2018: YOUTH, ART AND SOCIAL INCLUSION In 2018, Youth Express Network reached a new milestone. Together with all of our network, we celebrated 25 years of work towards social inclusion for young people. And this year was no different: throughout the year, we worked on more than 40 acPviPes at internaPonal, European and local level, all of which focused on providing European youth with more opportuniPes. Our Work Plan in 2018 was called « ArtSI: The Art of Social Inclusion ». Composed of 4 internaPonal acPviPes (2 trainings of trainers and 2 youth exchanges), this work plan contributed to develop the competences of all actors involved in the youth field: youth workers, social workers, facilitators, youth leaders and young people themselves. It aimed at empowering young people to take acPon towards social inclusion through the medium of art. Y-E-N also coordinated two KA2 projects: the capacity building project « Entrepreneurship for CultYOUre » (EU4YOU) focusing on social and cultural entrepreneurship, and the strategic partnership « Digitalise it », on Digital Storytelling. AddiPonally, we took part in 4 more internaPonal projects, this Pme coordinated by our partners: a training course on youth work with Roma people, a youth exchange to promote LGBTQI+ rights, a social media campaign on migraPon and a training on the EU elecPons and youth parPcipaPon. Our cross-border and local work conPnued with our long-Pme partners Arbeit und Leben, the Eurometropole of Strasbourg and many others. The Network grew bigger at this year’s General Assembly (GA) as we welcomed Parcours le Monde Grand Est, French youth organisaPon aiming at supporPng youth in their mobility projects. The GA also elected a new Board of 6 members. At the end of 2018, on the side of the coordinaPon office, we warmly wished a good rePrement to Brigiee Ludmann.

To celebrate our 25th anniversary, we gathered our community from the past and present Pmes, from some of our founding members, to the hundreds of parPcipants that once shared some beauPful memories with us. We did that through a year-long social media celebraPon: 25 video-stories and 12 acPon days. The work of Y-E-N would not be possible without the involvement of all. We would like to thank and congratulate all of you for your hard work: young people, youth/social workers, Board members, volunteers, staff, partners, funders, supporters and friends.

Y-E-N / R-E-J is a European network of grass-root youth organisaPons. Our vision is to reach an inclusive society, where young people, their needs and parPcipaPon are recognised, valued and appreciated. Our 31 member organisaPons in 22 different countries all work at local, regional or European level on social inclusion of young people. Our Board is pan European (6 volunteers) and our coordinaPon office is based in STRASBOURG, France (4 paid-staff). Since 1993, we have organised more than 110 internaPonal training courses, seminars, cross-border and mobility projects bringing together social/youth workers and young people with fewer opportuniPes. We also have conducted researches on youth and social issues and have been trying to be the voice of young people with fewer opportuniPes in local, regional and internaPonal insPtuPons, either by represenPng them or supporPng them to create and be part of youth councils. We are member of the European Youth Forum (YFJ) and the INGO conference of the Council of Europe.

Goal 1. Social inclusion of young people with fewer opportuniPes

VISION 2020

Through this goal and the objecPves that subsides it, we wanted to conPnue to involve in our acPviPes young people with fewer opportuniPes, youth workers and social workers and to keep the focus on creaPng opportuniPes for young people with fewer opportuniPes to parPcipate in internaPonal youth work acPviPes. • ObjecPve 1. CreaPon of a definiPon of social inclusion and young people with fewer opportuniPes inside Y-E-N • ObjecPve 2. Direct work with young people with fewer opportuniPes on local and internaPonal level • ObjecPve 3. Direct work with social workers and youth workers who work with young people with fewer opportuniPes • ObjecPve 4. CooperaPon with other insPtuPons and organisaPons who work on social inclusion of young people

Following the decision of the General Assembly of Youth Express Network held in OsPa, Italy in June 2013 to research the needs of our member organisaPons and the young people they work with, the Board decided to create a quesPonnaire. In September 2013, we asked our members to complete this quesPonnaire, assess the needs of the youth of their country, and propose topics that Y-E-N should focus on tackling in the future. During Youth Express Network’s Board meePngs in Strasbourg in November 2013 and in Gdansk in March 2014, the Board members compiled and worked on all the input from member organisaPons, the results from the General Assembly working groups and past strategic documents and produced a paper called “Vision 2020”.

