Fibre contractor dismisses concerns over “broken pipes” By Xpress Reporter
being damaged as a result of the installation work. “We drill under the driveways to install our cable. In cases where a damage to the driveway is unavoidable, we inform the concerned homeowner, and in such instance we always undertake the repairs ourselves,” he said. Ocean View and Stanger Manor residents stated that the workers employed by individual private fibre companies have damaged water pipes and electricity cables. This has left them with intermittent services, “They put incompetent people out there to work just give them a shovel and they start digging is there even a plan of action in place every day the residents are facing hardships only because of these mickey mouse contractors,” said one concerned resident. It seems KDM has not given an appropriate answer to the questions posed by residents, as to who at KwaDukuza Municipality is responsible for permitting the fibre company to dig up outside boundary walls and along homes. Residents could go to court to obtain a court order to stop the digging and damaging.
The company contracted to install fibre cables in KwaDukuza has downplayed criticism over broken pipes and the general damage caused to the area by the digging. The owner of the company, Philemon Biyela, says while some pipes have been affected as a result of the digging, his company stands ready to “instantly repair” any broken pipe. “We carry all the necessary tools and materials with us so that we are able to repair all pipes that get broken as a result of our cable installation work,” stated Biyela. However residents from the area remain unimpressed. “It would be nice if the workers were doing tidy work. Look how untidy the area has become because of their digging. Right now we don't have electricity, and we do not exactly know why. Otherwise, we don't have a problem with the digging, especially they do communicate with us when they are about to dig in front of our properties,” said one of the residents, Mrs S Chetty. Three dead in N2 collision Three people were killed when multiple vehicles collided on the N2 on 26 June 2021. According to IPSS Medical Rescue the accident occurred between Gingindlovu and Nyoni, “On arrival of advanced life support paramedics, it was established that two vehicles had collided head on, before becoming engulfed in flames. The collision allegedly occurred after a separate vehicle had struck and killed a pedestrian, causing vehicles to swerve to avoid the scene, when one collided with an oncoming vehicle,” said IPSS Medical Rescue in a statement. The pedestrian, as well as two persons from the vehicle, unfortunately sustained fatal injuries, a further one person sustained injuries. More than 20 000 teachers and education support staff in South Africa have been vaccinated so far, Basic Education Minister Angie Motshekga said on Monday during a media briefing held at Seemahale Secondary School in Free State. Vaccination of teachers and support staff started on last week. In KwaDukuza teachers from various schools have been
flocking down to Stanger Secondary School to receive their J&J Covid-19 shots. A majority of teachers at the vaccination site said they are happy to have been prioritised, “I was sceptical at first about getting a vaccine due to a number of conspiracy theories that were making rounds on social media. I am happy to receive the single-shot of Johnson & Johnson vaccine.
It's not painful, I am fine and Im happy,” said one of the teachers. Following President Ramaphosa's address on Sunday, Minister of Basic Education Angie Motshekga said it's important to vaccinate teachers in order to make schools safe, “The vaccination programme will continue. Those schools scheduled to be vaccinated next week, must
please get vaccinated. This is part of our programme as a sector to make sure we vaccinate as many people as possible who are in the sector,” said Motshekga. Motshekga further thanked the teachers for coming out in their thousands to get vaccinated, 'we are very excited about this and we want to thank the department of health,” added Motshekga.

President Cyril Ramaphosa has warned that the highly contagious Delta variant of Covid-19 has been detected in five provinces in South Africa, namely Gauteng, Western Cape, KwaZulu-Natal, Eastern Cape and the Free State. The variant was first detected in India, in March this year. It has since spread to 85 countries. The president was addressing the nation on the country's latest measures to contain the third wave of Covid-19, which is starting to spread out of its epicentre, the province of Gauteng. The current daily average infection rate hovers at around 16 000. Ramaphosa said, after consulting with the National Coronavirus Command Council (NCCC), cabinet has decided to place the country under Adjusted Lockdown Alert Level 4, with tighter restrictions, and a complete ban on alcohol sales for the next two weeks. The president said complacency came at a very high price. “Based on scientific advice we received from the Ministerial Advisory Committee and further consultation with our provinces and metros and traditional leaders, and on the recommendation of the National Coronavirus Command Council, Cabinet has decided that the country should move to Adjusted Alert Level 4. “Cabinet decided that to ensure that our response is appropriate and proportionate to the current situation, the additional restrictions we are announcing this evening will be in place for the next 14 days. We will assess
the impact of these interventions after 14 days to determine whether they need to be maintained or adjusted,” the president stated. Government's priority is to break the chain of transmission by reducing person-to-person contact, and thereby help to flatten the curve, Ramaphosa explained. Ramaphosa added that, in line with the new higher lockdown alert level, the following measures have been put in place: • All gatherings - whether indoors or outdoors - are prohibited. These include religious, political, cultural and social gatherings. • Funerals and cremations are permitted, but attendance may not exceed 50 people and all social distancing and health protocols must be observed. • Night vigils, after-funeral gatherings and 'after-tears' gatherings are not allowed. • Public spaces, such as beaches and parks, will remain open. However, no gatherings will be permitted. • A curfew will be in place from 9pm to 4am, and all non-essential establishments will need to close by 8pm. • The sale of alcohol both for on-site and off-site consumption is prohibited.
• Visits to old age homes, care facilities and other 'congregant settings' will be restricted. • Restaurants and other eateries will only be permitted to sell food for take-away or delivery. This is because it is not possible for patrons to wear masks while eating or drinking in these establishments.

