The Yarra Junior Football League (YJFL) is a dedicated junior football league which provides an opportunity for all boys and girls between the ages of 7 and 18 in the east, north and north east regions of Melbourne to play and develop their skills in wellstructured and organised competitions, and at their own level.

Provide opportunities for all players and umpires to develop their football skills and for the most talented players and umpires to develop and progress on the AFL pathway to the highest level they can achieve. 4. The YJFL seeks to contribute to the community by ensuring all participants and their families feel accepted and catered for, and strives to support, encourage, motivate and guide clubs in applying best practice in the holistic development and welfare of players.

Provide resources and development opportunities to assist volunteer coaches, administrators and umpires in performing their roles, and encourage all volunteers to maintain the high standards of the YJFL. 6. Be viewed as a leader in community football in Victoria, and maintain cooperative working relationships with the AFL, AFL Victoria and other football leagues. PRESIDENT’S REPORT JEFF HOOPER President

Nobody would have predicted what was ahead of us at the time of last year’s AGM. Back then, our plans for 2020 were being put in place, and it certainly didn’t include dealing with a global pandemic - this year has been unique and challenging. The Board appreciate the flexibility shown by our staff, our clubs and volunteers during the year, managing changing guidelines in a situation that nobody has experienced before. It was all done without much complaint, and with the best interests of our 11,000 boys and girls in mind. Out of all crisis comes opportunity though, and the Board have used the year to ensure we have a sustainable League, that is well prepared to deal with whatever challenges are presented to us in the future. The Board underwent some changes this year with Maree de Bondt, Craig Lake, Paul Lane, Sue-Ellen Mackintosh and Andrew Davenport joining the Board for their first full year. Each of our new Board members bring with them an important skill set and have provided invaluable expertise throughout a challenging year. Having gone through the toughest initiation year of all, I’m sure they will find 2021 significantly easier, albeit with new challenges as we see

the recommencement of football and the responsibilities associated with running a season. Ishbel Moodie stepped into the role of Vice-President, and Justin Scotti to the role of Treasurer and both provided high levels of support to the many important decisions we made during the season. Our player payment system, introduced 2 years ago, meant player registration fees are paid up front by parents to the League upon registration in SportsTG. This system meant we had sufficient funds to get through the 2020 year, as we had been paid in advance of the season, when we were incurring expenses. The league also offered a hardship program for families to apply for a partial refund of their 2020 fee, as well as a credit towards next season for all returning players. The cash reserves of the league have historically been the lowest of any of the metropolitan leagues, and in hindsight it was a crucial strategic step to introduce the direct payment or ‘subscription’ system. We are pleased to have reached in principle agreement in our negotiations with NELP and the Government regarding the future home of the YJFL. Construction has recently started at Ford Park, which will be home of the YJFL for the next 7-10 years while North East Link is constructed, and we have been able to negotiate a return to Bulleen Park at the conclusion of the tunnel project. We had planned for 2020 to be our last season at Bulleen Park for the time being, however

This will mean both boys & girls that are at High School can play footy at their local junior club, while they finish VCE, and then, should they choose, continue their playing careers at their aligned senior club. The YJFL has a goal of maximising participation and providing a place in a junior competition for all high school boys to play football seems a logical step for us to take. The Youth Girls will remain as an Under 18 competition going forward.

During the year, we learned of the passing of former President of the YJFL, Robert Rennison, after an illness. Bob was one of the key figures in the merger of the Doncaster District and Hawthorn District junior leagues in 1997, which resulted in the YJFL being formed. Having come from the Doncaster League where he was Vice President, Bob

We took the opportunity this year to review our agreement with the Collingwood Football Club. The relationship will continue to see Collingwood support the YJFL in our talent programs, but going forward the partnership will also have a stronger community focus which will be of enormous benefit to all clubs in the league. We are grateful to Collingwood for their support & commitment. The league also finalised a new insurance arrangement moving forward. BJS & Sportscover have significant experience working in Australian Rules Football insurance and aside from the benefits it brings with improved cover for our league and clubs, we have already seen benefits in being able to work more directly & closely with our insurer.

Bob served as President for eleven seasons until 2009. This was a period of growth for the League and saw the funding and building of the League headquarters at Bulleen Park, which was opened in 2010. Bob was made a Life

Member of the League for his outstanding service. Bob was a kind and generous man who cared deeply about junior football. We extend our condolences to Bob’s two sons and their families. I would like to thank the Board and Executive staff for their work and optimism throughout the year which enabled the League to be ready to launch the season at any time. At the time of writing we can be optimistic about a ‘COVID normal’ season next year, and we look forward to the YJFL community re-uniting and sharing their weekend at the footy. Bring on 2021.

