Gov’t invests in livestock and forage Recently, Federal Minister of Agriculture and Agri-Food Lawrence MacAulay and Saskatchewan Agriculture Minister Lyle Stewart announced $6.3 million in funding for 24 livestock and forage-related research projects through Saskatchewan’s Agriculture Development Fund (ADF). In addition, the governments are committing $2 million over two years through ADF to the Livestock and Forage Centre of Excellence (LFCE) at the University of Saskatchewan to support operations and ongoing research. “Our government strongly supports research projects that help further innovation

in Saskatchewan’s worldclass agriculture and agrifood sector and create well-paying paying jobs for the Canadian middle class,” MacAulay said. “Investing in research and innovation helps ensure that Saskatchewan remain a competitive and world-class agricultural research hub,” Stewart said. “Saskatchewan farmers and ranchers benefit from the knowledge and tools developed by this research.” ADF research aims to increase productivity and address issues relevant to Saskatchewan agriculture. Through ADF, farmers and ranchers benefit from research in areas such as new forage varieties, improved livestock feeding systems and manage-

ment of animal diseases. This year’s projects include: •Researching new vaccine strategies to help prevent pink eye, which will help mitigate significant economic costs to Saskatchewan cattle producers as well as reduce the risk of antibiotic resistance; •New knowledge on integration of DNA paternity and genomic program information that will enable beef producers to make better breeding decisions; and •A study into the physiology behind forage-efficient beef cows and the development of better selection tools for the cow/ calf industry. Several industry groups provided addi-

tional funding for the projects. The Saskatchewan Cattlemen’s Association, the Saskatchewan Barley Development Commission, SaskMilk and the Saskatchewan Forage Development Commission committed $186,500. “We are proud to invest in and support projects that will improve all areas of production,” Saskatchewan Cattleman’s Association Chair Ryan Beierbach said. “The outcomes of these projects strengthen our producers and our beef industry overall.” “The LFCE links together all aspects of the livestock value chain to improve production here at home, across the country and abroad,” U of S College of Agriculture

and Bioresources Dean and LFCE steering committee member Dr. Mary Buhr said. “Investment from government allows the LFCE to strive toward its goal of being a leader in developing research, people, tools and techniques for healthy, sustainable and competitive growth in the livestock and forage industries of Saskatchewan and Canada.” ADF funding is part of the $26.8 million the Government of Saskatchewan committed to agriculture research in the 2017-18 provincial budget. Funding is provided under the federal-provincial-territorial initiative, Growing Forward 2. In July 2017, federal, provincial and territorial

ministers of agriculture reached agreement in principle on the key elements of the Canadian Agricultural Partnership, a five-year $3 billion investment that will set a solid foundation for the future of Canada’s farmers and food processors, and continue to help them grow, innovate and prosper. The partnership, which will replace Growing Forward 2, is set to launch on April 1, 2018. Earlier this month, the governments announced $7.7 million for 30 crop-related research projects. of the Framework for Recreation in Canada. Gathering Strength: Framework for Recreation in Canada Forum will focus on creating dialog and building relationships across the country. “Recreation is essential in the lives of all Canadians no matter one’s age or physical ability,”

Parks, Culture and Sport Minister Gene Makowsky said. “Events like this help to answer the Framework’s call to address the challenges and showcase the benefits recreation has in our province and in our country.” Recreation professionals, academics, educators, students and innovative

leaders will come together for this three day forum. The Forum will include networking to share successful strategies related to the five Framework goals of: Active Living, Inclusion and Access, Connecting People and Nature, Supportive Environments and Recreation Capacity. “Communities across

