Senior officials fail to attend crime meeting By Xpress Reporter

Senior officials from both KwaDukuza SAPS and KwaDukuza Crime Prevention Unit pulled a 'no-show' at the mass crime meeting which was aimed at finding new ways to help curb criminal activities within the municipality. The meeting was held at KwaDukuza Town Hall on Thursday, 24 August 2017. The officials were drafted on the day's agenda to offer responses on the recent spate of crimes such as the alleged acts of attempted child kidnappings. While the state affiliated public protecting sectors were lamented for their lack of urgency in responding to public queries and reports, private security companies garnered a lot of praise for their quick response and dedication to public safety. KwaDukuza Municipality Deputy Mayor, Councillor Dolly Govender was present at the meeting and urged community members to form chat groups in order to alert each other of criminal activities.

“Wherever you are, form these chat groups,” said Govender before stressing the need to be a step ahead of criminals. “These criminals move from town to town in order to find easy targets. A criminal will always find new ideas.” Sipho Hlatshwayo, Chairperson of the CPF lamented the absence of SAPS and KDM officials at the meeting and sympathised with the business

community. “It is very disappointing when people in town are doing their business in fear, the crime is too high. This means that there is a lack of doing a good job somewhere or it could be that people are hiding their ideas of how to fight crime,” said Hlatshwayo. He urged flat owners to come on board and also be wary of whom they allow to rent apartments.

Task Team: ILembe in conflict with national policy

By Xpress Reporter I L e m b e T a s k Te a m h a s strengthened its pursuit to have the decision by ILembe District Municipality to charge consumers for water and sewer rates based on their property valuations overturned. Earlier this year, the district municipality passed a budget that would see consumers being charged against their properties, the matter garnered a lot of criticism from the public. In the recent spate of events, the task team met with ILembe Municipality Officials and COGTA to discuss the matter and find a way forward. The task team's convener, Mr Shain Manjoo has detailed their

stance and urged that people must be wary of the changes in the next financial year. “We are fundamentally opposed to the property valuation system, after a meeting with ILembe officials we told them that we have reached a stalemate and we wanted higher authority to intervene” said Manjoo. “From then on, the task team contacted MEC for COGTA, Nomusa Dube-Ncube, she referred us to Chief Director of Municipal Finances, Joey Krishna who set up a joint meeting with the task team and iLembe” According to the 'task team' the meeting highlighted numerous

faults starting with the advert to which the public was invited to comment on before the budget was passed. “First of all, in 2016/17 we were using water consumption system but the advert showed that we were using property valuation.” The task team further noted that the valuation system was in conflict with the national policy which states that municipalities must be 'cost reflective' when implementing policies. “The move would see small property owners subsidizing the guys with large properties.” Currently, there are talks of

forming a one body structure which will oversee all the processes affecting property owners, both business and residential. “This kind of initiative will be based on membership and will represent all business people under iLembe District.” The task team further urged the public to evaluate their 2016 bills properly as there is a new system in place which will run until the next financial year. “The public will have to apply 30% on the average sewer consumption of 2016, this will only be applicable this year.”

Triplets delivered at Stanger Hospital By Xpress Reporter

Nomvelo Dlamini of Thembeni area gave birth to healthy triplets on 22 August 2017 at Stanger Hospital. Nomvelo, also a mother to a four year old daughter, could not hide her joy and appreciation for the way the staff members helped her through the process of giving birth to her newly born babies named Simphiwe, Qaphela and Qaphelani.

CALL FOR NON-PROFIT, NON-GOVERNMENTAL OR OTHER COMMUNITY GROUPS CONDUCTING ENVIRONMENTAL FUNCTIONS TO REGISTER IN THE KWADUKUZA MUNICIPALITY DATABASE BACKGROUND The KwaDukuza Municipality is partly responsible for the environmental management function and one of the aims is to ensure that there is environmental sustainability within the municipality through providing administrative control, co-operation & liaison with other components within the municipality as well as with other external stakeholders. In the quest of achieving the 2030 municipal vision, the municipality recognises the importance of fostering partnerships and collaborations with local organisations who are in same field/ space to enable proactive service delivery. Consequently, the municipality has decided to develop and environmental database that will help to understand who is doing what and where and assist in collaborating on programmes that are being implemented on the ground. Importantly this will ensure the establishment of partnerships with members of the community that are passionate and actively contributing to environmental management and working within KwaDukuza Municipality. This is NOT a call aimed at appointing or allocating tenders to organisations.

Bethany Temple Full Gospel Church of God celebrated 70 years of active ministry on Sunday, 20 August 2017. The church commenced ministry at St Lukes healing home in 1947 and was the beginning of the now fully fledged full gospel work throughout Stanger district. The current church building was erected in 1949 by Pastors JF Rowlands and SR Paul. The anniversary service was attended by several pastors, elders and members of the Full Gospel churches around Stanger, Eshowe, Mtubatuba, Richards Bay and Umzinto, all of whom have roots at Bethany temple. The anniversary service sermon was delivered by 95 year old senior pastor SR Paul. The sermon was preceded by a vibrant programme of congratulatory messages, music items and well wishes followed by a sumptuous supper. The Full Gospel Church wishes DV and Sarah Pillay well as they continue with faithful service at Bethany Temple.

