Let’s be proud of Bournemouth, Christchurch and Poole Summer’s here and we’re welcoming everyone back to enjoy all that our outstanding area and local businesses have to offer. We have some 13 million visitors a year, bringing in around £1 billion to the local economy and supporting more than 17,000 jobs directly. Managing peak visitor numbers for the busy season has required significant planning, investment and a multi-agency approach to help everyone protect, respect and enjoy our beaches, town centres, parks and open spaces. This year we are also launching Festival Coast Live! to help our area bounce back. There’s a whole range of fantastic events and activities taking place to help reconnect us all with our communities, restore confidence in our economy and revitalise our retail, hospitality and tourism sectors. As part of the budget set earlier this year, we’re investing in frontline services for cleaner, greener, safer towns and neighbourhoods. This is part of our commitment to bring back pride in our places and tackle issues we know are important to residents. To maintain momentum, we are setting up a Cleaner, Greener, Safer Panel of partners to look at priorities and better use our collective resources. I am determined that we won’t stop until residents really see and feel a notable difference and can feel proud of our area too. In this edition you can also find out about our Big Plan to help Bournemouth, Christchurch and Poole emerge stronger, bolder and confident, so that we are ready for a bright and prosperous future. Multimillion-pound landmark ‘Town Deal’ secured for Boscombe £22.7 million of government funding has been secured as part of the ‘Bournemouth Town Deal’ to turbo charge ambitious regeneration plans for Boscombe. The redevelopment of the Sovereign Shopping Centre to provide a mixed-use neighbourhood, 560 new homes and modern floorspace for the community, business and entertainment sectors is planned. A new street network will replace the outdated road system to prioritise buses, cyclists, and pedestrians over cars. Integral to Boscombe’s renaissance will be a revitalised Royal Arcade, providing much-needed floorspace for small businesses, as well creating a unique destination and space for our creative sectors. Cllr Philip Broadhead, Deputy Council Leader and Portfolio Holder for Regeneration, said: “This landmark deal will not only benefit Bournemouth but the whole BCP area. The external funding will unlock a number of significant regeneration
New cycle and walking routes aim to transform travel
Construction has started on the first sustainable travel routes in the BCP area funded by central government’s Transforming Cities Fund. New protected cycle lanes are being built on both sides of Whitelegg Way, part of a 13km green travel route between Merley and Christchurch. In the Upper Gardens, the shared cycle and footpath is being widened and resurfaced as part of a 14km sustainable travel route running between Bournemouth town centre and Ferndown. Some of the £100m+ investment has also been awarded to 22 local schools for the improvement of ‘trip-end facilities’ such as bike and scooter storage, showers, lockers, repair stands and electric bike chargers; all aimed at encouraging students and staff to cycle, walk or scoot to school. Six sustainable travel routes, totalling 78km, will be built across south east Dorset, giving people healthy, eco-friendly travel choices, especially for shorter journeys. It is a new dedicated place for you to have your say, voice your opinions and share your ideas. Cllr Jane Kelly, Lead Member for Engagement, said: “This new online tool makes it easier for local people to engage with the council and other residents on topics and initiatives of interest, helping to shape council decisions and plans. Regional accolade for Christchurch leisure centre Two Riversmeet Leisure Complex in Christchurch is emerging triumphant in 2021 with a new accolade, after being named as the South West Leisure Centre of the Year in the Prestige Awards. These awards recognise small and mediumsized businesses that have proven to be the best in their market over the past 12 months. Over the last year, the ‘2RM Team’ have delivered more than 800 online fitness classes with over 150,000 views to date. The lockdown periods have also provided
an opportunity to be able to improve and refurbish all areas of the leisure facility and introduce a range of COVID-19 safety measures. The team work hard to promote happy, active and healthy lifestyles, which is part of the council’s fulfilled lives pledge. A new Local Plan coming soon
Transforming your council In response to the pandemic and financial challenges, we are accelerating the council’s ‘Transformation Programme’. This will help us to provide services and facilities in a way that is modern, affordable and sustainable.
A Local Plan is an important document for the future development of an area. It is drawn up by the council (local planning authority) in consultation with the community. The Bournemouth, Christchurch and Poole (BCP) Local Plan will set out the planning strategy for our area over the next 15 years. The final document will define how much, where and what type of development should take place. It will provide detailed planning policies and land allocations to guide development and determine planning applications in the future. The Local Plan will cover some challenging topics on how we address the demand for new homes and growth in the area, while protecting our fantastic built and natural environment. Initial public engagement has already taken place on the key issues for the BCP Local Plan to address. However, there will be further consultation opportunities this summer and feedback from residents will be fundamental in shaping our strategy. We will be investing in technology to make it easier for residents and businesses to transact with us online where they can. We will move to a single civic centre in Bournemouth, reducing the size and cost of our office estate. Resources will be diverted to concentrate on more complex issues and better support the needs of our most vulnerable customers. These residents are more likely to need face-to-face support, whether in the community or through customer service hubs in the heart of our three towns. Sustainable environment
Christchurch is now receiving an improved street cleansing service
Let’s be proud and make our area cleaner, greener and safer Bournemouth, Christchurch and Poole is a special place, both rural and urban, spanning countryside and coast and we want everyone to be proud to live here. As part of our drive to bring back that sense of pride, our ‘cleaner, greener, safer’ initiative is focusing on the real issues that matter to local residents. Cleaner

We are levelling up some crucial frontline services in Christchurch to the same standards as those experienced in Bournemouth and Poole. Christchurch is now receiving an improved street cleansing service, which includes a new pavement sweeper. This is alongside staff dedicated to pavement cleaning, tackling litter and dealing with fly tipping across our towns.
Cllr May Haines, Portfolio Holder for Community Safety, said: “We are dedicated in our approach to tackling street-based antisocial behaviour and I am delighted that we are investing in six additional CSAS officers to work across the area and to make our communities feel safer.”

More to come
We are planting over 10,000 trees this year to help combat the climate and ecological emergency. We’re creating a hectare of woodland at Iford Meadows and in partnership with The Parks Foundation, 4,790 trees are being planted in urban areas across Bournemouth, Christchurch and Poole funded by the Forestry Commission’s Urban Tree Challenge Fund. A further 4,000 trees are being planted in North Bournemouth.

We are setting up a panel of partners to help us explore views on the priorities for investment in our public places and look at how to maximise the impact of our collective resources. This means we can harness the contributions that many other organisations and residents are keen to make.

We want to ensure that Bournemouth, Christchurch and Poole is a safe place to live in, work in and visit. That’s why we are putting a big emphasis on dealing with matters around anti-social behaviour. We have invested £240,000 for more Community Safety Accreditation Scheme (CSAS) officers to support the current CSAS team to tackle street-based anti-social behaviour such as begging, street

Helping people to respect, protect and enjoy a bumper summer This summer we want visitors to come to our area and have the best experience possible. We have invested £3.5 million of additional funding to help manage the influx of visitors for the busy summer season. Funding is being used to improve the number of facilities, services and entertainment on offer to help people to respect, protect and enjoy all our area has to offer. A resort management taskforce is making sure Bournemouth, Christchurch and Poole can safely manage the number of visitors expected. Through a multi-agency approach, led by the council, we have put in place: ¼¼ extra civil enforcement officers to issue penalty charge notices for those parking illegally ¼¼ additional tow away operations to deal with irresponsible parking ¼¼ two new park and ride services running through the summer ¼¼ expansion of the ranger team plus COVID marshals and additional CSAS officers to provide a greater security presence and deal with anti-social behaviour ¼¼ enhanced security teams to patrol key town centre locations, car parks, beaches and open spaces ¼¼ extra waste bins in heavy footfall areas ¼¼ additional waste collection services along the seafront and 400 triple-sized bins installed. Cllr Mohan Iyengar, Portfolio Holder for Tourism, Leisure and Culture, said: “We know our area’s beaches are amongst the best in the world. Bournemouth is regularly voted the UK’s best beach, and this year it has been ranked number five in Europe. We’re pulling out all the stops to make sure we make 2021 the year of opportunity by engineering the fastest bounce back possible. We also want local people to have the confidence to come out and enjoy their hometowns.”
Beach visit quick guide Know before you go - get up to the minute information on how busy the beaches and car parks are, by downloading the free beach check app. Cycling - no cycling on the promenade between 10am and 6pm during July and August. Only Beryl e-scooters can be used along the seafront and these are not in operation on the beach during the prohibited times. Dogs - keep dogs on leads on the promenades, piers, zig zags and footpaths. From 1 May to 30 September, dogs are only allowed on the designated dog friendly beaches. Download the dog friendly beach map on our website. Toilets - some facilities received a refurb in the spring and public toilets now have extended opening times into the evenings at key sites. Additional cleaning is taking place. Barbecues - to reduce the use of disposable barbecues and littering, we are trialling six electric barbecues along the seafront Barbecues are only allowed in the evening between 6pm and 10:30pm.

Recycling and waste
Easy ways to minimise your waste With extra time at home over this past year, many people have had the perfect opportunity to clear out cupboards, sheds, garages and give the home and garden a spruce up. The mountain of waste created gives an insight into the over consumption of modern living. The reduce, reuse and recycle mantra can be a useful reminder to help us all minimise the amount of waste that ends up in landfill.
It is important to think differently about what you buy. Do you really need to buy new or can you source secondhand items? If you are buying new, consider if the item is robust and made to last – if it breaks can it be easily repaired?
Try our top tips: ¼¼ avoid single use plastics ¼¼ find alternative uses for things you usually throw away
Donate any good quality items you no longer need. If donating to charity, check with the organisation first to ensure they want and can take your items. Whilst charities are grateful for donations, they may be overstocked. Remember, do not leave items outside shops when they are closed. This is not a donation – it is considered flytipping! The other option is to use websites such as Freecycle – one person’s waste is another’s treasure.

Virtually every plastic item has an alternative made of wood, metal, or other natural materials that can be used again and again. So, this summer pledge to avoid all those single-use plastics, such as cutlery and cups, for your barbecues and picnics.

Our waste collections could soon be run on Hydrotreated Vegetable Oil (HVO) following an agreement with Crown Oil to trial this environmentally friendly fuel in two of our refuse vehicles. Our Big Plan and vision for the future The creation of BCP Council was just the first step in developing a bold, confident and proud city region. Now, we have adopted a new vision - our Big Plan - to create a world class area. Our plan details five big themes to deliver large-scale, positive changes for Bournemouth, Christchurch and Poole. These are: ¼¼ creating an iconic cityscape ¼¼ ongoing investment in our seafront ¼¼ delivering on our promise to rejuvenate Poole
Cllr Drew Mellor, Leader of the Council, said: “Bournemouth, Christchurch and Poole is the UK’s newest city region and it’s brimming with prospects, positivity and pride. We have it all right here: amazing culture and heritage alongside innovation, vibrant town centres and bustling community villages, countryside and coastline. We want to harness the potential of our coastline of opportunity and make BCP a place where people and businesses want to be.” Cllr Philip Broadhead, Deputy Leader and Portfolio Holder for Regeneration, Economy and Strategic Planning, added: “The five big projects we are proposing will collectively demonstrate our vision and aspirations. They are a statement of intent that we will turn into reality.”
¼¼ investing in our physical and digital infrastructure ¼¼ acting at scale, as we aim to deliver more than 15,000 homes for people of all incomes, generate £3 billion of investment value in our communities and support the creation of 13,000 new jobs. With a population of 400,000, our communities are vibrant and diverse. The Big Plan also sets out aspirations for our communities, culture and children – the ‘three Cs’ that underpin what we do. Now is the right time to invest with ambition in our place and our people as we look to rebuild out of the pandemic and drive regeneration across the conurbation on a scale never delivered before.
A new £50 million Futures Fund for infrastructure investment has been created. The Futures Fund releases resources to start this work at pace, delivering schemes that add value to our civic spaces, improve infrastructure and deliver new homes and new jobs. The Fund will provide £10 million a year, over five years and is funded through borrowing. £2 million has also been invested in our capacity to drive forward regeneration schemes. This involves making sure we have the expertise to prioritise regeneration, bring schemes forward and make them happen. The Bournemouth, Chrischurch and Poole area brings together three distinctive towns with different needs and opportunities and our Big Plan will respect those differences.

Providing high quality, biodiverse and accessible green spaces has never been more vital for both people and nature. Public Health Dorset is a joint council service to improve and protect the health and wellbeing of local people.
Are you stressed or anxious about lockdown changes? As coronavirus rules ease, many people have been returning to shops, pubs, gyms and public places, or planning a day out; whilst others may be changing their working arrangements. Although these changes may be welcome, they can present new challenges and cause feelings of anxiety or stress. This is an understandable reaction. For some, coming out of restrictions can be a real worry. This may especially apply to those more vulnerable to the virus and those with mental health concerns. Just as it took us time to find ways of coping during lockdown, we should also expect that it will take time to find our way back. As the situation evolves, it is important to make sure we are going at our own pace. Memories of wartime in Bournemouth, Christchurch, and Poole ‘2021 Remembering’ is the theme for wartime commemorations held on 8 May for VE Day (Victory Europe) and for the upcoming VJ Day (Victory Japan), which will take place on 15 August. These commemorations mark 76 years since the end of World War II. The Society for Poole, in association with the Royal British Legion, will be holding a VE/VJ Day heritage event along Poole Quay on the 15 August from 1pm. One of
the largest gatherings of Dunkirk boats in Poole since the war is planned. There will also be old military vehicles, vintage cars, music and more. Why not visit the Society’s history boards along Poole High Street for the story of Poole’s part in World War II? The boards have been in place since VE Day and will be available until the end of August. We want to hear about, and document,
Exciting plans to preserve and enhance Poole’s history Plans are in place to transform the Poole Museum estate, creating a major heritage attraction for local people and tourists. Poole Museum’s historic buildings will be conserved and opened up for more people to enjoy, more of the time. Plans will improve the visitor experience as well as revitalising the Lower High Street and Quay, increasing visitors to the museum and local area. A refreshed, modern offering will see the popular Poole Museum and Scaplen’s Court continue to thrive and appeal to a wider audience. Cllr Mohan Iyengar, Portfolio Holder for Tourism, Leisure and Culture, said: “The proposals are set to see Poole Museum and Scaplen’s Court not only transforming the local cultural offering but adding to the regeneration of Poole.
Having a modern and popular attraction in the heart of Poole showcases our rich local heritage, adding an uplift to the town and will help rejuvenate and enrich this special location.” The museum is expected to host the Thomas Hardy exhibition in 2022 before closing for improvement works and reopening for Easter 2024. First stage funding has been awarded by The National Lottery Heritage Fund. New community hub for Boscombe’s Churchill Gardens A food and health related project is getting underway based from a new building in Boscombe’s Churchill Gardens. The new building will accommodate Joy Café (a community café), toilets and a space for learning, cooking, relaxing and community use. The building will provide a hub for the Boscombe ASPIRE project which aims to work with local residents who are struggling with weight and employment challenges, to provide them with access to local healthy food and develop job skills. Boscombe ASPIRE will also develop a network of local businesses to help reduce food waste, provide work experience, and share skills as part of celebrating the diversity of the Boscombe community. The project has been made possible by funding which has been co-financed by the European Regional Development Fund to help deliver programmes to support those in our community who need it the most. The funding has also provided improvements to the recreational areas in Churchill Gardens, including new fitness equipment.

