COSUMNES COMMUNITY SERVICES DISTRICT Your Parks and Recreation, and Fire Departments
The Cosumnes Community Services District (CSD) was created in 1985 and serves an estimated 190,680 south Sacramento County residents in a 157-square-mile area. Its award-winning parks and recreation services—including the operation of 95 CSD parks—operate exclusively within the Elk Grove community. It provides fire protection and emergency medical services for the cities of Elk Grove and Galt and unincorporated areas of south Sacramento County.
Get Moving This Fall
Inclusive and Adaptive Recreation for People with Disabilities
Thousands of children and adults got active this summer through camps and classes, sports leagues, events, and an impressive inventory of parks and trails. As summer winds down and fall approaches, we want to encourage residents to stay active and healthy.
In an effort to meet the needs of the community and in accordance with the Americans with Disabilities Act (ADA), the CSD wants to ensure that all individuals have access to our programs. Adaptive recreation classes and programs are offered through Recreation ADventures (page 46). Reasonable accommodations for other programs and activities are available and will be determined on an individual basis. To request an accommodation, mark the “Accommodations Needed” box on the registration form. Staff will contact you. Allow at least two weeks advance notice.
Two years ago, the Cosumnes CSD joined the fight against childhood obesity and held the first Healthy Kids Extravaganza at the Wackford Aquatic Complex. The event is part of Childhood Obesity Awareness Month, a national effort to eradicate childhood obesity in the United States. Staff members from all divisions are committed to ensuring the young people in our community get a healthy start in life. The 3rd annual Healthy Kids Extravaganza will get kids moving on September 9 with activities such as swimming, Footgolf, fitness challenges, goal setting and learning about healthy food options. This free event will be fun and educational for the entire family (page 4).
Gifts for Tomorrow – Today’s gifts are tomorrow’s treasures. The CSD encourages the improvement of parks through the “Gifts for Tomorrow” program giving citizens the opportunity to provide amenities in neighborhood parks, such as trees and benches.
Standards of Behavior For the enjoyment and safety of everyone, the CSD expects all participants to treat people and facilities with respect and abide by all rules and direction from staff. The CSD reserves the right to refuse service to anyone for failure to abide by these standards.
The biggest event of the year, the Elk Grove Giant Pumpkin Festival, will return to Elk Grove Regional Park on October 7 and 8 (page 8). “Giant Pumpkins in the Great Outdoors” will inspire guests of all ages to go play outside with activities like camping, fishing, biking and more. You won’t want to miss the giant pumpkin and produce weigh-off, the pumpkin boat race across Elk Grove Park Pond, and two days of lumberjack sports entertainment! October is Fire Prevention Month and the Cosumnes Fire Department will continue to offer outreach and education on fire safety topics to the residents of Elk Grove and Galt. During their many school visits and fire station tours, firefighters will remind residents to have properly installed and working smoke alarms and a home fire escape plan in place. Tired of being an armchair quarterback? Fall is a great time to join team sports and the CSD provides friendly competition for players of all ages and skill levels. Find more information about our leagues like flag football, basketball and softball on page 26 for youth and page 40 for adults. With 95 parks, 18 miles of trails, 8 recreation centers, and a 9-hole golf course, there are many opportunities to keep your family active and having fun throughout the year. Swimming is the number one exercise among adults to improve cardiovascular health, build muscle strength, endurance, and maintain a healthy weight. We are excited to assist you with regular opportunities for you to swim your way into fitness! The CSD Aquatics staff encourages you to share a lane with a fellow swimmer and ask us any questions before beginning your workout.
Continue your stroke development, technique and conditioning with quality coaches that promote a positive swimming experience. This is not a learn-to-swim program. WATER AEROBICS
Deep Water Aerobics Age 16+ Participants must be able to swim 25 yards unassisted and need to bring their own water noodle. This non-impact class offers participants the freedom of movement through water without touching or standing on the pool bottom. This class is great for cardiovascular exercise or helping to treat muscle and bone injuries. This fitness class is taught by trained and certified instructors in a water depth of 8 feet. Age 16+ An energetic workout for all participant levels with movements that will increase your heart rate and offer you a total body workout. This class will include low and high impact moves to improve cardiovascular health. It includes an abdominal workout to strengthen, tone, and build the body's core muscles. Minnow (Level 3)
Age 3+ Child must be able to swim and float independently on front and back. Child refines front crawl with rotary breathing and back crawl. They are introduced to elementary backstroke and treading water.
Otter (Level 4)
Age 3+ For children who have not participated in swim lessons before, or are not comfortable in water. Child learns to submerge face independently and is introduced to floating and locomotion in a fun and supportive environment.
Age 3+ Child must swim front crawl, back crawl and elementary backstroke for 15 yards independently in water that may be over their head. They will refine front crawl with rotary breathing, back crawl, and elementary backstroke and will learn sidestroke, breaststroke and turns.
Seahorse (Level 2)
Private Lessons
Age 3+ Child must be able to submerge face independently. Child learns to float on front and back and swim on front and back for a short distance.
Age 5+ For the personal touch, take private lessons. Lessons are one-on-one instruction taught at student’s individual level. Private lessons are conducted for 4 days lasting 30 minutes.
Helpful Hints for Swim Lessons • Make sure you have selected the appropriate level for your child. Once registered, you can only transfer classes 72 hours prior to the start day. • It is recommended that children repeat the last level they completed the previous summer. • Most children remain in the same level for two or more sessions. • If unsure which level your child is in, choose the level you know they can do the skills in (refer to Progress Report on website).
• Have a second and third choice ready when registering or transferring, as classes fill up quickly. • Your child will not be moved to a different level or class if registered incorrectly. You may be asked to leave the class without a refund or credit. • Make sure your child has a swim suit, towel, and sun block. For children in diapers, swim diapers must be worn in the pool. Goggles and swim caps can be worn as well. • Be on time or early to class!

