The York community and our YCEA members have had tremendous success, some of which you will read about in this issue, including the York County Ale Trail, HOLLA Vodka, and Soulshine Boutique. At the YCEA, our team has worked tirelessly to make things happen for York County in 2019. While our work isn’t done, we are certainly proud of some highlights:

The Wolf Administration awarded $13.3 million in Pennsylvania Redevelopment Assistance Capital Program (RACP) funding. This amount includes funding for projects including Lidl Grocery stores, the York JCC Early Childhood Education, and York College’s Knowledge Park. That investment, in turn, will create an exponential indirect economic impact in new jobs, tax base, and construction activity.

We hosted 27 site visits for prospects looking to expand or locate in YoCo, which resulted in the attraction of an automotive parts distribution company, Carter Lumber, and That’s How We Roll.

Alongside 40 partners in business, community, and education, we launched the Pathways to Prosperity Action Plan, addressing employer needs and job seeker desires, to attract and retain a workforce in our community. With partners HACC, Crispus Attucks, and Kutztown Small Business Development Center (SBDC), we established a small business curriculum, including a separate track for those in contracting. Over 70 individuals throughout our city and county took part in this inaugural program.

Through our Strategic Affiliation with Downtown Inc, we issued more than $15,000 in grants to support small and diverse businesses through the YoCo Bloom program, as well as utilized our full team for sellout events such as the Annual Dinner: Showcasing YoCo, Downtown First Awards, Spirit of York County Awards breakfast, and Sweetest Pint tours.

We cut 41 ribbons to welcome new businesses, celebrate anniversaries, and recognize growth throughout our city and our county.

And, of course, we continue revitalizing our beloved gem of Downtown York, The Yorktowne Hotel.

And we’re just getting started! Together for the better with Downtown Inc, we have expanded our capacity, talent, creativity, and economic drive to better serve York County. Expect us to Make MORE Things Happen in 2020.

One issue, two viewpoints, one solution. Through dialogue and discourse, the 2019 Democracy Challenge brought together two former Pennsylvania governors—Edward G. Rendell and Mark S. Schweiker—to take on the challenge of crafting a compromise that provides a pathway to legal employment for Pennsylvania’s undocumented immigrants. Over the course of the inaugural 60-minute Democracy Challenge, hosted by the York County Economic Alliance (YCEA), citizens from across YoCo and beyond gathered on Wednesday, September 18, at York College’s Waldner Center for the Performing Arts. They witnessed each leader take a position on the topic, establish a policy, debate the merits of the policy, and work with one another to reach a compromise. At the end of the evening, the former governors found that compromise, agreeing that immigration reform is needed and that states like Pennsylvania should seek a resolution calling the U.S. Congress to act on matters of immigration. 08 YoCo CONNECT | NOVEMBER/DECEMBER 2019 | YCEAPA.ORG

Why Now? Why a Democracy Challenge?

In the face of ever-changing challenges and priorities that face our county, state, and country, the Democracy Challenge explored how a shift in politics is necessary to advance democracy. Public policy can be debated, created, and achieved through compromise — and the Democracy Challenge demonstrated this ideal. “Immigration isn’t an issue that breaks Republican or Democrat. The issue is a quagmire; states cannot legally create a pathway to citizenship. Each state legislature needs to put the heat on the federal government to get something done. We also need citizen advocates...people who need to say, ‘We want this resolved,’” Rendell said during the course of the one-hour Democracy Challenge. “As a former governor, I certainly believe that the states are the laboratories of our democracy. When an issue gets so complicated that a solution eludes the leaders in D.C., it’s often the innovative thinkers in our state capitals that begin to offer the kind of debate that leads to solutions,” Schweiker said. “This debate might just inspire leaders in Harrisburg to consider that, even with competing points of view, we can come together to create a solution that generates accountability and supports the economic vitality of the state.” 09 YoCo CONNECT | NOVEMBER/DECEMBER 2019 | YCEAPA.ORG

Reactions From YoCo Leaders

YoCo’s great experiment in public policy compromise and conversation in the 21st century went beyond divisions between political parties to embrace possible policy solutions. Reactions from YoCo’s elected officials confirmed that a necessary shift in politics is needed and efforts such as the Democracy Challenge can help move the needle toward that ideal. “It was great to see two political parties coming together in a bipartisan discussion with the ability to come to common ground,” said Vice President Commissioner Doug Hoke. “I think the Democracy Challenge set an example for elected officials and community leaders to witness how they can achieve this. I hope that Harrisburg and our congressional representatives listen to this dialogue because we need to have discussion about immigration.” “My greatest takeaway from the Democracy Challenge is that even on the most difficult and challenging issues facing our country and our commonwealth, there is so much more that we agree on than disagree about,” said Sen. Kristin PhillipsHill (28th District, Senate of Pennsylvania). “When consensus is forged, it is somehow not viewed as noteworthy, and I have found in Harrisburg that there is more bipartisan consensus on major issues than you’ll read about in newspapers.” Both Hoke and Phillips-Hill agree that having YoCo, the eighth largest county in Pennsylvania, as the host setting for this exercise in democracy is significant as well. “It was great seeing how this Democracy Challenge energizes the York County community to think about important issues and participate in conversation. It’s great for the people of York County,” Hoke said. “The event was very beneficial for the greater York community to witness firsthand what I often see in Harrisburg,” added Phillips-Hill, “and that is civil, substantive policy discussion among people from different political persuasions and parts of the state working toward solutions.”