SaskPower rate increase approved by review After a thorough review, the Government of Saskatchewan has decided to accept the recommendation for a 3.5 per cent rate increase for SaskPower, compared to the original request of five per cent. The government thanks the Saskatchewan Rate Review Panel for their work. As planned, the increase will come into effect March 1. This represents an increase of approximately $4 on monthly residential power bills. “Every year, SaskPower is keeping up with new records of power consumption, while working to keep

power rates as low as possible,” Minister Responsible for SaskPower Dustin Duncan said. “They face an important challenge to maintain and grow our power grid. With their revised fiscal forecasts during the rate review period, government agrees with the Rate Review Panel that SaskPower can meet this challenge in 2018 with a lower increase. Among these shiny catalogues, there will be forage seed guides. With numerous forage species and varieties on the market and many glossy seed guides for perusal, choosing a forage seed blend can be a daunting task. When choosing a blend that will best meet the needs of your operation, some questions need to be asked. What is your soil zone and long-term potential for moisture during the growing season? What is the goal of the stand? Are you looking to harvest the stand as hay or silage, pasture or is it a dual purpose stand? Are you looking to harvest high energy

Stand longevity also needs to be considered. There are a number of forage species available that may only last 2 to 3 years before they are nearly non-existent in a stand. Our climate and freezethaw cycles can be very hard on plants.

For those seeding pasture, there may be a different set of forage species best suited for your situation. Grasses such as meadow or hybrid bromegrass are well adapted to most regions, hold their quality well and have quicker regrowth compared to smooth bromegrass. Crested wheatgrass, tall fescue and orchardgrass are other good options for pasture. While many

producers readily graze high proportions of alfalfa, bloat concerns with alfalfa or clovers can be avoided by using other non-bloating legumes such as cicer milkvetch or sainfoin. While these legumes do not typically yield as well as alfalfa, they will still provide high quality forage. Sometimes logistics (water, facilities, fencing and access) dictates that we utilize the same pasture at the same time every year. For example, spring pastures may be seeded to crested wheatgrass and sainfoin which typically start growth 7 to 10 days earlier than meadow bromegrass, alfalfa and cicer milkvetch. Alternatively, if you always target to graze the same pasture after fall freeze up or stockpile forage to graze in the spring before new growth occurs, meadow bromegrass or cicer milkvetch may be good options. They retain their leaves and remain palatable through the winter months.

Consider how you intensively you want to manage your stands. Addressing soil fertility can play a large role in keeping alfalfa productive for a long time; whereas planning to let sainfoin re-seed itself every couple of years can influence if it should be included in your blend. Other factors such as salinity, soil type, high water table and seasonal flooding are also important. Some of these issues can be addressed by incorporating species better adapted to these conditions in the blend. Forage blends can be as simple or complex as you want them to be. On relatively uniform soils, simple blends with a minimal number of species

tend to be easy to establish and manage for timing of harvest. Fewer species in the blend means that there are fewer maturity levels for targeting harvest quality. Simple blends are often tailored to a specific season of use and work well in rotational grazing systems and hay production. They tend to result in decreased animal selectivity as livestock do not have the option to choose younger, more vegetative plants while avoiding those that are more mature. Simple blends often have more uniform growth and regrowth characteristics resulting in a predictable peak production. The alternative to simple blends is complex blends. This can involve four or more species with limitless possibilities. Complex blends can work well in all grazing systems where producers need a source of forage production with good forage quality throughout the growing season; or where producers are not grazing the

same pastures at the same time every year. Animal selectivity tends to be high with complex blends resulting in both underand over-grazed plants in the same pasture unless these pastures are grazed with high stock densities. Complex blends work well where there is high field variability (topography, multiple soil types, salinity). Over time, adapted forage species will typically replace species less suited to soil conditions, climate or management. Complex blends can be a little trickier targeting hay harvest due to varying optimum maturities.

