executive summary

vision

The aim of this urban design framework is to establish an urban solution for the Carlton social housing site. the new development will breake down barriers and encourage movement through the site such as remove the barrier on Lygon St and replace the car parking space with new open space to attract people in to the site. the new design will priorise pedestrians and cyclists by redesign the streets and intergrate canopy to provide a sense of human scale. Various of activity nodes such as outdoor amphitheater will be introuduced into the site to promote multicultural integration and community participation. Safety issues will also be addressed by adding lighting and encourage people sit and watching. the site will develop in a more sustainable way by introduce water sensitive design and encourage using green building technics. the site will become the urban courtyard for residents in Carlton.

INTRODUCTION AND SITE ANALYSIS The northern and western boundaries of the site extend across Princess Street and Lygon Street respectively. To its west, there are the University of Melbourne (Blue) , Princes Park (Green) and Melbourne General Cemetery (Yellow). The southern boundary of the site extends across Elgin Street. The Lygon Street Precinct (Red) is situated to its south. The eastern boundary of the site extends across Rathdowne St with residential area to its east.

Wide footbridge over Princes Street removes the Princes Street pedestrian barrier, spatially connecting Carlton North to rest of the Carlton community.

Water Path and play areas along central axis. Flow of water from north to south creates linear direction that encourages movement through the site. Water features and areas for congregation along the path facilitate play and encourage visitors to linger.

Remove school fences with bollards to creates a psychological border without impacting on ease of movement. Convey a sense of continuity, inviting people to use spaces that were previously perceived as exclusive.

Redefine Neill Street to prioritise pedestrian and cyclists over the flow of Rathdowne traffic. Use of colour and a raised speed trap section across Rathdowne Street will change the hierarchy between Neill and Rathdowne

Improve cycleability with a more connected bicycle network. Better designed bike paths will increase the ease and uptake of cycling through and around the site. The leads to positive environmental outcomes, as well as positive health and wellbeing effects.

3.1

Outdoor amphitheater can be used as a regular meeting place, or an area to host community events. This would be a flexible facility for performances and shows, activating the dead space behind the Y building.

Mixed use development along Drummond Street is proposed to create new cafe and retail precinct operated by local residents. This development would facilitate ground floor street activation, encourage cultural expression and community participation.

The farmers markets is extended to open every weekend with night market. This change in activity would utilise existing structures to better engage the surrounding community.

A community garden area made and cared for by the local community encourages community cohesion and creates a sustainable social activity.

Collection of global city objects such as benches, bins covers and signage nominated by local residents. This sort of surrealist collection reflects the true nature of the multicultural neighborhood and create a sense of belonging.

Street furniture will be multi purposed to include small scale lighting to increase safety on the site. This subtly increases overall lighting on the site as well as attracting people to the street furniture at various hours of the day.

Use of seating areas along central axis. Well designed seating areas encourage people watching. An increase in site patronage decreases the likelihood of antisocial behaviour, increasing safety on the site.

Interactive light wall along Neill Street. A light wall will create an interactive space attracting people into the site at many different hours of the day and evening.

Re-innovate the social housing buildings into ones with balconies with a view of the street increasing safety on the street. The balconies are covered with glass to protect people from falling off.

INTEGRATE SUSTAINABLE INFRASTRUCTURE Integrate rainwater gardens to increase the perceived greenness of the site, as well as providing natural drainage system along streets to reduce environmental impacts associated with unmanaged road runoff.

Installation of low cost, grass rooftop gardens on commision housing. Extensive green rooves provide many environmental benefits such as microclimate amelioration, air pollution reduction and Urban Heat Island (UHI) mitigation. These are increasingly important in highly urbanised environments such as Carlton.

Encourage development of green building by rewarding developers or homeowners who adopt green building techniques.

Improvements to the facade of existing buildings. Green walls and green canopies provide shade, alleviate discomfort at ground level as well as improving living amenity for the residents of the housing commision flats. Deciduous vegetation would be best to provide shading benefits during summer, and let in light during winter.
