New Melville water treatment plant taking shape Progress continues on Melville’s new water infrastructure project, which will serve about 6,000 people in the area when fully operational. Construction is underway on a new water treatment plant. It will connect to the project’s water supply phase, which was funded in part by the federal and provincial governments.

Water and Wastewater Fund, the Government of Canada is contributing more than $6.8 million and the provincial government, through the Ministry of Government Relations, is contributing more than $3.4 million toward the water supply system phase of the project. The new water supply system includes the installation of 30 km of pipeline, which was completed in late 2017, and the construction of a well control building and two new wells, which were completed in June
2018. Construction of the new water treatment plant began in April 2018, which has included excavation, pouring a concrete foundation, walls and floor slabs. Work is also underway on underground connection of the pipes to link the new water supply to the new water treatment plant. The new water treatment plant is targeted to be complete and operational by late 2019. The entire project is estimated to be worth $37 million.

DEAR DR. ROACH: There is a question that has intrigued me for years: What is the purpose of underarm and pubic hair? I guess, for that matter, what is the purpose of any body hair and hair on your head? — B.H. ANSWER: Hair provides protection from the sun and helps regulate body temperature. Many evolutionary biologists believe our distant ancestors began losing most body hair when we began walking upright. Axillary (underarm) and pubic hair are thought to be conserved because they reduce friction, wick moisture away from the skin, provide a small degree of protection and as part of sexual selection, possibly due to pheromones, hormones that act outside the body to attract others. DEAR DR. ROACH: I’m confused. While it may be true that the majority of men having prostate cancer may never be bothered by it, what about the minority whose lives will be threatened by it? If they aren’t screened and treated, many will die. — G.F. ANSWER: I had a professor in medical school, Dr. Larry Wood, who used to say, “If I have confused you, you’re probably paying attention.” You have identified a major issue with prostate cancer screening (and screening in general): If screening harms some but saves the lives of a few, is it worth doing? That answer may be different if you are coming from a public policy perspective versus an individual perspective. Although we don’t know the exact numbers, it is estimated that about 47 men need to be treated for prostate cancer in order to save one life. Put another way, 46 out of 47 men are treated for prostate cancer, with its attendant risk of side effects, such as loss of sexual function
and incontinence, without reducing their likelihood of dying of prostate cancer. We can’t predict with certainty whose prostate cancer is destined to kill them and whose is destined to be more indolent and slow-growing. The Gleason score, a measure of pathologic appearance of the cancer, helps, but is not completely accurate. Ninety percent of men
U.S. Preventive Service Task Force has recommended against prostate cancer screening in general. However, there are certainly cases in which I feel prostate cancer screening (remember that “screening” means that there are no symptoms or signs of cancer) is appropriate, which is why it’s important to have an individualized discussion of the risks and

Preparing your car for the winter season In most areas of Canada, the winter season can significantly affect driving conditions, leaving you more prone to accidents. During the winter, even more so than other times of the year, it’s important to focus on defensive driving to protect yourself and keep your family safe and sound. Driving safely also helps keep your insurance rates down, while minimizing wear and tear on your
vehicle. A big part of staying safe in the winter is making sure that your car is adequately prepared to handle whatever driving conditions you may face. Here are some steps you can take to prepare your vehicle and give yourself the best chance of staying safe over the winter months. 1. Make sure you have the right oil for your car.
Check your owner’s manual for the right oil for your specific vehicle, but in gen-

Chimney maintenance a part of home safety As temperatures drop and thoughts once again turn to lighting fires and sitting down with a good book, it’s important to revisit chimney maintenance. Even though chimneys do not require daily upkeep, regular maintenance efforts help chimneys operate safely and prevent deaths and injuries while protecting homes from fire. Various problems can arise when chimneys are not well maintained. Such problems include chimney fires, carbon monoxide poisoning and early failure of the chimney and heating sources that the chimney vents. Carbon monoxide can be scary, as it is virtually invisible without a proper detector. When carbon monoxide is breathed in, it builds up quickly and combines with the blood, reducing the blood’s ability to carry oxygen. The Canada Safety Council says that body tissue and cells can’t function without oxygen. Chimney fires are another potential byproduct of poor chimney maintenance. Chimneys expel the byproducts of combustion, including smoke, water vapor, gases, unburned wood particles, hydrocarbon, tar fog, and assorted minerals, which can condense on the inside of the chimney flue. The residue, called creosote, is highly combustible. With the right conditions, a chimney fire can occur. To avoid chimney fires and other risks, take these precautions: • Have chimneys inspected annually and properly cleaned by a professional chimney technician.

