Quick updates
Hub and Library for Christchurch now open Our first customer hub and library opened in the heart of Christchurch high street in December 2021, bringing our services together and making them more accessible to residents. A new BCP Council Hub and Library in Poole is expected to open this summer.
The Library in the Dolphin Centre is temporarily closed while building works take place to incorporate customer services and to replace heating, lighting and ventilation systems. A further BCP Council Hub and Library for Bournemouth located in the existing Bournemouth Library will follow. These changes form part of our transformation plans to better support the needs of our most vulnerable customers in accessing council services. We have also created a single BCP Council Civic Centre in Bournemouth which is enabling us to reduce the number and cost of our offices across the conurbation.

Skills and Learning is the council’s joint adult education service working across Dorset with people aged 19 and over. The service provides part time education and has exciting new courses enrolling now.

Paying for your local services
The Council Tax you pay contributes to funding your local services, including precepts for adult social care and emergency services (police and fire and rescue). New paths: Upper Gardens, Bournemouth
Your 2022/23 Council Tax bill will arrive soon. To make life simpler, consider paying by Direct Debit. And to help us protect the environment, you can also sign up to paperless billing and online accounts.
Transforming Travel on track
Our Transforming Travel’s Transforming Cities Fund (TCF) programme is making great progress. Construction of new walking, cycling and bus facilities is well underway at multiple locations on six new sustainable travel routes across south east Dorset. The improvements, largely funded through central government, aim to reduce congestion on our busy roads by giving people safe, green and active travel alternatives to the car, particularly for short journeys. The 78km network of eco-friendly travel routes link Wimborne and Ferndown in the north with Poole in the south and Merley in the west across to Bournemouth and Christchurch in the east, connecting major housing, employment, education, leisure and retail centres. Money is also being invested in on-site facilities to encourage active journeys to and from school and work, new Beryl Bikes and wayfinding totems.

Delivering Our Big Plan and vision for the future Our Big Plan is all about creating better places for people to enjoy. We will do this through projects within five key themes that will achieve positive changes across our whole area. Children, culture and communities are at the heart of our delivery plans. 1. 2. 3. 4.

Bournemouth and the relocation of the beach gymnasium to East Cliff’s Toft Steps. ¼¼ A new environmental hub for visitors and residents at the seafront completes at Durley Chine later this spring. The hub will provide a lead on recycling in public spaces, helping reduce single-use plastic and waste. ¼¼ Festival Coast Live! back for the second year to provide a vibrant, diverse spectacle of outdoor events and activities across the area – see page 14. ¼¼ Heritage Lottery funding secured and work starting to transform Poole Museum by 2024 into an outstanding cultural centre and community hub making it more accessible and supporting the rejuvenation of historic Poole. ¼¼ Improvements and funding identified to improve our children’s services and provide high quality special educational needs and disability (SEND) provision – see page 27.
Our Big Plan We have also created a new urban regeneration company - FuturePlaces - to drive forward a multi-billion-pound investment and regeneration programme to make Bournemouth, Christchurch and Poole one of the best coastal places in which to live, work, invest and play. FuturePlaces will play a key role in supporting our Big Plan to create 13,000 jobs across all sectors of the economy and deliver 15,000 homes at the highest quality, at all levels of affordability. Cllr Philip Broadhead, Portfolio holder for Development, Growth and Regeneration, said: “FuturePlaces, which is a wholly council-owned company, supports our vision for Bournemouth, Christchurch and Poole to be a place where people and businesses want to be – because of the vibrancy of our communities, the strength of our economy, the skills of our people, the wealth of our culture and the quality of our infrastructure, our environment and quality of life.
“We are already starting to see the opportunities this is unlocking with work on the ground starting in April at Carters Quay, a scheme which will deliver 161 much needed homes for local people whilst seeing our promise to rejuvenate Poole take action. Work has taken place to rejuvenate Southbourne beach with the former Bistro on the Beach site cleared to pave the way for a temporary, high-quality, catering venue. Trading at this venue will start this June and it will serve food and drink with outdoor seating and toilets – running throughout the summers of 2022 and 2023, from late May to early October.
“This is one of several ongoing seafront projects that aim to safeguard and protect our coastline while developing it in the right way for residents and visitors.”
Cllr Mohan Iyengar, Portfolio Holder for Tourism and Active Health, said: “The current building was end-of life, hence the removal. But we’re working actively to keep this location in great shape with the temporary venue coming this summer and the permanent one replacing it from 2024. “At that time, we’ll have a restaurant with an outside terrace, takeaway kiosk, toilets, beach showers, cycle stands and overnight accommodation in the form of 17 Beach Lodges.

