And who should we find inside Den Anker, showing us to our table, but the embodiment of murder mystery grande dame Agatha Christie’s moustachioed Belgian super-sleuth. If Poirot was from the DRC. The gallant Patrick has been working at Den Anker for 10 years, and after seeing us fumble with the extensive beer menu, he discreetly makes a suggestion and then saunters off to fetch the perfect drinks to start what will be an evening of incredible food in what is arguably one of the Waterfront’s most successful restaurants. For 27 years, Den Anker has been serving authentic Belgian food to an appreciative crowd of tourists and locals, and tonight is no exception. It’s freezing cold in the Mother City, but the place is packed to the brim. A table never stays empty for long – waiting patrons grabbing one as it clears. It’s easy to see why: our starters of bitterballen and cheese and charcuterie platters are ample and delectable. Mr Redelinghuys is not the biggest eater

Stop in for a wine tasting or a bite and chances are you’ll bump into some or other member of the clan. If you’re lucky it’ll be Attie, the elder son and winemaker. He’s the man responsible for the estate’s award-winning wines. This is chenin blanc country, and Opstal’s is hailed far and wide. The estate-label chenin blanc is certainly good, but it’s worth splashing out the extra on a bottle of the Carl Everson Single Vineyard Chenin Blanc, named for the man who first established Opstal as a premium wine producer. And there’s no better place to enjoy a bottle than on your private deck at one of the five cottages newly built on the hillside above the cellar. Each is named for a character that has shaped the farm through the decades, and the cottages are a stylish, contemporary take on your typical farm getaway. Wooden floors and minimalist furniture define the spacious living area, where Dovre wood-burning stoves will keep any winter chills at bay.

The clue is in the name

n our way to the restaurant, I ask my husband who he thinks the most famous Belgian literary character is. “Tintin,” he says, without hesitation. Not to take anything away from Hergé’s intrepid adventurer slash journalist boy wonder, but the answer I was looking for was Hercule Poirot.

f you ever needed a reason to pay an extended visit to the Slanghoek valley, you can say a big thank you to the Louw family. Their family tree has deep roots in this impossibly scenic valley, which stretches north from Goudini to the low-water bridge that crosses the Breede River. They’ve farmed here since 1847, across seven generations, and yet still seem to have a giddy enthusiasm for the place as if they’d arrived just yesterday.

The open-plan kitchens are wellequipped for self-catering, although you’ll certainly want to enjoy a meal or two from chef PJ Lombard at the Opstal restaurant. That’s for lunchtime though. Come evening the large braai area on your private deck – with panoramic valley views – is where you’ll want to be cooking.

and proclaims himself to be stuffed, but nonetheless orders the Steak au poivre “Den Anker”, a 300g pan-fried fillet with a white pepper crust, flambéed in a rich cream sauce. And he finishes it.

And it’s on the deck you’ll find the pièce de résistance: wood-fired hot tubs that gaze out over the Slanghoek Valley. They take a while to warm up, so light them early for a soak before bed. The spacious en-suite bedrooms are kitted out with quality linen, so you’re assured of a good night’s sleep. The next morning, more Slanghoek adventures await.

I opt for the Lapin à la flamande – rabbit slow-cooked in Belgian beer, served with sinfully decadent potato croquettes. As I tuck in, the wet wipe that Patrick delivered along with the cutlery suddenly make sense – you have to get dirty to make sure you get every last bit of meat. We finish off with a Belgian waffle (of course) served with ice cream and sour cream, and ice cream with Belgischer schokolade. Thoroughly satisfied, we sit firmly anchored in our seats, and I wonder if that’s where the name “Den Anker” comes from.

T

he Test Kitchen isn’t the first place you’d think of if you fancy a really good plate of fish and chips. But for the next two months, on Wednesday, Thursday and Friday lunchtimes, you’ll find South Africa’s best known fine-dining restaurant channelling a bustling English pub vibe. Ye Olde Test Kitchen is a pop-up concept that popped into Luke DaleRoberts’ head when he started revisiting old pub classics from his youth in the British countryside. “I thought why not go all in and just do it,” he says. So lunch whole-hearted pub style it is. A short à la carte menu of rib-sticking, artery-stopping, old-fashioned classics. The food you’d hope to find in an oldschool English pub, done to Test Kitchen standards. When we visited, the open kitchen was in full throttle, a team of fifteen doing prep for that night’s finedining service, while a dedicated team of five delivers the pub lunch. Heraldic bunting hints at nostalgic pub flavour, the bare brick walls play along with the theme, and brown paper tablecloths dial down the decor to gastro-pub simplicity. The menu offers a choice of four starters and five mains with not a frill, garnish or palate cleanser in sight. We went for a rich and delicious terrine, layering duck and date pâté with chicken liver