CEO’S REPORT TIM MURRAY Chief Executive Officer

This has been the most difficult year in the history of the YJFL. We know how much our boys & girls love our game, and how their hopes & dreams are often built around their team & their own footy development. Sadly, despite our best efforts, it wasn’t possible to run a season this year. I want to re-assure our community that we did everything we could to get a season up and running. To that effect, we advocated to the State Government to consider junior footy restrictions as being in a different category of sport to senior footy, which culminated in a memorable day where we were on the front page of the Herald Sun as well as 3 nightly news bulletins! We are very grateful to the State Government for listening, and we wrote to both Martin Pakula & Ros Spence, Victorian Sports Ministers, to express our thanks. I would like to thank the most fabulous group of volunteers we have in our clubs. I know how demanding the roles are in a normal season, but this year has stressed & stretched all of us, and given what has been going on in the world, we are very, very grateful to our

Club’s & their officials for their work this year. I hope you get the reward for your efforts next season. Without any doubt the most difficult issue we had to deal with this year has been the subject of refunding player payments to the League. Our work toward each season starts the day after every season ends, and to this end we had worked from OctoberMarch preparing and organising for the season to start in April. In that time, we incur considerable costs, that are paid for by the League from the parent’s fees. Many parents quite understandably didn’t realise this, and saw the failure to refund in cash the full fee as a failing by the League. We understand this and have done our best to respond, however, as a League completely independent of the AFL, our Board has a duty to ensure future generations of junior players have the opportunity to play AFL football, and that requires a financially solvent League with committed, experienced staff. This is why we offered a credit of $77.45 to our parents of returning players, in order to encourage them to return to play, and preserving to some extent the financial capacity of the League to operate into the future. It has to also be said there were thousands of our parents who understood this, and accepted the Board’s decision with

generosity. Some parents wrote to us offering that their credit be offered to parents under our ‘hardship’ program, gracious offers which we accepted. The recent State Government announcements regarding vouchers for sports participation for juniors in 2021 is welcome news, and will make football even more affordable for families next year.

“We made great progress in the treatment of concussion this year.” As a result of the 2019 study on player injury reports, we now know that the rate of head injury in the YJFL is low, and that the real issue for us relates to injured players returning to play prematurely. We have adopted new protocols for 2021, that require an independent, objective test of the player capacity when injured, using a tool named ‘Eyeguide’. The tool tracks eye movement as an indicator of brain function change after injury. We are hopeful using this tool & the associated procedures will ensure that our League is as safe as it possibly can be for our players, and certainly mean we are the safest League in Australia for junior footballers. No study on injuries & concussion in Community Football has ever been done, and it is important to us that we be a leader in this area. When our team entries were finalised this year, we had > 560 teams entered, an increase of over 10% on our all-time high the year before of 508 teams. This shows how popular our game & League is, and also points out that girls footy continues to attract more players. The State Government has now announced a $200 return to play sports voucher program (means tested) and we hope this means that we can achieve something like the 2019 season number of team entries of 508. In junior football, the larger competition the better, as it enables us to have more competitive grades, and

lower average margins. Players young & old learn more about the game & themselves in competitive matches, and we at the YJFL will continue to do whatever we can to ensure margins are as low as possible, making the player experience the best it can be. Northcote JFC joined the YJFL earlier this year and although we have been without a season, it has been great to welcome such a strong club to the League. We look forward to a 2021 where the Cougars can finally play in the YJFL. Our sponsors have been very supportive of the League again, and while this season marked an all-time low in terms of sponsor revenues, we are hopeful we can work with

our existing supportive sponsors next year again, to promote their businesses and support our work in the community. The newly formed partnership with digital media provider GameFace is an important initiative to provide streaming of games to Facebook and other social media services for our clubs and community. In a COVID world this will be more important than ever. The YJFL continued to have many players drafted to the AFL & AFLW ranks in 2019 & 2020, meaning we continue our position as the leading junior football home for the AFL, providing over 10% of the AFL & 5% of AFLW players. The Talent programs we run are an important part of our League, as we support our players in achieving their

We congratulate Ellie McKenzie (Fitzory), Jessica Fitzgerald (St. Mary’s), Mimi Hill (Kew Comets), Elizabeth McNamara (Ashburton), Alice O’Loughlin (Kew Comets) and Joanna Lin (Bulleen Templestowe) for being drafted in the 2020 AFLW National Draft. The 2019 AFL National Draft was also a success with seven boys being picked up. They were; Matt Rowell (Canterbury Cobras / Boroondara Hawks), Noah Anderson (Hawthorn Citizens/ Boroondara Hawks), Sam Philp (St Marys), Dylan Williams (Surrey Park), Nick Bryan (Glen Iris), Francis Evans (Brunswick) and Trent Bianco (Doncaster). I need to pass on my very special thanks to all the staff at the YJFL, who have been just as committed, supportive & patient in this most trying of years. We as a League have had to ensure our costs are as low as possible, and that has meant reducing working hours and therefore wages for all our staff, a sacrifice I know that has been made by thousands of families across our country this year. I thank Peter, Shaun, Brad, Jess, & Aidan for their assistance, as well of course as the finance team of Michelle & Mark. I should also offer my thanks to the 9 Council’s that offer us wonderful facilities to play, year Under 14 representative trial day \/