Planning
Residents help to shape a new Local Plan A new Local Plan for Bournemouth, Christchurch and Poole will set out a strategy for where, what type and how much development will take place in the BCP area until 2038.
Next Steps
It will inform and help us meet the local need for new homes, jobs and infrastructure, whilst ensuring we protect our area’s best assets, including our coastline and green spaces. The new Local Plan will also be important in providing a framework to help deliver the ambitions of our Big Plan.

Every comment and response to our issues and options consultation will now be analysed and reviewed. This information, alongside other studies that help us better understand the potential impacts of our strategy, will inform a Draft Local Plan which will then be consulted on.
Our recent ‘issues and options consultation’, which closed on 25 March 2022, explained in detail some of the key things for us to address in the Local Plan and provided an opportunity for people to tell us how they feel we should respond.
Why are we developing a new Local Plan now? We are currently working with three separate Local Plans that were adopted by the preceding council areas. The new Local Plan for Bournemouth, Christchurch and Poole will supersede these and will be in place by 2024.

Sustainable environment
Climate action – what are we doing? There is an even greater focus on global climate issues than ever before. Here in Bournemouth, Christchurch and Poole we have already declared a climate and ecological emergency and as a result, we are committed to making BCP Council and its operations carbon neutral by 2030.
So what are we doing? Our recently published Climate Action Annual Report provides a full update on all our initiatives, like our waste collection vehicle fuel trial, which offers a 90 per cent reduction in carbon dioxide emissions, a saving of around 40 metric tonnes per vehicle, per year. Cllr Mike Greene, Portfolio Holder for Sustainability and Transport, said: “We recognise the importance to do all we can to protect our iconic place, natural environment and vibrant communities for now and future generations. Not only are we proactively trying to reduce emissions from our own council operations, but we are also supporting actions in the wider area that protect both the environment and wildlife from the effects of climate change.”
Four new electic refuse vehicles are saving between 30-40 tonnes of C02 annually.
Protecting our coastline
Here are just a few examples… ¼¼ Transforming Travel - delivering 78kms of cycling and walking infrastructure, plus additional bus service improvements, to offer people a safe and green alternative to using their car. ¼¼ Sustainable fleet vehicles – investing in a significant increase in the number of Ultra Low Emissions Vehicles used by the council. ¼¼ Carbon-friendly waste solution: A new contract to process household, commercial and litter bin waste more sustainably was awarded to New Earth Solutions (Canford) based in Poole.
Our newly established Centre of Excellence for Flood and Coastal Erosion Risk Management (FCERM) has delivered key projects across the BCP area to protect our coastline communities from tidal flooding and erosion risk (increasing with sea level rise) including: ¼¼ Beach renourishment of seven depleted beaches from Southbourne to Poole. ¼¼ Beach recycling and groyne repairs at Mudeford Sandbank, Avon Beach, Friars Cliff Beach and Highcliffe Beach. ¼¼ Timber groyne renewals to replace eight life-expired groynes from the boundary at Poole and Bournemouth to West Cliff.
¼¼ Nature recovery in urban parks: £224,000 of government Green Recovery Challenge Funding received to help support the ecological potential of eight parks in the BCP area (see page 18).
¼¼ Developing a strategy to guide how the frontage from Hengistbury Head to Hurst Spit, encompassing Christchurch Harbour, will be sustainably managed for the next 100 years.
¼¼ Award winning parks, open spaces and beaches: 23 Green Flag Awards and more Blue Flags in 2021 than any other UK authority awarded by the environmental charity Keep Britain Tidy.