A FEW DESIRABLE (MUSTAHAB) ACTS OF QURBANI (SACRIFICE) 1.To face Qiblah when slaughtering. 2.It is recommended that one's Qurbani should be distributed in three portions, a third for yourself, a third for relatives and a third for the poor A FEW UNDESIRABLE (MAKROOH) ACTS OF QURBANI 1.Slaughtering an animal in the presence of other animals. 2.Sharpening the knife In front of the animal to be slaughtered. 3.Placing the head of a live animal in the blood of other animals that were slaughtered. 4.Delaying the slaughter when the animal is already on the ground. 5.Using a blunt knife. 6.Breaking the neck of an animal while still alive i.e. immediately after slaughter, whilst there is movement in the animal. 7.Skinning the animal while there are still signs of life.

IMPORTANT ADVICE 1.Ensure that payments for Qurbani are honoured timeously and to the letter. 2.The Prophet (peace be upon him) strongly warned those persons who do have the means but do not carry out this important function for Qurbani in the following words, â&#x20AC;&#x153;He who has the means to do Qurbani but does not do so should not attend Eid Prayer." 3.Animals should be kept in areas with proper ventilation, transported in ventilated vehicles, fed well and given clean water to drink. 4.Rinse the carcass inside and out to avoid blood and smell remaining on the carcass. 5.Store carcass in a chiller or a cool area for a day for firmness and ease of slicing.

SA women deserve justice The recent spate of the heinous attacks on our South African women by a local deputy minister and a spouse of a foreign head of state respectively is just more shocking considering leaders are the perpetrators. However when one gets a slap on the wrist and the foreigner gets away literally, then shaking heads in a no fashion collectively without judicial recourse is but demoralizing period. Let the following quotes by the real men "cascade" down (this word echoes constantly within KDM Council Chambers) to the community. We still have a long way to go

It took great leaders to remind the world that greatness is never given - it has to be earned. This, I believe, is one piece of wisdom that we South Africans need to recognise as we seek to take our nation to new heights. We had great people like Mandela and Ghandi and many others who fought for freedom. If we are to become a great nation, sleeves will have to be rolled up, minds must be employed and hands must be directed! There is no nation that became great because its young people got caught in the web of entitlement and a fairytale, good life of addiction to drugs and alcohol. There is no nation that ever led its people anywhere worth mentioning when its leaders succumbed to a culture of greed, corruption and materialism. There is no nation that is praised because its people choose to fold their arms, suspend their duty for their country and waited for government to provide every little thing they needed. As things stand, we remain a nation pregnant with potential but the long awaited birth seems far away. We keep hatching one great plan after another but we aren't moving anywhere! Action must be stronger than words. What do we make of so many of our young people who give up school uniforms for maternity dresses and prison uniforms and the ever-widening gap between the rich and poor? It is still not enough that we achieved. There is a lot more to be done!! We all need to make an effort to make this democracy work for us. Then maybe we will be a great nation. It is true that "Rome was not built in a day", but what made the Roman Empire great was that everyday Rome developed a little more. The 9 August 1956 is a day to be remembered by all South African Women. Cllr Kathleen Naidoo (DA) enlightened the women with regards to their role at home and in society against women and children abuse. She emphasised very strongly that abuse of any nature is unacceptable. DAWN (Democratic Alliance Womens Network) is currently having placard demonstrations outside courts condemning women abuse and emphasising

Child Welfare celebrates Women's Month

Crime an issue The on-going crime in many areas across all communities is of grave concern to us. The lack of visible policing and inadequate resources for effective policing has given criminals an upper hand. However communities are not lying down, they are fighting back to keep their community and areas safe from criminals. Many neighbourhood watches have been formed with regular patrols while others have become the eyes and ears of the community with regular updates on suspicious activities. As responsible citizen mobilisation of the community through whatever forums for the common good and welfare must prevail at all times. We must galvanise as a strong unit, provide support to each other and make a difference in our community. Brave

men and women are on the streets daily until the early hours of the morning patrolling to deter criminals. It has been highly successful thus far. More members need to join the group and actively participate in the programmes of community security and safety. The selfless service of many must be commended. The private security companies are also doing a good job and have stepped up their visibility and patrols. They are working well with the neighbourhood watch. The social crime prevention unit and the SAPS have to come on board and provide the necessary support needed to fight crime together. Criminals beware, you are watched. The KwaDukuza Darts Association hosted a successful 4-a-side mixed knockout tournament last Wednesday night at the Quartz Sports Bar and Conference Centre. The tournament was sponsored generously by Sanjoy Govender. The first quarters saw the quartet of Paddy Padayachee, Vinesh Geanballey, Yogan Pillay and Jodie Naidoo beat Jerry Arunachullem, Ajen Singh, Neeran Somnath and Kyle Pillay 2-0 to advance into the semi-final. In the second game Brendon Govender, Julian Pillay, Vasa Rungasamy and Terrence Subban came from a set down to beat Asogan Luthusumanan, Nine Pillay, Ajen Singh and Kyle Pillay 2-1 to advance into the semi's. In the third game of the tournament favourites Len Naidoo, Charlie Pillay, Sanjay Singh and Justin Naidoo proved too strong and exposed the combination of Preollen Muthusamy, Rowen Pillay, Deena Reddy and Wesley Pillay 2-0 to advance into the