Goal 2. AcPve sociePes towards social inclusion

This strategic document sets our goals unPl 2020. It is updated each year at the General Assembly and approved by vote by the aeending members. The “Vision 2020” paper is founded on the values of human and social rights and the principles of non-formal educaPon, acPve parPcipaPon and interculturality. It helps us bring more impact and quality to our work while maintaining the focus on social inclusion of young people. The following version was approved by member’s vote during the General Assembly of 2016, in Strasbourg, France. It was implemented through the acPviPes and iniPaPves of Y-E-N and our member organisaPons in 2017.

Through this goal and the objecPves that subsides it, we wanted to focus our aeenPon to the outside, towards the communiPes that we live in, towards our sociePes. We want them to be aware of the disadvantaged young people and to react towards social inclusion. • ObjecPve 1. Raising awareness about the issue of socially excluded young people • ObjecPve 2. Advocacy and lobbying for social inclusion of young people with fewer opportuniPes at local and European levels • ObjecPve 3. Goal 3. Strong network Through this goal and the objecPves that subsides it, we wanted to focus our aeenPon towards the inside of our network. In order to be able to reach all of our goals and objecPves we need to be a stronger network, a network where the quality of our acPviPes is high, where we share experience and competences and where we can collaborate with each other. • ObjecPve 1. Increasing the sense of belonging of our member organisaPons in Y-E-N • ObjecPve 2. Expending the network geographically in order to reach more young people • ObjecPve 3. Building the capacity building of our member organisaPons • ObjecPve 4. Improving the quality of Y-E-N services • ObjecPve 5. Improving the visibility of the network • ObjecPve 6. Improving the sustainability and financial stability of the network.

« Youth Express Network considers inclusive a society where young people, their needs and parPcipaPon are recognised, valued and appreciated. » Goals When establishing the goals to our vision we decided to work on 3 different levels that we idenPfied in our strategy: young people with fewer opportuniPes, society and our network. We turned the 3 levels into 3 different goals, each of them having different objecPves focusing on reaching the needs idenPfied by our member organisaPons. Every goal has specific acPviPes through which we will reach the goal and fulfill our vision.

WORK PLAN 2018 Our long term programme for the year 2018 was called “The Art of Social Inclusion“. Financially supported by the European Youth FoundaPon of the Council of Europe, this one year programme focused on developing the competences of all actors involved in the youth field: youth workers, facilitators, social workers, youth leaders and young people themselves. It mainly aimed at empowering young people to take acPon towards social inclusion, all of that through the medium of art. Two acPviPes were co-financed by the Erasmus+ Programme of the European Union: the youth exchange « All Inclusive #2 » and the training of trainers « The Art of Togetherness II ».

ABOUT The training of trainers “The Art of Togetherness I” brought together 25 parPcipants (youth/social workers), 3 trainers, 2 staff persons and 1 graphic reporter. It was the first acPvity of our Work Plan “ArtSI: The Art of Social Inclusion”. The aim of this acPvity was to grow and train a new generaPon of Y-E-N trainers and facilitators, able to make an impact on young people’s lives using arPsPc expression as a tool to promote empowerment, full access to social rights and a sense of togetherness. The aim of this acPvity was to to empower young people from the Caucasus countries through arPsPc expression on social inclusion. The aim of this capacity building project is to develop innovaPve complementary pathways for boosPng employability of young people through social youth entrepreneurship and providing them with tools for cultural entrepreneurship in parPcular. ACTIVITIES - Kick-off MeePng and 1st Seminar - 19-27 of January 2018 - Blagoevgrad, BULGARIA - 2nd Seminar - 9-18 June 2018 - Cancun, MEXICO - 16 Job shadowing phase - October-November 2018 RESULTS The results of this project for the Pme being include: - 2 videos of the meePngs (Link video 1 - Link video 2) - 1 toolkit on Social and Cultural Entrepreneurship (in progress) - 4 workshops to be developed at local level (to be implemented) OBJECTIVES - To build capacity of consorPum in the field of SE and CE and to enable transfer of good pracPces among the partnership; - To provide youth workers with specific knowledge on approaching youth with fewer opportuniPes and tools for boosPng youth employability throughout educaPon on cultural management; - To create, test and disseminate an innovaPve toolkit on cultural management educaPon targeted at peer organisaPons and cultural insPtuPons; - To provide youth with fewer opportuniPes with the chance to enhance exisPng knowledge and gain new transversal skills in the field of cultural management and thus posiPvely influence their employability potenPal; - To create a sustainable online plazorm that will serve as a space for idea and experience sharing among youth interested in SE and CE; - To promote CE as an innovaPve way of tackling societal problems; - To encourage cooperaPon between youth organizaPons and social business sector; - To promote EU policies in the field of SE and Erasmus+ on global level.

