Your Parks and Recreation, and Fire Departments The Cosumnes Community Services District (CSD) was created in 1985 and serves an estimated 190,680 south Sacramento County residents in a 157-square-mile area. Its award-winning parks and recreation services—including the operation of 97 CSD parks—operate exclusively within the Elk Grove community. It provides fire protection and emergency medical services for the cities of Elk Grove and Galt and unincorporated areas of south Sacramento County.

Welcome to the Cosumnes CSD Winter/Spring 2019 Activity Guide! Inside this guide, you’ll find a variety of events and programming to keep you and your family active, inspired and happy this season. February will be filled with dancing. The popular Father Daughter Dance series will return to Laguna Town Hall which will be transformed into a mystical garden. A new addition to the February line-up is the Family Dance. The whole family is invited to attend this glow-in-the-dark dance party on February 22. On February 23, adults can dance the night away to big band and swing music at the Annual Ball. See page 6 for details. Did you know golf is a sport for the whole family? Junior golf programs will start up again in March, including The First Tee of Greater Sacramento, U.S. Kids Golf, and LPGA*USGA Girls Golf. These programs not only teach the fundamentals of golf, they teach youth healthy habits, confidence and leadership skills. We have the privilege of offering these classes and more at the CSD’s Emerald Lakes Golf Course. See page 29 for details. Then in April, the award-winning swim lesson program will be back in session at the Wackford Aquatic Complex and new Elk Grove Aquatic Center. Learning how to swim is a life-saving skill that can be achieved at any age. Find out how your family can discover the water on page 10. Stay safe while you play this season. Cosumnes CSD’s In-House Park Design Team The CSD’s Park Planning team manages the planning, design and construction of new parks and park renovation projects within the District. This talented team of three Landscape Architects and one Construction Inspector is responsible for developing master plans for new parks, organizing community outreach meetings, preparing construction documents, and construction management. They are currently overseeing construction on four projects: playground replacements at Batey Park and Wackman Park, artificial turf replacement at Bartholomew Sports Park, the 13-acre Kammerer Park and the 20-acre Oasis Community Park which is scheduled to begin construction in early 2019. They are also in the design phase of the Morse Park dog park upgrade. The conceptual plan includes modern amenities and creative solutions to please both the dogs and their owners. In the early morning hours of February 20, 2015, the Cosumnes CSD Administration Building suffered a devastating three alarm fire. Located at 8820 Elk Grove Blvd., the 94-year-old building is recognized as a Point of Historical Interest in California. Breaking ground on the $10.7 million renovation project began in May 2017.

Progress has been exciting to watch over the duration of the project which will be completed this winter. Soon after, CSD staff will return to work in the building and CSD Board of Directors meetings will resume in its boardroom. We look forward to serving the public and taking registration again from our original location.

Cosumnes Fire’s Mutual Aid Response California has recently seen record-breaking wildfires. This summer, over 13,000 firefighters were on the front lines of dozens of large wildfires across the state. These fires burned nearly 667,000 acres and damaged or destroyed over 2,000 structures. Under a statewide mutual aid system, local agencies may receive assistance from other fire departments from throughout the state, and can be called on by the California Office of Emergency Services to assist in larger incident events. Cosumnes Fire has deployed 71 times in 2018, which translates to 150 personnel assigned to fires around the state. That is an incredible number. The largest event was the Mendocino Complex as you might expect since it’s the largest wildland fire in California history. Fire personnel also responded to Hurricane Florence as part of a FEMA Urban Search and Rescue Task Force. We are very grateful to the Cosumnes Fire personnel who responded to those calls for help, and spent weeks away from their homes and families. We are also grateful to the personnel who helped cover the stations here in our community during that time. – Michael McLaughlin Cosumnes Fire Department, Fire Chief

SWIM LESSONS

Discover the life skill of learning to swim with the award winning CSD Aquatics Swim Lesson Program! All classes are taught by trained Instructors and under the watchful supervision of experienced Lead and Management staff.

Step 1: Level Level 1: Starfish Group

Level 4: Otter Group

Adult I Group

(8 Classes, Age 3+) For children who have not participated in swim lessons, or are not comfortable in water. Child learns to submerge face independently and is introduced to floating and locomotion.

