Spring runoff expected to be below normal The Water Security Agency (WSA) released the preliminary spring runoff outlook for 2018. With the dry conditions in the summer and fall of 2017 combined with below normal winter precipitation so far, a below

normal spring runoff is expected across southern Saskatchewan this year. Conditions are near normal across northern areas of the province. Meadow Lake and the Upper Churchill River Basin is the exception

with this region receiving extremely high rainfall in 2017 which created a wetter than normal landscape at freeze-up. This area is expected to experience normal to slightly above normal spring runoff in 2018.

PST exemption announced Premier Scott Moe today fulfilled his commitment to reinstate the Provincial Sales Tax (PST) exemption for agriculture, life and health insurance premiums, effective today. “Our government will help families and small businesses save money, invest and help our province grow,” Moe said. “Part of that commitment is to exempt agriculture, life and health insurance from PST.” The exemption covers agriculture, which includes crop, livestock and hail insurance premiums as well as individual and group life and health insurance premiums. Health includes disability, accident and sickness insurance. The exemption is retroactive to August 1, 2017, the date PST was applied to insurance.

The change has an impact of $65 million on revenue forecast for 2017-18 and a $120 million impact on revenue forecast for 2018-19. Moe said the financial impact can be accommodated within the government’s three-year plan to balance the budget by 2019-20. “Our fiscal plan remains on track, even with this reinstatement of the PST exemption on crop, life and health insurance,” Moe said. The Ministry of Finance will work with the insurance industry to determine the best way to refund individuals and businesses that have paid PST on agriculture, life and health insurance premiums. More information about how the refunds will be administered will be available by April 10.

The summer of 2017 saw extremely low rainfall across a large portion of southern Saskatchewan with record dry conditions in some locations. These conditions continued into the fall where precipitation was also below normal. As a result, soil moisture conditions were dry at freeze-up and significant wetland storage was available in many areas. The runoff potential could change as there is potentially another 8-10 weeks of winter remaining. However, with dry fall conditions and below aver-

age winter precipitation to date, it would take well above average precipitation in February, March and April to produce an above average spring runoff within southern areas of the province. After spring 2017, most surface water lakes and reservoirs were full or near full; however after extremely low rainfall throughout the summer and fall of 2017, many are now at below average levels. Some agricultural water supply issues began

to emerge in late summer 2017, primarily in the south central areas of the province. With below or well below normal runoff expected, it is anticipated that these water supply shortages will intensify and expand across southern Saskatchewan. This could create some water supply issues for municipalities and irrigators if conditions remain dry into the summer months. As conditions change and get closer to spring runoff WSA will issue another updated forecast in March.

DEAR DR. ROACH: The senior center in my community is kept at a temperature that I and many other seniors find too cool for our comfort. After two hours of playing Scrabble or watching a film, we feel chilled to the bone. We have complained many times to the management, with no change. Recently, I overheard an employee explain to a complainer that the center maintains the cool temperature to keep the germ count in the air down in order to promote a healthy environment. I know very warm temperatures can promote germ growth (anyone in Bacteriology 101 has seen it proven), but would raising the temperature from 72 F to 75 F have any bad effect on the air quality? — H.L. ANSWER: In bacteriology, most of what we did was in incubators at 37 degrees Celsius (about 99 degrees F), an optimal growth temperature for most pathogenic bacteria in or on a growth medium. However, I was surprised

HOLLYWOOD — This is a cautionary tale. While most people in Hollywood are behind the “Me Too” and “Time’s Up,” movements, the pendulum may be swinging too far to one side. What makes many people nervous is the fact that in this country, people are supposed to be innocent until proven guilty. When U.S. Sen. The Democrats should have waited for a full investigation before demanding he resign. Franken, anxious to avoid being dragged through the mud any further, left (of his own accord), while other politicos with far worse offenses remained in office. We lost a good senator. We like this doctor, but we think this practice is somewhat overbearing, if not unethical. I’d like my prescription to be for a year because we are retired and travel. CITRUS PUDDING-CAKE A lemon-orange pudding layer topped with its own “souffle.” Spoon it right from the baking dish while it’s still steaming hot. •3/4 cup sugar •1/4 cup all-purpose flour •1/8 teaspoon salt •1 cup milk •3 large eggs, separated •4 tablespoons (1/2 stick) margarine or butter, melted •1/4 cup fresh lemon juice •1/4 cup fresh orange juice •2 teaspoons grated orange peel Heat oven to 350 F. Grease 8-by-8-inch glass baking dish. In large bowl, combine sugar, flour and salt. With wire whisk, beat in milk, egg yolks, melted margarine or butter, lemon juice, orange juice and orange peel. In small bowl, with mixer at high speed, beat egg whites until soft peaks form. Fold one-fourth of whites into orange mixture; gently fold in remaining whites. Pour batter into baking dish. Set baking dish in roasting pan; place on oven rack. Carefully pour boil-