Three reasons to cut your waste Many of us are already conscious of reducing how much waste we create by buying fewer new items, reusing and recycling.

April to September opening times for our household recycling centres in Bournemouth (Millhams, Longham), Christchurch (Wilverley Road) and Poole (Nuffield Road) are: 9am to 5pm from Monday to Sunday. Please be aware that last entry is 15 minutes before the closing time. Ongoing efforts to boost pride in our place Our cleaner, greener safer programme of works are continuing as we drive forward efforts to bring back a sense of pride in place. We’re focusing on issues that we know matter most to residents across Bournemouth, Christchurch and Poole.
Nature Park that will provide us with more green space to explore, whilst also protecting our natural environment and encouraging biodiversity - look out for more details as the plans develop.
Safer communities Over 500 CCTV cameras being monitored 24 hours a day are helping to keep you safe and an additional £100,000 is being invested to support CCTV in urban areas. Community Safety Accreditation Scheme (CSAS) officers cover key areas including Poole and Bournemouth town centres, Ashley Road and Boscombe. Funding for further CSAS officers will help tackle a range of issues including anti-social behaviour.
There are opportunities for local people to get involved too. From reporting issues you see, to taking part in community volunteering events, or simply following our progress on social media using: #LetsBeProud. Cllr Nicola Greene, Portfolio Holder for Council Priorities and Delivery, said: “Our cleaner, greener, safer campaign reflects the priority we place on pride and confidence in our local areas. We choose to live, work and relax here, therefore we must continue to work together to reach our objectives. Even the smallest wins can make a huge difference and I’m incredibly pleased with what we achieved so far.”
Cleaner streets Street audits are underway to inform investment for things like bin replacements, sign cleaning, weed control and furniture painting. Fruit and nut trees could be introduced at Slades Farm
Nurturing nature in local parks We are transforming eight local parks across the conurbation into wildlife-rich sites, whilst encouraging local communities to reconnect with nature and learn more about the environment.
Creative crafts: bee homes Eight community parks will benefit from government funding to bring them back to life, increasing biodiversity and enhancing the parks’ appearance. Together with The Parks Foundation we were awarded £224,000 from the Green Recovery Challenge Fund for this Nature Recovery Project which involves the following parks:
Cllr Mark Anderson, Portfolio Holder for Environment and Place, said: “Green issues are very much at the forefront of our agenda through our climate and ecological emergency declaration and the Nature Recovery project will contribute to creating a sustainable environment which is a priority for us.” The Parks Foundation has recruited dedicated people to help deliver the project, known as ‘Park Activators’, they are also running inspiring activities to help you connect with nature on your doorstep. Activities include minibeast hunting, nocturnal nature walks, making bird feeders and other nature crafts. There are lots of volunteering opportunities too including citizen science surveys, which involve documenting the different species that visit each park to help measure the success of the project.

The draft plans also include creating a wetland garden at Branksome Recreation Ground with Purbeck stone boulders to provide a playful path for children to step into nature. An orchard of fruit and nut trees at Slades Farm is also proposed with the spring blossom providing an early source of pollen as wildlife starts to venture out after the winter months.

The changing face of the high street Across the country high streets and district centres are changing and the Bournemouth, Christchurch and Poole (BCP) area is no exception.
while promoting visitor safety and wellbeing. This summer’s Festival Coast Live! events attract residents and visitors into the town centre to enjoy both daytime and evening experiences. Residents walking through Christchurch may have spotted improvements to a well-used underpass, including bright and colourful wall art. The joint project with Christchurch Chamber of Trade and Commerce, has seen the underpass linking Waitrose and Saxon Square receive a full makeover late last year, including a deep clean, new wall artwork and new safety initiatives.
COVID-19 has arguably sped up a process that was already underway and created a new reality. It has also provided an opportunity to embrace the change, consider how best we can create high streets that are fit for today and for the future.
Poole has been selected as one of 68 high streets across England to fund a heritage action zone. This partnership programme with Historic England includes providing grants for property and business owners along the high street to repair their historic buildings and bring vacant buildings and upper floors back in to use.
Cllr Philip Broadhead, Deputy Leader and Portfolio Holder for Development, Growth and Regeneration, said: “Now is the time to switch gears and reimagine our high streets which play a key role in creating a sense of place. They are the beating heart of our communities, and we are determined to do whatever it takes to give our high street businesses the fastest bounce back possible.” Last year we asked you to tell us what you love and would want to change about high streets. We are now using your feedback to work with communities and business groups to develop detailed action plans to support our high streets and town centres. In the meantime, we continue to work closely with trade associations, Business Improvement Districts (BIDs) and other partners to target funding for cleaner, greener, safer spaces, support exciting events such as Festival Coast Live! and breathe new life into empty buildings. Bournemouth has recently received a prestigious Purple Flag accreditation for a well-managed evening and night-time economy. Purple Flag towns are recognised for providing a vibrant and diverse mix of dining, entertainment and culture
We are also focusing on our 16 district communities to understand opportunities to improve these places, starting with Broadstone, Kinson (pictured left) and Highcliffe and have allocated funding to take forward projects.

