COSUMNES COMMUNITY SERVICES DISTRICT Your Parks and Recreation, and Fire Departments The Cosumnes Community Services District (CSD) was created in 1985 and serves an estimated 190,680 south Sacramento County residents in a 157-square-mile area. Its award-winning parks and recreation services—including the operation of 94 CSD parks—operate exclusively within the Elk Grove community. It provides fire protection and emergency medical services for the cities of Elk Grove and Galt and unincorporated areas of south Sacramento County.

This summer, we want to challenge you to get your play on with the Cosumnes CSD! Browse this Guide, visit our website, or come in and speak to our helpful staff to discover fun and affordable opportunities for physical fitness and healthy lifestyles.
In an effort to meet the needs of the community and in accordance with the Americans with Disabilities Act (ADA), the CSD wants to ensure that all individuals have access to our programs. Adaptive recreation classes and programs are offered through Recreation ADventures (page 46). Reasonable accommodations for other programs and activities are available and will be determined on an individual basis. To request an accommodation, mark the “Accommodations Needed” box on the registration form. Staff will contact you. Allow at least two weeks advance notice.
Gifts for Tomorrow – Today’s gifts are tomorrow’s treasures. The CSD encourages the improvement of parks through the “Gifts for Tomorrow” program giving citizens the opportunity to provide amenities in neighborhood parks, such as trees and benches.
Standards of Behavior For the enjoyment and safety of everyone, the CSD expects all participants to treat people and facilities with respect and abide by all rules and direction from staff. The CSD reserves the right to refuse service to anyone for failure to abide by these standards.
Whether it’s summer day camp, swim lessons, an adult sports league, painting class, a summer picnic in the park, or walking along the trails – parks and play go hand in hand. Enjoy the long, summer days at the CSD’s special events. Watch a movie in Morse Park following Food Truck Mania on May 20; attend a free concert in Elk Grove Park on June 3; and don’t miss the Hot Summer Nights concert series at Laguna Town Hall every Friday in August. Find more occasions to connect with your family and connect with your neighbors on pages 4-7. The Cosumnes Fire Department offers ways to stay safe while you play on pages 48-49. They will be co-hosting Regional Safety Day in Elk Grove Park with the Elk Grove Police Department on June 10. The free event features emergency response vehicles, safety demonstrations, and exciting activities for the kids. Age 16+ Swimming is the number one exercise among adults to improve cardiovascular health, build muscle strength, endurance, and maintain a healthy weight. We are excited to assist you with regular opportunities for you to swim your way into fitness! The CSD Aquatics staff encourages you to share a lane with a fellow swimmer and ask us any questions before beginning your workout. It is highly encouraged that you visit our website for updated days and times that the pool is available. Use of the pool is not exclusive and will be shared with other CSD programs. Camp Jr. Guard Age 11–16 Prerequisites: Swim 100 yards front crawl, tread water for 1 minute, and retrieve a 10 lb. brick from 7 feet of water, tested on first day. A camp designed to instruct youth in lifeguarding through skill development. Each session includes physical fitness, water skills, teamwork, emergency preparedness and certification in a different American Red Cross skill based on that week’s theme. This camp prepares participants for a job in lifeguarding plus builds confidence, fitness and self-esteem. Bring a swim suit, towel, sunscreen, water, and lunch daily. HELPFUL HINTS Make sure you have selected the appropriate level. Once registered, you can only transfer classes 72 hours prior to the start day. It is recommended that children repeat the last level they completed the previous summer. Most children remain in the same level for two or more sessions. If unsure of which level your child is in, choose the level you know they can do the skills in (refer to Progress Report on website). Have a second and third time choice ready when registering or transferring as classes fill up quickly. Your child will not be moved to a different level or class if registered incorrectly. You may be asked to leave the class without a refund or credit. Remember that both the Jerry Fox Swim Center and Wackford Complex offer swim lessons, so if a class is full at one pool, check the other facility. Make sure your child has a swim suit, towel, and sun block. For children in diapers, swim diapers must be worn in the pool. Goggles and swim caps can be worn as well. Be on time or early to class.
LESSON LEVELS Turtle (parent & infant)
Age 6 months + Water adjustment and safety skills. Designed to increase comfort level of toddlers in and around water. Teaches parents skills that the toddlers then practice, such as bubble blowing and floating.
Starfish (level 1)
Age 3+ For children who have not participated in swim lessons, or are not comfortable in water. Child learns to submerge face independently and is introduced to floating and locomotion.
Seahorse (level 2)
Age 3+ Child must be able to submerge face independently. Child learns to float on front and back and swim on front and back for a short distance.
Minnow (level 3)
Age 3+ Child must be able to swim and float independently on front and back. Child refines front crawl with rotary breathing and back crawl, and introduced to elementary backstroke and treading water.
Otter (level 4)
Age 3+ Child must swim front crawl, back crawl and elementary backstroke for 15 yards independently in water that may be over their head. They will refine front crawl with rotary breathing, back crawl, and elementary backstroke and will learn sidestroke, breaststroke and turns.
Dolphin (level 5)
Private
Age 5+ Lessons are one-on-one instruction taught at student’s individual level.
Semi-Private
Age 5+ Allow each person to get personal attention while still learning in a fun group environment.
Adult I
Age 3+ Child must be able swim at least 25 yards of front crawl, back crawl, elementary backstroke, and sidestroke in deep water. Breaststroke is refined and butterfly is learned. They will also practice treading water with different kicks and flip turns
Age 16+ For adults who never learned to swim and may not feel comfortable in water.
Shark (level 6)
Pre-Teen
Age 3+ Child must be able to swim at least 50 yards of freestyle, backstroke, breaststroke, sidestroke, and elementary backstroke. Endurance and technique are emphasized and butterfly is refined.
Adult II
Age 16+ For adults who are comfortable in water and want to work on developing their strokes. Age 11–15 For those who never learned to swim.
Adaptive
Age 5+ Designed for children and adults with disabilities. Receive one-on-one instruction at your own level.

