The City of Yorkton has had a curbside recycling program for over a decade, allowing people to just toss their recycling in front of their homes once a week, to be picked up by the youth in the Prairie Harvest Employment Program. The push now is to get more people using the program. Mayor Bob Maloney said that while the amount of use of the curbside program is improving, they want to see more. The result of this effort is a campaign to get people more aware of the recycling program, what can be recycled. They have also launched a survey to get feedback on the curbside recycling program.

Environmental Services said that because Yorkton was on the lower end of curbside recycling usage comparing cities of comparable size, they wanted to find a way to engage the city’s population. “We want to increase participation, increase awareness and increase engagement about our waste and recycling programs here in Yorkton.” Maloney appreciates how the survey is being used as an educational tool, telling people details about the program as they answer questions and provide feedback. “In looking for information, they are also giving information.” Teliske notes that they had two areas where they

wanted to focus their education efforts on. One, telling people what can, and can’t, be recycled. Two, telling people they’re paying for it anyway, as a way of encouraging them to give it a chance. “We wanted people to know that people were paying for the recycling service regardless if they were using it or not. We wanted them to know that, so if people realized they were already paying for it they would start using it.” One thing the city is contemplating is making an app to go along with the recycling program, which would feature a reminder so people take their recycling out on the right day, and a guide if they have questions about whether something can actually be recycled.

The survey will be used to guide the development of the program in the future. Some things are unlikely to change, Maloney explains, because it would take away some of the cost advantages that the system has now. “Some people would like us to go to the cart system, but the cart system would costs us more than we’re doing now. The reason for that is we have a group of people through the Prairie Harvest Employment Program, and there’s a government program that pays the costs... There’s quite a savings for us in them doing that, if we go to a cart system that would eliminate that program.” One of the advantages for the city is that if more people recycle, the cheaper it is for city residents.

While Maloney notes that they might not make a great deal of money on recycled materials, it’s all savings in the long run, because the recycled products don’t go into the landfill. Given new environmental regulations, landfill expansion is increasingly expensive – Yorkton’s new pit cost the city $5.6 million – so they want to be able to use it for as long as possible. “If we have to build more pits, that adds more costs, and that means your garbage collection is going to cost you more. To save money, recycle.” Maloney said he personally sees a difference in the amount of garbage from his own home. “I know for myself, because so much goes into recycling, my garbage bar-

rel is usually less than a third full. It has a real saving on what goes into our landfill.” This is not the only way that the city is doing to try to divert waste from the landfill. They are also trying to encourage compost and mulching to prevent grass clippings from reaching the landfill, for example, with programs designed to encourage people to do things like mowing their grass differently. “As time goes along, younger people seem more keen about this, and hopefully will continue to push the fringes a little and move a little faster on it.” Fill out the survey at https://www.surveymonkey. com/r/yorktoncurbsiderecycling before Sept. 15.

Help Tackle Impaired Driving Crop Report July 24 to 30, 2018 A new, collaborative approach to help address impaired driving in Saskatchewan will be tested by the Government of Saskatchewan from the August long weekend until Labour Day. Five pilot projects have been designed through collaboration between various government ministries and agencies, law enforcement and Crown corporations. These projects will be implemented in different areas across the province. “Saskatchewan has a problem with impaired driving and it’s important we approach this issue with all the tools at our disposal, because even one death or injury from impaired driving is too many,” Minister Responsible for Innovation Saskatchewan Tina Beaudry-Mellor said. “Government, law enforcement and Crown corporations have come together on these five pilot projects that present innovative ways to look at a critical problem facing our province.” The projects are: Drive Dollars In this project, bar patrons will be asked (as they order drinks) if they

would like to put a small amount of money toward a “tab” for a taxi. This amount of money will be matched in part by the provincial government. The project will gather data and assess whether a small matching contribution by the government would increase the likelihood of bar patrons planning ahead for a safe ride home. Liquor Permit Regulatory Review This project added two questions to the liquor permit application, to prompt applicants to develop a plan for guests to have a safe ride home. Positive Ticketing The project aim is for police officers to give a “positive ticket” to sober/ designated drivers at scheduled police check stops and/or routine traffic stops. The tickets will encourage recipients to speak about their experience on social media using the hashtag #CareAboutImpaired. Ticket recipients who use the hashtag publicly will be eligible to win one of 25 $150 VISA gift cards. Sobering Messages This project is focused

on impact messaging through a couple of streams. C o m m u n i t y Engagement: having police officers visit local bars and pubs to encourage patrons to plan ahead and plan a safe ride home. Social Media Campaign building awareness around and promoting responsible use: the social media handles on Twitter, Instagram and Facebook are @Sask0804 using the #howareyougettinghome (Sask0804 refers to the August long weekend date as well as the impairment levels under the criminal code). Packaging Innovation This project involves placing children’s drawings on brown liquor store bags, to get people to consider and discuss the consequences of impaired driving. Once complete, the project results will be analyzed to understand what initiatives may have the potential to reduce impaired driving in Saskatchewan when implemented on a larger scale. — Submitted