LOVED, LOVABLE, AND LOVELY Soulshine Boutique in Shrewsbury Thrives on Personal Customer Connections A Q&A with Lisa Weigard, founder of Soulshine Boutique For this member highlight, we travel to Shrewsbury in southern York County for a conversation with Lisa Weigard, small business owner and founder of Soulshine Boutique. Learn the inspiration behind the name and why women’s empowerment is so important to her. Q: Would you consider the new location your greatest accomplishment of 2019? Q: How was Soulshine Boutique created? A: Getting the storefront downtown is a huge achievement for 2019 and being able to extend inventory and hours to accommodate women’s busy schedules.

A: Soulshine began over three years ago and was a strictly online and festival-based business. I soon realized people like to touch, feel, and try things on. That led to holding monthly open houses in downtown Shrewsbury atop an existing shop, White House on the Square. That business model worked for several years while my children were young and still involved in athletics, but it only allowed a small window of in-person shopping.

Q: What is on the horizon for 2020? A: Worldwide domination (joking!). I want to find a way to reach more women with trust and understanding so that they know they are not alone. Either through the Soulshine YouTube channel or via blog or social media, I’d love to reach and encourage ladies to make them feel the way they do when they visit Soulshine with that level of support and connection. There are a lot of hurt, sad, and tired women out there who don’t think they’re worthy or carry baggage, and I’d like to help at least one woman liberate herself from that weight.

With perfect timing, a storefront became available a block north, and the moment I walked in, I was hooked. This new location allows room for additional inventory and increased hours. Now, women can shop every single week: Thursdays 4 to 8 p.m. (for the working gal), as well as Friday and Saturdays 10 a.m. to 5 p.m. as well as online 24/7. Q: What makes Soulshine unique?

Q: What’s the one takeaway you want readers to remember?

A: Soulshine features adorable clothes, unique items, and gifts for others, or for yourself. Really, the difference is the sweet relief of connecting to another human being. My favorite part is hearing the stories. You don’t get that experience in a big-box store or online. I hear lots of stories as a trusting and patient ear and share my own, too. Soulshine is a safe place for women to feel good about themselves. I also share feedback in a gracious way. If the color or style isn’t right for you, I’ll let you know in a super kind way and help you find something better. If I can encourage women to buy something they feel good about and that looks good, that’s what I want to do. Plus, when you love the pieces in your closet, you return and share the shop with friends!

A: I’m grateful for the opportunity to meet women, and I look forward to more interactions, more stories, and for more women to know they are loved, lovable, and lovely.

In 2019, Holla Vodka moved production back to its hometown of York. Pat Shorb, co-founder of Holla Vodka, shares his success and vision with YoCo Connect: Q: What is the goal you’ve set for 2020?

Q: How do you describe Holla Vodka to those who are not familiar with the brand?

A: We’re looking forward to growing our presence in Pennsylvania Fine Wine and Good Spirits stores and introducing additional innovative spirits in modern packaging. We recently announced our partnership with the largest spirits distributor in the country to propel our plans even faster.

A: We’re a lifestyle brand producing a lineup of nine distinct vodkas using higher quality ingredients than what has traditionally been available in the mass market. Our products are blended and bottled in York for distribution throughout Pennsylvania and Delaware, with new markets in progress.

Q: What’s the one takeaway you want readers to remember about Holla Vodka?

Q: What was your greatest accomplishment in 2019?

A: We’ve assembled an incredible team of like-minded individuals who are passionate about creating local vodkas using progressive production methods. We believe our success is based on being nimble and adapting to local markets to deliver spirits that are fun to enjoy with friends and family. Our offerings are convenient and casual, but they have many of the key qualities found in global topshelf spirits. They are meant to be social and keep people off of their cell phones for a few minutes of quality face time (physical).

A: Moving our production facility back to our hometown of York. The new facility enables us to create a wider variety of spirits to efficiently distribute throughout the Pennsylvania liquor store system and to be the first company to ship spirits direct to Pennsylvania consumers at their home in non-glass packaging. It has been exciting to assemble our team in one location, rather than commuting or working from our homes during the startup phase.

