Don’t worry, DIY drinks be happy Editor’s exclusive CARLA REDELINGHUYS

T

here’s a saying in Afrikaans, “’n Boer maak ’n plan”. Translated directly into English, it reads, “A farmer makes a plan”. So not exactly the same, but you get the gist. And never has those words held more true than now. In these uncertain (and did I hear a parent in the back shout “excruciatingly difficult”) times, we’ve all been forced to give up things we never even considered wouldn’t be there anymore. And one of those things, let’s be honest, is alcohol. Even if you’re an occasional drinker who likes a glass of wine with their meal every now and again, being told you’re not allowed to do something you enjoy (and is legal) doesn’t sit well with most people. To that end, the Neighbourhood team started asking around (on social media, of course) if anyone knew of an easyto-make recipe that didn’t require a three-page-long list of weird ingredients not available at your local grocery store. The result had to, one, be drinkable, and, two, be legal to produce. Not the easiest of tasks. But, we succeeded. So, without further ado – a recipe for a random wheat beer:

• 1 tsp or ¼ packet dry yeast (steady hand now…) • 3L lukewarm water Here’s how 1. Choose a 2-litre jar or container with a lid. 2. Rinse the wheat properly, put in the container, and leave to soak in water for 24 hours. 3. Discard the water, then add 250ml sugar, the raisins, yeast and 1,5 litres lukewarm water. Stir until the sugar dissolves and cover the container with the lid. 4. Leave for another 24 hours. 5. Bottle the liquid and leave for 12 to 24 hours (depending on your patience level). 6. Now add another 250ml brown sugar and 1,5 litres lukewarm water, stir, and let it rest for 24 hours, then bottle the liquid. 7. Repeat the process every day and bottle the remaining liquid. 12-24 hours after you’ve bottled, the beer will be ready. Serve it cold.

No-raisin beef bobotie with curry leaves Serves 6 Ingredients • 2 tablespoons vegetable oil • 2 onions, finely chopped • 2 cloves garlic, finely grated • 15ml fresh ginger, finely grated • 20ml mild curry powder • 5ml ground turmeric • 5ml ground coriander • 5ml ground cumin • 1kg lean beef mince • salt and black pepper to taste • 30ml lemon juice • 60ml fruit chutney • 30ml Worcestershire sauce • 30ml tomato paste • 2 slices white bread, soaked in water • 125ml milk • 1 x egg • 12 curry leaves (fresh or dried)

handful of ingredients from your kitchen and a few simple-to-follow steps equal full-body treatments that will leave you feeling refreshed and make you forget where you really are.

Two-step mini facial Ingredients • 2 tablespoons oats • 2 tablespoons honey • ½ large avo

Soak the oats in water with a little bit of honey and then, using the fingertips, apply it to the face in circular motions for two to three minutes before rinsing off with lukewarm water. Or swop the oats for lemon juice. Ideal for oily or combination skins, it exfoliates and will assist in brightening any dark spots and blemishes, leaving the skin with a healthy glow. Apply the lemon juice onto the skin with a make-up brush and leave it on for two to three minutes before rinsing with lukewarm water. As it’s an acid, proceed with caution by performing a skin test first. Complete your facial with a nourishing and moisturising avocado mask. Mash a whole or half ripe avo, apply it to the skin, and leave it on for 10 to 15 minutes before rinsing with lukewarm water.

Body scrub

Ingredients • 1 cup brown sugar • ½ cup olive oil

Remove dead skin cells with a mix of brown sugar and olive oil. The sugar granules aid in creating a smoother and more radiant appearance on the skin. The vitamin-rich olive oil is a well-known natural moisturiser with many more health benefits. For added pampering and an invigorating scent, include some fresh lemongrass or a drop or two of lemongrass oil. Other herbs from your garden such as mint can help to refresh the skin. Exfoliate and moisturise the whole body with this quick and easy sugar scrub that has been used as a beauty aid since antiquity. Rinse and moisturise with your favourite body lotion.

Hand care

Ingredients • 1 teaspoon of coconut oil Take extra care of your hands under quarantine to combat the dehydrating effects of frequent washing and sanitising. Simply rub one teaspoon of coconut oil onto your hands and cuticles and then place a glove or sock over each of them for at least five minutes, allowing the oil to penetrate deep into the skin. Do not rinse, rather wipe off the excess oil with a towel and continue to rub the oil into the hands till it’s absorbed. Always remember to test for sensitivity on a patch of skin before going ahead with the treatment. If you experience an allergic reaction, seek medical attention immediately.

