Diplomacy â–‘ The art and practice of conducting negotiations between representatives of groups or states. It usually refers to international diplomacy, the conduct of international relations through the intercession of professional diplomats with regard to issues of peace-making, trade, war, economics, culture, environment, and human rights. â–‘ The art or practice of conducting international relations, as in negotiating alliances, treaties, and agreements.

Public Diplomacy ░ Transparent

means by which a sovereign country communicates with publics in other countries aimed at informing and influencing audiences overseas for the purpose of promoting the national interest and advancing its foreign policy goals. ░ In traditional view, public diplomacy is seen as an integral part of state-to-state diplomacy, by which is meant the conduct of official relations, typically in private, between official representatives (leaders and diplomats) representing sovereign states. In this sense, public diplomacy includes such activities as educational exchange programs for scholars and students; visitor programs; language training; cultural events and exchanges; and radio and television broadcasting. Such activities usually focused on improving the “sending” country’s image or reputation as a way to shape the wider policy environment in the “receiving” country.


Public Diplomacy ░ “Broader” conception of the field’s scope by developing the concept of the new public diplomacy which defines public diplomacy more expansively than as an activity unique to sovereign states. ░ This view aims to capture the emerging trends in international relations where a range of non-state actors with some standing in world politics – supranational organizations, sub-national actors, nongovernmental organizations, and (in the view of some) even private companies – communicate and engage meaningfully with foreign publics and thereby develop and promote public diplomacy policies and practices of their own. ░ Advocates of the new public diplomacy point to the democratization of information through new media and communication technology as a new force that has greatly empowered non-state actors and elevated their role and legitimacy in international politics. As a result, a new public diplomacy is seen as taking place in a system of mutually beneficial relations that is no longer state-centric but composed of multiple actors and networks, operating in a fluid global environment of new issues and contexts.


Digital Diplomacy ░ Operates through DIGITAL means by which a sovereign country communicates with publics in other countries aimed at informing and influencing audiences overseas for the purpose of promoting the national interest and advancing its foreign policy goals. ░ A diplomat’s clients are changing, so diplomats have to adapt to these changes. ░ Digitalization results with achieving by means of lower budgets. ░ Rather than only broadcasting; engagement, influence & connectivity, listening and learning are all sought. ░ The big shift that digital diplomacy gives us is not that governments are discussing policy on new platforms, it’s also that they are discussing with new people.


Digital Diplomacy ░ Digital diplomacy works at the intersection of technology and diplomacy full-time. ░ Digital diplomacy is increasingly characterized by disruptive change in an age of radical innovation. ░ Digital diplomacy is changing and challenging the hierarchical, traditional authority structures that dominate the 21st century. ░ What social networks like Twitter and Facebook enable is an ability for diplomats to listen and learn from the perspective of citizens that aren’t sipping tea with them on a mahogany table, flag flying in the background .


The New Golden Age of Diplomacy


Digital Diplomacy ░ Figuring out what tools are available today that were not available as recently as 10 years ago so that we can create diplomatic and development outcomes that otherwise were not possible. ░ Figuring out how we can change diplomacy something has historically been government to government; to also being able to connect government to people, people to people and people to government so taking diplomacy away from peope in suits talking to other people in suits and ties; and bring more people into dialogue. ░ 21st Century Statecraft is not mere corporate rebranding. It represents a shift in form and in strategy- a way to amplify traditional diplomatic efforts, develop tech-based policy solutions and encourage cyberactivism. ░ Harnessing the technologies, the networks and the democgraphics of the twenty-first century to advance foreign policy goals. Digital Diplomacy ░ Digital diplomacy is diplomacy by other (digital means) . It turns out to be the indispensable consequence of the current trend of digitalization. ░ In a new digital world, DD is to engage, interact, sustain conversation, negotiate, learn, gather information, build country brand & image, solve conflicts & crises, communicate with other nations or reach & mobilize any given diaspora, conduct any type of particular diplomacy via innovative and digital methods. ░ DD is to develop and implement viral & digital engagement policies to maximize national interests via augmenting social media and digital influence upon your targeted audience. ░ DD essentially aims at building engagement, influence, conversation. DD’s priority should not be broadcasting & propaganda. ░ Metric measurement is a must to assess the influence and effectiveness of any given digital engagement strategy.

What is digital diplomacy? ░ Using cyberactivism, digital citizenship crowdsourcing, technology & internet freedom, it’s diplomacy for everyone by everyone. It is both digitalization and democratization of diplomacy. ░ Solving classical diplomacy problems via internet (UK FCO) ░ Twiplomacy refers to the use of Twitter and other social media sites by government agencies and officials to engage with the public, disperse information and even leverage global influence. The term emerged from an August 2012 report from Geneva based public relations firm Burson-Marsteller, which studied world leaders on Twitter and attempted to illustrate how social media is closing the gap between these leaders and the public they serve.