ing water into roasting pan to come halfway up sides of baking dish. Bake 40 minutes or until top is golden and set (dessert will separate into pudding and cake layers). The upgraded agro facility will include a state of the art blending facility, a new office and sales area and a new cold storage warehouse. “This new high speed blending plant will allow us to service the customers much quicker than before” stated General Manager Bruce Thurston. Additional office space and new storage will accommodate new agricultural equipment not currently handled at the location. Construction will start in May with completion of the facility expected in January 2019. The Agro Division Manager is responsible for the organization, co-ordination and direction of the Ebenezer Agro Centre location, the Yorkton Agro Centre and the Theodore Agro Centre. The Agro Division Manager will work closely with the General Manager, Controller and Human Resources Manager to ensure the Agro Division is operating on a profitable basis and the retail goals are being achieved. The individual will develop and implement the business plan for the Agro division encompassing the areas of customer relations, credit administration, fixed assets, strategic plan, image, merchandising and marketing. The Agro Division Manager will use forward thinking and a growth oriented approach to serve the overall purpose of growing the Agricultural business within the Yorkton Co-operative. When I heard the beat of the drums, I knew I was really back in Africa. It had been years since I taught in a secondary school in the remote Ubangi region of the Democratic Republic of Congo. Accessible only by boat or plane, I was fortunate to return recently to this tropical land of mangoes, butterflies and poinsettias as large as trees to see former students, and participate with Congolese women’s groups devoted to hygiene, finance, agriculture and clean-water projects. It was the rhythmic welcomes in villages, each drum with its own sound blended with the tones and beats of rattles and voices, that got my feet stamping and hands clapping. The sounds are pervasive. All ages still beat drums to transmit messages, even while others simultaneously dial up their cellphones to do the same. Health sayings and their origins Language is shaped by many different influences. Over time, certain phrases become part of the vernacular and are spoken to signify how one acts or feels, including phrases about health and wellbeing. Some phrases may inspire curiosity as to their origins. The following healthrelated phrases have some interesting backstories. “Fit as a Fiddle” The phrase “fit as a fiddle” is often used to describe someone who is very healthy and full of energy. But what does fitness have to do with an instrument, anyway? Actually, very little. According

to The Phrase Finder, “fit” didn’t originally mean healthy. It was actually used to represent the words “suitable and seemly.” Therefore, something that is fit as a fiddle would mean it was suitable for its purpose. Now “fit” frequently refers to one’s physical shape, and the phrase has evolved. “Survival of the fittest” Again, the word “fittest” initially did not represent physical strength or wellbeing. Rather, in this phrase, attributed to Herbert Spencer and later to Charles Darwin, fittest referred to those who were best suited to their environment, or more plainly, those who were best able to sur-

vive. Today, it can mean anyone who is able to rise above the odds against them or beat the competition. “Strong as an ox” The idiom “strong as an ox” has long represented a person who is unusually strong and able to persevere. Because oxen are large beasts of burden that were used instead of horses by American settlers before railroads were created, anyone compared to an ox would have to be someone capable of strong physical labor and ability. “An apple a day keeps the doctor away” Many believe this phrase to be a help-

ful rhyming device to remember to eat healthy food to maintain good physical health. However, according to Snopes, the first known version of this proverb comes from Wales in 1866 and stated, “eat an apple on going to bed, and you’ll keep the doctor from earning his bread.” Other sources trace the phrase to ancient Rome. Apples can have many health benefits, but no research has confirmed that eating an apple daily will safeguard individuals from any particular illness. A 2015 study published in JAMA Internal Medicine did find that people who ate an apple required fewer prescription medications than those who did not.