“The closure of schools and other educational institutions for the winter holidays will be brought forward. Schools will start closing from this Wednesday, the 30th of June, and all schools will be expected to be closed by the end of the week, on Friday. The measures that we are putting in place now are designed to allow as much economic activity to continue as possible, while containing the spread of t h e v i r u s . “Most businesses will continue to operate at full capacity and should not be affected. Our focus is on limiting social contacts while preserving the economy. I want to emphasise that it remains mandatory for every person to wear a face mask that always covers their nose and mouth when in public spaces. It is a criminal offence not to do so,” stated President Ramaphosa.

SIU granted preservation order against Digital Vibes The bank accounts of c o n t r o v e r s i a l communications company Digital Vibes have been frozen. This follows an application by the Special Investigation Unit, for a preservation order against the company. The order was granted by the Special Tribunal.
SIU spokesperson Kaizer Kganyago said the company's accounts, including investment accounts, contained approximately R22 million. The company is at the heart of an SIU probe into a Covid19 communications tender that has seen Health Minister Zweli Mkhize being placed
on special leave by President Cyril Ramaphosa. The SIU said earlier that it would release its final report on the Digital Vibes investigation at the end of June. Media reports suggested that the final report would be published today (Wednesday).
Department of Transport reinforces youth empowerment

The gloves are off, and a nationwide municipal workers strike imminent. This is the situation in the local government sector, following the latest impasse over wage negotiations between workers unions and the employers. The South African Municipal Workers Union (SAMWU) has rejected the proposed wage adjustment of R356 per month. The union has instead stuck to its demand of a R4000 across the board monthly increase. The union has further accused the facilitator appointed to mediate between the unions and the South African Local Government Association (SALGA), of bias. SAMWU's deputy general secretary Dumisani Magagula says the facilitator has “neglected genuine demands of the workers”, and has continued to do the employers' bidding by proposing a below inflation wage increase. “Workers had demanded a R4000 salary increase across the board; this was to ensure that the wage gap in the sector is narrowed and that workers receive decent increases. In yet another attempt of repeating and doing the employer's bidding, the facilitator has proposed that all benefits that municipal workers receive should be frozen this also includes benefits that are negotiated at divisional and local levels.

WAR: SAMWU's deputy general secretary Dumisani Magagula says workers should prepare for war.
“For us this is an attack on collective bargaining and reversing the gains that have been made through the years. The freezing of benefits is one item that has always been rejected by our members,” Magagula charged. The union has demanded a R15 000 minimum wage for all employees in the sector. Furthermore, is demanding that any agreement reached between labour and the employer, in this current round of negotiations,. Should encompass extended Public Works Programme (EPWP) and Community Works Programme (CWP) workers, whom the union insists should be entitled to full municipal workers benefits. “As SAMWU, we demanded that the scope of this collective agreement to include EPWP and CWP workers who allocated to municipality. It is our considered view that these workers are municipal workers by virtue of them providing municipal services and using municipal tools of trade.
“We had further demanded that new mothers should be given six months fully paid maternity leave and fathers be given 1 month fully paid paternity leave. We are of the view that delaying these matters will only do injustice, especially to EPWP and CWP workers as they are still under exploitative programmes with no job security or benefits,” Magagula explained. The union, Magagula added, is in the process of consulting its members regarding this latest proposal, which the union has described as “anti-worker and proemployer”. He said a strike action could not be ruled out at this stage, in the event the facilitator's proposal got rejected by the workers, and the employer refused to budge. “We therefore urge our members to attend their constituency meetings for report back sessions and mandate taking. Municipal workers should also prepare themselves for the upcoming war with the employer,” stated Magagula.
The Department of Transport in KwaZulu-Natal held an information sharing session with a number of youth owned SMME's within ILembe District on Friday at Ilembe Auditorium. This session was aimed at empowering the youth on opportunities available within the Transport sector. The session outlined key empowerment programmes within the Department that are set-up towards supporting youth development and improving the socio-economic status of young people. MEC for Transport in the Province Neliswa Peggy Nkonyeni said it is important to take interventions of this nature very seriously as they speak directly to the objective of stimulating economic growth and
advancing youth empowerment in key sectors, “We wish to highlight that the transport sector is not only about road transport but it includes aviation, maritime and rail transport as well as other modes of transport such as non-motorised transport. As we continue to grapple with the effects of the Covid-19 pandemic on the economy and its devastating impact on our daily lives, we are determined to accelerate economic recovery interventions. The transport sector has not been immune to the devastating impact of the pandemic and many of our people, including the youth, have been left unemployed or struggling to access opportunities,” said the MEC. Nkonyeni further stated that we all have a collective
obligation to empower each other, through working collectively, “barriers to youth participation, particularly youth entrepreneurs, include a wide range of financial and non-financial barriers that prevent them from entering and/or fully participating in the formal economy and government supply chains. Barriers usually include lack of financing, lack of skills and capacity building as well as lack of knowledge about the legislative environment. In fact, the KwaZulu-Natal Department of Transport has a legislative mandate to manage the transportation system in KwaZulu-Natal. But in a technical environment like the Department of Transport, it is very crucial that we invest on scarce and critical technical skills in order to achieve our mandate. It is for this very reason that we have established p r o g r a m m e s specifically targeting our youth. These programmes are also a benchmark against which we can judge the progress we make in the empowerment of our young people,' added Neliswa Nkonyeni.