Tiny Tot Preschools and Pre-K programs offer educational and recreational experiences to promote development. Children are encouraged to explore and become involved in a safe, secure learning environment. Physical activity and healthy snacks promote health and wellness. Our curriculum closely follows the California Preschool Learning Foundations and offers opportunities for social, cognitive, physical and creative growth. Our well-balanced program prepares each child for kindergarten and a life-long love of learning.
Registration
Register on-line, by phone, fax, or in the CSD Administration Office or the Wackford Complex. There are 11 monthly sessions for the entire school year. Students are automatically registered for each session unless written notice of cancellation is received prior to the next tuition due date. The first payment is due along with a $50 non-refundable registration fee. Two weeks written notice prior to the next tuition due date is required if you decide to drop your child from the program.

FIRE PREVENTION WEEK OCTOBER 8–14, 2017
In a fire, seconds count. Seconds can mean the difference between residents of our community escaping safely from a fire or having their lives end in tragedy. That’s why this year’s Fire Prevention Week theme: “Every Second Counts: Plan 2 Ways Out!” is so important. It reinforces why everyone needs to have an escape plan. The following is this year’s key campaign messages:
• Draw a map of your home with all members of your household, marking two exits from each room and a path to the outside from each exit. (Check out nfpa.org for a helpful PDF with tips and mapping tools) • Practice your home fire drill twice a year. Conduct one at night and one during the day with everyone in your home, and practice using different ways out. • Teach children how to escape on their own in case you can’t help them.
• Make sure the number of your home is clearly marked and easy for the fire department to find. • Close doors behind you as you leave – this may slow the spread of smoke, heat, and fire. • Once you get outside, stay outside. Never go back inside a burning building.

Enrollment Details for CSD Classes Refunds
Hold Harmless Form
Some classes require a parent/guardian to accompany participant to the first class and sign a Hold Harmless form prior to participation. Please check to see if your class has that requirement.
Pre-Register
Nothing cancels a class faster than low enrollment. Each class strives for a minimum level that will cover costs. If you see a class you’re interested in, register early and invite a friend.
Supply Fees
Some classes require a supply fee in addition to the registration fee. Supply fees are payable to the instructor at the first class, so do not include with the registration fee. Supply fees cover the costs for supplies needed to present or produce items, vary, and are included in the class descriptions.
Waitlist Procedure
Anyone can waitlist classes. Waitlists are not rolled over. It is the responsibility of the parent to place their child(ren) on the appropriate list(s). If a client withdraws from a class, the first person on the list is called and has 24 hours to accept or decline.
Accommodations
To request an accommodation, mark the “Accommodations Needed” box on the registration form. Allow at least two weeks advance notice.
Receipts
In an effort to keep costs down, we do not send receipts by mail. Receipts are available by request.
Mark Your Calendars
Refunds and transfers are granted to cancellations received 72 hours prior to the first class unless otherwise noted in the class description. Failure to attend does not constitute grounds for a refund. If you are not satisfied with a program, contact the supervisor. The Parks and Recreation Department will declare a refund on a customer account as an unclaimed credit when the refund has not been used or claimed within one year of issue date. Unclaimed credits will be transferred to the Cosumnes Recreation Opportunity Fund.

Stormwater Prevention The Cosumnes CSD has been authorized by the California Water Quality Control Board and the federal government to conduct a Storm Water Pollution Prevention Program at its properties and facilities.
Save water— we can all do it! FALL WATER CONSERVATION TIPS
The CSD’s goal is to reduce or eliminate pollutant storm water. Here's how you can help:
Don’t Litter
1.
Shut irrigation down before a rain event and keep it off for a minimum of 48 hours after the rain has passed.
Litter like plastic bottles, fast food wrappers and cups tossed on the ground can carry germs and bacteria.
2.
Cool weather and shorter days mean less water is needed. Have you adjusted your irrigation controller’s run times?
3.
When replanting around your home, use plants that are drought tolerant and require little water.
If you see someone dumping trash in one of your CSD parks or an undeveloped site of a future park, call our 24-hour maintenance hotline at (916) 405-5688.