TLC is a group of students that has an interest in learning how to be effective leaders. Members receive leadership training, work on fun service projects, and volunteer. Past projects include Harry Potter Late Night, Thanksgiving Dinner, KC site visit, and a college campus tour.
TAC is a group of students that works as a team to create positive opportunities for Elk Grove teens. Members meet once every other week to discuss current youth trends and plan positive events that better their community. Volleyball Camp
Pee Wee T-ball
7 –12 Graders ALL SKILLS CAMP – Covers all fundamental skills. Techniques will be broken down into single contacts, then utilized in drills and competition games. Perfect for players to improve their game and get a workout. DRILL CAMP – Designed to improve your chances of making a school team. In addition to instruction and competition, players will be taught strategies on getting noticed. Players will be subjected to tryout tests such as ‘Vertec’ jump and speed and agility drills.
Age 31/2–6 Calling all home run hitters! Join a class designed to prepare kids for the upcoming t-ball season. The fundamental skills of baseball will be taught through a variety of skills, drills and age appropriate games.

Great for boys and girls to learn the fundamentals: passing, throwing, catching, cutting, defending and running. Offers beginner to intermediate players the opportunity to build a solid foundation. Instruction is given in baseball and softball by college level players. Age 13 - 17 Join this culinary camp where each day participants will prepare and eat a variety of healthy, delicious meal selections. Focus will be on sanitary practices and safety as they learn about basic kitchen skills including cutting, mixing, measuring, etc. They will use the ovens, stove top, as well as a variety of kitchen tools to prepare dishes.
Age 12–17 Learn to make delicious recipes including chocolate covered caramel pretzels, giant marshmallow s’mores and more. Learn candy making tips, storage, packing tricks and the best online and local places to purchase supplies. Take home lots of treats and recipes.
Age 13–17 This class focuses on the basics of cooking. Teens will learn functional use of measuring implements, safe use of the stove, and correct food storage. They’ll learn about healthy food handling, and conclude with a meal that they have prepared.

Leave Fireworks to the Professionals
• The best way to protect your family is to not use any fireworks at home. Instead, attend public fireworks displays and leave the lighting to the professionals. • If you plan to use fireworks, make sure they are legal. Only fireworks approved and classified by the Office of the California State Fire Marshal as Safe and Sane are legal. Illegal fireworks may look like Safe and Sane Fireworks but without the California State Fire Marshal seal are illegal.
Be Extra Careful With Sparklers
• Little arms are too short to hold sparklers, which can heat up to 1,200 degrees. How about this? Let your young children use glow sticks instead. They can be just as fun but they don’t burn at a temperature hot enough to melt glass. • Closely supervise children around fireworks at all times.
Take Necessary Precautions
• Do not wear loose clothing while using fireworks. • Never light fireworks indoors or near dry grass. • Point fireworks away from homes, and keep away from brush, leaves and flammable substances
Be Prepared for an Accident or Injury
• Stand several feet away from lit fireworks. If a device does not go off, do not stand over it to investigate it. Put it out with water and dispose of it. • Always have a bucket of water and/or a fire extinguisher nearby. Know how to operate the fire extinguisher properly. • If a child is injured by fireworks, immediately go to a doctor or hospital. If an eye injury occurs, don’t allow your child to touch or rub it, as this may cause even more damage.

