Created by the recently appointed head chef Marvin Robyn, who has worked at a number of top fine-dining establishments in the Winelands including Equus at Cavalli and Makaron at Majeka House, the new dinner tasting menu not only celebrates the heritage of Grande Provence Estate, which was established in 1694, but also some of SA’s favourite culinary treasures. With his new tasting menu, Marvin showcases local ingredients like rooibos, buchu and morogo, as well as
the familiar flavours of South African home cooking in a way that honours its roots but offers diners an exciting, elevated update of the originals. The snacking plate of samoosas and bread course of fluffy mosbolletjies with home-churned herbed butter should tide you over nicely while you peruse the menu, where you can opt between three, four or five courses, with or without wine pairings from the estate. For starters, you really can’t go wrong with the savoury, smoky slivers of ox tongue, served with shaved radishes, a sophisticated spin on the traditional sweet mustard sauce and pickled mustard seeds – a real treat of a dish, especially when paired with Grande Provence Rosé 2017. Seafood lovers should definitely try the kabeljou – pan-fried to absolute perfection
with a deliciously crisped-up skin – served on a velvety heerenboon mash, with fresh grapes and dill cream. As far as meaty mains are concerned, it’s a toss-up between the braaied springbok loin with caramelised mieliepap disks, a spicy chakalaka and a buchu-and-honey jus, and the lamb rump with amorogo puree and rooibos reduction. The finish line of the fine-dining marathon rewards diners with a host of proudly-SA-inspired dessert options, not the least of which is the milktart with a citrusy naartjie ice cream and curried nut praline. As for Marvin’s take on malva pudding? Might want to try his malva ice cream with cheesecake mousse, plum jelly and marzipan, is all we’re saying. Getting back to your roots has certainly never tasted better.

T
he 2nd of June 1946 was a turning point in the history of Italy. Battered by the Second World War, the dictatorship of Benito Mussolini, and an ensuing civil war, Italians wanted change. In a landmark referendum they voted to become a republic and swept away the monarchy, deposing the monarchs of the House of Savoy and sending them into exile. Today, this moment is celebrated in the Festa della Repubblica, celebrated on 2 June each year. Happily, to toast the day, there’s no shortage of local wines celebrating proudly Italian cultivars. One of the most interesting releases of late has been the Nero d’Avola (R300) from Bosman Family Vineyards in the Wellington winelands. Wary of a warming climate, Petrus Bosman went looking for drought-resistant cultivars and found Nero d’Avola on the sun-baked slopes of Sicily, and their first vintage was released in 2014. The current release is from 2016 and its concentrated fruit and firm tannins make it a fine match for hearty meat dishes, or perhaps an aubergine caponata with plenty of capers. Another standout Italian cultivar worth discovering is nebbiolo, native to the Piedmont region of northern Italy. Though often sold at high prices locally, the Du Toitskloof Nebbiolo 2014 offers excellent value at just R60 a bottle. It’s a fruity, elegant wine that’s lighter in style and won’t mind being served slightly chilled. Equally appealing is sangiovese, the grape most often associated with Tuscany. And the Terra del Capo Sangiovese 2016 (R85) from Anthonij Rupert Wyne offers good bang for your buck. Part of their Terra del Capo range focussing on Italian cultivars, the ripe fruits and spicy notes make their sangiovese a fine match for classic osso buco.
While single cultivars show plenty of personality, blends can offer the best of all worlds, and the Nederburg Ingenuity Italian Blend 2014 (R365) is certainly a showstopper. Made from sangiovese, barbera and nebbiolo – grown from Darling to Stellenbosch – it’s a great example of Italian cultivars making themselves at home in the Cape.

Celebrating a new harvest of liquid gold olive oil at Tokara WORDS: KIT HEATHCOCK

