The coloured communication tactics chart spans the table in Harry Pylman’s office. A massive spreadsheet lists 2,700 items for review. And Colin Meyer oversees the biggest Business Requirements Document (BRD) that his co-workers have ever seen. It’s all part of ICBC’s preparation for Bill 93 implementation. After monitoring the bill since late 2003, the team hit full speed last year
when the legislation was passed, to take effect June 1, 2007. Bill 93 provides a common legal framework that applies to ICBC and its competitors. With our optional coverage removed from legislated regulations, we will now produce a policy booklet for customers, as our competitors do. While this presents a fundamental business change, most of our immediate change needs
were administrative and logistical. One of many systems changes resulting from Bill 93 occurred in April 2005, when five special coverage policies that formerly required manual completion were put on the broker extranet. Ken Wong was the IS team lead. More than 50 insurance and information services people worked on that one mini-project, explains Fred Squires, manager of Commercial continued on page 2
