outh Africa had a substantial shortfall in affordable student accommodation even before the Covid-19 pandemic – in 2013 the Department of Higher Education & Training (DHET) found there was a shortage of at least 300,000 beds. Despite the government’s allocation of billions of rands, it was estimated that it would take at least 10 years to overcome the shortfall. During the lockdown students had to continue their learning remotely. A lack of access to the internet and electricity supply or other essential amenities made this a challenge. That’s why full-time online tertiary education isn’t a viable option in South Africa, says John Schooling, director of student housing developer Stag African. Also, in many cases lockdown-related loss of income has had an impact on the accommodation the families of students can afford.

This has important implications for the design of student housing, he says. “The provision of well-designed, affordable student housing could hold the key to the future of higher learning in South Africa.” PRO-ACTION Covid-19 has resulted in a review of the design norms applicable to student housing, says Gopi Shastivarathan, director of Crowie Projects, the largest black-owned project management company in South Africa. It now has to allow for reduced student densities and communal amenities that involve less contact, such as the changing of biometric access control to facial recognition technology. INNOVATION WINS Another example is the innovative pod design that Stag African engineered and patented in 2010. A pod accommodates eight students in double or single
bedrooms sharing a cooking and living area, as well as two showers and two toilets. Should an outbreak occur, eight students are affected rather than the entire residence. In addition, Stag homes now include a separate flat where a nurse could stay, as well as an isolation pod of four to eight rooms for use in a crisis. TECH-READY LIVING Jurgen Schrek, Seeff licensee for Potchefstroom, says technologyready accommodation will be a must-have in future. Residences should enable students to study online. Besides easy access to fibre and Wi-Fi, they also need charging stations for cellphones and laptops. Free (or inclusive) and uncapped internet has to form part of the offering. Mile Investments’ Brooklyn House in Tshwane is an example. Besides cutting-edge facial recognition technology and 24/7 CCTV-monitored security, it has high-speed uncapped

and unshaped Wi-Fi plus back-up power. “Our research into the needs of parents and students provided the catalyst for transforming student accommodation into something aspirational,” says Mile Investments spokesperson Clifford Joffe.
What is Section 12J? Section 12J of the Income Tax Act is a Sars initiative introduced by the government to incentivise and stimulate investment in businesses that create jobs and grow the economy. It expires in June next year. How does it benefit the investor? By investing in a registered Section 12J entity, investors can reduce their taxable income by the full value (100%) of their investment, reducing their tax liability.
Investing in a well-designed unit near a tertiary institution can deliver return on investment both as quality student accommodation and as a coliving short-term rental option. Investment in these types of developments could also qualify for a substantial tax break via the Sars Section 12J initiative, provided they meet the qualifying criteria. The minimum investment is R1m, which has to be held for at least five years.
EXTENDED BENEFITS During the hard lockdown many providers of student accommodation suffered financial losses. It will take time to recover, as most tenants can’t afford rental increases at the moment. Despite their own losses in this regard, CampusKey MD Leon Howell sees student accommodation as a growing asset class. CampusKey applications for 2021 are open and it has had very positive feedback so far. “Student numbers at tertiary institutions across South Africa are still growing, but good quality accommodation to house them isn’t developing at the same rate. “The demand for an all-inclusive offering means investors in this market have a guaranteed supply of tenants and the opportunity to determine rental rates annually,” says Howell. In Stellenbosch many landlords have had requests to drop rental prices or freeze increases because the income of tenants was affected as a result of job losses and salary cuts, says Seeff rental agent Livene Mwansa. Yet regardless of all the challenges around the pandemic, she believes student accommodation remains an excellent investment with good yields, provided you invest in units that are suitable and at the

EXPECTED ROI Deciding on the price range is key to what you can expect in return. Predicted project yields vary from 5% to 11%, depending on the income of the target group of tenants and the location. Schooling says there’s limited demand for rentals at the upper end (between R72,000 and R144,000 per year), where he estimates returns are as low as 5%. At the other end, he says, are students who can afford between R35,000 and R45,000 per year. Taking into account the average cost of providing a bed (R300,000 per bed, according to the current model used by the DHET), that amounts to R42,500 per annum, which means the investment is at breakeven for the first 12 years.

