iLembe unveils new machinery I

lembe District Municipality unveiled council's new investment in the form of recently procured machinery and equipment to assist the municipality in fulfilling their mandate and core function of providing water and sanitation in the district. The unveiling took place on Friday, 26 July 2019. The District Municipality recently purchased TLB's, honey sucker trucks and jetting machines. The new machinery and equipment will assist the district in the following manner: TLBs will be used for excavations during pipe repairs; honey suckers will be used for de-sludging of VIP toilets; jetting machines will be used to unblock blocked sewer manholes and pipelines. The municipality has made the following investment: R 2,096,604.10 on procuring three honey suckers, R 1,913,006.54 procuring two TLB's and R 1,159,792.02 procuring three jetting machines. The iLembe District Municipality has set aside more than R300 million for water and sanitation infrastructure projects for Mandeni, KwaDukuza, Ndwedwe and Maphumulo for the 2019/2020 financial year.

These infrastructure projects are divided into construction of new assets and renewal of existing

assets. One of these projects is the Groutville D sanitation project located in KwaDukuza where R45 million has been allocated. This will see roughly 400 households in areas such as Chris Hani, Lloyds, (Formerly known as Curtain & Home) Ntshawini, Etsheni Ready made Curtains Ready to hang kitchen curtains Round Lurex Place Mats and Njekane having waterborne sanitation for the first time. SADTU KwaDukuza Branch rolled out its Mandela Day programme last week by visiting the family of the late Gideon Phahla (Former Aldinville Primary School) who was brutally murdered last year. The organisation handed

over groceries to his mother, who is currently suffering from an illness. According to SADTU secretary in KwaDukuza, Nduduzo Ngcobo, Mandela Day enables the public to embark on charitable activities and recognize their ability to have a positive effect on others around them. “Mandela Day

reminds us that you don't need to have much to help those in need. During our visit to the family of the late Phahla, we assisting in cleaning, cooking and had lunch with his mother who is sick and can hardly walk. She couldn't hold back tears of joy as she was just about to run out of food and couldn't even go to town to buy

food in her condition,” said Ngcobo. Ngcobo further pledged that this will be done regularly. “We have also adopted that this program will not only be done on Mandela day but we will continue to identify needy families and assist them where we can,” concluded Ngcobo.

The South African Communist Party (SACP) in Greater KwaDukuza convened its ordinary District Executive Committee meeting on Saturday, 13th June 2019 at the ANC Regional Office in KwaDukuza. The meeting received political and organizational reports, reflected and made assessments on a range of organizational, political and socio-economic developments both domestically, internationally and in the iLembe District. Regarding public unrest in Mandeni and KwaDukuza, the SACP condemned the burning of firms, any public offices and vehicles. “The burning of firms and businesses in the industrial area of KwaSithebe, Mandeni on more than one occasion has resulted in many firms being shut and as a consequence over a thousand jobs being lost over the past 2 to 3 years. “The recent unrest in KwaDukuza largely followed a similar trajectory with operations in both the KwaDukuza local and iLembe district municipalities being completely stopped for almost a week. “While the SACP will support communities in their fight and struggle against injustices meted out at them by the system and the political elite, we would promote responsible protesting that does not threaten the safety of others, harm job security and does not destroy

property.” The SACP also noted that in many public and community protests, allegations of poor governance, corruption, patronage, jobs for friends, flawed tender process practices are commonly mentioned. “These malpractices across the district local councils including undue removal of those councillors who come out as being vocal against these malpractices, from critical portfolio committees should be combated. The SACP called for increased accountability and improved public participation on the affairs of all our local municipalities in the district. “Also road maintenance of district and locally maintained roads and access roads is a serious issue especially in rural areas where most roads are gravel. The state of gravel roads is perilous and

local municipalities must attend to these with great urgency.” The SACP called for all government buildings across the district to be revamped so as to accommodate people living with disabilities. “The SACP also calls for the transformation of the retail sector, particularly at managerial level to be reflective of the districts demographics as there is an extremely small number of black people whom occupy managerial positions in most retail stores in the district.” They will over the next few weeks engage on an intense campaign to strengthen its organisational capacity and structures so to ensure that, we are able to withstand the difficult political period ahead. “The SACP will embark on a programme during August, prioritising the fight and raising awareness against women abuse as well as other gender based violence directed at women.”

