T
he property market has changed significantly during 2020, with cash buyers and savvy bargain hunters picking up good deals. As a rule, potential homeowners are becoming more picky in search of real value. Buyers in every age category are thinking twice about investing. Many retirees about to make their most significant personal lifestyle investment are now having to adjust their sights to make their budgets stretch further. Against this backdrop, only developers approaching retirement developments with flexible financial, home and care options for residents are likely to stay relevant. There aren’t enough offerings that suit the pockets of the retirement market, according to Rainmaker marketing director Stefan Botha. “As a result of lockdown, people in the residential market have really prioritised what they want as a family, from a convenience and lifestyle and security perspective,” he says. “The biggest shift we’re seeing in the retirement market is that it’s forcing developers to think more strategically about how they can provide costeffective retirement living. Historically, developers have missed the mark and

underestimated the price sensitivity of this market and the fact that many retirees can only afford about 60% of the value of their current residential property when moving into retirement.”
Adaptability
For Evergreen Lifestyle Retirement Villages, offering mature residents access to modern retirement estates with all the trimmings, plus the adaptability to downscale their accommodation according to their changing life needs, is proving to be a winning ticket. “The baby boomer generation wants more flexibility from their retirement options,” says Evergreen Lifestyle Villages head of marketing Prieshka Taylor. “They want to lead active lives and many still work in some capacity and want to be able to downsize in stages.” While a traditional retirement home model won’t fit those requirements, an Evergreen life rights model allows flexibility – residents don’t own the property but rather acquire the right to live in the home for the remainder of their (and their partner’s) life. “For these reasons, retirement lifestyle estate developers are providing villages

with far more flexibility to meet the needs, requirements and constraints of today’s working retirees,” says Taylor. “Developers must stay on the ball to ensure retirees feel comfortable about moving into a new environment, knowing that they have everything they need to live a full and active life. “The options are very flexible for our residents. They’re able to downsize from the family home and later have the option to shift from a house to an apartment within the same village easily.” Financial security is another benefit of Evergreen’s life rights model. The villages also offer security, along with an array of activities and amenities that encourage wellness, community and access to healthcare and hospitality.
Sectional title
“We looked at options for people who might be approaching retirement from different financial standings,” says Craft Homes marketing manager Jessica Cabanita. This Gauteng developer is selling sectional title apartments and homes online. The Retreat is situated in a quiet neighbourhood in Hazeldean, Pretoria East. It’s next to Curro Hazeldean’s primary and high schools, providing a convenient option for grandparents to pick up their grandkids. “We offer apartments to those on more limited budgets, particularly if they’re older and single following the death of a spouse. It’s convenient, as they’re right next to the operational frailcare centre. These apartments are also attractive to investors – for instance, children might purchase a unit for their parents. The apartments have high rental demand.” Starting from R899,000 for a onebedroom, one-bathroom unit, only 17 of 24 apartments are still available, with occupation likely from October this year. “For those looking for a bit more space and a garden, we offer two- or three-bedroom freestanding simplex homes with double garages and private gardens,” says Cabanita. “Those should start from about R2m when we start

marketing them towards the end of the year.”
Affordability
The Rabie Property Group says life rights are the most affordable way to buy into a luxury retirement lifestyle. It offers savings on upfront costs – only mandatory legal fees are payable, with no VAT, transfer duty or registration costs. Also, maintenance, management and resales are the developer’s responsibility. “Life rights are so much more than merely a financial return on your investment. It’s about offering a stressfree standard of living. There are a multitude of benefits that a stand-alone home or even sectional title option cannot provide,” says Rabie director Miguel Rodrigues. “Our Oasis Life developments are
perfectly geared for navigating times like these. While concerns about congregate living may be valid, a newgeneration retirement estate or village has tremendous benefits.
“This makes it possible for people within existing estates to move into a different stage of life. This can apply to life rights as well as sectional title models.”

Rainmaker is marketing a new development that no longer applies a one-size-fits-all mindset to the retirement market, Botha says. Nova Stella development in Shaka’s Rock, KwaZulu-Natal, was designed with over-50s in mind.
Botha says Rainmaker’s retirement data has shown that the cost of frailcare and assisted living is one of the biggest challenges from a care perspective. “There’s now more of a focus on active ageing and developers putting in smaller facilities in a development to bring the overall development cost down so unit costs are lower,” he says.
The 53 apartments offer facilities focussed on modern active living and socialising, offering residents “a truly coastal lifestyle with geographical positioning key to its desirability”. The two- and three-bedroom apartments start from R2,195m. Wellness needs are met through onsite healthcare in a dedicated estate doctor’s rooms and mobile nursing services.
Size
What will separate future successful developers from the rest? “Positively, the retirement developer market is now forced to look at size and to realise that the only way to make units cheaper is to make them smaller and more compact, but cleverly designed,” says Botha. A case in point: Apartments at Craft Homes’ The Retreat are also smaller, ranging from 40m2 to 64m2. Units have prepaid electricity meters and basic healthcare services are included. A fully operational frailcare centre is adjacent to the apartments. Uncapped ADSL includes free calls within the estate and a 24-hour panic button service to locate the nearest ambulance. Advanced internet technology to enable remote working is another must-have for any modern retirement estate developer. It’s increasingly common for residents to move into retirement estates early, from the age of 55, and some need to or choose to keep working until well past 65. “Many of our Evergreen residents are working well into their 70s, entering this phase with a desire to connect with their world,” says Taylor.