However, most developers are confident of an ROI in student accommodation of 10% or more. “We believe over the medium to long term student accommodation will achieve better returns than conventional commercial asset classes because of the severe backlog the country faces,” says Shastivarathan. “Project yields can vary from 11% upwards depending on locality, institution and demand.” Howell sets CampusKey’s target development yield on 10.5% to develop its all-inclusive model, including nonsharing bedrooms, study areas, gyms, communal spaces for socialising, braai areas, lounges and laundries. “Although it’s becoming more difficult in the current economic climate to achieve these yields, it’s

There are more ways than one to spruce up your bathroom. Major renovations usually involve unforeseen costs while small and simple changes are often all that’s needed for a smart makeover. Blank canvas Form Interior’s Erica Schalkwyk says the best place to start is the floor and walls. “These are the canvas of a bathroom and set the tone,” she says. As tiles can easily date your bathroom, she suggests choosing neutral tiles that are timeless. “When in doubt, go white. It’s the only place in the house where you can use white freely as it’s easy to clean and buyers like it,” she says. White also creates an illusion of spaciousness. Tap out Poor quality tapware can be spotted a mile off, and is a major determiner of your bathroom’s style. Joslyn Goodale Pickering of Victorian Bathrooms agrees. “Upgrading the tapware can change the appearance and improve the functionality of the space,” she says. Make a splash Tiles give a room personality, with the added benefit of being easy to clean and maintain. Neutral options abound, but consider expanding your horizons with textured tiles that beg to be touched.

A vanity works best with an engineered stone countertop that complements the wall and floor tiles. “It’s one of the only bespoke products in the bathroom and will therefore reflect the owner’s personality and style,” says Millbacher. If you’re trying to sell your property, it’s wise to keep the appearance of the bathroom as neutral as possible, focussing on quality products and finishes.

There are more ways than one to bequeath your property to your beneficiaries. Attorney Eduan Milner explains the pros and cons of three popular options.
Leave it in your will
The most common method is to bequeath your immovable property to one or more beneficiaries in your will. This has several advantages: 1. You can make the bequest subject to certain conditions, like directing the person who receives the property to make a payment to another beneficiary, or that somebody else should have a limited right over the property (e.g. usufruct). 2. Your beneficiaries don’t pay transfer duty on any immovable property that you leave them whereas, depending on the value of the property, transfer duty could apply if you transfer the property to another while you’re still alive. There are, however, a couple of disadvantages: 1. The property will form part of your estate and will attract estate duty at a rate of 20% if the net value of your estate exceeds R3,5m. 2. The conveyancing costs will have to be paid from the estate. If there isn’t sufficient cash in the estate, the beneficiaries will have to make up the shortfall, or the executor will have to sell assets to raise the cash. The conveyancing costs are calculated on the value of the property disclosed in the liquidation and distribution account and are the same as with any other property transfer, except for
the transfer duty exemption mentioned above. 3. The ownership transfer can only be registered after the estate has been finalised and this could take a year or more, depending on the complexity of the estate.
Direct to sell it
Sometimes the executor is directed to sell some or all of the immovable property in the estate and then distribute the proceeds among the beneficiaries as stipulated in the will.
This method works well where it’s either impractical for your heirs to take ownership of the property, or where ownership could cause animosity, or hardship for the beneficiary. Advantages are: 1. The executor can sell the property as soon as possible and doesn’t have to wait for the estate to be finalised before transferring the property. The Master has to give consent in terms of section 42(2) of the Administration of Estates Act and before granting it, the Master will require the consent of the beneficiaries. After transfer is registered, the proceeds will be deposited into the estate account. 2. Liquidating the assets in the estate provides cash to the estate, thereby lessening the risk that beneficiaries will have to contribute to any shortfall. 3. The property buyer – and not the estate – pays the conveyancing costs. However, there are also disadvantages: 1. The proceeds of the sale form part of your estate and will attract estate duty if your net estate exceeds R3,5m. 2. Although the transfer of ownership can be registered as soon as possible, the beneficiaries can only receive their share once the estate has been finalised. 3. The property market may be in a down turn, which means a lower price will have to be accepted, but if the property
is transferred to a beneficiary, he or she can sell it when the property market improves.
Put it in a trust
You could also sell or donate your property to a trust (inter vivos trust), which have the following advantages: 1. You’re taking the asset out of your estate, thereby reducing the risk of attracting estate duty. 2. You’re protecting the asset against any creditors’ claims or attachments as it isn’t your asset anymore. 3. The property can remain in the name of the trust, depending on the objects and purpose of the trust. There are, however, a couple of things to consider: 1. Conveyancing costs will be paid on the transfer of the property – this will include transfer duty calculated on the value of the property as disclosed in the agreement. 2. Sars will require two estate agents’ valuations and use this value to determine either transfer duty (if it’s a sale) or donations tax (if it’s a donation). 3. Be very careful in drafting the agreement relating to the transfer of the property as it could have substantial tax implications. 4. There are costs involved with creating a trust and with the running of it. 5. There will be capital gains tax implications should the trust decide to sell the property.