Here’s the Scoop Did you know? • A single gram of pet waste contains an average of 23 million fecal coliform bacteria, some of which cause diseases in humans. • Waters that contain high levels of bacteria and other pathogens from animal waste are unfit for human contact. • As pet waste decays it uses up oxygen that fish and aquatic life need to survive. • Pet waste contains nutrients that can cause excessive algae growth in our waterways.
• Pet waste attracts fleas, flies and other insects which adds another source from which diseases can be transmitted. • According to the FDA, the average-size dog makes at least one half-pound of poop each day. That is equal to one half-ton of poop made by one dog each year! • When you leave your pet’s poop on the ground, you violate Elk Grove Municipal Section 9.36.062(h) and the Cosumnes CSD Ordinance No.
Handy Tips
• Make use of the CSD provided “Scoop the Poop” bag stations located around the city at high use parks and trails. • Put bags in the car or tie them to the leash so you’ll be prepared when you travel with your pet. • Place bags by the door so you don’t forget them. • Dispose of all pickup bags in the nearest trash can. • Teach children to pick up after a pet.

New Registration Software is Coming Soon! This August, we’ll be rolling out a new online registration system allowing you to register and pay for programs from your computer, tablet or smart phone! You’ll need to create a new account with the CSD Parks & Recreation Department before you can register for the Fall 2017 season, but don’t worry! With a couple clicks and a few taps of the keyboard, you’ll be set up and ready to enjoy the convenience of our new and improved online registration option. The new system has many great benefits and is extremely easy to use! Search for your favorite programs by keyword, age, day, time, location and more! You can even register for multiple programs in one transaction making the registration and payment process faster and more convenient! We’ll keep you updated as we move towards the August release, and if you have any questions please don’t hesitate to call us at (916) 405-5600.

Enrollment Details for CSD Classes Refunds
Hold Harmless Form
Some classes require a parent/guardian to accompany participant to the first class and sign a Hold Harmless form prior to participation. Please check to see if your class has that requirement.
Pre-Register
Nothing cancels a class faster than low enrollment. Each class strives for a minimum level that will cover costs. If you see a class you’re interested in, register early and invite a friend.
Supply Fees
Some classes require a supply fee in addition to the registration fee. Supply fees are payable to the instructor at the first class, so do not include with the registration fee. Supply fees cover the costs for supplies needed to present or produce items, vary, and are included in the class descriptions.

Accommodations
To request an accommodation, mark the “Accommodations Needed” box on the registration form. Allow at least two weeks advance notice.
Receipts
In an effort to keep costs down, we do not send receipts by mail. Receipts are available by request.

Fire Department Fee
What to Bring? What to Wear?
Participants or those renting CSD facilities that require assistance of the Cosumnes Fire Department for an injury or illness while participating in our programs may be charged fees as part of that response and/or transport. These fees are separate from those paid to use the facility or participate in the program.
Read the class descriptions for what to bring or wear for fitness, dance, sports, or other special interest classes. Most descriptions include basic expectations for apparel and equipment.
Anyone can waitlist classes. Waitlists are not rolled over. It is the responsibility of the parent to place their child(ren) on the appropriate list(s). If a client withdraws from a class, the first person on the list is called and has 24 hours to accept or decline.
Refunds and transfers are granted to cancellations received 72 hours prior to the first class unless otherwise noted in the class description. Failure to attend does not constitute grounds for a refund. If you are not satisfied with a program, contact the supervisor. The Parks and Recreation Department will declare a refund on a customer account as an unclaimed credit when the refund has not been used or claimed within one year of issue date. Unclaimed credits will be transferred to the Cosumnes Recreation Opportunity Fund.

Our commitment to water conservation The CSD has always been committed to water conservation. Last summer, we did our part again by exceeding our water savings goal of 15%. This was achieved by diligently tracking water use, and regularly checking irrigation systems to maintain efficiency. Don’t be fooled by the wet winter! Water conservation is always important. If history is any judge, we can count on another exceptionally dry period returning.
During the winter months when irrigation systems are turned off, the CSD’s highly-trained irrigation staff continue to inspect parks and streetscape sprinklers and other aspects