'Reduce crime, report crime' says Mhlongo In efforts to create a safe and secure environment for all members of the community, KwaDukuza SAPS Station Commander Brigadier SF Mhlongo has urged all members of the community who are victims of crime to come forward and open cases at KwaDukuza SAPS. This was revealed in a statement recently released by KwaDukuza SAPS Communications Officer, Priya Nunkumar. “No crime is too small to be reported at your closest Police station, and each one of us can play a role in curbing the crime within the KwaDukuza area. It is highly important that crimes are reported at your closest station, it will assist SAPS members in arresting the perpetrator, which will break
the vicious cycle of crime,” said Priya Nunkumar in a statement. “As much assSocial media posts and WhatsApp informative messages may immediately create awareness on the crime which was committed as well as allow role-players such as SAPS, security companies and local law enforcement officials to immediately assist the victim, it is not effective enough to combat the crime within the area if the victim does not open a case at his/her closest station, as it does not aid the members of the SAPS with sufficient information in their investigations which could possibly arrest a perpetrator,” added Nunkumar. Government says that almost South Africans have received the Covid-19 vaccine, since the country started rolling its vaccination programme earlier this year. President Cyril Ramaphosa has given assurance that the country's vaccination programme is gaining momentum, adding that key milestones had been achieved. He said the daily vaccination rate had now surpassed 100 000. “In the last three days, we have received an additional 1.2 million doses of the Johnson & Johnson vaccine and 1.4 million doses of the Pfizer vaccine through the C O VA X f a c i l i t y . With these additional supplies, we will be able to rapidly increase the rate of vaccination this week and in the weeks that follow. “In line with our national roll-out plan, over 950,000 health care workers have now been vaccinated across the country and the registration and vaccination of this cohort continues. Kaizer Chiefs advance to first-ever CAF Champions League final Samir Nurkovic's first-leg goal was enough to ensure Chiefs give their fans something to smile about following a poor 2020/21 domestic campaign with a 10 aggregate win. Much was riding on this match for both sides with Wydad testing Amakhosi's defence in the opening 25 minutes. However, Chiefs were sharp and focused as the pressure mounted and the game intensified at Soccer City. The visitors had an excellent chance when Aymane El Hassouni unleashed a deft strike as he beat his marker to the ball on the edge of the box, but goalkeeper Daniel Akpeyi came to Chiefs' rescue. The Nigerian international was a shock inclusion, given Bruce Bvuma's display in the firstleg last weekend. But it was merited as he put in a valiant display between the posts. He was once again at the right place at the perfect moment when he palmed to safety a snapshot from Achraf Dary on the edge of the box. Chiefs attempted to strike back on the counterattack, but Wydad responded with equal measure. On the cusp of half-time, Eric Mathoho came close, but Wydad's goalkeeper Ahmed Reda Tagnaouti made a textbook save. The restart came with the same intense energy as Wydad continued to press the

home side. However, Amakhosi remained compact and patient with their tactics chosen on the night. Even when the defence was flawed in some moments from the home side, Wydad could not capitalise. Two years on from their agonising Super Over loss to England in the 50-over World Cup final at Lord's, the Blackcaps claimed their first major global title. Set a modest target of 139 in 53 overs, New Zealand finished on 140-2 with plenty of time to spare in a match extended into a reserve sixth day following two days lost to rain. Off-spinner Ravichandran Ashwin reduced New Zealand to 442 by removing openers Tom Latham and Devon Conway
to the delight of India fans. But New Zealand captain Kane Williamson and Ross Taylor, the team's mostexperienced batsmen, settled any lingering nerves in an unbroken stand of 96. The match was running New Zealand's way, a point emphasised when tail ender Shami was caught by Latham at fly-slip off Southee a ball after Williamson had moved the fielder to the rarely used position.