YORK COUNTY ALE TRAIL HIGHLIGHTS OUR ‘UNTAPPED’ ASSET IN THE CRAFT BREW SCENE A Q&A With Glenn Smith, York County Ale Trail Founder Have you heard about the York County Ale Trail? We spoke with its founder Glenn Smith to learn more about this “untapped” asset in the YoCo craft brew scene. Q: What is on the horizon for 2020 (and beyond)?

Q: How did you create the concept for the York County Ale Trail?

A: Ultimately, I want to market York County as the “craft brew capital of the mid-Atlantic.” We’ve learned that over 10 million people a year take a “beer-cation” to places such as Asheville, North Carolina, or Portland, Maine. Their whole reason for visiting these places is either the beer scene or, at the very least, checking out breweries will be on their to-do list.

A: I talked about the concept for years, and finally in December 2017, I decided to make it a reality. Pennsylvania is no. 1 in volume of craft beer produced in the country, and York County has 22 (and growing) breweries. I joke that our craft brew scene is the “largest ‘untapped’ asset in the county.” The Ale Trail is designed to educate and provide the exclusive, behind-the-scenes look into breweries that you wouldn’t receive otherwise. We aren’t a drunk bus or a pub crawl. We take guests to meet the brewers and hear their stories. They educate about types of beers and the brewing process, all while participants sample up to 12 beers per tour. We’re unique, too, in that we share York County history along the way, whether it’s Revolutionary War, architecture, or info about the county or the city of York. Even those who are residents of York County walk away learning something new.

Right now, 35% of our guests are non-York County residents, so we want to increase our reach. This includes launching a tour in Hanover, and another in Dillsburg, and continuing to increase our brewery partners (currently around 10) as well as growing the Craft Beer Festival to become a destination or “beer-cation” for tourism.

Q: The year 2019 was a wild year of growth for the Ale Trail. What milestones did you celebrate?

Q: What’s the to remember?

A: October 29, 2019, marks one year of the launch of the York County Ale Trail. We started with one walking tour, then added a second, and cut the ribbon for the Brew Bus. The response from the community and the public has been phenomenal. We also launched the York County Craft Beer Fest, bringing together, for the first time, all 22 breweries. We’re holding it November 16 at Stone Grille & Taphouse, with all 42 taps dedicated to York County craft breweries. We’re adding live music to the mix and giveaways, and it’s just pay for what you drink.

A: Keep us in mind for group events. Whether it’s employee appreciation, bachelor parties, birthday parties, or any kind of special event, the Brew Bus seats up to 16. We also have established a partnership with O.N.E. Hospitality for the use of the very cool new trolleys in Downtown York.

The Ale Trail was also included in two episodes of “What’s Brewing PA,” filmed in Philadelphia, and will be included in the “Poured in Pennsylvania” documentary filmed in Harrisburg, which will be available on Amazon Prime. one

ADVOCATING FOR YoCo: Highlights From 2019

The York County Economic Alliance (YCEA) is proud to host officials and partners of all levels to advocate for local issues and partner on making things happen for the York County economy. Below is a snapshot of the meetings and programs we hosted in 2019 to advocate for YoCo:

February 6: U.S. Sen. Bob Casey joined partners of Pathways to Prosperity, the York County Workforce Action Plan, for a discussion about local strategies and issues taking place with the workforce.

February 12: We organized a City of York economic development site tour for Pennsylvania state Sen. Kristin PhillipsHill (Senate District 28). The tour showcased sites of redevelopment and future projects.

April 16: We invited U.S. Chamber of Commerce officials to host a roundtable on workforce strategies across the country and how our business community could advocate for public education.

April 17: The YCEA facilitated a roundtable discussion with Congressman Lloyd Smucker (PA-11th District) on workforce needs and federal policies. We also toured Coupling Corporation.

May 14: Officials from the local, county, state, and federal governments came together to tour and learn about updates in Wrightsville borough.

May 17: Members heard from half of the York County State Legislative delegation at the Legislative Luncheon. Topics focused on workforce and economic development. York County District Attorney Dave Sunday provided an update on the work taking place in his office.

June 5: Phyllis Yaffe, Consul General of Canada, visited York County for a tour of Johnson Controls to learn about their work internationally and discuss the urgency for USMCA, the new trade agreement between the United States, Canada, and Mexico.

June 11: The Pennsylvania Department of Community & Economic Development Secretary Dennis Davin visited York to tour current and future economic development sites and share the governor’s proposal for infrastructure reinvestment.

August 8: Officials from the Philadelphia Federal Reserve shared results and new findings from a countywide transportation equity study. August 26: Local, county, state, and federal government officials visited and toured the Borough of New Freedom. Topic of focus included infrastructure, Main Street support, and maintaining the future growth of the borough.

October 18:
