COSUMNES COMMUNITY SERVICES DISTRICT Your Parks and Recreation, and Fire Departments
The Cosumnes Community Services District (CSD) was created in 1985 and serves an estimated 190,680 south Sacramento County residents in a 157-square-mile area. Its award-winning parks and recreation services—including the operation of 97 CSD parks—operate exclusively within the Elk Grove community. It provides fire protection and emergency medical services for the cities of Elk Grove and Galt and unincorporated areas of south Sacramento County.
Inclusive and Adaptive Recreation for People with Disabilities
Goodbye, Summer. Hello, Autumn!
In an effort to meet the needs of the community and in accordance with the Americans with Disabilities Act (ADA), the CSD wants to ensure that all individuals have access to our programs. Adaptive recreation classes and programs are offered through Recreation ADventures (page 40). Reasonable accommodations for other programs and activities are available and will be determined on an individual basis. To request an accommodation, mark the “Accommodations Needed” box on the registration form. Staff will contact you. Allow at least two weeks advance notice.
Thousands of children and adults were active this summer through camps and classes, sports, community events, parks and trails. The pages of this Activity Guide are bursting with things to do and parks to visit throughout the fall season. With many program offerings and 97 parks, there are plenty of delightful opportunities to help keep you healthy and active year-round.
Gifts for Tomorrow – Today’s gifts are tomorrow’s treasures. The CSD encourages the improvement of parks through the “Gifts for Tomorrow” program giving citizens the opportunity to provide amenities in neighborhood parks, such as trees and benches.
Standards of Behavior For the enjoyment and safety of everyone, the CSD expects all participants to treat people and facilities with respect and abide by all rules and direction from staff. The CSD reserves the right to refuse service to anyone for failure to abide by these standards.
The 4th annual Healthy Kids Extravaganza at the Wackford Aquatic Complex will inspire your kids to get moving on September 8 with activities like swimming, Footgolf, fitness challenges, goal setting and learning about healthy food options. This free event will be fun and educational for the entire family. See more on page 6. The Elk Grove GIANT Pumpkin Festival is returning to Elk Grove Regional Park on October 6 and 7. Last year’s heaviest pumpkin set a new site record, weighing in at 2,095 pounds! On Sunday, giant pumpkins are carved into boats and paddled across the lake in the Pumpkin Regatta. You won’t see anything else like it in our region! Other festival favorites include the many contests, kids’ zone, agricultural area, pumpkin patch, and delicious pumpkin food. See more on pages 10-11. October is Fire Prevention Month and our Cosumnes CSD Fire Department will continue to offer outreach and education on fire safety topics to the residents of Elk Grove and Galt. Visit the firefighters during their Fire Station Open Houses this season, and you’ll get to see the station, fire engines, and learn more about keeping your home fire safe. See more on pages 50-51.
Have a wonderful autumn,
Maureen Zamarripa General Manager, Cosumnes Community Services District

DISTRICT INFORMATION
CSD ADMINISTRATION BUILDING | REMODEL PROJECT
BACKGROUND In the early morning hours of February 20, 2015, the Cosumnes Community Services District Administration Building suffered significant fire damage. Located at 8820 Elk Grove Blvd., the 94-year-old building was a familiar landmark in the community. While retaining a significant portion of the historically-significant brick exterior walls, much of the damaged roof, building systems and interiors will be replaced with new construction in order to transform the building into contemporary and energy-efficient office space. MFDB Architects, Inc. developed a comprehensive design plan that will better use the existing square footage, modernize the space, and provide amenities that are desirable for staff to better serve the community. Diede Construction, Inc. began project construction in June 2017 with an estimated 12-14 month construction period. Visit yourcsd.com/remodel for the latest information.
IMPROVEMENTS • Code-required upgrades to the structural systems • ADA accessibility • Numerous site utility, site circulation and landscape improvements • Contemporary and energy efficient office space • Spacious lobby • Modern work spaces • New and improved board room

DISTRICT INFORMATION
McConnell Park is located in the Hampton Village neighborhood on Hampton Oak Drive. Originally built in 1995, this 6.6 acre park has recently gone through an exciting transformation! Earlier this year, construction began on the $880,000 revitalization project. The improvements include the addition of the following: • The original playground was replaced with larger separated play areas for both 2-5 and 5-12 age groups. In addition to the play structures, swings have been added to both areas along with other spinning play elements. • A large shade structure with picnic tables and barbecue • Adult fitness equipment • A quarter mile decomposed granite walking trail • Half-Court Basketball • Outdoor musical instruments atop a spiraling mound for a more passive recreational experience • Drinking fountains with bottle fillers • Stormwater retention and collection features • New landscaping and irrigation improvements The renovation was made possible by the residents of Hampton Village voting to increase their annual assessments to fund both the construction and maintenance of the new facilities. Residents also participated in outreach meetings and public workshops that gave them the opportunity to have input into the design. The project was completed and opened to the public in July. The park now has something for everyone! Come check it out!
The Future of Parks and Recreation in Elk Grove The Cosumnes CSD Parks and Recreation Department is rolling out the 2018 Master Plan which will guide decisionmaking for parks, recreation programming and facilities over the next 10 years. During community outreach for the Master Plan, community members requested more opportunities to connect with neighbors and friends, stay fit, get outdoors and into nature, and participate in activities that emphasize the diversity of Elk Grove. We are committed to meeting the needs of our growing community as we continue to provide exceptional customer service and award-winning parks and recreation. Learn more at yourcsd.com/planforplay. -- Joshua Green, Parks and Recreation Administrator
Committed to Extraordinary Service The Cosumnes Fire Department remains united in our efforts to effectively meet the expectations and needs of the communities we serve. That is why we have developed a Strategic Plan to provide a road map to show where the Department is going in the next three to five years and how it is going to get there. It validates our Mission and Values statements, and has objectives, strategies, and tactics that will provide the Department with a clear direction as we move into the future. Our team is eager to take this Strategic Plan from concept to reality, as we always strive to serve you to the best of our ability. I encourage you to visit Fire Station 45, 71 or 74 during Fire Prevention Month and meet the talented men and women of the Cosumnes Fire Department. -- Michael McLaughlin, Cosumnes Fire Department, Fire Chief

