T

here’s a misconception about hotel bars and restaurants. People seem to think you need to be a guest at the hotel to enjoy them. This is not the case, especially not at Tsogo Sun’s Southern Sun The Cullinan hotel which welcomes outsiders with open arms. And their latest addition, Stella Cafe and Bar, is the perfect spot for lunch with friends on a warm summer day.

“Panorama” says it all: amazing views in all directions with the sun setting between Table Mountain and Signal Hill being my personal favourite. Within less than half an hour, I can be in the Cape Town CBD, the winelands, the West Coast, or on the beach in Muizenberg, Table View or Strand. I’m less than 5 km away from three huge shopping malls, four major hospitals and fantastic schools. The Tygerberg Nature Reserve – with even better views over the Peninsula – is right on my back door. The arboretum and several green spaces in the neighbourhood provide additional breathing space. I have a panoramic lifestyle – never mind the view.”

This welcoming cafe and bar is perfectly located next to the pool, and every Friday you can sit and enjoy the smooth sounds of either a house DJ or live music (most recently they had Cape Town fave Acoustic Element entertaining diners) as part of their Stella Sessions. Apart from a picturesque location and awesome entertainment, they also have a cocktail selection to envy (the Tropical Rum Julep served in an adorable Moscow Mule copper mug, is a winner for me) and a full menu perfect for warm days, complete with summer salads, pizzas, wraps and other light meals.

But, I have to say, their tapas stole the show. “The tapas concept is still quite new to Cape Town, but we’re winning the war,” explains Lindsay Venn, executive chef. “It’s the only way to get the full culinary experience.” And it’s true. More and more establishments are embracing this small-plates trend. We tried out their take on the chilli popper – golden-crusted cheese balls filled with chopped piquante peppers which added a subtle heat to the dish and were phenomenally moreish. Next up was the confit pork belly with pak choi and a side of Asian slaw. The pork belly is glazed with apple, soy, ginger and honey and melts in your mouth, while the slaw balances the richness perfectly. Then it was time for the Angry Duck served with rice (ultimate comfort food) and, the star of the day, the smokey beef ribs with an incredibly tasty lentil, nigella and butternut salad. Of course, we had to end it all off with their famous – as senior sous chef Riaan le Roux describes it –Turkish delight cheese cake. This tasty treat was truly decadent while not being overly sweet.

The tapas menu changes every week, so don’t be surprised to find an assortment of other wonderful items on display the next time you pop in. “We get to be really creative with the menu because it is always evolving,” comments Riaan. For epic cocktails and food, the Stella Cafe and Bar is definitely worth a turn.

“I love the many restaurants, pubs and coffee shops that are within walking distance in Kenilworth. Whether you’re looking for some gourmet food and fine wine, or some beer and pizza, you’re spoilt for choice. A

lthough urban living is an increasingly popular lifestyle choice, especially for younger buyers, it is not without its drawbacks. For people who have grown up in suburban homes, the lack of a garden takes some getting used to. The lucky few with balconies are therefore making use of them as much as possible, turning an often overlooked space into an indoor-outdoor room. Traditional planters and pots are a start, but the trend is to think vertical, with products and systems that help homeowners to maximise their space. These move out of the realm of traditional garden supplies and cross into the world of design. This appeals to the aesthetically minded homeowner and shows the shift in gardening as a key focus within design, rather than the afterthought that it often previously was.

Locally, Growbag has found success for exactly that reason with its hanging, wall-mounted and regular models. These also boast added sustainability through their recycled construction. Internationally, we’re seeing designers take the same thinking to the next level with innovative planter concepts. Plantin City, for example, produces modular systems of terrariums and planters out of high-end materials, allowing homeowners to customise an entire sculptural “plantscape” in their homes. This trend is in part driven by the desire people have to create sanctuary spaces in their homes. As South Africans, we have a strong connection to an indoor-outdoor lifestyle already, so trends like this will definitely be growing in the future as we attempt to reconcile our urban aspirations with a connection to the natural world.

