aving just celebrated its first birthday on 26 October, Rare Grill has come a long way since it opened its doors – so much so that it was crowned the best steakhouse at the The Wolftrap Steakhouse Championships 2017, beating 150 other steakhouses from around the country. So when I was invited to dine at Rare Grill, there was no way I could say no. The first thing you notice is how small the steakhouse is. It never feels cramped, though. It’s an intimate
setting where the focus is clearly on quality rather than quantity. “I had wanted to open my own place for a few years, but never had the capital. Eventually, a few close friends decided they would help me out. There wasn’t a lot of money, so I had to find something small,” says owner Greg Bax. The menu consists of a selection of starters (from field mushroom bruschetta with truffle oil and Parmesan, to oven-roasted bone marrow on toast), two salads and some house favourites, including

Greg is very hands-on – moving between the kitchen, the bar and the floor and interacting with all the diners. It’s great to see an owner who is so passionate about what he does. With all that passion for meat, we had to try his recommendations for the night: the aged sirloin and 500g T-bone steak. Our steaks were perfectly cooked, tender and full of flavour. Next time I’ll definitely be more adventurous and order the Nguni ribeye (the last one was sold before we could order). Greg ended off our meal with a wholesome crème brûlée and decadent chocolate vodka shots that he makes himself (do yourself a favour and don’t leave without having one). It’s clear that even though Rare Grill may be the smallest steakhouse in Cape Town, it’s big on flavour and quality, and clearly holds its own against the biggest names in the industry. As Greg says, “Going forward, my focus is to establish Rare Grill as the go-to steakhouse and really just enjoy what I’m doing. It’s a real privilege being able to live your dream.”

Basically, I shop around to find the best I can,” says Greg.

ooking for a new tipple to take the edge off what looks set to be a searing summer? A new range of gin-based frozen popsicles might just be the answer. After the runaway success of the PJ Pops wine-based popsicles in 2016, “the demand for alcohol-based popsicles is very much out there and we want to make sure we stay ahead of the curve,” says Natasha Alomia, Frost Popsicles, who says the ever-growing demand for G&T popsicles was a logical next step. The G&T Popsicles are available in two flavours: G&T Classic and
G&T Berry Infusion. The G&T Classic, with the distinct juniper notes and subtle bitterness of a well-made G&T, will appeal to purists like myself. If you have a sweet tooth you’ll likely prefer the G&T Berry Infusion, which delivers blackberry, strawberry and blueberry flavours and a slightly sweeter palate. What’s particularly appealing about the popsicles is the quality of what goes into the recyclable Tetrapak tubes: the tonic base is a leading brand of local craft tonic, while a bespoke gin has been created by respected Cape Town distillery Hope on Hopkins. “Because some flavours tend to become subdued when the gin is frozen, we went with a traditional London Dry for the G&T Classic
popsicle,” says Lucy Beard, co-owner, Hope on Hopkins. “We aimed to highlight very particular flavours by using just four botanicals. It’s juniper-driven, with coriander, angelica root and liquorice just to round it off.” Berries and botanicals were added to the stills for the G&T Berry Infusion, and “it’s the power of the gin that makes this product come alive,” says Natasha. “This is also the first time, worldwide, that a bespoke gin-based popsicle has been created in partnership with an established distillery.” The final popsicles clock in at 7% alcohol by volume, so there’s the refreshing bite of gin without the worry of overindulging too soon. With summer around the corner, it’s time to stock up for sundowners. G&T Popsicles are available at selected Spar, Pick n Pay, Liquor City and independent liquor stores. ootlegger Cafe and Grill (BCG), Constantia’s newest food sensation, replacing Greens at High Constantia, isn’t another fine dining spot. It’s an everyday cafe and grill where you can bring the kids for pizza; pop in for breakfast, a salad or a sandwich; or splash out on a steak and a bottle of Constantia Glen. BCG is Bootlegger all grown up and, with the collaboration of renowned chef Eric Bulpitt, the food is spot-on. “I fell in love with Eric’s cooking first at The Roundhouse and then at Newton Johnson, and Faber,” says Pieter Bloem, co-founder and director, Bootlegger Coffee Company. “I was hesitant about asking him to collaborate on this, but he absolutely loved the idea. I love his sense of perfection but also his sense of adventure. He’s an incredible creative.” Eric is having a lot of fun. “People keep asking me, ‘Why are you collaborating with an everyday eatery?’” he says. “Well, because I’m an everyday person, a normal human being. When I go out, I’m looking for the best burger, the best pizza, the best steak.” And this is what he delivers in the short but varied menu at BCG, his talent for bringing out the essence of great ingredients brought to the fore. We started with a simple Caprese salad, with
excellent bocconcini mozzarella, fresh tomatoes and basil, and a generous drizzle of Morgenster olive oil. The combination of the fierce 450˚C blast of the wood-fired oven and slow-fermented dough recreates the classic Neapolitan approach to pizza: a thin crust that’s crisp but with a chew to it. The Margherita was pizza perfection, with a sprinkling of Parmesan adding a touch of umami. Our lamb rump was juicy and full of flavour. The Pira charcoal grill oven, imported from Spain, does a fabulous job of imparting a smoky rosemaryinfused sear while retaining all the juices. Eric’s red wine jus (which is to die for), the simple but perfectly cooked wilted spinach and baked sweet potato with crème fraiche complemented the dish well. The orange and lavender nuances in the crème caramel, and the lemongrass ice cream topping a decadent brûlée cheesecake, combine creativity with a sense of fun, as do the moreish apple fritters with salted caramel dipping sauce. Bootlegger Cafe and Grill may be an everyday eatery, but each dish is foodie heaven.