Local school gutted by fire By Xpress Reporter

L Bodasing Primary School in the Kearsney area, KwaDukuza was gutted by fire on Tuesday, 23 July 2019. The school was built in 1944, and provides classes for rural children. It is alleged that two classrooms have been ruined, and one has been extensively damaged. DEVASTATED: L Bodasing Primary School was gutted by fire last week

Ward 17 Councillor, Madhun Sobram Sing said that the cause of the fire is unknown. “On Monday I visited the school as ward councillor for the area in Fawsley Park. The L. Bodasing Primary school was built by the farming community 75 years ago. Over the years criminals took advantage with regular break-ins,

stealing even food items meant for the learners. The future of the school is in a limbo and will require all stakeholders to map a way forward. In the process, 49 learners are affected. “If you want to assist you can contact the Principal, Samlall Sewraj on 084 447 7591,” said Cllr Sing.

Rogue police officers nabbed in Durban By Xpress Reporter

On Wednesday last week at 22:30, two victims aged 28 and 36 were on Inanda Road in Springfield when they were kidnapped by five suspects travelling in a vehicle. At gunpoint, they were forced into the boot of the vehicle. They were taken to a truck yard on Peters Road where the suspects demanded an amount of R50,000-00 from the victims. They were severely assaulted after they failed to produce the money. One of the victims was released and instructed to raise the cash. Fortunately the victim who was released contacted Greenwood Park police officers who immediately responded. KwaZulu Natal SAPS Spokesperson Nqobile Gwala said the victim pointed out the suspects to police who prevented them from making good on an attempt to flee. “A vehicle was intercepted and the suspects pointed out where the second victim was kept. Both victims were severely assaulted and were taken to hospital for medical attention. Investigations revealed that the suspects are three policemen and a policewoman stationed at Inanda SAPS. The fifth suspect appeared to be a security guard. Three state issued firearms were confiscated from the arrested suspects. The complainant's cellphone was also found in their possession. “A state vehicle that was used in the commission of the crime was found parked at a service station while another vehicle used by the suspects was also seized for further investigation,” said Gwala. All five arrested suspects aged between 19 and 29 are due to appear in the Durban Magistrates Court, facing charges of kidnapping, extortion, pointing of a firearm, theft of a cellphone and assault with intent to cause grievous bodily harm. “This arrest serves as a warning to those who are engaging in criminal activities and hiding behind the SAPS badge, that their time is near. Disciplinary investigations will be initiated to investigate the conduct of the suspects and they can be dismissed from the SAPS before the criminal investigations are finalised. We once again applaud members of the public for bringing such errant behaviour by police officers to our attention so that they can be dealt with. Police officers are also subjected to the same laws as ordinary citizens and therefore such criminal behaviour will never be condoned,” said Gwala.

N2 car accident claims two lives

On Monday, around midnight, two lives were lost when a driver of a bakkie allegedly lost control of the vehicle on the N2 northbound Salt Rock and Chaka's Rock offramps. It's reported that the vehicle had 14 occupants, most sustained injuries when the vehicle rolled over multiple times. Dylan Meyrick of IPSS Medical Rescue said traffic was hectic as there was no blue light present to assist, “It is a terrifying feeling standing on the

freeway at a multi-patient accident with no blue lights. 14 occupants traveling in a bakkie, unfortunately the driver of the vehicle lost control and rolled multiple times from the

northbound lane to the southbound lane. Currently we have two deceased and 10 patients, injuries ranging from moderate to critical,” said Dylan Meyrick.

KwaDukuza Municipality Acting Mayor, Councillor Dolly Govender, addressed officials at the tabling of the Budget and Performance Assessment Report at the Council Chambers on Thursday, 25 July 2019. “In terms of the Fourth Quarter assessment, the actual revenue billed and/or collected to date is R1,541 million. The negative variance of approximately R34,8 million or -2% is realised at the end of the quarter under review. The actual expenditure to date is R1,323 million,” said Govender. She said that property rates reflect a positive variance of R1,2 million. This is due to an increase in collection for Business and Residential Developed Properties and Residential Vacant Land. External investments reflects a positive variance of R4,4 million. The main contributing factors to the under-collection/billing includes the following: fines, penalties and forfeits, service charges electricity and service charges refuse. “The municipality approved R 344,7m as a capital budget in the current financial year, with the majority of the funding being allocated towards