after year. We are especially pleased to have gotten to know the leaders at Manningham, Banyule & Boroondara Councils over the last 12 months, and look forward to continuing to work together for our players increasing use of Council facilities. Out of this crisis has come better working arrangements with Councils, who have been outstanding in supporting our children & their efforts to start playing. Finally, this year we have introduced several new Board members, who have had a baptism of fire into the football industry. The strategic changes this year, as noted by the President in his report, are many – ‘welcome’ discounts for U8/U9 players, player payments system changes, a new boys Under 16 & 18 competition, NELP negotiations, revising the Collingwood agreement, & a new football insurer. Thank you to you all for your support & assistance. I would like to pass a special note of thanks to 2 people. To our President Jeff Hooper, for his untiring support & efforts, in the spirit of making the world a better place through junior football, I thank you. I also would like to thank Peter Nicholls for his support, guidance and encouragement; I still don’t quite understand how we are going to cope when he retires. Ellie played her entire junior career at Fitzroy Junior Football Club and started when she was eight years old. Ellie was also selected many times to play for the YJFL representative side and played a total of 134 YJFL games.

Jess is a former player of St Marys Junior Football Club and played 55 games for the Burra’s between 20152019. She was co-captain of the Northern Knights in 2020.

A former player of Kew Comets, Mimi played 29 games between 2016-2018. She captained Oakleigh Chargers over two seasons and spent time with Old Scotch in the VAFA.

Eliza is formally of Ashy Redbacks and played 22 games there in her junior career. She also represented the YJFL representative side in 2017 playing 4 games.

Alice is a former player of Kew Comets and played 64 games for the Comets between 2014 - 2018. She represented the YJFL 8 times between 2016 and 2017.

Joanna played 39 games in the YJFL for Bulleen Templestowe between 2017-2019. She was selected in the YJFL Youth Girls Team of the Year in 2019.

Significant Changes

No significant change in the nature of these activities occurred during the year, however the Association did not run a football competition in 2020, and there is a material risk that the 2021 season will be severely impacted. The uncertainty associated with a move away from our Bulleen Park headquarters is reducing, with a long-term lease at Ford Park Ivanhoe being agreed in principle, as well as the return of the YJFL at the end of the project, in seven years, to Bulleen Park.

1 Statement of Significant Accounting Policies

This financial report is a special purpose financial report prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Reform Act 2012. The Board has determined that the association is not a reporting entity. The financial report has been prepared on an accruals basis and is based on historic costs and does not take into account changing money values or, except where specifically stated, current valuations of non-current assets. The following significant accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report.

Goods and Services Tax (GST)

The Yarra Junior Football League is a nonprofit association and, as a Community Service Organisation, is exempt from income tax.

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Tax Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the balance sheet are shown inclusive of GST.

Property, Plant and Equipment (PPE)

Leasehold improvements and property and equipment are carried at cost less the relevant depreciation. Leasehold improvements have not been amortised. The depreciable amount of all PPE is depreciated over the useful lives of the assets to the association commencing from

In the opinion of the Board the financial statements as set out on pages 35 to 43 presents a true and fair view of the financial position of Yarra Junior Football League as at 31 October 2020 and its performance for the year ended on that date. At the date of this statement, there are reasonable grounds to believe that Yarra Junior Football League will be able to pay its debts as and when they fall due. 7 Events Subsequent to Balance Date As noted in Note 7 to the financial reports last year, the Board has resolved to write off the leasehold improvements and depreciate to nil all non-current assets. In the course of the 2021 financial year, as part of the negotiations surrounding the impact of the North - East Link Project, the Board will address the future location of the league’s headquarters.

INDEPENDENT AUDITOR’S REPORT TO THE MEMBERS OF YARRA JUNIOR FOOTBALL LEAGUE Report on the Financial Report We have audited the accompanying financial report, being a special purpose financial report of Yarra Junior Football League (the association), which comprises the balance sheet as at 31 October 2020, and the income statement, a summary of significant accounting policies, other explanatory notes and the statement by members of the Board.

Board’s Responsibility for the Financial Report The Board of the association is responsible for the preparation and fair presentation of the financial report and have determined that the accounting policies described in Note 1 to the financial statements, which form part of the financial report, are consistent with the financial reporting requirements of the Associations Incorporation Reform Act 2012 and are appropriate to meet the needs of the members. The Board’s responsibility also includes designing, implementing and maintaining internal control relevant to the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

Auditors’ Responsibility Our responsibility is to express an opinion on the financial report based on our audit. No opinion is expressed as to whether the accounting policies used, as described in Note 1, are appropriate to meet the needs

of the members. We conducted our audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.

Independence

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditors’ judgment, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditors consider internal control relevant to the entity’s preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the Board, as well as evaluating the overall presentation of the financial report.

In our opinion, the financial report of Yarra Junior Football League presents fairly, in all material respects the financial position of Yarra Junior Football League as of 31 October 2020 and of its financial performance for the year then ended in accordance with the accounting policies described in Note 1 to the financial statements, and the Associations Incorporation Reform Act 2012.

The financial report has been prepared for distribution to members for the purpose of fulfilling the Board’ financial reporting obligations under the Associations Incorporation Act. We disclaim any assumption of responsibility for any reliance on this report or on the financial report to which it relates to any person other than the members, or for any purpose other than that for which it was prepared.

In conducting our audit, we have complied with the independence requirements of Australian professional ethical pronouncements.
