WELCOME TO THE UNDEREXPOSED F I L M F E S T I VA L y c 2 0 1 7 ! Welcome to the 2017 Underexposed Film Festival yc. On behalf of the Arts Council of York County, we hope you enjoy 4 days of films that will enlighten, engage, and provide fresh perspectives. res-o-nate: produce or be filled with a deep, full, reverberating sound: “the sound of the siren resonated across the harbor.” Each year after every festival I write to the filmmakers who were unable to attend and give them audience feedback for their film. The response almost universally is “I am glad it resonated with the audience.” Making a film is a deeply personal experience for the filmmaker. From script to screen it is an outpouring of emotions as he or she embarks on a journey. In some cases the journey is cathartic as the filmmaker takes a moment out of his own life and shares it on the screen with the audience. For others their film is like a crusade, a need to tell a story that may reveal an injustice, spur a call to action or change a perspective.

Karen Collins during production of Courage Under Fire

KAREN COLLINS Festival Director

Most audiences assume that filmmakers make shorts for a “reel,” a calling card to set themselves up for the feature that they hope will come. In some cases this is true but most often times it is not. There is a growing population of filmmakers dedicated to the short form. Resonating with their audience is the real “pay off ” for having made the film. These filmmakers are sirens calling their audience to the theater to watch what often can be their own soul up there on the screen. They look for someone who feels as they do and it becomes a bond between filmmaker and audience. Some of these sirens of the screen recognize how serious and grave the world can be and just want to provide some relief, a smile, or a moment of peace amongst turmoil. Others have a need to right a wrong, to help their fellow man, or to encourage change.