Spring cleaning can alleviate allergies Allergies affect people of all ages. The American Academy of Allergy, Asthma & Immunology reports that allergic rhinitis affects between 10 and 30 percent of the world’s population. In addition, the prevalence of allergic diseases has risen in industrialized nations for more than 50 years. Seasonal allergies tend to be the strongest in spring and autumn. Allergies can be exacerbated by many factors, including in homes where improvements are being made. Regular housecleaning can remove many common allergy triggers and help alleviate symptoms. Knowing which common home improvement mistakes can aggravate allergies can help homeowners avoid them. Suit up Before any cleaning begins, allergy sufferers should don face masks and rubber gloves to prevent themselves from breathing in allergens or having them touch their hands, where they can be transferred to the face or elsewhere. Those cleaning should also wear clothes that can be easily removed and laundered after a day’s work. Clean windows singularly Prolonged exposure to outdoor allergens, such as pollen, mold or ragweed, can aggravate allergies. Therefore, if windows are being cleaned, do one at a time and then promptly close the window. Having the air conditioning running can help filter the air as well. Use exhaust fans The AAAAI recommends using an exhaust fan in the kitchen and bathrooms to reduce the levels of moisture in these rooms and filter out potential allergens and odors. Moisture can eventually lead to the growth of mold and mildew, which isn’t healthy for anyone, including allergy sufferers, to breathe in. Invest in a HEPA filter Vacuums with HEPA filters can trap allergens that are so small that they pass through regular vacuum filters. That means instead of containing them, these small particles are only being shot back into the air where they are easily breathed in. WebMD suggests vacuuming once or twice a week to keep carpets and floors as clean as possible. Plus, don’t for-

get to vacuum upholstered furniture and drapes as well. Launder with hot water When it comes time to wash linens, do so in hot water, which can kill dust mites residing in sheets and blankets. Employ mattress covers to further

protect against dust mite allergies. Shampoo smart Shampooing a carpet may cause moisture to become trapped in the carpet fibers, leading to increased dust mites or mold growth. Spot-clean stains instead. Otherwise,

hire a professional cleaner who will clean and dry the carpet as quickly as possible. Damp dusting is better When cleaning up dust or home renovation debris, use a damp cloth or a vinegar solution to wipe down surfaces. This helps trap

small particles instead of sending them into the air. Treat mold issues Mold can trigger allergic reactions, so it is best to keep it out of a home. Solutions that contain at least 10 percent bleach can be effective at killing mold, but it’s best to

prevent mold from growing entirely. That means keeping tabs of any moisture issues and addressing them immediately. Allergies can be problematic, but routine home cleaning in the right way can help alleviate symptoms.

DEAR PAW’S CORNER: My dog “Chip” and I were at the veterinarian recently, and she told me that Chip may have an abscess near a molar. He is now taking an antibiotic to try and heal the abscess, but if that doesn’t work he may lose a tooth. How did this happen, and how can I prevent it from happening again? — Worried Mom in Wichita DEAR WORRIED MOM: Even healthy young dogs can develop dental problems. There are a number of possibilities as to why it happens — sometimes it’s blamed on a diet rich in soft, canned dog foods, or too many doggie treats. But many owners strictly regulate their pets’ diet and yet still see signs of tooth decay and other issues like abscesses. Regular checkups are

important to catch dental problems early. You did that, and hopefully Chip will respond to treatment without the need for surgery. Another way to prevent some dental issues, or keep them from getting worse, is to brush your dog’s teeth regularly. Cat owners, don’t think you’re exempt, either. For both dogs and cats, brushing their gums and teeth gently about once a week takes about 10 minutes and can make a huge difference in their dental health. Pet supply stores and vets’ offices carry meatflavored toothpastes designed for pets (don’t use human toothpaste). You can purchase a finger brush, or simply wrap a clean, soft cloth around your index finger. Put a little paste on the end of the brush or your finger, lift your pet’s lip out of the way, and gently swipe from the gum line down each tooth. •4 large flour tortillas (10 inches) •2 fully ripened avocados from Mexico, halved, pitted and peeled •4 cups mixed greens •1 large pink or white grapefruit, sectioned and cut into large chunks (about 1 cup packed) reserving juice •2 carrots, cut in 1/2inch matchsticks •3 ounces queso fresco

Heat oven to 350 F. Coat large baking sheet with nonstick cooking spray. Arrange tortillas on sheet; spray lightly with cooking spray.