Making railway stations more community friendly Mind the Gap is a partnership project between the council and South Western Railway, which is part of the ‘station adoption’ programme. It is all about making our local railway stations more community friendly through activities and events in or around stations from Hamworthy to Christchurch.
Mind the Gap supports local communities to set up ‘friends of’ groups, increasing community engagement in stations and rail travel. By using community spaces for pop up events and get togethers, it could help reduce social isolation in communities. The project also aims to build people’s confidence and enthusiasm to explore the region by train. Opportunities opened up by Mind the Gap might be hobby based, feature a visiting farmers’ market, live music, an exhibition or simply a community group activity. Focus on housing Ensuring there is safe, secure, quality housing for all residents in Bournemouth, Christchurch and Poole is a key priority for the council.
We have been consulting with residents over the last few months on a new Housing Strategy which will set out our priorities to improve housing. It covers issues from fire safety to care leavers’ housing, from council housing to standards in the private rented sector. Two key areas of focus are the delivery of new homes and tackling homelessness.
Delivering new homes There is a very high demand for additional housing, and we need to build more. As part of our Big Plan (see page 13) we have a target to deliver more than 15,000 new homes for people of all incomes.
We are investing in the building of new homes on our own land and are also working with developers to encourage them to build the homes we need. We have many new housing projects underway on council land. These include sites for only a few homes to much larger-scale redevelopments. Just a few examples include the Princess Road scheme in Westbourne which has planning permission for 120+ shared ownership, affordable and private rented apartments, and a family hostel. There are big schemes for Boscombe (see page 4) and the former power station site at Holes Bay, plus new affordable schemes at Wilkinson Drive and Duck Lane in Bournemouth, and Hillbourne and Cynthia House in Poole. Cllr Robert Lawton, Portfolio Holder for Homes, said: “Individuals and families enjoying good quality, well managed housing is essential to health and wellbeing, enhancing the lives of adults and the life-chances of children. Housing not only provides shelter but importantly promotes stability and a sense of wider community identity.”
Preventing and resolving homelessness We have recently published a new Homelessness and Rough Sleeping Strategy, setting key priorities and actions, and co-produced across partner agencies. The BCP Homelessness Partnership set up in 2019 is now well established, tackling homelessness BCP NEWS
together, with input from 180+ people and agencies from across Bournemouth, Christchurch and Poole. During the pandemic more than 400 people who were either rough sleeping, or at risk of ending up on the streets, have been provided emergency accommodation. The national homelessness impact of COVID-19 has been significant. There has been, and continues to be, some incredible joint work during this time to get the best outcomes for those individuals and families impacted.

If you need any help finding suitable childcare for your children across Bournemouth, Christchurch and Poole then our Family Information Service can help. We provide free, impartial information and advice on finding childcare, early education and funding available. Our friendly adviser team are here to help parents and carers find the right childcare to meet family needs. We provide support and information about the different types of childcare including: childminders, day nurseries and pre-schools for the little ones and wrap around and holiday childcare for school aged children. We can also help you with funding that may be available to support you with your childcare costs, including early education funding for two, three and four year olds, 30 hours childcare for working parents and tax free childcare.