T
he olive harvest at Tokara, high on the Helshoogte Pass above Stellenbosch, lasts over three months as different olive varieties ripen. Visiting in April, walking through olive groves heavy with fruit, we watched that day’s hand-harvested olives being cold-pressed into flowing rivers of gorgeous extra virgin olive oil, and tasted it straight from the press. Olive oil master Gert van Dyk tells us, “A good oil is made on the tree. I’m lucky enough to be hands on from the olive groves right through to the final pressing stage.” They buy olives from other growers to supplement their own 22ha of orchards and Gert spends time at each location to determine the exact point of ripeness to pick each variety. Tokara bottle two single variety oils, Mission and Frantoio, and two multivarietal blended oils, selected to balance the three main attributes that olive oil is judged on: fruit, bitter, pungency. Gert took us through a tasting so we could experience this for ourselves. After warming blue glass cups in our hands, we first inhaled the aromas, then
sipped and let the oil spread across tongue and palate. The first element to register is the fruitiness, mid-tongue detects the bitter quality, and then a slow release burn of the pepperiness hits the back of the throat. The ideal oil has a balance across all three, but personal preference plays a part, as does the culinary use you put it to. The gentle Mission single varietal, with warm fruit and only a mild peppery pungency, was lovely in a subtle couscous salad at lunch. More outspoken with a fierce kick, the Frantoio complemented hearty roast vegetables. The blends were delicious all-purpose characterful oils that work well across the whole menu. There’s also a lovely blended unfiltered oil available on tap at Tokara Deli. “We choose not to refine this special olive oil to retain its fresh and cloudy appeal,” says Gert. One important thing to note about olive oil, is the fresher the better. Unlike wine it doesn’t improve with age, so use liberally and return to Tokara for a refill. This is gold that cannot be hoarded!

Short and sweet
South Africa is in the process of regulating the short-term rental sector of the hospitality industry in response to cries by the so-called regulated hotels and B&Bs, to ‘level the playing fields’ WORDS: ANNE SCHAUFFER

ecently, Tshifhiwa Tshivhengwa, chief executive, Federated Hospitality Association of South Africa, said that Airbnb had created “unfair competition”, because informal accommodation providers “were not abiding by any laws or regulations”. Government recently published the Tourism Amendment Bill, which stipulates that short-term home rentals will fall under the Tourism Act. Bottom line, the Department of Tourism has bowed to pressure from the regulated hospitality industry to regulate Airbnb, and the minister will lay down thresholds for Airbnb in South Africa – it may include limits on the number of nights guests are allowed to stay, maximum annual income allowable before an Airbnb establishment had to convert to a business, whether it was compulsory to be in the house during rentals, minimum security features, or determining zones where Airbnbs are allowed. Another issue (with local government) was how to differentiate between residential municipal property rates and business rates. Sars, too, would have to comment on the tax implications of the bill with regard to additional private income earned from Airbnb activities. Seen as disruptors – much like Uber – there’s strong debate as to why this highly successful sector should be
regulated to appease a sector which is taking strain because of Airbnb. The impressive income figures from Airbnb – the dollars generated directly, the spin-off dollars in added tourism, and the related employment figures, plus the fact that these are small businesses (precisely what SA needs), means regulations are not welcomed by the sector.
What’s Airbnb’s legal standpoint?
Airbnb.com’s terms of service include a provision that requires hosts to warrant that a listing they post for, or a guest’s stay at, an accommodation “will comply with all applicable laws (such as zoning laws), tax requirements, and other rules and regulations (including having all required permits, licences and registrations); and will not breach any agreements you have entered into with any third parties, such as a homeowners’ association, condominium, or other agreements”.
South Africa’s municipal bylaws
There is no law prohibiting short-term rentals in general, but each municipality has the power to create and enforce bylaws and zoning regulations around short-term rentals. Cape Town, for example, has developed its own set. You, as a property owner, need to check whether local bylaws exist around
short-term rentals, and if so, what’s required of you to comply with them. Question is, what constitutes a business? As more and more one- or two-person businesses save business rentals and work quietly from home, it’s a blurry line, largely ignored. Subscribing to online platforms such as Airbnb is becoming increasingly popular, as South Africans feel the pinch of the constrained economy, and supplement their funds.
Renting a property
If you rent a property, check whether your lease allows for subletting, and/or, speak to your landlord. If you don’t, when you’re discovered to have transgressed, you – and your tenant – can be evicted.
Living in a complex or gated estate
“Most sectional title body corporates and homeowners’ associations have rules about rentals,” says Maria Davey, Meumann White Attorneys, “so familiarise yourself with the rules of the scheme – or constitution of the association – as many prohibit short-term rentals and require the trustees or directors to consent to leases. Neither the Sectional Titles Act nor the Sectional Titles Schemes Management Act (STSMA) address short-term letting and it is, therefore, permitted, but they do allow the trustees – as resolved by the members of the
body corporate – to make or amend conduct rules, which could include a restriction or prohibition on shortterm renting or the listing of units on a platform such as Airbnb if such a prohibition is already not in place.” Davey adds, “It’s imperative that you, the owner, include a copy of the conduct rules along with any other document the tenant is required to sign. You will after all be liable to the body corporate or homeowners’ association for your tenant’s misdemeanours. Similarly, a tenant who sublets is liable to the owner, so it’s imperative that the tenant makes all rules applicable to his subtenant.”