A

flip through the latest Platter’s Guide suggests that the coolclimate vineyards of the Elgin and Hemel-en-Aarde valleys are where you’ll find South Africa’s top-rated Pinot Noir. The likes of Newton Johnson, Bouchard Finlayson and Creation Wines are justifiably famous for their elegant Pinots, and yet the roots of this signature wine originating from the Burgundy region of France are to be found in the hills outside Stellenbosch. We have George Paul Canitz to thank for planting the first Pinot Noir vineyards on the estate in 1927. A German artist and part-time lecturer at Stellenbosch University, Canitz fell in love with the neglected manor house and set about restoring and replanting the estate. Together with viticulturist Professor Abraham Izak Perold, who created South Africa’s signature Pinotage grape by cross-pollinating Pinot Noir and Hermitage, Canitz crafted the first “Burgundy” in Stellenbosch. It was an experiment that paid off handsomely, with Canitz claiming, “Muratie Burgundy is bottled sunshine; it gladdens the heart and loosens the tongue!” The Canitz family eventually sold the farm to the late Ronnie Melck, whose son Rijk now oversees the estate. In 2009 he changed the name of the Pinot Noir to pay tribute to the father of South African Pinot, with the current 2012 vintage of the George Paul Canitz Pinot Noir now on shelves.

Made from dry-land vineyards, it’s a wine with lively acidity and a fresh palate of raspberries, cherries, cloves and sandalwood that are given a solid platform of oak tannins to perform on. That combination of acidity and tannin means the wine will happily age for the next decade, but can equally be enjoyed this festive season. It’ll pair perfectly with a dish of rare venison, or a wild mushroom risotto. Nearly a century after the first vines were planted in the sandstone soils of Muratie, it’s not hard to think that George Paul Canitz would have been rather pleased with a glass of “his” 2012 Pinot Noir.

If you want to live on the outskirts of the city so you can escape into nature at a moment’s notice and yet still be within easy reach of the CBD and all Cape Town’s attractions, Plattekloof ticks all the boxes. Hugging the skirts of the Tygerberg Hills with leafy-tree-lined streets and glorious views over the city and Table Mountain, it has easy access to both the N1 and the N7, or you can head out to the wine estates of Durbanville Hills or to the Tygerberg Nature Reserve. After residents have raved about the views, the first thing they mention about the area is its convenience: “I love how central it is,” says Michelle Whitelaw, who has lived here for three years. “It’s 15 minutes to town and 30 minutes from the winelands, a stone’s throw from the beach and five minutes from Canal Walk.” Locally the Plattekloof Village Shopping Centre has all the everyday shopping you need, and for medical care the excellent Panorama Mediclinic and all its associated doctors’ rooms are just over the road. For outdoors types there are hiking and trail running on the doorstep in the Tygerberg Nature Reserve where the last remnants of the critically endangered Swartland Shale Renosterveld vegetation are preserved. The reserve is home to the Cape fox, the honey badger and a variety of endemic birds. Keen mountain bi­kers have a huge network of trails starting from the Majik Forest, with members of the Tygerberg mountain

bike club having privileged access to a green corridor winding across several of the Durbanville Hills wine estates to connect with Contermanskloof and Meerendal. And closer to home there are lots of open green spaces to stroll and picnic. “One of our favourite things to do with our little one is to go to the duck pond,” continues Michelle. “Plus there are so many parks and places to walk and hike, it is fun for the whole family.”

The grandstand views over the city, Table Mountain and Table Bay towards Robben Island, really do give the whole Plattekloof area its unique aspect Adjoining the Plattekloof area on the other side of the vineyards and open fields of De Grendel wine estate, Burgundy Estate shares the same advantages of convenient access to the city and fabulous views, backing onto the fynbos and farmland of the western slopes of Tygerberg Hill. One of its best kept secrets is the nine-hole mashie golf course edged by indigenous fynbos with a fantastic view of Table Mountain, and the large canoeing lake surrounded by green open space further along the hillside favoured by picnickers, dog walkers and kids feeding ducks. “There are lots of walking and running trails within the estate between flowers and landscaped areas,” says Janine Meyer, resident for three years. “I love being able to walk with my dogs and have the opportunity to let them run around freely in some areas. And the security is really good too, so you feel safe when you’re out walking.” It’s a slowly growing commu­nity with a number of individual gated develop­ ments and open spaces of land that has not yet been developed. In the almost 10 years since it began,

it has formed its own identity. “There’s a good sense of community in Burgundy,” says Janine, “with lots of sports clubs, golf, tennis, soccer, cricket and running, and you’re sure to meet neighbours out walking, at our monthly market, and at events like the Carols by Candlelight.” For local shopping, there’s Burgundy Square with a Checkers, hair salon, cafes and various small businesses. The Burgundy Estate Clubhouse is the social hub. It has a newly opened tapas and Mediterranean restaurant España, which is the place to meet after work. But the latest news delighting residents is that Rabie, the property company responsible for the huge success of Century City, has just taken on the investment of developing the rest of the residential and commercial land in Burgundy Estate, continuing the plan of green corridors, open spaces and pocket parks, which currently makes Burgundy a popular place for young families. The grandstand views over the city, Table Mountain and Table Bay towards Robben Island, really do give the whole Plattekloof area its unique aspect. Looking out over the Mother City and being able to dip into it at will before returning home to peaceful seclusion on the green slopes of the Tygerberg Hills, is a treat.