electrical upgrades, road infrastructure projects and community recreational facilities. The budget was since adjusted to R236m during the Adjustments Budget Process. “There is under-spending of approximately 63% as at 30th June 2019 in the Council/Internal funding, expenditure on the Capital Budget has significantly dropped from previous financial years with the Municipality spending approximately 43% of its total Capital Budget. In terms of Functional classification the R16,353 million expenditure reflected is from the following departments within the respective business units:Community Services & Public Amenities: R9,765 million expenditure reflected; Public Safety: R454,1 thousand has been spent of the R510 thousand budget allocation which relates to the purchase of Emergency Equipment for the Fire & Emergency department under Community Safety Business unit. “R2,077 million has been spent of the R4,5 million budget allocation for the Renovations to Office Park and Renovations to Compounds under the Civil Business Unit.

“Planning & Development has an adjusted budget of R1,661 million and have budgeted to purchase R250 thousand for Bulk Filers, R30 thousand for Furniture & Equipment, R175 thousand GIS Equipment, R250 thousand for Trading Stalls and R956 thousand for 4 X LDVs. R1,358 million of the R1,661 million budget has been spent. The bulk filers were procured through a transversal contract, with expenditure of R183,9 thousand, R68,3 thousand for GIS Equipment, R955,3 thousand for procurement of vehicles and R151 thousand has been spent on Trading Stalls. “Road Transport - Civil Engineering Roads: Reflects R68,8 million expenditure under the Civil Engineering Business Unit with completion of various 2017/18 roll-over projects. The business unit had received R3,301 million additional MIG allocation on the 18thMarch 2019. R37m MIG expenditure is being reflected on the MIG funded 2018/19 projects, with accruals on various MIG funded projects still to be processed, however the business unit reflects 100% Energy Sources - The Electrical Engineering

Business unit reflects expenditure of R12,9 million from a budget allocation of R 57,7 million. The approved electrical budget allocation for the financial year was R150 million with R60 million loan funding for the New Dukuza Substation and R14,9 million INEP and Demand Side Management grant allocation. During the Adjustment Budget process, the budget was then adjusted to R57 million, however, R44,7 million remains unspent at year-end. Majority of the electrical projects showed low expenditure by the third quarter of the financial year and were considered for rollover into the 2019/20 budget. “Waste Management expenditure of R726 thousand is for the procurement of Recycling Bins R189,7 thousand, Street Litter Bins R49,8 thousand and Waste Transfer Station R 251,5 thousand and Skips R234 thousand. The waste transfer station is a multi-year project with R5 million being allocated in the 2019/20 financial year.”

Darnall stamp authority in thriller Darnall United, home of the late Ralph Reuben, stamped their authority and underlined their favourite tag in the first round robin clash of the Ralph Reuben Memorial volleyball tournament (hosted by KwaDukuza Volleyball Association) that got underway at the association courts last Thursday. Leaders 2-1 in a thriller and a hard fought match, proving that Cool Leaders are no push overs in Pool A and are determined to make the playoff. If Darnall felt that the game was a walk in the park for them, they quickly learnt not to under estimate Cool Leaders who are known to upset the apple cart. Cool Leaders took the game to Darnall and who were

shocked by their resilience. The first set was evenly poised but Cool Leaders, known for their cold start, let things slip away towards the end of the set allowing Darnall to clinch the set 2521. Expecting to finish the game in the second Darnall were stunned by Cool Leaders who came out firing on all 6 cylinders. They

LANDY AUTO COMMEMORATES THEIR 10TH ANNIVERSARY SPECTACULAR MOTORSHOW

Manor Cricket Academy will host a cricket coaching for girls on 17 August 2019 at the Gledhow Cricket Grounds. The girls will be coached by South African cap, Dinesha Devnarain who possesses a Cricket South Africa Level 3 coaching certificate. Devnarain played for the South African women's team from 2005 to 2016. She was adjudged CSA domestic cricketer of the year in 2015. She was also SA women's team captain on their tour to Australia and Ireland. This is the ideal opportunity for girls to meet and be coached by one of South Africa's elite women cricketers. The coaching camp will focus on batting, bowling and fielding. Coaching is between 9am to 10:30am for girls age 7-9 years whilst the girls aged 10-15 years will have their session 11am to 1pm.