or thousands of South Africans, owning their own home has always seemed like a pipe dream. In fact, the cost of property, particularly in urban areas, is often prohibitively expensive for first-time buyers. “However, the situation has shifted quite significantly in recent months and it may now be cheaper to buy than to rent, which is good news for firsttime buyers,” says Betterbond CEO Carl Coetzee. Supply outstrips demand, and banks are more willing to lend. This has introduced options such as the 100% home loan, where you don’t have to pay a deposit. Aside from that, five rate cuts this year have reduced the prime interest rate to 7%, the lowest level in more than five decades. Homeowners will find themselves paying less per month on their bond repayments. For example, on a bond of, say, R1m your repayment amount will have dropped from R9,650 at the beginning of January, to R7,753 after the rate cut on 24 July.
Transfer threshold
Transfer duty, which is the tax payable by buyers and based on the value of the property, is another cost that needs to be taken into account, says Coetzee. “Earlier this year, however, the threshold on transfer duty was raised to R1m, which means that no tax is payable on the first R1m. In the case of a property valued at less than R1m transfer duty does not apply at all.” No matter the macro market conditions, affordability remains key, he says. The general guideline, set by banks,

is that your monthly home loan repayment should be around 30% of your gross monthly income, before tax and expenses. “An affordability calculator (available online) is a useful tool to determine what the monthly repayments on a loan will be, taking monthly expenses, the prevailing interest rate, and the repayment term into consideration,” he says.

When it comes to getting on the property ladder, sooner is better, says Rhys Dyer, CEO, ooba. It’s better to not fall into the comfort zone of renting, and for first-time buyers to take advantage of low interest rates to take their first step onto the property ladder. Furthermore, if you intend to buy to let, the income from rent can be used to pay off your home loan,” he says. The benefits of owning a home cannot be overstated, Coetzee says. Aside from the fact that property generally grows in value over time, getting a foot in the door by buying a first home opens up opportunities for things later in life. “For instance, when children come along and a bigger home is needed, the home you own gives you leverage to purchase something larger; and, when you are older, a home can be sold to generate capital you may need in your retirement years,” he says. “Research shows that owning your own home has distinct advantages over renting, especially when it comes to building your net worth and providing a stable environment for your family,” says Dyer. He cites the following pros and cons when comparing renting a property to owing it:
Con: If the value of the property rises, you may have to pay more in rent.
Pro: If the value of the property rises, the value of your personal wealth should also increase and you’re more likely to make a profit if you sell it.
Pro: Building maintenance is your landlord’s responsibility.
Con: You need to budget for building maintenance and repairs, although any improvements made to your home will likely increase the value of your investment.
Pro: Your rent is fixed for the term of the lease – usually six to 12 months.
Con: Your home loan repayments may fluctuate – both rising and falling with interest rate changes, if you opt for a variable interest rate.
Con: Interest rate cuts, such as the five cuts this year, benefit your landlord while possibly leaving you with inflated rent payments.
Pro: Interest rate cuts mean you save money on your home loan repayments but still make the same on any rental income, meaning higher profits for you.
Con: You’re paying off someone else’s home loan.
Pro: Your property is likely to be an appreciating asset, especially over the long term, and it could even be used as an investment property in the future.
Pro: Your monthly rent payment may be less than bond repayments, especially if you’re sharing.
Con: Your bond repayments may be more than the rent you would pay to live in the same area, but paying off a home loan is a form of saving as you’re building equity in a valuable asset.
Con: You don’t have any certainty of tenancy beyond the term of your rental agreement.
Pro: The property is yours to live in as long as you want to.
Con: You have limited options to personalise the property.
Pro: Generally you can do anything you like with the decor and outdoor areas (subject to municipal or body corporate approval), and any improvements are likely to enhance your lifestyle and increase the value of your home.