25 STORIES OF YOUTH EXPRESS NETWORK A 25 CHAPTERS TALE ON THE PEOPLE WHO BUILT THE NETWORK

PROJECT STORIES - Stories of some projects organised by Youth Express Network through the past 25 years: a Digital Storytelling training, an intergeneraPonal-family workshop, a mulPlingual project, and 2 mobile seminars (a bus tour through some of the Balkan countries, and a train seminar going from Moscow to Baikal).

ABOUT 2018 marked the 25th Anniversary of the creaPon of Youth Express Network. A quarter of a century! To make this one count, we decided to tell our story and recorded 25 videos of the people who contributed to build the network, family stories, stories of our projects and stories of Youth, from 1993 unPl now. They are available on our YouTube channel and Facebook Page. •

ABOUT The project “RLOCAL - Improving local work with Roma youngsters » brought together 56 parPcipants (youth workers). It was composed of two separate training courses The aim of this project was to enable and develop the capaciPes of Roma and Non-Roma civil society to work with Roma youth. ABOUT The youth exchange “Don’t be afraid to show your True Colours” brought together 32 parPcipants (young people) and 8 youth leaders. The aim of this acPvity was to break stereotypes and prejudice and to promote acceptance and inclusion of the LGBTQIA+ community in Europe. RESULTS - A public event to raise awareness about the situaPon of the LGBTQIA+ community nowadays and about the hate speech against this community. The public event included: a dance performance, impaczul posters, a live and online survey and an info point. OBJECTIVES - To create a safe environment, where 32 parPcipants from 8 countries were free to express their own sexual idenPty during the project; - To gather 32 parPcipants to beeer understand the differences and similariPes of LGBTQIA+ people; - To idenPfy the key factors increasing homophobia and transphobia in each country and find innovaPve tools to fight against discriminaPon; - To enable the 32 parPcipants to raise awareness about human rights regarding LGBTQIA+ community in their own communiPes; - To develop the civic spirit, iniPaPve sense and organisaPonal skills of all 32 parPcipants, in order to take acPon against LGBTQIA+ discriminaPon in their countries. MARSA - Move Against Rash Statements and AcPons Kick-off MeePng 20th to 26th of October 2018 Malta

ABOUT This kick-off meePng launched the « Marsa » KA2 project, which stands for Move Against Rash Statements and AcPons. It brought together 19 parPcipants. It was the first acPvity of the project. The project will conPnue in 2019. The aim of this project is to counter uninformed opinions about migraPon through creaPvity and young enterprise and engage young people in discussions and a social media campaign of public educaPon on the subject of migraPon RESULT - 1 social media campaign defining some of the vocabulary of MigraPon.

ABOUT The Seminar “VOTE EU” brought together 27 parPcipants (youth/social workers). The aim of this acPvity was to encourage democraPc parPcipaPon and acPve European ciPzenship of young people by developing a strategy with integrated acPons and training 27 youth workers to help strengthen young people's membership in the European common area and to understand the legislaPve procedures and funcPoning of EU insPtuPons. OBJECTIVES - Improving EU-related knowledge (European legislaPve process) and developing key competences (civic, intercultural) among 27 parPcipants; - Consolidate the insPtuPonal capacity of the 9 partners by developing an acPon strategy / specific tools, training of 27 youth workers and exchange of know-how - creaPng a network; - Encourage the democraPc and civic parPcipaPon of at least 900 young people from the 9 communiPes through a beeer understanding of the funcPoning of EU insPtuPons.