here’s an urgent need for affordable housing in Cape Town, especially in locations close to schools and universities, urban hubs, transport and amenities, says Bruwer de Jager, national sales manager, Devmark Property Group.

accommodation and an ideal investment opportunity.” Another benefit of this integrated housing project is the improvement of infrastructure to the greater Bellville area and surrounds. Before the development, only 10% of properties in Glenhaven were sectional title apartments or townhouses. “Glenhaven also has very few properties available for rent,” says De Waal. “One can’t go wrong here; it offers everything the first-time homebuyer needs and promises to become a valuable asset over a few years.”

Repurposing a new future for property I n the face of economic hardship and political insecurity, deciding not to sell your property when everyone else is jumping ship, is a difficult decision. Yet it’s wise to wait and consider new initiatives, says Paragon Lending Solutions CEO Gary Palmer.
found 16% of retirement fund members requested access to their savings because of reduced or lost income. The Experian Consumer Default Index, which measures rolling default behaviour, shows composite levels are at their highest in five years.
“As the effects of a stagnant economy drag on, many are trying to minimise their exposure. And while this may be good in theory, more people are trying to reduce their debt by selling homes and investment properties, sometimes at bargain prices,” he says. “This is not ideal for the client in the long run.”
The spike in first-time defaults in secured lending products was one of the major reasons for these results, with the home loans index increasing from 1.68% to 2.32% from April 2019 to April 2020, credit cards and personal loans from 6.56% to 7.47%, and 8.61% to 10.19% respectively.
Industry findings, too, paint a bleak picture. A recent survey by Sanlam Employee Benefits
“We’re seeing some very high net-worth individuals snapping up properties,” says Palmer.
“Property brokers and bankers are now laser focussed on these individuals and big deals are coming through. However, it’s often at the expense of distressed buyers who are victims of this pandemic economy.”
“Worst-case scenario: if a client wants to consolidate their debt, they should talk to a financial partner to help them see the
opportunity and the risk. It would be foolish to lose your asset now, only to struggle to get back into the market when rates go up.”
He advises against selling fast. Rather adopt a new strategy, capitalise on the incredibly low interest rate and reimagine investment properties, such as turning a commercial building into a shared space offering, creating storage or student accommodation, or converting B-grade office space into affordable residential apartments. “If clients have a solid business plan, we’d rather see the property improved and our clients sweat their assets,” he says.