By Cindy Elavsky Q: I recently decided to watch the series “Lost” for the first time, but then Netflix removed it from its lineup, and I’m not done! Is there anywhere else I can see it? — Barry G., via email A: You’re in luck: Netflix’s loss is Hulu’s gain. Hulu took over exclusive streaming rights to air all six seasons — that’s 121 episodes — of the supernatural drama, so you’ll still be able to finish the series. Good thing because you need to find out who The Others are, who Kate ends up with (Jack or Sawyer?) and if they ever get off that dang island! You’ll go through some bumpy patches as a result of the writers’ strike back in 2008, but stick with the series through to the end. And while some people hated the ending, I thought it was perfect, as did series star Michael Emerson, whom I spoke with about it a few years back (check out our interview here, after you’ve finished the series: celebrityextraonline.com/2016/06/interviewmichael-emerson-on-finaldays.html.

Michael Emerson Q: A while back you mentioned a “Sons of Anarchy” spinoff, but I haven’t seen anything about that since. Is it still a go? — Linda T. in Georgia A: The “Sons” spinoff, called “Mayans MC,” has been picked up by FX. The drama, which centers on EZ Reyes (played by JD Pardo), a parolee who becomes a prospect for a Mayan MC charter on the California-Mexico border, also stars big-screen legend Edward James Olmos. READERS: As you may have heard, HBO announced that we’ll have a bit of a wait to see who will end up sitting on the Iron Throne. The network announced that the hit fantasy/drama series “Game of Thrones” will finally wrap up its story with a six-episode eighth season sometime in 2019. Yes, more than a year away. While no exact date has been given, most of us are assuming it will be a late-spring/early-summer offering, as per previous seasons. As I’m sure you know, season seven consisted of seven episodes, many of which were over an hour long, so I’m thinking (and hoping) that season eight will follow suit and bring fans even more supersize episodes. Providing a holistic First Nations teaching perspective, the Indigenous Education program from First Nations University of Canada provides tremendous opportunity whether you want to teach elementary or secondary education.

Parkland College partners with the U of S College of Nursing and Sunrise Health Region to deliver a world class nursing education. Through the use of distributed learning technology, students in Yorkton are able to learn where they live.

The program is generalist in approach. It emphasizes language and arts and requires a concentration in Indigenous education. Specific Indigenous education courses have been designed to introduce teachers to the unique needs of First Nations students.

The Bachelor of Science in Nursing (BSN) is a non-direct entry four-year degree program, which includes a pre-professional year of university level courses, followed by three years of nursing education and clinical practice opportunities. Admission to the program is a two-step process.

The BSW program from the University of Regina emphasizes preparing students to gain the skills necessary to counsel individuals and groups, develop and administer programs, empower community groups, conduct social research, analyze programs, policies and issues, and develop and implement problem solving strategies. The program is generalist in approach and will prepare you to work with disadvantaged and minority groups in urban, rural, and remote areas. Classes are available as a mixture of face-toface, blended, and online delivery.

University Classes FIRST YEAR & DISTANCE DELIVERY Thanks to partnerships with the University of Saskatchewan and University of Regina, students are able to take the first year of almost any undergraduate degree from the two institutions at Parkland College. First-year students take classes in a wide range of subject areas to get a broader understanding of learning at the university level. The College’s smaller class sizes and access to instructors often help students get better grades. At the end of your first year, you can apply for professional programs such as Pharmacy & Nutrition, Nursing, etc. Take a look at our website for the full list of options and then make an appointment with our academic advisor to go over your program plan and ensure you have all of the prerequisites lined up.

Diplomas (Two Years) PRACTICAL NURSING Licensed practical nurses (LPNs) are in demand across Canada. There are more job opportunities now than ever before, and more chances to create a career that suits your interests. LPNs typically work in an area of interest such as gerontology, maternal-child, medical, mental health, palliative, pediatric, rehabilitation, or surgical nursing.