If we cannot REACH you, we cannot ALERT you! Fires. Earthquakes. Gas leaks. Be in the know about emergencies in your community.
FIRE PREVENTION WEEK: OCTOBER 7-13, 2018
“LOOK” for places fire could start. Take a good look around your home. Identify potential fire hazards and take care of them.
The safety of the residents in the community is the top concern of Cosumnes Fire Depar tment. Because of this, Sacramento County, Yolo County, and Placer County have joined together to launch a FREE ser vice, the Sacramento Region Emergency Notification System.
“LISTEN” for the sound of the smoke alarm. You could have only minutes to escape safely once the smoke alarm sounds. Go to your outside meeting place, which should be a safe distance from the home and where everyone should meet. “LEARN” two ways out of every room and make sure all doors and windows leading outside open easily and are free of clutter. For more Fire Prevention resources please visit firepreventionweek.org

Some classes have mandatory supply fees that are required for every class and are included in the registration fee (example: art materials). Mandatory supply fees are always collected with registration and are not paid to the instructor. Some classes have optional supply fees that are not required for every class, or are not required at all (example: martial arts uniform). Optional supply fees will be paid directly to the instructor and are not included in the registration fee.
Waitlist Procedure
Anyone can waitlist classes. Waitlists are not rolled over. It is the responsibility of the parent to place their child(ren) on the appropriate list(s). If a client withdraws from a class, the first person on the list is called and has 24 hours to accept or decline.
Accommodations
To request an accommodation, mark the “Accommodations Needed” box on the registration form. Allow at least two weeks advance notice.
Receipts
In an effort to keep costs down, we do not send receipts by mail. Receipts are available by request.
Mark Your Calendars
Note the times, dates, and locations for courses and events.
Refunds
Refunds and transfers are granted to cancellations received 72 hours prior to the first class unless otherwise noted in the class description. Failure to attend does not constitute grounds for a refund. If you are not satisfied with a program, contact the supervisor. The Parks and Recreation Department will declare a refund on a customer account as an unclaimed credit when the refund has not been used or claimed within one year of issue date. Unclaimed credits will be transferred to the Cosumnes Recreation Opportunity Fund.
Cosumnes Recreation Opportunity Fund
When registering, add an optional $1 to donate. See page 60 for more information on the program.
Fire Department Fee
Participants or those renting CSD facilities that require assistance of the Cosumnes Fire Department for an injury or illness while participating in our programs may be charged fees as part of that response and/or transport. These fees are separate from those paid to use the facility or participate in the program.
What to Bring? What to Wear?
Read the class descriptions for what to bring or wear for fitness, dance, sports, or other special interest classes. Most descriptions include basic expectations for apparel and equipment.

Here’s the Scoop • A single gram of pet waste

Stormwater Prevention The Cosumnes CSD has been authorized by the California Water Quality Control Board and the federal government to conduct a Storm Water Pollution Prevention Program at its properties and facilities.
Save water— we can all do it! FALL WATER CONSERVATION TIPS
The CSD’s goal is to reduce or eliminate pollutant storm water. Here's how you can help:
Don’t Litter
1.
Shut irrigation down before a rain event and keep it off for a minimum of 48 hours after the rain has passed.
Litter like plastic bottles, fast food wrappers and cups tossed on the ground can carry germs and bacteria.
2.
Cool weather and shorter days mean less water is needed. Have you adjusted your irrigation controller’s run times?
3.
When replanting around your home, use plants that are drought tolerant and require little water.
If you see someone dumping trash in one of your CSD parks or an undeveloped site of a future park, call our 24-hour maintenance hotline at (916) 405-5688.
4.
Know where the master water shutoff is to your house in case of a broken pipe.
5.
For more water saving tips/tricks, visit the Save Our Water website www.saveourwater.com
Report Illegal Dumping
Pick Up After Your Pet
Pet waste contains disease-carrying bacteria that can pollute our drinking water. Pick up after your pet and remind others to do the same.
Put Your Butt in the Trash
If you’re a smoker, always put your extinguished cigarette butts in the trash.
Mind the Drains
The CSD utilizes water saving practices to meet water savings goals. Learn more at www.yourcsd.com.
Keep litter, pet wastes, leaves, and debris out of street gutters and storm drains. Dispose of used oil, antifreeze, paints and other household chemicals properly—not in storm sewers or drains.