(8 Classes, Age 3+) Child must swim front crawl, back crawl and elementary backstroke independently for 15 yards in water that may be over their head. They will refine front crawl with rotary breathing, back crawl, and elementary backstroke and will learn sidestroke, breaststroke and turns.

(8 Classes, Age 16+) For adults who never learned to swim and may not feel comfortable in water.

Level 2: Seahorse Group

Registration Tips

(8 Classes, Age 3+) Child must be able to submerge face independently. Child learns to float on front and back and swim on front and back for a short distance.

• Have a second and third time choice prepared when registering or transferring, as classes fill up quickly.

• If unsure of the appropriate level, refer to the sample Progress Report on yourcsd.com.

• It is recommended that children repeat the last level they completed the previous summer. Most children remain in the same level for two or more sessions.

• Jerry Fox Swim Center, Wackford Aquatic Complex, and Elk Grove Aquatics Center all offer swim lessons. If a class is full at one pool, check another facility.

Level 3: Minnow Group (8 Classes, Age 3+) Child must be able to swim and float independently on front and back. Child refines front crawl with rotary breathing, back crawl, and is introduced to elementary backstroke and treading water.

Level 5: Dolphin Group

Turtle Group (Parent & Infant) (4 Classes, Age 6 Months+) Will learn water adjustment and safety skills. Designed to increase comfort level of toddlers in and around water. Teaches parents skills that the toddlers then practice, such as, bubble blowing and floating.

Level 6: Shark Group

Private Lessons (4 Classes, Age 5+) Lessons are one-on-one instruction taught at student’s individual level.

(8 Classes, Age 3+) Child must be able to swim at least 50 yards of freestyle, backstroke, breaststroke, sidestroke, and elementary backstroke. Endurance and technique are emphasized and butterfly is refined.

Course begins with participation in an 8-hour online class and continues with instructor led skills and water work in the classroom. Learn rescue skills, first aid, CPR/AED, and Professional Lifeguard responsibilities. Successful completion of this course will certify you in Lifeguard Training, First Aid, CPR for the Professional Rescuer/ AED and Emergency Oxygen.

American Red Cross Lifeguard Training Review Age 15+ Prerequisites: 15 years of age and proof of a current ARC Lifeguard certification brought to class. Deep Water Aerobics Age 16+ This non-impact class offers participants the freedom of movement through water without touching or standing on the pool bottom. This class is great for your cardiovascular exercise or helping to treat muscle and bone injuries. Students are strongly encouraged to bring their own sewing machine and it’s manual. A few sewing machines will be available for student use but they will be shared. Some basic supplies will be provided. Students will leave the class with basic hand sewing skills and 1 or 2 projects, like a pillow or tote bag. Students must purchase supplies at a cost of about $15 to $20 depending on their individual projects.

COSUMNES CSD FAMILY HOME SAFETY DRILL Before An Emergency Occurs 1. Test Your Smoke Alarms If not maintained properly, your smoke detector could fail you when you need it most. Test smoke alarms once a month, change the batteries twice a year and replace smoke alarms that are older than 10 years or are beyond their expiration date.

2. Close Before You Doze Close bedroom doors before going to sleep. In the event of a fire, a closed bedroom door can make a 900 degree difference and provide an extra 15 minutes of safety.

3. Draw Your Home Escape Plan Knowing where to go before an emergency occurs will help individuals snap into action. Use a blank sheet of paper to prepare your family’s home escape plan!

In The Event of an Emergency 1. Get Low and Stay Low Crawl low under smoke to avoid poisonous gases that raise with the heat of a fire.

2. Call 9-1-1 When it is safe to do so, call 911 in an emergency. Before an emergency occurs have younger children practice dialing the number and asking for help. Have older children also practice reciting their home address as well.

3. Stop, Drop and Roll Should clothes catch on fire: STOP, DROP AND ROLL! Don’t forget to cover your face with your hands!