parfait and pistachios, to slather on sourdough toast, with a simply dressed green salad. Soup of the day was a sumptuous kedgeree soup, made with snoek instead of haddock and lashings of cream and gentle spice. We had to find out what fish and chips looked like under Test Kitchen conditions and were rewarded with gloriously fresh hake, chunky crispy chips and two thick sauces to dunk into. The rabbit and ham suet pudding also intrigued – so old-school I don’t remember ever eating it before – a thin suet crust, the rabbit and ham filling delicate and succulent, a velouté of tarragon and mustard, and some whole butter lettuce leaves to balance it out. Delicious enough that even as I eyed up the next table’s beef Wellington and lamb shanks I didn’t regret my choice. Service is attentive and fast-paced, geared to pub lunch timing and customers who only have an hour for lunch, and they keep a few tables available for walk-ins. We didn’t need dessert but there was no way I was leaving without trying the sticky toffee pudding. And it was worth it, gorgeously decadent, full-on toffee caramel depth with vanilla ice cream. If you go for all three courses be prepared to leave inelegantly stuffed!

o longer just a holiday town with a sleepy retirement community for the rest of the year, Hermanus is attracting more and more families as permanent residents, for the quality of life, mild climate and small town vibe, an escape from the city with Cape Town still within day-trip reach. “Bringing up children in Hermanus is fantastic as we now have the very best of both public and private schools on offer as well as the great outdoors,” says Michelle Wilson. “We love being active and healthy and do regular trail runs and mountain bike races locally.” Andree Noska remembers bringing up her children here. “Long walks on Grotto beach as the sun set, gatherings at Kammabaai… later watching the kids surf.” After moving away to Franschhoek for a few years, she’s back for the next phase of her life. “I returned to Hermanus as a retired elder person forging new friendships through the many opportunities that the town offers – U3A (University of the 3rd Age), music concerts, there’s so much to do in such a small town.”

Explore Life in Hermanus is lived outdoors as much as possible. “As a family we love going to our happy place, hiking in the mountains of Vogelgat private reserve and walking to the local waterfalls in Fernkloof Nature Reserve,” says Michelle. “The kids love playing on the amazing beaches, surfing and building sandcastles.” Local favourite beaches include Voëlklip, Grotto beach, Langbaai and Kammabaai. “Kammabaai is one of the most amazing beaches to go to, for swimming, tanning or playing bat and ball,” says Cleo. The town buzzes with the Fynarts Festival in June, the Whale festival in September, preceded by a fynbos and flower festival. It’s a popular weekend destination for Capetonians too, with a busy Saturday farmers market, quirky shops and cafes around the old harbour, the whale museum, and lots more to explore along the Hemel-enAarde Valley for wine-tasting and good food, as well as beautiful scenery. You don’t even have to leave town to walk for miles along the picturesque cliff paths, spotting southern right whales in the bay, dassies on the cliffs, all the way to the milkwood forest behind Grotto beach. No wonder so many weekenders and holiday visitors dream of moving to Hermanus permanently.

THE FIC AND ESTATE AGENTS WHO IS THE FIC

The Financial Intelligence Centre (FIC) is the administrator of the Financial Intelligence Centre Act, 2001, which is central to South Africa’s legislative framework on anti-money laundering, countering the financing of terrorism and combating the proliferation of weapons of mass destruction. The FIC is the country’s national centre for gathering and analysing information disclosed to it. In doing so, the FIC assists in identifying funds generated from unlawful acts, combating money laundering and terrorist financing. To help towards fulfilling this mandate, obligations are imposed on certain business sectors deemed vulnerable to money laundering and terrorist financing, such as banks, attorneys, and estate agents. Part of the obligations imposed on these sectors, known as accountable institutions, is for them to register with the FIC, and to submit regulatory reports to the FIC. Using the information and data submitted by these sectors, the FIC develops financial intelligence, which is requested or referred to competent authorities such as the South African Police Service, the National Prosecuting Authority, the Asset Forfeiture Unit and others including the South African Revenue Service, the Public Protector and supervisory bodies. This financial intelligence is used by domestic and foreign partners in their investigations, prosecutions and other follow up actions. As the FIC is reliant on timeous and quality information from accountable institutions, it is important that the sectors provide accurate, quality data and information to the FIC.

With the FIC’s targeted financial sanctions list in place, estate agents are required to screen their new and existing clients against this list. Furthermore, the process for this screening must be contained in the estate agents RMCP. Estate agents and all accountable institutions may also subscribe to the FIC to receive alerts when any changes on the list are made. Should an estate agent discover that they have a client on the targeted financial sanctions list, they are required not to transact with the individual or entity. The estate agent is required to submit a terrorist property report (TPR), should they identify property in their possession or under their control, which is owned or controlled or on behalf of a person or an entity identified in the sanctions list.

Penalties for non-compliance with these obligations can include administrative sanctions and criminal prosecution. This may amount to a maximum of 15 years in prison or a fine not exceeding R100 million. Penalties depend on the contravention and the severity of the offence. Compliance with the FIC Act makes it more difficult for criminals to hide their illicit proceeds in the formal financial sector.