A problem shared A shared activity can be a great way to connect with others. Carers’ support service is here for you It is estimated that there are thousands of unpaid carers across Bournemouth, Christchurch and Poole who look after a loved one, neighbour or friend. These informal carers are providing support to family or friends who could not manage without help, perhaps due to illness, mental ill-health, disability, or a substance misuse problem. We provide a carers’ information service to support family/ unpaid carers. Whilst many people find their caring responsibilities rewarding, there are times when people need practical help with their caring role, advice about finances, or emotional and wellbeing support.
Cllr Karen Rampton, Portfolio Holder for People and Homes, said: “Many people in this situation do not identify themselves as a carer. New Liberty Protection Safeguards are coming The law around protecting the human rights of people needing health or social care support is changing. The Deprivation of Liberty Safeguards (DoLS) currently apply to people aged 18 or over in hospital or care homes, who lack capacity to make decisions about the arrangements for their care. Some examples of people who may lack capacity include those with dementia, a severe learning disability, brain injury or mental health illness. The government is planning to replace DoLS with Liberty Protection Safeguards (LPS) which are likely to be introduced later this year or early next year. Key changes mean the new safeguards will: ¼¼ apply to people aged 16 and over ¼¼ apply to domestic settings ¼¼ be integrated into the planning for people’s care and support at an earlier stage.
The new Liberty Protection Safeguards will be simpler and clearer to all affected parties, delivering improved outcomes for those deprived of their liberty and their family/unpaid carers. Search ‘Liberty Protection Safeguards’ on the gov.uk website for factsheets and more information.

Working together to improve SEND provision Working with local families, your council and health service (NHS Dorset Clinical Commissioning Group) have developed a plan for radically improving the support we give to children and young people with special educational needs and disabilities (SEND). We are now putting the plan into action, working in partnership with children, young people, parents, carers and other agencies. We are listening to families’ views and experiences, and creating a new culture based on trust, honesty, transparency, empathy, communication, belonging and respect. The plans include making teams’ caseloads more manageable and improving education, health and care plans (EHCPs). We will also make sure families are kept better informed, with improved communications and more information available on important areas such as direct payments, personal budgets and continuing healthcare budgets. We will carry out a joint strategic needs assessment with partners to look at the
health, wellbeing and social care needs of our community, and guide future planning. Cllr Nicola Greene, Portfolio Holder for Council Priorities and Delivery, said: “The work to improve SEND services has given us an opportunity to look at provision across the whole system and to shape future services based on the experiences of the people we are here to support. “We will continue to work in partnership with families and services in the future to share ideas and look for opportunities to give children and young people in our community the very best start in life.”

Improvements in children’s services continue Following an Ofsted inspection at the end of last year, ambition to raise the standard of our children’s services has been given councilwide commitment and is a top priority for us. Inspectors identified that the services to children needing care, help and protection are improving but acknowledged that more work needs to be done. We are proposing budget increases in Children’s Services of over £20 million, a 35 per cent rise, in the two years 2021 to 2023. Cllr Mike White, Portfolio Holder for Children and Young People, said: “We remain determined to improve our children’s services to the point where they are judged as good. I am proud of our staff who have made many positive changes already.