Engineer Rob Henkens

Have you ever wondered who builds those big, shiny fire engines? Cosumnes Fire Engineer Rob Henkens has helped build 24 fire apparatus while on the Fire Department Apparatus Committee over the last 15 years. In addition, he has been fighting fires, protecting and saving life and property, and providing emergency medical services to the community for the last 27 years. Engineer Henkens has served the community both on and off the job. He is a Deacon at his church, he has been a Car Seat Technician and a Fire Chaplain, put up Christmas tree lights in Old Town Elk Grove, and even performed at parades, elementary schools and events as Sparky the Fire Dog. Engineer Henkens loves his job and the fact that every day is different. “I never know what we could be doing

from day to day because no call is the same,” he said. “I like responding to fires, vehicle accidents and water rescues, and especially being able to help people.” But Engineer Henkens doesn’t stop helping people when he’s off duty. Captain Rick Haas notes, “Rob donates hundreds of hours each year to sow into the lives of local youth.” As a 4-H Club Leader, he mentors and helps kids build leadership skills like responsibility, resiliency and hard work. He has many years of coaching high school football under his belt and continues to help youth by serving as President of the Pleasant Grove Football Booster Club. Captain Ryan Crabtree describes Engineer Henkens as a “true master of his trade and is always willing to mentor aspiring Engineers and coworkers.” Engineer Henkens is a passionate and dedicated leader at Cosumnes Fire, and it is our pleasure to recognize him in this month’s Employee Spotlight.

Enrollment Details for CSD Classes Refunds

Hold Harmless Form

Some classes require a parent/guardian to accompany participant to the first class and sign a Hold Harmless form prior to participation. Please check to see if your class has that requirement.

Pre-Register

Nothing cancels a class faster than low enrollment. Each class strives for a minimum level that will cover costs. If you see a class you’re interested in, register early and invite a friend.

Supply Fees

Some classes require a supply fee in addition to the registration fee. Supply fees are payable to the instructor at the first class, so do not include with the registration fee. Supply fees cover the costs for supplies needed to present or produce items, vary, and are included in the class descriptions.

Waitlist Procedure

Anyone can waitlist classes. Waitlists are not rolled over. It is the responsibility of the parent to place their child(ren) on the appropriate list(s). If a client withdraws from a class, the first person on the list is called and has 24 hours to accept or decline.

Accommodations

To request an accommodation, mark the “Accommodations Needed” box on the registration form. Allow at least two weeks advance notice.

Receipts

In an effort to keep costs down, we do not send receipts by mail. Receipts are available by request.

What to Bring? What to Wear?

Read the class descriptions for what to bring or wear for fitness, dance, sports, or other special interest classes. Most descriptions include basic expectations for apparel and equipment.

Refunds and transfers are granted to cancellations received 72 hours prior to the first class unless otherwise noted in the class description. Failure to attend does not constitute grounds for a refund. If you are not satisfied with a program, contact the supervisor. The Parks and Recreation Department will declare a refund on a customer account as an unclaimed credit when the refund has not been used or claimed within one year of issue date. Unclaimed credits will be transferred to the Cosumnes Recreation Opportunity Fund.

Fire Department Fee

Participants or those renting CSD facilities that require assistance of the Cosumnes Fire Department for an injury or illness while participating in our programs may be charged fees as part of that response and/or transport. Many plants and grasses go dormant and most plants and grasses get all the water they need during the winter months from natural sources. • When the time comes in the spring to turn your irrigation back on, be sure to perform a system check first and then set the system to deliver a fraction of the water the plants will need when the summer months arrive. Lifeguard Training Classes

Brita Geiger, Special Events Coordinator

Every year, the Cosumnes CSD Parks and Recreation Department hosts dozens of delightful events for the community. Brita Geiger is one of the people in charge of planning and creating these special moments. Brita loves continuing the CSD’s long-standing traditions, like the Elk Grove Giant Pumpkin Festival, Father Daughter Dances, and Hot Summer Nights

Concerts, while finding new ways to improve upon them. One of her talents is the ability to incorporate a theme into every detail of an event. She has a knack for creating new events and new ways to get the community involved in the efforts. This year, Brita is looking forward to creating new neighborhood-scaled events in parks around Elk Grove, called “Pop-Up” events. “What we do in Special Events really impacts people in our community in such a positive way,” Brita says. “I feel so lucky to be able to put on events for my community, family and friends.”