We coorganised this cross-border event together with the Eurodistrict Strasbourg-Ortenau and gathered 70 French and German organisaPons for them to share ideas and experiences.

CROSS-BORDER INTERNSHIPS 
 AND WORK PLACEMENTS All year - 6 German trainees

Supported by the Erasmus+ Programme, these work placements and internships aimed at promoPng the employability of young people, and the development of their skills and competences.

SEMINAR ON YOUTH MOBILITY 14-16 of November 2018 - 120 participants

This 3-day seminar, called « Youth Power and Youth Mobility », was organised by the Regional FederaPon of Social and Cultural Centers.

In partnership with Arbeit und Leben and supported by the OFAJ/DFJW, Youth Express Network hosted groups of young German vocaPonal school students all throughout the year in Strasbourg for themaPc visits according to their field: gastronomy, educaPon, electrotechnics etc. SEMINAR ON YOUTH POLICIES 16-19 of March 2018 - 40 participants

We were invited to present our work during the seminar “Shaping European Youth Policies in Theory and PracPce”, co-organised by the French and CroaPan agencies and supported by the EU-CoE youth partnership. ERASMUS DAY 5 of May 2018 - 450 participants

In partnership with ESN of Strasbourg and the Eurometropole of Strasbourg, this day aimed at celebraPng Europe and introducing the various opportuniPes of European mobility to the public. TRAINING COURSE ON VOLUNTEERING 14/06/2018 and 1/12/2018 - 175 participants

We took part in the trainings « My Way of Volunteering for Europe » organised by Alsace Mouvement AssociaPf. It aimed at promoPng volunteering.

We presented our projects on Digital Storytelling during the winter session of the Conference of INGOs of the Council of Europe.

On World Refugee Day, Youth Express Network took part in a meePng organised by the city of Strasbourg.eu and the organisaPon Makers For Change to develop and implement together inclusive local projects. The group of work came up with a project: a contest on campaign videomaking.

Youth Express Network took part in the 2nd EU Youth Conference of the VI cycle of structured dialogue. As a result of this conference, 11 Youth Goals were created to be included in the EU Youth Strategy 2019+. MEETING WITH ITALIAN MEP B. BENIFEI - STRASBOURG, FRANCE 18 of April 2018

YOUTH FORUM ACADEMY - BRUSSELS, BELGIUM

Y-E-N’s office met with the Italian MEP Brando Benifei to get his advice on how to reach MEPs within a European Youth Project.

We went to the Youth Forum Academy organised by the European Youth Forum in Brussels, Belgium. This training aimed at strengthening the organisaPonal and advocacy capacity of the YFJ’s Member OrganisaPons.

STATUTORY MEETINGS OF THE EUROPEAN YOUTH FORUM Youth Express Network aeended the statutory meePngs of the YFJ: the Council of Members took place in Brussels (Belgium) between 27-28 of April 2018, and the General Assembly gathered between 22-25 of November 2018 in Novi Sad (Serbia).

« AU BOULOT A VELO » BIKE CONTEST - STRASBOURG, FRANCE 9 of July 2018 - 771 participants

Y-E-N’s office won the photo challenge Auboulotavelo thanks to the numerous votes of its online community!! During the month of June, YE-N’s office parPcipated in the biking challenge « Biking to work », a challenge organised by the organisaPon CADR 67 and the city of Strasbourg to promote biking as a daily means of transportaPon!

STRATEGIC MEETING - YOUTH SECTOR OF THE COUNCIL OF EUROPE STRASBOURG, FRANCE 15-16 of May 2018 - 50 participants

In the middle of May, Y-E-N parPcipated in a ConsultaPve MeePng of the Youth Department of the Council of Europe. The aim was to discuss on the « Council of Europe Youth Sector Strategy from 2020 to 2030 ». The meePng took place at the European Youth Centre of Strasbourg.