bout a 60km drive from Cape Town up the West Coast you’ll find the little town of Mamre which is home to many heritage buildings. The rich history of the town can be seen in particular at Mamre Werf, more formally known as the Moravian Mission Station. Here the Mamre Heritage Walk is a tour of Mamre Werf, which can be arranged by appointment and is made possible by Carmen Lerm, founder of West Coast Way. Mamre is great for the history enthusiast, and nature lovers will be pleased to know that Mamre has great biodiversity. But what’s really of value is what’s being done on the property side. The architectural style of the buildings is in the Old Cape Dutch tradition. Maintenance and restoration of the buildings are the responsibility of the Moravian congregation, although this becomes tricky as all of the buildings on the Werf are heritage buildings. No changes can be made without the approval of the National Heritage Council, which sets stringent guidelines for maintenance and restoration. The Moravian church council has made

provision in its budget for important repairs such as plumbing and electrical, but there are many other problems with the old buildings that require attention. The church council has established the Mamre Trust, and, in an attempt to raise funds, the congregation has extended invitations to various organisations and embassies with not much luck. Secretary of the Mamre Heritage Committee, Rosemary Davids, says that having the congregation responsible for the upkeep of the buildings is a liability, as it is very expensive to keep these buildings in good condition. “What the Werf really requires is the fencing of the Werf around the back of the mill and all along the river up until The Shop.” The Old Garage, also known as The Old Store, is in desperate need of a new facade, according to Davids. She proposes a museum as a new use for the building which is currently in a state of degradation. While there’s a lot to still achieve, Davids says that the congregation hopes that the tours of the Werf will not only assist in raising the funds but also establish Mamre Werf as a tourist destination.

MAMRE WERF’S HISTORICAL BUILDINGS INCLUDE: The Shop (1880) Die Ou Winkel, a general dealer, has been trading as Tori Oso, a restaurant. The Mill (1830) This was used as a mill to grind wheat. Today the building is structurally repaired, but all the machines aren’t in working condition. The congregation hopes to make use of The Mill again. The Parsonage (1697) Occupied by various governors of the Cape, today it is the minister of the church’s home. Die Bakhuisie (1700) This was originally used as a jail. It is now used as the church’s “sopkombuis”. The Moravian Church In 1808 Moravian missionaries arrived in Mamre, which was originally called Groenekloof. The missionaries proceeded to build the Moravian Church in 1818, making it the fifth oldest church in South Africa to still be in use. Old School (1876) A building with only two classrooms, today it is used for small functions. Cemetery Hill (1808) This is the burial ground for various Dutch settlers. The Long House This accommodated soldiers of the Dutch East India Company. Today it is the church’s office space.

ith many property owners going on holiday or renting an additional property to holiday-goers, it’s vital owners check their property is correctly insured and premiums are paid. Damages to property caused by tenants or unexpected incidents such as burglary, fire or a burst geyser can cost owners greatly should they not have the correct insurance, making their festive season a lot less merry. Craig Young, managing executive, oobainsure, says to ensure a property owner is correctly insured, owners could appoint an external assessor for a comprehensive sum insured replacement analysis on their property and contents. He says when a claim is made and the property is not insured correctly, insurers reserve the right to apply “average” to payment of the claim based on what they believe to be the replacement cost of the property at the time of claim. “Owners should contact the insurer well before tenants arrive, to review the policy and underwrite the risk. They should ensure they have sufficient liability cover, cover for accidental breakages and receive a good deposit from tenants. Building insurance, which covers the structure, permanent fixtures and fittings, is one of the most important policies to protect against damage from unexpected events like fire, flood and lightning,” says Young.