excellent street frontage. Our tall windows are perfect for our lighting displays and the store really comes to life at night, creating a lovely distraction for people walking or driving past.
Q: How did your business start? A: I studied at Design Time School of Interior Design and then when it came to a career, lighting chose me. It happened via a circuitous route involving textiles, architecture and interior design. Newport Lighting was born after the company I was working for at the time was liquidated. With the encouragement of my loyal clients, I started the business in 2008, providing lighting design solutions using the latest in technology and design from around the world. When clients started asking for quality decorative lighting that was locally designed and manufactured, I developed our own range of table lamps, floor lamps and pendants, all made in Cape Town.
Q: Who are your neighbours? A: Mostly restaurants and coffee shops, but there are more specialist retailers moving into the area. There are also a lot of fashion stores opening up around us, which is encouraging.
Q: Why did you choose this area for your business? A: I wanted to take my time to find the perfect retail space, so I started out working from offices in Mowbray, using our website as a showcase, while I was looking for the ideal premises. It took a long time, but then I was shown our current location purely by chance. The fact that it was on Bree Street in the burgeoning inner city was serendipitous and perfect for what I was looking to create. Q: How did you find your premises? A: I worked with an agent; it’s always best to work with professionals.
Q: What are the rental/sales prices like in this area? A: Prices are high due to the popularity of the area. Q: How many people go through your store each day? A: It varies, but on average about 10 people a day. Our Saturday trade is nice and busy. Q: Do you have any expansion plans? A: We have no plans to expand the store, but our product range is always expanding. Besides our own locally produced creations, we’re also always adding the latest lighting designs from Europe and around the globe to our offering. Q: Do you operate online as well? A: We have a lovely website as a showcase but no online trading. Q: What’s your most popular item? A: A range of table and floor lamps called Nexus, from Danish brand Nordlux – great designs at reasonable prices.

A few home truths
A legal expert shares some do’s and don’ts of residential property

ver wondered whether you could party in your home until 2am, or keep a brood of chickens? Sifiso Msomi, partner: property and conveyancing, Shepstone and Wylie Attorneys, gives us the low-down on what you can and cannot do in your home according to the law. The way in which you can use your property is primarily determined by the zoning scheme applicable to it. In addition to this, various bylaws and other legislation can also impact how residential property may be used.
Business
Residential zoning schemes across the country mostly permit people to use residentially zoned property in urban areas for various activities in addition to using it as a residence. This includes allowing a residential property to be used as a bed and breakfast, a daycare facility, a home business or even a shop without business rights. Operating a residentially zoned property in one of these ways is, however, usually subject to certain conditions. For example, a bed and breakfast will be limited to a certain number of rooms (usually three), and a home business will be limited to a certain number of employees
(usually two) and to certain types of industries. Sufficient parking for the business activity is also a condition that generally needs to be met. An important factor across the various zoning schemes is that the property shouldn’t lose its residential character.
Animals
In recent years, many cities have introduced limitations on the number of dogs that may be kept on residential property. The general rule across most of the bigger municipalities is that two dogs may be kept per dwelling erected on the premises, although people can get permits to keep more. While keeping bigger animals such as livestock is generally not allowed in residential areas, slaughtering for cultural purposes is permitted if done in accordance with the applicable bylaws, including giving notice of when a slaughter will take place, keeping the slaughter out of public view and taking measures to prevent health risks.
Noise
Noise generated from residential property is also regulated. In urban areas, loud music above a certain level is generally only allowed until 9pm from Monday to Thursday and until 12 midnight on weekends. However, in
some areas, the cut-off time is 10pm regardless of the day of the week.
Building regulations
The recent introduction of the Spatial Planning and Land Use Management Act has given municipalities more control over building regulations within their jurisdiction. This means that questions such as proximity to boundaries, erf size versus coverage and servitudes can all be addressed at a local level, with rules varying in different municipalities.
Zoning
Zoning can be checked through the town planning department of the municipality. Thereafter, you can consult the zoning scheme to see the exact details pertaining to that subzone in that municipality. Applications for changes to zoning can be made through the town planning department. Sectional title and share block units are subject to the rules stipulated by their zoning as well as by their ruling bodies. In less formal residential areas the ways in which property can be used are generally broader with fewer conditions than in more formal urban areas. One reason behind this is to encourage local employment and income generation in less formal areas.