EU YOUTH CONFERENCE - VIENNA, AUSTRIA 2-4 of September 2018 - 250 participants

We aeended the 3rd and final conference of the 6th cycle of the Structured Dialogue. The topic was “Youth in Europe: What’s next?”. The Youth OrganisaPons discussed on how to make the best use of the Youth Goals.

At the European Youth Event, Youth Express Network took part in a panel organised by the Youth Department – Council of Europe. The topic was « Is access to rights the key to tackling Populism? ».

GENERAL ASSEMBLY Our General Assembly for 2018 took place on the 10th of May in Strasbourg, France. There were in total 23 people aeending the meePng, among which 19 represented member organisaPons and 3 observers. The meePng was kindly hosted by our French member organisaPon, l’AssociaPon l’Etage, and facilitated by former Board Member Wima FARZAN. NEW MEMBER ORGANISATION This year, we welcomed one new member organisaPon: Parcours le Monde – Grand Est! This French organisaPon founded in 2015 works in the field of internaPonal mobility. Its aim is to promote, develop European and internaPonal mobility, intercultural dialogue and youth parPcipaPon through formal and non-formal educaPon. BOARD ELECTION Like every year, the General Assembly elected a new Board: • Mirela Lupu – President • Ramiz Aliyev – Vice-President (re-elected) • Sirarpi Manyan – Treasurer (newly elected) • Olya Kravchenko – Secretary (newly elected) • Gaia Ciccone – Board Member • Nino Tsulaia – Board Member (newly elected)

SHAKE THE BOX: ALTERNATIVE WAYS OF PARTICIPATION

When one talks about parPcipaPon, one assumes that vulnerable youth is not acPve, their contribuPon to society being denied or invisible. However, in Y-E-N, we believe that vulnerable youth has a lot of potenPal. Through our 2019 Work Plan, we want to bring together different layers of society together to claim that vulnerable youth’s parPcipaPon is real, effecPve and promising.

OTHER PROJECTS Youth Express Network will also conPnue the coordinaPon of its 2 Strategic Partnership projects within the Erasmus+ programme: “EU4YOU” - Social and cultural entrepreneurship.
 Next steps: 1 toolkit on Social and Cultural Entrepreneurship, several workshops implemented at local level, a final evaluaPon meePng.

AIM The main aim of the Work Plan will be to empower young people from vulnerable groups in making their parPcipaPon in European society recognised, valued and appreciated.

“DIGITALISE IT!” - Digital storytelling in youth work. Next steps: 3 study visits and a final evaluaPon meePng.

OBJECTIVES • To develop the capacity of member organisaPons in supporPng parPcipaPon of young people from vulnerable groups in European society; • To engage young people from vulnerable groups in local and European acPviPes in order to become more acPve and confident; • To develop competences of young people from vulnerable groups in advocaPng for the recogniPon and value of their parPcipaPon; • To inspire young people from vulnerable groups, member organisaPons and stakeholders to work together by discovering best pracPces, local realiPes and alternaPve ways of parPcipaPon in society; • To involve stakeholders to acPvely take part in all stages of the project in order to raise their awareness about the value of parPcipaPon of vulnerable young people in European society.

PARTNERSHIPS « MARSA - Move Against Rash Statements and AcPons » The MARSA project, coordinated by our partner VisMedNet, will conPnue in 2019, creaPng a social media campaign using visual communicaPon tools to encourage discussions on the topic of migraPon. « You and Me » The training course « You and Me », organised by our partner organisaPon AcPve Youth, will take place in Lithuania between the 14-22 of May 2019. It will aim at enhancing youth’s ability to make conscious decisions about their sexuality and realPonships, as well as their wellbeing and health.

« Democracy Builders - Tools & Skills for ParPcipatory Democracy » The project « Democracy Builders », organised by o u r m e m b e r o rga n i s aP o n Yo u t h V i s i o n AssociaPon, will be composed of a training course and a youth exchange.