He says owners should consider household content insurance to protect contents of their property such as televisions, sound systems and computers. He says additional cover to consider includes a power surge for electrical appliances such as fridges and electric gate motors, as well as Home Emergency Assist in case of accident while family or friends visit. Carike van Dyk, COO, Absa Insurance Company, says over the holidays there’s usually an increase in crime-related incidents creating a higher chance a property might be targeted by criminals. She says owners should familiarise themselves with the conditions of their insurance policy before they have to claim, and should never assume their policy covers everything, as many policies apply limitations to some insured events. “Where the property is rented out, there might be limitations to cover for theft or burglary. Generally the insurance market excludes damages from burglary or theft while the property is let or sublet, unless there are visible signs of forced entry or exit. A property owner might also have obligations when claiming, such as reporting a burglary to police within 24 hours. It’s important to consider what the insurance policy allows, particularly when having tenants, and if a policy does have limitations, to discuss them with the insurance company,” says Van Dyk.

Do we need a state bank? T

he recent Economic Freedom Fighters (EFF) march through Johannesburg earned a lot of press because of the number of people that turned out. Less press was given to serious analysis of the lists of demands they handed over to the JSE, the Reserve Bank and the Chamber of Mines. Unfortunately, it is easy to think that all of Julius Malema’s “solutions” for the economy are bordering on fantasy since they are couched in his famous populist rhetoric. However, if you read the EFF’s demands without any preconceived ideas, there’s actually sense in many of them.

Who, for instance, would argue that all JSE companies should “be subjected to scrutiny on illicit financial flows, transfer pricing and profit shifting”? Or that mining companies should provide “better houses for all mineworkers, with proper sanitation, electricity [and] water”? Of course, there were the more questionable demands, such as the nationalisation of mines, but there were also those that need serious debate. One of these is the establishment of a state bank. Any honest assessment of South Africa’s banking sector must conclude that something has to change. For years the industry has been dominated by an oligopoly of the “big four”, and while smaller players have been disruptive in certain niche areas, their influence is negligible.

n increasing number of people who either work from home or are employed in positions that don’t require them to be in the office every day, are moving out of the city and into quieter, outlying areas of the Western Cape. Lifestyle has become the new buzz word and, according to Seeff Yzerfontein agent Michelle Livingstone-Louw, if you are looking for a real escape, it just does not get better than Yzerfontein. “The area is renowned for its scenic bay, 25km of white sandy beaches and rocky coastline. The air is clean and the village is still regarded as quite safe.

The result is that the four big players have an inordinate amount of power that many argue has a negative effect on economic activity. A significant number of people remain excluded from the formal banking sector and it is very difficult for entrepreneurs to get funding to build the businesses that will support employment growth and greater productivity.

In reality, she says, prices tend to range between R500,000 and R1,2m for vacant plots with sea views, and between R2m and R5m for a beachfront stand. “There are only a few apartments in the village and these are generally priced at around R1,2m for a two-bedroom unit. Modest houses, set back from the beach, start at around R1,3m for two bedrooms and range to about R2,6m for a luxury home. Closer to the beach, prices tend to range from about R4m to R8,5m,” Livingstone-Louw says.

“One of the advantages of the village is that it is not commercialised, so you will not find a shopping mall or other busy and noisy centres. There are, however, a few lovely eateries, the most famous of which is Strandkombuis – a rustic seafood restaurant located right on the beach,” she says.

Although there aren’t any schools in the village, Ilona du Toit, agent, Pam Golding Properties Yzerfontein, says transport is available to ferry children to either the Curro School in Langebaan or to Darling College in nearby Darling. She adds that although there is convenience shopping available in the village, most residents go to nearby Langebaan or into Cape Town itself for their monthly purchases.

Lightstone statistics record that the average price paid for a freestanding home is about R1,4m, while a sectional title property is currently selling for around R1,2m. However, LivingstoneLouw says that the averages quoted on Lightstone include sales that have occurred in the lower end of the market,

“At this stage the village boasts a healthy mix of permanent residents and those who own holiday homes. However, there has definitely been an increase in buyers who are looking to settle in the area permanently and we currently have approximately 1,800 people who live in the village on a permanent basis.”

It’s impossible to imagine any private bank changing this. That is only likely to happen through an institution that has a developmental mandate. Which leads to the question of whether South Africa would benefit from a state bank. There are actually examples of very successful state banks in other parts of the world, most notably the very highly regarded, and very profitable Bank of North Dakota, which funds student loans, and promotes agriculture, commerce and industry. When it’s done right, this can be a win-win intervention. Not only does it democratise funding, but it can actually generate money for the state.

Of course there will be questions about the government’s ability to run a bank – given the track record of state-owned enterprises – but there are ways to deal with that, such as a state-funded bank that is privately run. If it could be done right, perhaps it could be transformational.