Harvest operations are underway for some producers in the south, according to Saskatchewan Agriculture’s weekly Crop Report. Crops are rapidly drying down across the province and many pulse crops are being desiccated. Most crops remain in fair to excellent condition, although laterseeded crops need rain to help heads and pods fill. Reported yields so far range from average to well-below average, depending on field and moisture conditions. Most areas of the province did not receive any rain last week, although the Arborfield area reported 22 mm and the Macklin area 20 mm. Many southern and central areas have not received significant moisture for well over a month, and any future rainfall may be of limited benefit since most southern crops are quickly ripening. Topsoil moisture conditions have worsened since last week due to the lack of rain and hot temperatures. Provincial topsoil moisture conditions on cropland are currently rated

as 39 per cent adequate, 43 per cent short and 18 per cent very short. Hay land and pasture topsoil moisture is rated as 33 per cent adequate, 39 per cent short and 28 per cent very short. The majority of crop damage this past week is attributed to lack of moisture, strong wind and high temperatures. There have been some reports of grasshoppers in the south. My dog “Archie” loves to put his head out the window, and has never needed a seat belt or carrier. He loves car trips. -- Fred H., via email DEAR FRED: Even though Archie loves riding in the car, he still faces the same risks as humans if -- knock on wood -an accident happens. Unrestrained, he could be thrown around the car and injured, or even worse, thrown out of the car. Most experts recommend that pets be in a secure carrier, and that the carrier itself be held in place with sturdy straps (not bungie cords) so it doesn’t slide around when driving around corners or making tight turns. However, like many dogs, Archie wants to have some mobility and enjoys sticking his head out of the window. That’s natural. Fortunately, there are manufacturers out there trying to blend pet safety with comfort. Restraint systems are available for larger dogs that allow them to sit or lie down on the rear passenger seat, while keeping them from wandering around the car’s interior. For smaller dogs, pet booster seats are available that lift them higher on the seat so that they can look out the window without having to stand on their rear legs. Keep in mind that there are no performance standards or test protocols for verifying exactly how safe a restraint system or carrier is. Gibbon Johnson, an American farmer, historian, horticulturalist and judge who lived in Salem, New Jersey. He is best known for supposedly publicly eating a basket of tomatoes at the Old Salem County Courthouse in 1820 to demonstrate that they were not poisonous. Today, Americans consume more than 80 pounds of tomatoes each year in a variety of ways, both fresh and canned. Fresh is best, and the flavor of tomatoes is at its peak when they are vine-ripened and inseason. If fresh tomatoes aren’t available, processed, canned tomatoes can be a good choice for most recipes. One type of canned tomato that is used by chefs the world over is the Italian, San Marzano variety. San Marzano tomatoes are celebrated as the foundation for the best tomato sauce in the world! This variety is named for

the town where they are grown, San Marzano sul Sarno. They’ve been commercially popular since around 1875, when the first cannery started and San Marzanos were shipped throughout Europe. San Marzano tomatoes originated near Naples, Italy, where they thrive in the Mediterranean microclimate of the Campania region and the nutrientrich volcanic soil from Mount Vesuvius. Similar to French Champagne, there is a protected variety of San Marzano tomatoes that are grown under strict regulations, ensuring that only growers within a defined area can sell tomatoes labeled as San Marzano. Traditionally, all San Marzano tomatoes come from Italy and are typically only found canned in the U.S. However, there also are varieties grown in the United States and Mexico that are classified

TOMATO MARINA SAUCE WITH CHEESE DUMPLINGS If you can’t find (or afford) San Marzano tomatoes, American Red Pack or Red Gold canned tomatoes are a delicious substitute. 1 (28-ounce) can whole, peeled, San Marzano or Red Pack (or Red Gold) tomatoes 2 tablespoons vegetable oil or butter 2 tablespoons finely chopped onion 2 tablespoons finely chopped green bell pepper 2 tablespoons finely chopped celery 2 tablespoons dried