New England Cod Chowder A creamy winter warmer made with potatoes, fennel, carrots and chunks of codfish. •4 slices bacon •3 medium carrots, each cut lengthwise in half, then crosswise into slices •1 large (1 pound) fennel bulb, diced, or 3 celery stalks, diced •1 medium onion, diced •3 medium (1 pound) all-purpose potatoes, peeled and cut into 1/2inch cubes •3 bottles (8 ounce) clam juice •1 can (14-1/2 ounce) chicken broth (or 1-3/4 cups homemade chicken broth) •1 bay leaf •1 (1 pound) cod fillet, cut into 1-1/2-inch pieces •1 cup half-and-half or light cream In 5-quart Dutch oven or saucepot, cook bacon over medium heat until browned. Remove bacon to paper towels to drain; crumble. Discard all but 2 tablespoons bacon fat in Dutch oven. Add carrots, fennel and onion, and cook until lightly browned, 6 to 8 minutes, stirring occasionally. Add potatoes, clam juice, chicken broth and bay leaf; heat to boiling. Reduce heat to low; cover and simmer 10 to 15 minutes until vegetables are tender. Add cod; cook, covered, 2 to 5 minutes until fish

Rajas •4 fresh poblano chiles •Olive oil, for brushing •2 large yellow onions, peeled and cut into 1⁄2inch slices •Kosher or sea salt and freshly ground black pepper, to taste •2 cups shredded Monterey Jack cheese (for topping) Soft Corn Tortillas •1 cup instant corn masa flour •1⁄8 teaspoon salt •2⁄3 cup warm water

Prepare a hot fire in your grill. Brush the poblanos with olive oil and grill, turning often, until the skins blister and burn. Transfer to a sealable plastic bag and let them steam and soften. Brush the onions with olive oil and grill until you have good grill marks on both sides, about 10 minutes total. Remove the stems, skin and seeds from the poblanos, and then slice into thin strips. Cut the onion slices in half and break apart with a fork into strands. Combine the poblanos and onions and season to taste. Keep the rajas warm until serving. To make the tortillas, place the masa flour and salt in a bowl. Stir in the water to make soft dough, adding a little more water if necessary. Divide the dough into 8 portions, forming each portion into a ball. Cover with a damp cloth to keep the dough moist. Place each ball of dough between two unopened plastic sandwich bags, then press to a 5- to 6-inch round in a tortilla press. Preheat an ungreased skillet over medium-high heat. Cook each tortilla for 1 minute on each side until golden in spots. Cover with a damp tea towel until ready to serve. To serve, divide the rajas evenly between the 8 tortillas and sprinkle 1⁄4 cup of cheese on each taco.

If saving money is on your mind these days, one of the best places to start is with your food budget. Small changes in your shopping and food consumption habits can add up, helping you save lots of money. Here are some tips for budget-friendly shopping: • Compare brands and look at the cost of food per serving. If you will use all of it, the bulk or economy size is often (but not always) a better price per serving. Use a calculator

to figure the actual cost per serving. • Buy non-food items from discount stores. This includes pet food, cleaning supplies and personal-care items. You’ll pay more for these at the grocery store. • Stock up on non-perishable foods when they’re on sale — so long as you’ll eat them and they won’t go to waste. • Purchase the store’s brand of products as much as possible. Many large chains have private-label

DEAR PAW’S CORNER: A few months ago, I lost one of my cats, “Enos,” to a lengthy illness. He was a senior cat and had a number of issues, like diabetes, that caused him to go downhill fairly quickly. When it became apparent that he was only going to get worse, not better, his veterinarian suggested that we go ahead with euthanasia. Enos wasn’t ready to go, however. He was tired and barely able to walk, but his eyes were still bright and he still responded to us. I asked if there was any other way to ease his pain without putting him to sleep, and the veterinarian suggested hospice care specifically for pets. This turned out to be a wonderful option. The vet recommended another veterinarian who special-

