Nedbank partners with clients to protect their homes

O

verall consumer debt in South Africa stands at more than R1,7 trillion. lanning to make some extra money while you’re away this festive season by renting out your home on Airbnb? If you’re in a sectional title scheme, consult your conduct rules before listing your home on short-term letting sites, as the Community Schemes Ombud Service has recently ruled that a body corporate may restrict shortterm letting within a scheme.

Conduct is also an area of concern in many sectional title schemes and many people are concerned that it’s difficult to adequately teach people who will only stay for a night or two the rules of the scheme and to motivate them to adhere to the correct standards.

Then there’s the issue of whether renting out your home for a week or two could be considered commercial activity. If so, this would have implications for the insurance of the scheme as a whole, even if only one unit was rented out, having financial ramifications for all owners. “An example given by one broker was where an insurance premium for a building rated residential was R3,000. It would change to R14,000 if the building was rated commercial,” says Schaefer.

Brettenwood launches Wagtail

Boom time for the East City Precinct

F

or many years, Cape Town’s East City Precinct was regarded as the less desirable fringe of Cape Town’s CBD, largely overlooked by the developers who’ve been reshaping the cityscape over the last decade. However, this has started to change, with recent upgrades attracting new businesses and injecting new life into the area. Lew Geffen, chairman, Lew Geffen Sotheby’s International Realty, says that until recently, investment in this area was very slow, especially when compared to the Foreshore and other central sectors, but with R16bn worth of construction under way or planned over the next few years, the East City Precinct will undergo a dramatic transformation.

“The area has been earmarked by the city as a special design and development district, and many are hailing it as a ‘design and innovation district’, as well as the latest trendy social hub,” says Geffen. Chad Shapiro, senior commercial broker, Lew Geffen Sotheby’s International Realty CBD, City Bowl and Atlantic Seaboard, says that a number of the larger commercial buildings have already been remodelled and upgraded, including The Harrington, 50 Buitenkant and the entire Church Square area. S

emigration seems to be the trend driving investment in the coastal regions from Cape Town to the KwaZulu-Natal North Coast. “According to the Pam Golding Properties Residential Review, there has been a notable rise in semigration from July 2011 to date, which continues to increase, with the Western Cape the destination of choice for 33% of people moving and agents reporting substantial interest from Gauteng buyers,” says Dr Andrew Golding, CEO, Pam Golding Properties Group. “Hot spots for investor buyers include the Atlantic Seaboard in the Western Cape, which probably tops the list, having generated significant capital growth

and rental income growth over the last few years and even recently set a new benchmark price of R200,000/m2.” As Cape Town’s property prices soar, potential homebuyers have turned their attention to more affordable options along the entire Cape coastline, the Garden Route and KwaZuluNatal. Richard Gray, CEO, Harcourts South Africa, says that investors can pick up well-priced properties on the Garden Route and in the Eastern Cape. “In the holiday market, areas like Port Alfred, Jeffreys Bay and Cape St Francis offer excellent value. For investors in the non-holiday market, great properties are available in Port Elizabeth and East London. There is

also high rental demand in these areas, making them good for investors.” The KwaZulu-Natal North Coast has seen exponential growth in 2017, with Umhlanga, Sibaya and Ballito being key development nodes. “The number of new developments taking place here is evidence of great confidence in the area, which is resulting in attracting more investors,” says Gray. Neil de Beer, area manager, Pam Golding Properties Ballito, says, “There has been increased interest in areas where there has been off-plan development – with VAT-inclusive prices.” Several of these include new retirement developments. Golding says, “Positively, we have also seen a sharp rise in vacant plot sales in many coastal towns, which may indicate that people want to secure a foothold in coastal markets for when they are ready to downsize or retire.”

Coastal real estate is a good investment because capital growth is expected and rental or holiday letting returns are always good. “While the markets have slowed, even in the Cape, the FNB Barometer shows that for the last five years, Western Cape prices have grown by 50,4%, basically twice as fast as any other region. KwaZulu-Natal prices rose by 29,9%, Eastern Cape by 26,8%, Gauteng by 22,6% and the other smaller regions by 20,3%,” says Samuel Seeff, chairman, Seeff Properties. Golding says that even as the noncoastal metros slow, coastal property – defined by Lightstone as a home within 500m of the coastline – appears to be gathering momentum once again, in effect widening the coastal premium which in the third quarter of 2017 rose to +2,7%. “More than ever, the critical assessment is around position,” he says. “Sea-facing homes or apartments may come at a price, but usually retain their value.”