Here’s how 1. In a large pot, heat the oil over medium heat and add the onions. Fry until soft and translucent, then add the garlic and ginger and fry for another 30 seconds. 2. Add the curry powder, turmeric, coriander and cumin, and

fry, stirring, for a minute. 3. Divide the beef mince into three batches and add one batch at a time, turning up the heat to high and stirring after each addition and waiting for the meat to change colour from pink to grey (do not brown) before adding more. 4. When all the meat has changed colour, season generously with salt & pepper, then add the lemon juice, chutney, Worcestershire sauce, tomato paste and soaked bread (break up the bread into chunks – it’ll continue to break down while cooking). 5. Stir well, then turn down the heat to low and cover with a lid. Cook slowly for 25 minutes, scraping the bottom often to prevent burning. In the meantime, preheat your oven to 180°C. 6. In a medium jug, mix the milk and egg well and season with salt and pepper. 7. When the meat mixture is ready, transfer it to a suitable deep baking dish and smooth the top evenly. Pour over the milky egg mixture and dot all over with curry leaves. 8. Bake at 180°C for 35 minutes or until golden and bubbly on top. 9. Remove and serve hot with rice, fresh coriander, toasted coconut, chutney and tomato salsa (or your choice of sambals).

etterBond CEO Charl Coetzee answers some burning questions wannabe homeowners may currently be struggling with.

Q: I don’t know if the company I work for will survive lockdown, so my job may be at risk. Would it be wise to apply for a bond? A: If you feel uncertain about your employment status, it would be advisable to hang on, rather than incur further debt, until your employment is more stable. The bank needs to feel comfortable that the repayments can be serviced and that you can afford the home loan. It would not be good lending practice to extend a home loan to someone who is unable to service the debt. However, your homebuying journey does not need to stall entirely. You could still request a prequalification from a bond originator so that you know what you would qualify for, and to allow yourself time to see what develops on the work front. Q: Can I use my existing bond to help me through the tough times until I’m on my feet again? A: Yes, if there’s sufficient equity in the property and you’re able to prove affordability and job security, these funds could be used to support you until you’re on your feet again. You

could consider refinancing your home loan via one of these options: • Extending the payment period on your current bond. • Applying for a second bond. • Asking for a payment holiday on your existing bond. • Converting to an access bond if you don’t already have one. Q: I won’t be able to pay my bond after lockdown for at least six months. What are my options? A: All major banks and financial institutions have made plans to help individuals and businesses, and to offer financial relief wherever possible. Contact your branch or personal banker for assistance to find out what your alternatives are. Q: I put an offer in on a house and applied for a bond, which was granted a few days before lockdown. I’m not sure if I will be able to afford the monthly instalment post lockdown. What now? A: If you applied via a bond originator, they’ll be able to advise and assist you. If you approached your bank directly, contact them as soon as possible to let them know that your financial situation has changed, and request assistance to recalculate affordability. If your financial situation has changed post lockdown, the banks will reassess affordability and could cancel or decline the original application.

Q: I didn’t have an income for a month and it’s difficult to prove liquidity as an SMME. Will the banks be more lenient post lockdown? A: Understandably, many SMMEs will be in a similar position due to no turnover during the lockdown. Banks will assess the financial situation of your company and request the latest and most up-to-date financial statements and management accounts, to determine affordability. They will then make an informed decision, based on whether the position of your company and drawings/income will be sufficient to cover the required home loan repayments based on the bond amount that you’re applying for. The policy and decision-making would differ between banks, and they’ll apply their own set of criteria for people who are self-employed. But each bank will assess the application on merit before providing an outcome. Q: My partner and I can now only qualify for a bond if we apply for a bond together. Is that wise? A: It’s not unusual for partners to purchase property together and apply for a home loan in joint names. This often improves the chances of affordability and therefore bond approval. Both of you will need to provide all the required documentation – proving income to determine affordability – for the bank to assess whether you jointly qualify.

A buyers’ market – a situation where the supply of property exceeds the demand for property – bodes well for those looking to purchase property, since prices are generally lower in this type of market. “Our advice is to ensure that you buy at the right price, that your affordability is in order, and that you don’t extend yourself too much when acquiring a new property. Putting down a deposit is always a good idea and might mean that you can get a better interest rate on your bond. “At this stage we must caution against panic, and while we need to take the necessary measures to protect ourselves and our families, we also need to think as rationally as possible about property, and about investments in general.” – Charl Coetzee, CEO, BetterBond

here’s a lot of uncertainty around how various sectors of the economy will perform once we emerge from the national lockdown and return to business as unusual. One sector of the economy that stands to be greatly impacted by the Covid-19 pandemic is the housing market. While interest in the property market has been stimulated through interest rate cuts, affordability remains a key concern for buyers and sellers alike. “In a recent meeting with our digital advertising partners, it was pointed out to us that the interest rate cuts have stimulated interest among buyers, as revealed by an increase in ‘buy a home’ search terms during this period. However, it’s unlikely that this peak in interest will result in too many sales as few South Africans will be able to afford to make such a large investment

at this time. Sadly, the earning potential of many has been either directly or indirectly impacted as a result of Covid-19. The cuts in interest rates are therefore only likely to help consumers keep up with their debt repayments rather than allow them to take on new debt,” Goslett explains. However, even though it’s unlikely that we’ll see too great of an increase in qualified buyers as a result of these and any further interest rate cuts, Goslett says the housing market does still stand to benefit. According to him, dropping interest rates allows struggling homeowners the opportunity to keep up with the instalments on their home loan. This means that fewer homes will be forced onto the market which lowers the possibly for a housing market crash where supply far outweighs demand and property values plummet.

and take them to properties where sellers and landlords are undoubtably nervous and sceptical of welcoming strangers into their safe space, their homes. Hopefully, the time we’ve had to reflect on the seriousness of this global pandemic will keep us all aware of the importance of social distancing.

During lockdown we’ve had the time and chance to reflect on at least the last decade of real estate in the country. 2019 and 2020 have been the most difficult and challenging that I’ve experienced. Having been an agent for nineteen years and now a principal of Blue Living Properties for the past nine years, the ride has been tumultuous.

A great deal has been communicated by CEOs of the large real estate companies, to Government, stating the ramifications of not being allowed to start at level 4. These statements and articles are based on statistics gleaned from financial institutions, past trends and worldwide predictions.

The 2007 worldwide financial crash in the markets, the change in South Africa’s political leaders, the state capture and now Covid-19 have taken us all by storm. These have had huge repercussions on the real estate industry, and the path ahead of us remains unclear. The silver lining has been the cumulative interest rate cuts this year of 2.25% in 2020 to take us down to 7.75% on our bond repayments, providing some relief and excitement for prospective buyers and, of course, to existing bond holders too. Initially it was interpreted that we would be classified as level 4 along with the Deeds Office and the EAAB and we also presumed with pride that we’re recognised as professional services, but sadly we have been relegated to level 2. Understandably, we’re a sector that’s required to meet clients face to face

We would be delighted and relieved to join the EAAB, Deeds Office, mortgage originators and financial institutions on 4 May. This will not only assist the agents who are commission earners but the real estate staff, the sellers, landlords and of course SARS. It will hopefully bring back some liquidity into the property markets. All this being said, we’re now as an industry ready and raring to don our masks, gloves and makeup and face the outside world excited to show our clients their new homes, and support those wanting to move, upsize or downsize. Let’s see what the next few weeks hold for us as an industry, but more importantly as a country, as we remain united to protect our citizens and the future of South Africa.

“My prediction is that activity within the housing market is going to be slow at best once the lockdown ends and the Deeds Office and all subsidiary services reopen. It’ll take some time to process the transactions that were already in line before the lockdown started, which means that any new transactions will take longer to be processed and finalised. This will also have an impact on the property market as a whole.”

“My advice to buyers is to enter the market as soon as they can if they can afford to do so, as interest rates are at a record low and house price growth is stagnant. For existing homeowners, I would recommend keeping the repayments on their home loan the same as they were before the interest rate cuts if they can afford to do so, as this will allow them to save greatly on interest costs and shorten their lending term. If they’re still unable to afford their repayments even after the cuts, I advise that they speak to their lenders to explore their options,” Goslett concludes.

To be or not to be in level 4, that is the question e’re waiting with bated breath to be given clarification as to when we as the real estate industry can start working again. Webinars, Zoom conferences, digital platforms, Facebook, LinkedIn and of course Sunday Times Neighbourhood have kept us in the loop and motivated.

“A flood of homes to the market will lead to downward pressure on asking prices. Eventually prices will drop to a point where buyers are incentivised to purchase again, which could lead to the market rectifying itself through a possible housing boom later down the line,” Goslett explains.

In closing, Goslett advises sellers to be patient and realistic about their asking price if they want to close a sale over the next few months.

In uncertain economic times, a portion of people might opt to rent first, to see what the market will be doing in the immediate future. This group of people will most definitely stimulate the rental market – the traditional supply vs demand principal. And as stock levels become scarcer, monthly rentals will increase (upward pressure on rentals). This in turn will result in healthy rental returns for investors, and attract more potential buy-to-let investors into the market. The property market also needs this kind of stimulation as the rental market was already experiencing pressure prior to the Covid-19 crisis. The rental market also plays an integral part in the industry.

BLOK Jacques van Embden, MD What measures do you think might help bring the property market back to where it was pre-lockdown? Property is a long-term investment and to make longterm investments you require confidence in the future. Success in this sector will come if Government continues the well-communicated work done to date and the confident steady hand that Government has in steering us through this crisis needs to continue as we emerge into rebuilding the economy and all industries negatively affected by Covid-19. There will certainly be bumps and challenges on the road ahead but the initial indications from our country’s leadership have sparked renewed hope in how we can successfully get through this crisis. For the development industry specifically, planning departments and government functions that impact our sector, need to deliver efficiently. This will streamline the development life cycle and bring down cost of developing and increase confidence for developers and investors to commit to projects.