ized in pet hospice. There was some additional expense and more time needed to properly care for Enos, but he lived like a king, largely free from pain, for almost six months before passing quietly. I highly recommend that owners of senior pets consider hospice as an option to euthanasia. — Carol in Boone, North Carolina DEAR CAROL: Condolences on the loss of Enos. It sounds as if you were able to extend his life comfortably thanks to hospice care. This can be a good option for owners trying to cope with the impending loss of a pet, but it’s important to research hospice care and to pair with a veterinarian who is knowledgeable and experienced with this option. It requires much closer observation and care by the owner, and much more frequent treatment by the vet. Owners need to be prepared for the greater investment both time and money. Wild Rice and Beef Soup Now that we are settled in for the winter, a pot of good soup will help to chase the chill away. •8 ounces extra-lean ground sirloin beef or turkey breast •1 (14-ounce) can lowersodium fat-free chicken broth •1 (10-3/4-ounce) can Campbell’s Healthy Request Cream of Mushroom Soup •1/2 cup shredded carrots •1 (12-fluid-ounce) can evaporated fat-free milk •3 tablespoons all-purpose flour •3/4 cup shredded Kraft 2 Percent Milk Cheddar cheese •1/2 cup fat-free halfand-half

•1 teaspoon dried parsley flakes •2 tablespoons chopped green onion •2 tablespoons fat-free Ranch Dressing •2/3 cup uncooked quick wild rice In a large saucepan sprayed with butterflavored cooking spray, brown meat. Stir in chicken broth, mushroom soup and carrots. In a covered jar, combine evaporated milk and flour. Shake well to blend. Pour milk mixture into meat mixture. Add Cheddar cheese, half-andhalf, parsley flakes, green onion and Ranch dressing. Mix well to combine. Lower heat. Simmer for 10 minutes, stirring occasionally. Stir in uncooked wild rice. Remove from heat, cover and let set for 5 minutes. Gently stir just before serving. • Each serving: 234 calories, 6g fat, 17g protein, 28g carbs, 580mg sodium, 373mg calcium, 1g fiber; Diabetic Exchanges: 2 Starch/Carb, 1-1/2 Meat; Carb Choices: 2.

This week’s recipe uses a roasted chicken and a few simple ingredients for two meals. Serve the Herb and Lemon Roasted Chicken with your favorite sides for one meal. Reserve two cups of chicken meat and use it for the Creamy Lemon Chicken Pasta. One chicken, served twice, saves money!

HERB AND LEMON ROASTED CHICKEN •1 (5-1/2 pounds) chick-

•1-1/2 teaspoons Kosher salt •1-1/2 teaspoons freshly ground black pepper •1 small yellow onion, cut in half and peeled •1/2 lemon (reserve the rest for 2nd recipe) •2 cloves garlic, peeled (reserve the rest for the 2nd recipe) •Olive oil for drizzling •2 tablespoons poultry seasoning Heat oven to 425 F. Line a rimmed sheet tray with parchment paper. Pat the chicken dry

with paper towels. Place chicken on sheet tray. Sprinkle salt and pepper inside and outside of the chicken. Place the onion, half a lemon and the garlic into the cavity of the chicken. Drizzle with olive oil and sprinkle the poultry seasoning on the outside of the chicken and rub the mixture all over the chicken. Roast chicken for 1-1/2 hours, until the juices run clear and a thermometer inserted in the thickest part of the thigh reads 165 F. Remove from oven and rest for 20 minutes before carving. Makes 4 servings. CREAMY LEMON CHICKEN PASTA •1 pound penne or ziti •3 ounces cream cheese •1/4 cup heavy cream •1 small clove garlic, finely chopped •2 teaspoons grated lemon zest •2 tablespoons lemon juice •2 tablespoons poultry seasoning •1 teaspoon salt •1 teaspoon ground black pepper •1/8 teaspoon red pepper flakes •2 cups frozen peas, thawed

Bring a large pot of salted water to a boil over high heat. Stir in pasta and cook according to package directions. Using a small bowl, mash cream cheese, cream, garlic, lemon zest, lemon juice, poultry seasoning, 1/2 teaspoon of the salt and pepper and the pepper flakes together with a fork. Set aside 1/2 cup of the pasta cooking liquid and drain pasta. Return pasta to pot and add cream cheese mixture, peas and chicken. Stir in cooking liquid. Season with remaining salt and pepper.