Steyn City offers more options for residents S
teyn City has expanded its apartment-living offering with the launch of a new development, 104 on Creek. Rental market shows interest in Woodstock Quarter
W
oodstock Quarter has received healthy tenant interest from Capetonians since the Swish Property Group development launched in March. Construction of this building in the redevelopment zone of Sir Lowry Road in Woodstock was completed earlier this year. It has nine storeys and 386 residential units. Studio, one- and two-bedroom apartments are available in various design options. Rentals range from R7,800 per month for a studio to R15,000 for a two-bedroom unit. Each apartment has an oven and hob as well as DStv and data connectivity. Communal facilities include a fitness centre, a rooftop bar with 360º views, a lounge, a deck and three swimming pools. “We paid a lot of attention to the design element,” says Swish Property Group sales and marketing representative Craig Getz. “The heritage-inspired façade and classy finishes such as stone countertops and USB ports throughout add that little extra. Activity in SA’s housing market on the up A
s anticipated, the MPC kept the repo rate steady, taking a conservative approach against the backdrop of rising fuel prices and with a wary eye on CPI inflation, says Dr Andrew Golding, CEO, Pam Golding Property Group.
“However, a reduction in the repo rate, on the back of the marketfriendly election outcome, would have created stimulus for the economy and property market, as well as a confidence boost for consumers in general, especially homeowners and buyers with outstanding mortgages and hefty bond repayments. “Having said that, and based on the Pam Golding Residential Property Index April statistics, it’s encouraging to see that the national housing market already appears to be starting to see
promising signs which augur well for an uptick in activity now that the dust has settled on the election.”
Golding says good news is that the slowdown in national house prices appears to be bottoming out, with national house price inflation steady at 3,7% in both March and April. “We believe the stabilisation and potential for a turnaround in the national market is being driven by a combination of a gradual strengthening in Gauteng and a tentative rebound in the Western Cape region, which had experienced a price correction. Despite this, the Western Cape remains the top-performing major region overall, with the strongest regional price growth (6,75%) across all price bands. Interestingly, the East Rand continues to enjoy a modest rebound and is currently the top-performing Gauteng market.”

loubergstrand is the historic heart of the greater Blouberg area. Once a small rural fishing village with fabulous views over Table Bay – its beaches edged by rock pools at the north end of Blouberg beach now a favourite of the bucket and spade brigade – it still feels slightly separate from the new developments and modern suburbs that now connect it to the metropole. Blouberg (also spelt Blaauwberg) has spread to include the estates growing up around Bloubergstrand, recently developed Big Bay, and the long Blouberg beachfront – a major kitesurfing hotspot – bordering on West Beach, Blouberg Rise, Bloubergrant and Table View.

Residents are proud of its long history and the village community feel that still exists. “Despite all the developments around Bloubergstrand village, it’s still tranquil and the most magical place on earth,” says resident Alan Zondagh. “The sea, the beaches, the view of Table Mountain, the surf spots, the pools on the rocks – John-Louw-se-pool left of Small Bay, and Kitti’s Pool on the Island.”
Property Bloubergstrand itself has a sprinkling of historic houses dating back to the 19th century, the oldest now home to Ons Huisie restaurant. Twentieth century beach villas and family homes make up the rest of the village property. In the dunes behind and stretching to the Big Bay area are several new secure estates and local shopping centres, as well as the big new Table Bay Mall conveniently close. “With all the new developments over the years we now have everything on our doorstep and within 5km, including shops, banks, restaurants, doctors, dentists, and medical centres. We’re spoiled for choice,” says Alan. The length of the Blouberg beachfront is a mix of high- and low-rise apartment buildings and complexes, making the most of the ocean views and the demand for holiday accommodation, especially by international kitesurfers.
Schools Between them the Western Seaboard suburbs have a wide choice of schools,
most of which are the other side of the R27 from Blouberg, but still within easy reach. Well-known private schools include Elkanah House, Parklands College, CBC St Johns Parklands, and many more options such as Blouberg International, Big Bay Academy, Shelanti, Generation Schools, and recently opened Rallim Preparatory. Sunningdale Primary and Blouberg Ridge Primary are public options with a good local reputation, and for public high schools it’s a MyCiTi bus ride to Melkbosstrand High, Milnerton High and Table View High.

Other favourite things to do include “surfing, swimming, rowing in the sea and walking down the coast, eating breakfast at Café Blouberg, listening to live music at the Blue Peter”. Then, of course, any time the wind blows there is kitesurfing, with international competitions taking place here, surfing and SUP all with those fantastic views of Table Mountain and Robben Island as a backdrop.