Italian seasoning mix 2 tablespoons garlic 2 tablespoons flour 1 bay leaf 1 teaspoon brown sugar 1 teaspoon salt 1 teaspoon ground black pepper 1/8 teaspoon cayenne pepper 1/8 teaspoon ground cloves or nutmeg DUMPLINGS 1 cup flour 2 teaspoons baking powder 1/2 teaspoon salt 1 tablespoon cold butter 1/2 cup shredded Parmesan cheese 3 tablespoons chopped parsley 1/2 cup milk 1. Pour the whole tomatoes into a large bowl. Using your hands, carefully crush the tomatoes to break them into pieces. 2. In a large skillet over medium high heat, melt butter and add onions, green pepper, celery and Italian Seasoning. Saute vegetables until tender, about 2 minutes. Add garlic and saute for another minute. Add 2 tablespoons flour; stir well, cook about 2 minutes. Gradually blend in crushed tomatoes and the juices and the bay leaf. Mix well. 3. Add sugar, salt, black pepper, cayenne pepper

and cloves or nutmeg. Boil over medium heat. Cook and stir for 2 minutes. Reduce heat; cover and simmer for 5 minutes. For the dumplings: 4. Combine flour, baking powder and salt in a bowl; cut in butter using pastry cutter or 2 forks until crumbly. Add cheese. Stir in parsley and milk, gently combine until dough is just moistened. 5. Drop the dough by tablespoons onto simmering tomato sauce. Cover and simmer for 20 minutes or until a toothpick inserted in a dumpling comes out clean (do not lift the cover while simmering). Understanding dry drowning Summer fun is punctuated by afternoons spent in the pool or diving through the waves of the ocean. With swimming being such a large part of warm weather recreation, people of all ages have acclimated themselves to drowning prevention measures. While most people are familiar with the risks of drowning, they may have heard misinformation about conditions known as dry drowning or secondary drowning. Dry drowning and secondary drowning can occur after a person has exited the water, which only heightens the fears associated with each condition. Misinformation may have spurred many of those fears. The American Osteopathic Association says that, although rare, dry drowning and secondary drowning can occur anytime up to 24 hours after a person stops swimming. Dry drowning occurs when a person, typically a child, inhales water through his or her nose or mouth. This water then triggers a spasm in the airway, causing it to close, and can impact breathing. Secondary drowning happens when swimmers have taken water into the lungs. WebMD says this water can irritate the lining of the lungs and lead to fluid buildup. This is NOW OPEN

a condition called pulmonary edema. Dry drowning and secondary drowning can be dangerous, but the conditions are uncommon. Hensley, MD, FAAP, a physician at Driscoll Children’s Hospital, says dry drowning, or what is more accurately known as “drowning with delayed mortality,” since dry drowning and secondary drowning aren’t medical diagnoses, is overblown. Symptoms after a drowning incident or water inhalation rarely progress to death. It’s also important to note that swallowing water, in which water goes the route of the esophagus and digestive tract, is very different from aspiration, which occurs when water enters the trachea and lungs. DEAR DR. ROACH: Do you prescribe vitamins or treatments to enhance the immune system? -- C.N. ANSWER: I do not. In my opinion, a healthy diet makes a deficiency of a vitamin or mineral severe enough to weaken the immune system unlikely. Stress reduction (through many techniques) and good sleep are more important than supplements. People think that a daily vitamin and mineral supplement is like an insurance policy against a good diet. However, many studies have shown that taking vitamins does not, in general, lead to improvements in prevention of disease, including heart disease, cancer or infections. So I would be much more likely to recommend a better diet (especially in the fresh fruits and vegetables) than I would a supplement. Many adults have not gotten all the vaccines that are recommended, and these are a huge benefit to your immune system for those specific bacteria and viruses. *** DEAR DR. ROACH: I am an 81-year-old male in generally good health. I am maybe 10 pounds overweight. I have had no heart attacks or cardiac symptoms. I walk on the treadmill for exercise. I have controlled hypertension, and have been taking simvastatin, 10 mg. My LDL is 71, very favorable. My HDL is also good, at 73.

Several years back, when I started the statin, my doctor added Zetia, 10 mg. At the time, I wondered why this would be OK, and he said, “Well, there is a certain synergy there.” While I have continued taking the Zetia and suppose it might be helpful, I wonder if I need it. I say this because it is rather expensive (about $500 a year with my part D coverage). It is the only thing I take that costs me this much.

My reading of the literature suggests that while Zetia might help the LDL level, there is no evidence that it improves longevity (i.e. cardiovascular). -- J.P. ANSWER: This is a confusing subject, because the theory (that lowering cholesterol protects your heart) and the evidence (that it actually works) don’t exactly align. High cholesterol certainly is associated with a higher likelihood of heart blockages, which can lead to heart attack and death. However, not all treatments that lower cholesterol reduce risk of heart attack. On the one hand, there are treatments that lower cholesterol that do help your heart. The Mediterranean diet clearly reduces risk of heart attack. Dr. Dean Ornish’s plant-based diet of very little fat and little or no meat, in combination with stress reduction and smoking cessation, actually reverses blockages in arteries in some people. Statin drugs reduce cholesterol and help prevent heart attacks, at least in people at high risk for them. On the other hand, ezetimibe (Zetia) reduces cholesterol, but like most nonstatin drugs to treat high cholesterol, it has not been