Make sure your battery is in good condition. The last thing you need is to be stuck in the middle of nowhere and not be able
to start your car. Make sure your battery’s connections are free of corrosion and if your battery is more than 3 years old, consider having a repair shop test its ability to hold a charge. 3. Check your tire pressure. Due to the colder air, your tire pressure tends to drop a little bit in the winter. Keeping your tires at the manufacturer’s recommended pressure makes your car easier to handle, making you safer on the roads and will even save you money by improving fuel economy! 4. Make sure your windshield wipers are in good condition. Faulty windshield wipers can significantly impair your ability to see in wet weather
conditions. If your wipers are bent, twisted or simply don’t clear your windshield adequately, then replace them. 5. Consider snow tires. If your area usually gets a significant amount of snow, it may be worth getting snow tires for your car during the winter months. Snow tires have deeper grooves that provide significantly more traction than all season tires, making them capable of stopping your car as much as 40% faster than all season tires. Removing snow from your roof Heavy snow accumulation on the roof can lead to problems like leaks or even complete roof collapse. The beauty of winter landscapes is not foremost on the minds of homeowners who have roofs full of heavy snow and ice. What may seem beautiful elsewhere can cause anxiety when one’s home is under a precipitation onslaught. Excessive snow loads on a roof can cause the roof to leak or even collapse. The weight, and not the depth, of the snow is what determines if it needs to be removed from the roof. Fluffy snow may not be problematic, as it can take around seven times as much dry snow to equal the weight of wet snow. After a snowstorm, go outside and lift a few shovelfuls of snow. If it’s back-breaking work, then the snow on your roof may be dangerous. Homes built to code can
typically handle the snow and ice load that comes with the winter season. However, homes that have undergone unapproved renovations, or those where load-bearing walls have been removed from the interior may be susceptible to catastrophic roof collapses. Another problem homeowners face this time of year is ice dams, which occur when snow on the roof melts slightly and then refreezes, forming thick portions of ice usually at the edges of the roof by the gutters. Ice dams can divert melting snow in and under roofing shingles instead of through gutters and downspouts. A common contributor to ice dams is inadequate ventilation and insulation in attics. Heat from the interior of the home that rises into the attic can cause the roof to warm up enough to melt the snow. This is easily remedied by having ample insulation and ensuring proper

Your coolant should be a 50-50 combination of antifreeze and water. If you’re unsure, you can buy an inexpensive antifreeze tester at most auto part stores. Having less than 50% antifreeze can leave your engine vulnerable to freezing up. 7. Make sure you keep an emergency kit in your car at all times. A well stocked emergency kit can be a lifesaver if you find yourself stranded on a highway in the middle of nowhere. A proper winter emergency kit for your vehicle includes: • At least one warm blanket. • Extra warm clothes, including boots, gloves and hats.
• Drinking water and food. Chocolate bars and candy are good choices due to their high sugar content. • A flashlight. • A shovel for digging you out of deep snow. • Jumper cables. • A flare. • Extra windshield wipers. • A first aid kit. • A bag of sand or salt to give you extra traction if you get stuck. • Windshield washer fluid. 8. Keep your gas tank as full as possible. Not only does this prevent you from running out of gas and being stranded, it also lowers the chance that your gas lines will freeze up due to water vapours and condensation in very cold weather. 9. Take your car in for a tune up prior to the first snow fall. Keeping your car well maintained is a good idea at any time, but

If it’s been more than six months since your last brake check, have them checked again before the winter driving season. With the slippery road conditions that winter brings, being able to stop quickly is even more important than usual. Incorporating these seasonal checks can help keep your car running smoothly and safely throughout the winter season, giving you one less thing to worry about when you’re out on the road, and safer driving will keep you safe, and keep your car insurance premiums low.

Safety measures for winter drivers Winter weather causes many people to retreat indoors until the spring thaw. However, for those who embrace the cooler temperatures or find that life must go on despite snow and ice, taking inventory of their vehicles is a must before the first snowflakes start to fall. are optimized for warm conditions. When the mercury drops, these same materials can harden, reducing their ability to grip the road. That lack of traction can be compounded by the presence of snow or ice. Even allseason tires, which are designed to be driven yearround, can be insufficient in severe weather conditions.
