democratic Alliance in ILembe is furious over the decision by the KwaDukuza Municipality to spend a staggering amount of R2 million in the upcoming Music festival scheduled for 9 February 2019. Despite correspondence to the MEC for economic development and tourism to provide further R1.2m, no response has been recorded,” added Sing.

Proteas pulverised by Pakistan in Pink Day ODI Pakistan shrugged off a fourmatch suspension imposed on captain Sarfraz Ahmed with a crushing eight-wicket win over South Africa in the fourth one-day international at the Wanderers Stadium on Sunday. The result levelled the fivematch series at 2-2. The deciding

match will be in Cape Town on Wednesday. Pakistan's bowlers set up the win, bowling out South Africa for 164. Imam-ul-Haq made 71 before playing a loose shot when the scores were level as Pakistan cruised to victory with 18.3 overs to spare. Stand-in captain Shoaib Malik said at the after-match 12B Chief Albert Luthli Street, Stanger presentation that (opp Olympic Cars Sales) •Tel : 032 551 4215/18 Pakistan only CV Joints Suspension Parts found out after From From they arrived at the R350 R129 Fitted Fitted ground that Engine Service Brake Pads Sarfraz had been From From banned under the R549 R199 Incl.Parts & labour International Fitted Cricket Council's Diagnostics, Services, Brakes & Clutch Overhauls, Wheel Bearings, Hubs Mechanical & Suspensions Repairs, Ball Joints, Tie Rod Ends & Rack Ends anti-racism code Specialist in diagnosing Vehicle Hums, Squeaks, Knocks & Vibrations for remarks aimed at South African all-rounder Andile Phehlukwayo during the second match in Durban on Tuesday. "When the responsibility comes you should make sure to give it your best shot." Shaheen Shah Afridi made two early strikes before Hashim Amla (59) and captain Faf du Plessis (57) made half-centuries and put on 101 for the third wicket. finished with four for 35 and was named man of the match. Shinwari had Rassie van der Dussen caught behind for 18 and bowled Dale Steyn for a two-ball duck. Kagiso Rabada was caught behind first ball and Beuran Hendricks survived an appeal for leg before wicket with what Shinwari hoped was the hat-trick ball. The ball was crashing into the stumps but Shinwari acknowledged that umpire Bongani Jele had made the right decision because there was a faint inside edge. Du Plessis gave credit to Pakistan's bowlers but said it was not a typical Wanderers pitch. "The ball spun quite a lot and was sticking in the surface," he said. "But you have to adapt. They have fantastic bowlers and they are putting pressure on us."

Malik deflected praise for the way the Pakistan players had shown energy and commitment in the field. "Not just today, in the previous games as well," he said. "You need a bit of luck to get across the line. We are all professionals and today our bowling attack did the job and they took wickets." Imam, the top scorer in the series, looked in control from the start of Pakistan's reply. He and Fakhar Zaman (44) put on 70 for the first wicket before he was joined by the in-form Babar Azam, who finished with 41 not out. It was South Africa's first defeat in eight matches on what has become known as 'Pink Day' with their players and many spectators dressed in pink in aid of breast cancer awareness.

Bustling season opener for KDDA The season opener singles dart competition gave an indication to the KwaDukuza Darts Association with a tremendous response from darts enthusiast at the Quartz Sports Bar last Wednesday attracting a huge entry. Games were played on a knock out basis on a best of five games and attracted some 16 players. There were some very tight games along the way and the numbers present bodes well for this sport. Vasa Gounden and Meersing Sobram dominated the tournament sending early messages to their opponents that they are a forced to be reckoned with in the 2019 season. Already,

Sobram, Justin and Julian secured a place in the 180 cup played traditionally at the end of the season. Sobram mustered up 171 (three triple 19) whilst Justin and Julian scored the maximum 180 (three triple 20). Vasa rocked through the opening rounds to set up a quarter final against Vinesh Geanballey whom he beat 3-2 in a closely contested game. Julian romped home in the quarter final beating Naven 3-0 to set up the semi final clash against Vasa. In the bottom half, Sobram had a hard task overcoming Charlie Pillay 3-2 to set up a semi final clash against Justin who earlier defeated Jerry 3-2 in another

close encounter. Vasa continued his early season form romping home into the final thrashing Julian 3-0 in the semi final whilst Sobram had to dig deep in his reserves to eliminate Justin 3-2 to set up a final against Vasa. The much anticipated final fizzled to be a one-sided affair as Vasa was crowned champion hammering Sobram 3-0. Tonight (Wednesday), KDDA will host a selection for players to represent KwaDukuza in the KwaZulu Natal competitions. Selections will take place in two rounds at the Quartz with KDDA deciding to field two teams in all provincial tournaments.