By walking, cycling or scooting to school, you can maintain a healthier lifestyle and support a cleaner community for all. It is also free, fun and gets young people ready to learn, so why not give it a go?
Tips for your school run ¼¼ Weave your local park or open spaces into your journey for a more enjoyable ride or stride! ¼¼ Check your bikes and scooters regularly, making sure they are safe to use.
¼¼ The road directly outside the school can often be the busiest, so take extra care and learn the safest places to cross. ¼¼ Appreciate the time spent with your children and create memories that will last a lifetime. JET: Helping local young people to achieve The Jon Egging Trust (JET) has worked with young people across Dorset for the last seven years. They are an early intervention charity, stepping in to support young people with low selfesteem which can often severely impact education and career prospects. Their flagship Blue Skies programme has supported students from Glenmoor and Winton Academies. More recently, students from, Twynham School and Grange School in Christchurch, Stourfield Infant school and Bethany School in Bournemouth have developed their teamwork and leadership skills through individual ‘Inspirational Outreach’ sessions.
When JET work with a local school, their youth liaison officers usually help small groups of students. Focusing on developing communication skills and confidence, students are introduced to volunteers from the military and local businesses who provide active and engaging sessions on themes such as goal setting, teamwork and resilience. JET’s ongoing relationship with local schools bears testament to how students, teachers and parents value the impact of their sessions. Following a pause in face-to-face delivery, they are re-starting sessions this summer; BCP NEWS
something they believe to be vitally important given the impact of homeschooling and lockdown on some students’ confidence and ability to engage socially at school. Students like Robert, 12, who lacked confidence with his peers and often struggled to speak up in class said: “Today I was really good at participating” and Erica, 12: “I feel good and ready to achieve my goals”. The future of travel is green Did you know that swapping one car journey a week for walking, cycling, or taking the bus would have a significant impact on personal carbon emissions?
It is not about banning cars. It is about giving people attractive travel options to make short trips to the shops, work or school.
Our region’s largest ever consultation on sustainable transport closed last month, with over 27,000 people viewing plans to create an impressive network of 78km of new cycle and walking paths and bus improvements across south east Dorset.
Our engineers are busy reviewing the results of consultation and planning final design schemes.
It marks the start of a remarkable journey that will dramatically change the way we’re able to get around locally.
Our ambition is that by the end of 2023 we will have a series of safe, sustainable travel routes that will make a powerful impact on south east Dorset’s active and climate-friendly travel choices, road safety, traffic congestion and air pollution.
We want to create greener, healthier and better-connected ways for people to travel, now and for generations to come.

Being a Shared Lives carer is a rewarding career choice for the right person. Meet Fiona Fiona changed careers from a psychotherapist to a Shared Lives carer in 2014. Her mother was a Shared Lives carer, and Fiona applied to the scheme as she saw how rewarding it was for both the carer and the person they are caring for. She is a full-time Shared Lives carer, looking after Mark, who lives at her home with her two children. She told us how Mark is enjoying life in the family home and community, and how her career with Shared Lives has helped her achieve her work / life balance. “Shared Lives has basically given me my life back - it’s given me time to be at home when the kids get back from school. It’s a different lifestyle, you feel like you’re living life instead of living to work. Mark has settled really well here. The children have lots of fun with him, and he’s seeing them grow up - we’ve become an extended family.”

Meet Isabel Isabel is a Shared Lives carer for Jennifer, aged 60, who lives with Isabel’s family at home. Isabel’s daughter, Sophie, is also working for Shared Lives as a respite carer, and helps Isabel with Jennifer’s care, so they are a mother and daughter team. Isabel originally worked in a residential care home. She was able to extend her caring experience when she joined the Shared Lives scheme in 2019. She told us that she finds working as a Shared Lives carer to be motivating and satisfying by contributing positively to Jennifer’s life in her family home.

Election results 2021 Two by-elections were held in the wards of Canford Heath in Poole and Commons Ward in Christchurch on 6 May, along with the election for a Dorset Police and Crime Commissioner. The Canford Heath ward by-election had a turnout of 31.96 per cent and Sean Gabriel (Conservative) was elected. In the Commons ward by-election the electoral turnout was 36.5 per cent and Vanessa Ricketts (Christchurch Independents) was elected. Whole council elections for BCP Council take place every four years. The last whole council election took place in 2019 and the next election will be in 2023. David Sidwick (Conservative) was elected as the Police and Crime Commissioner for Dorset. From the 599,526 eligible electorate from the Bournemouth, Christchurch and Poole Council area and Dorset Council area combined, the turnout figure was 25.52 per cent.