Craft Homes Reinier van Loggerenberg, managing director Will the recent consecutive reduction in the interest rate be enough to stimulate the property market? There are two views on this subject: 1. The 2% reduction in the interest rate has the potential to increase a bond with roughly R200,000 pending the client’s individual affordability, of course. Therefore the number of purchasers that previously fell short on their requested bonds, will now be introduced into the formal housing market. 2. Bond repayment, especially in the more affordable market, is becoming more and more competitive compared to the rental charged by landlords. This will stimulate purchasers appetite to rather own their own property.

Horizon Capital Currently construction of commercial projec ts, which makes up a very large component of the industry and economy as outlined in the Government's own analysis, can only recommence under level 3. This is unjustified, unreasonable and will undoubtedly cause further harm to an industry and sector already on its knees. We are all familia r with the vast number of liquidations and business rescue applications of major construction firms, from large listed players such as Group 5 and Basil Read to other unlisted players such as NMC and many more.

Minister Ebrahim Patel has completely lost the plot with his ill-considered and irrational decision not to allow the commercial construction industry to start up under level 4. It’s with great disappointment that Patel missed a glaring opportunity to get workers back to work and protect the very livelihoods of the citizens he thinks he’s protecting.

Most construction companies have a “no-w ork-no -pay” policy and are mass employers of labour which justifies the impor tance of getting this sector up and running. It is crucial for the susta inability of the industry and the protection of the livelihoods of these worke rs, not only now, but beyond Covid-19.

There were numerous submissions from industry bodies, political parties and private companies setting out a detailed, responsible and internationally-accepted proposal to allow the commercial construction industry to get back to work. These guidelines were devised by international best practise and consistent with other countries’ measures taken to allow the construction industry to operate even under lockdown conditions.

If the industry is not allowed to operate under level 4, we fear that there may in fact be no jobs to go back to eventually when we get to level 3 and level 2.

As contained in a number of these submissions, it is unfathomable how mining (open-cast and underground) can be allowed to resume, and in some instances all the way up to 100% capacity, while commercial construction remains shut. It’s difficult to see how any logic was applied to this decision, where under alert level 4, all manufacturing can start up to some extent, while construction workers starve and watch as their jobs evaporate.

DAVID SEDGWICK'S LETTER TO GOVERNMENT

David Sedgwick, managing director Do you think reintroducing Section 18B of the VAT act will help stimulate the residential property market? Section 18B of the VAT act was introduced in 2012 to provide temporary relief to residential property developers, thereby allowing them to rent out unsold stock for a period of 36 months before such a decision being declared a “change of intention” and thus the output VAT being payable by the developer. This relief ceased in January 2018, the consequence being that if a developer rents out unsold stock to even temporarily assist with their cash flow, they must account for the output VAT. This creates a massive cashflow burden for the developer and one which in all likelihood cannot be afforded given that they are pushed into renting out their unsold stock for the very purpose of not having spare cash flow. Therefore, the reintroduction of section 18B wouldn’t necessarily stimulate the residential property market, but it would definitely aide developers who are sitting with unsold units in their developments from potentially going bankrupt.

Will the recent consecutive reduction in the interest rate be enough to stimulate the property market? Consumer sentiment was extremely cautious and hesitant before Covid-19. Following on from the recent revelations about South Africa’s epidemic trajectory and that this epidemic is going to be with us for a long time to come, the general sense is that people will continue to be cautious by avoiding taking on large amounts of debt until they have peace of mind and job security. The timeline on this is hard to pin, but the South African economy is extremely weak at the moment and it may well be 12 to 18 months at least before confidence returns. With that being said, SARB’s further 1% drop in the borrowing rate should be supportive to the property industry in aiding affordability. I do think it will ultimately stimulate the industry, but it’s more a function of having a combination of low interest rates and high confidence, which is a while off. We’re expecting a further cut of 50 bps at the next meeting.

The other great uncertainty that all firms are grappling with is how long exactly will level 4 last and can they hold out for level 3 and 2, which may be months away given the accelerating spread of covid-19 under the very strictest lockdown measures. Covid-19 is something that’s going to be around for a long time to come and we have to accept that and deal with it responsibly. Our workers don’t have the luxury of staying in lockdown with a fiscal stimulus package in excess of $2.5 trillion behind them, as is the case in the United Sates. If the government wants to save lives, never mind livelihoods, the economy needs to be opened up based on an appropriate risk mitigation approach. If an industry can comply with global best practise and shows its ability to safely implement mitigation measures such as screening, social distancing and stringent hygiene practices, it should be allowed to operate. The Minister showed that he’s operating off a dart board as opposed to a well-thought-through risk assessment model.
