This review aims to map out best performing digital diplomacy actors, institutions, teams and units. In turn, our study targets to inspire others who are willing to make progress. We also want to create new categories for further and more collaborative analysis. Our study assesses the following: contribution, committment and determination to the use, advocacy, research & publication of digital diplomacy issues, tools, apps and methods in both official and non-official practices.


Digital Diplomacy is diplomacy for everyone by everyone, anywhere, anytime‌ Through this prism, 2013 was the golden year of digital diplomacy. It was a real boom. There is so much food for thought. Several new projects, campaigns by ministries/states and netizen initiatives were deployed in the past 12 months. New academic reports & op-eds were widely published in conventional & digital media outlets. Digital diplomacy ecosystem is now more organized and vibrant worldwide.


Our choices are by no means definitive and final. On the contrary this review desires to open a new platform for fruitful data-driven discusssion on digital diplomacy. We welcome any criticism. We are open to suggestions and alternative views to improve our framework. During the course of drafting this study, we assessed almost every single written, audio & visual open-source material and took into consideration what global digital diplomacy ecosystem talked about in 2013.


Yenidiplomasi.com team collected data from various sources after holding discussions regarding each category. The Digital Diplomacy Review is as inclusive as possible. It highlights the trendsetters as well as highly-motivated new netizens, diplomats or researchers. Our team also acknowledges failures of the Internetional system. The Digital Diplomacy Review 2013 is a new beginning. We believe that the real job starts now onwards in order to maintain the enthusiasm & committment to monitor day-to-day developments in the field of digital diplomacy in 2014 & beyond.



Yenidiplomasi.com is a platform for the advocacy, research, training, consulting and publication of digital diplomacy issues. Since 2012, we have been focusing on the new rules of engagement, units of analysis, actors and innovations that shape the new Internetional system. Our platform engages with the global digital diplomacy ecosystem and each team member has shown great enthusiasm to learn from the global leaders, diplomats, researchers, journalists and perhaps even more from the netizens. Our dynamic team considers digital diplomacy in its broadest sense as the current phase of an ongoing transformation towards a growing Internetional world order shaped by digital natives, Web 2.0 & Web 3.0. Diplomacy 3.0 is therefore our main focus. It is no longer an option; it is a necessity. Insofar as Diplomacy 1.0 deals with international relations and law, military power, territorial integrity and sovereignty; Diplomacy 3.0 acknowledges the new forms & methods of hierarchy-free, borderless, digital, viral communication & influence. We should benefit more from the digital anthropology and critical geography studies at the academic crossroads to better understand the new Internetional system, its netizens, communities and relations. This review is our first attempt to undertake a comprehensive annual outlook to this multisectoral and crossdisciplinary ecosystem.