Kliptown public environment upgrade
M
ore than 400,000 paving stones of Corobrik’s clay paver range were used for the urban enhancement of the Kliptown Walter Sisulu Square of Dedication, as well as Union Avenue and Square Road, all based in Soweto. Forming part of the Kliptown Public Environment Upgrade, the 24,000m² paving project, completed in July 2017, was commissioned by the Johannesburg Development Agency (JDA). This branch of the city was established to efficiently manage and facilitate the development
of an equitable, sustainable and resilient city to achieve the strategic city development objectives. “The regeneration of this vibrant area, steeped in cultural history, is a fantastic undertaking by the JDA and we applaud the selection of Corobrik’s robust and inspired pavers,” said Musa Shangase, commercial director, Corobrik. “The finished design works well to complement the existing structures and, among the many product benefits of pavers, the durability will minimise any future maintenance or replacement costs for the city.”
Currently in its third developmental phase, the JDA is focused on the implementation of Joburg 2040, which addresses city challenges to achieve its objectives, as well as supporting the development of the City of Johannesburg’s “Corridors of Freedom”, which the Kliptown Public Environment Upgrade falls under. Through urban regeneration, these Corridors of Freedom allow residents to work, live and play within the same space, without the inconvenience and high costs of travelling long distances.
Economic outlook for property market
F
ollowing Finance Minister Malusi Gigaba’s maiden mini Budget presentation to Parliament, Samuel Seeff, chairman, Seeff Property Group, has advised that the key message out of the presentation, poor economic growth and rising sovereign debt levels, points to a period of prudence for the property market. No impact is expected in the short term, but property stakeholders should pay special attention to the weaker
economic growth outlook which has been downgraded for this year from 1,3% to 0,7% and is expected to only reach about 1,9% in 2020.

Amdec unveils Harbour Arch
T
he Amdec group has unveiled a major new mixed-use development, which is set to transform the Cape Town Foreshore and bring with it much-needed jobs. “Strand is probably one of the most beautiful beaches in the country,” says Mikhail Thompson, Son Surf School. “It’s a long beach with lots of open sand, safe for swimming and good for learning to surf. It doesn’t have great waves for advanced surfers, but you can surf consistently in any wind. They are redeveloping the promenade at the moment, including a retaining wall, which is awesome. The promenade is nice for walking, cruising with prams and on wheels.” Strand gets packed in December, he says, but there’s plenty of beach to share and lots of parking, hence the area’s enduring popularity with beachgoers. The laid-back beach lifestyle means there’s a growing market for holiday rentals and second homes in Strand, but there’s also a stable community of permanent residents, many whose
families have lived in the area for generations. “Strand still has a smalltown feel, which I really enjoy,” adds Mikhail, who has lived in the area his whole life. “The neighbours talk to you and we have two schools close by, so there are many kids and bikes around. And a lot of young families are buying up older houses and renovating, so there’s a feeling of rejuvenation.” Anytime you want a change from the wind, sea, sand and surf, there’re the beautiful Helderberg Mountains for hikes or mountain biking through the fynbos. Foodies will love the world-class fine dining on the historic wine farms around Somerset West or towards Stellenbosch. While shopping within Strand is limited, the huge Somerset Mall is close by and has a variety of stores, so there’s no need to head into Cape Town unnecessarily. For those who work in the city, it’s easy to commute and the Cape Town International Airport is even closer along the N2. Closer to home, Waterworld provides endless fun for the kids, Strand Golf Club is adjacent to the Lourens River estuary – rich in birdlife and natural beauty – and nature lovers can enjoy the Dick Dent Bird Sanctuary, the Cheetah Outreach and the stunning sunset views over False Bay.