This is how eviction works Many people are currently on unpaid leave, others have been informed of a reduction in salary or have completely lost all income. This has led to many tenants defaulting on their rent. WORDS: SUPPLIED IMAGES: SHUTTERSTOCK
T
he most common cause of lease cancellation is rent not being paid in full or on time, but don’t be too quick to evict otherwise good tenants, warns Pearl Scheltema, CEO of property management company Fitzanne Estates. “If you have an overall good tenant who usually pays rent on time and has only defaulted due to lockdown, I would recommend that you be lenient. Allow the tenant time to negotiate a plan with you,” she advises. “If it takes a month or two to find a new tenant, that is lost income, and you may even find you have to drop the rent to get new tenants. In the long run it’s better to accept an equivalent loss of income from a good tenant than to expose yourself to the unknown.”
What is the latest?
During the original lockdown timeframe, no one could move, and evictions were not permitted. Under alert levels 3 and 4, however, people are permitted to move, subject to complying with certain requirements. “Evictions are still not permitted. However, an application for an eviction order may be brought before the courts, which are now able to hear cases and
grant eviction orders. In addition, sheriff services have resumed, and the deeds office is open, and consultations related to evictions will take place.” This means that an attorney is permitted to prepare an order for eviction, which may be granted during level 3. “However,” Scheltema cautions, “the order is suspended and cannot be executed until the last day of level 3.”
How does the process work?
“It’s called a process for a reason,” says Scheltema. “There are many steps involved and you must follow them in order. Eviction is a legal process that must be conducted via the courts and requires an eviction attorney. A landlord cannot evict a tenant without going through due process. When there’s a written lease agreement in place, a breach of the conditions of the lease is enough reason to cancel the lease.”

Written notice
If you decide to go ahead with the eviction process, you must start by giving the tenant written notice that they’ve breached the contract and allow them time to make good on paying their rent. Give them a specific time frame
in which to catch up with the outstanding payment. The time frame will be determined by the terms of the lease. If not specified, it’ll be 20 working days, in accordance with the Consumer Protection Act. If there’s no written lease, the landlord must give a full calendar month’s notice. If the tenant manages to pay the rent in arrears, the matter is settled and there’s no need to continue the process.

However, if the breach is not remedied, the next step is to serve the tenant with a letter of cancellation. With luck, the tenant vacates the property at the end of the notice period. If so, you are free to find another tenant – hopefully one who can pay the rent! However, should the tenant disregard the lease cancellation, you may decide to start the eviction process. At this stage, an eviction lawyer is required.
You must apply to the court to have the sheriff serve an eviction notice on the tenant – who’s now considered
an unlawful occupier rather than a tenant. A court date is set, and a deadline given for the unlawful occupier to file an opposing affidavit to oppose the eviction. In court, the order will either be granted, or the case will be postponed for further fact-finding. In the case of vulnerable individuals such as children, the elderly, disabled people, or womanheaded households, the court may want to ensure that the unlawful occupier can find alternative accommodation or that you’ve behaved fairly and reasonably throughout. If the court is satisfied that the case for eviction is sound, the tenant (unlawful occupier) will be given time to vacate the property. Only if, despite this process, they fail to vacate the property within the specified period, the sheriff will be authorised to remove them and their belongings from the property. The cost of this will be borne by the tenant. Landlords may not change the locks, physically remove personal property, or behave in a threatening way toward the tenant – only the sheriff may take any physical action against the tenant.

The future of urban design
We’ve been noticing how the pandemic has influenced the way we live and think on several levels. Likewise, there are a few trends that have emerged in South Africa and abroad that could inform how we approach urban design in the near future, and beyond.

W
ith some of the world’s biggest cities having been Covid-19 infection epicentres, debate about the future of cities and urban design is growing. Should we change the way we live in urban spaces to minimise the impact of similar pandemics in the future, and how do we deal with social distancing in cityscapes that are designed for high-density occupation supported by mass transport? Conversely, high-density living keeps infrastructure costs lower, and it’s true that the population of a high-rise building is easier to contain and control in the event of a disease outbreak, than the population of a sprawled suburb
with multiple formal and informal entry and exit points.
Neighbourhood connectivity
With public transport having been forced to stop in the early stages of lockdown, people turned to supporting locals for essential goods and services. No longer able to get to regional shopping centres or other supply nodes, they started engaging with neighbours and businesses within walking or cycling distance. This has even further stimulated the gig economy – whether formal or informal – as people set up gigs doing shopping for those who couldn’t go out, or delivering meals.
The urban design take-out from this trend is that people are safer in a community where everything’s within walking or cycling distance, as limiting travel limits the spread of infection. It’s also made people realise that, depending on their work, they can be far more productive working at home and not spending time travelling to an office. This could lead to the revival of urban villages, led by examples like Soweto, Parkview, Parkhurst and Norwood in Joburg – even the upmarket Melrose Arch is an example of this.
Micro-living
South Africans are also looking at their
relationship with space anew, realising that sprawled homes on big pieces of land away from urban centres can be isolating – and a lot of work when you’re trying to balance working from home and doing all the household tasks. Royal HaskoningDHV has been working on a greenfields project in KwaZuluNatal – a development that’s 5km by 5km in size – and instead of starting with streets or houses, they started by designing a series of bicycle lanes and pedestrian paths. This community, which will have shops, workplaces, homes, a school and recreation facilities, will make it possible for people to avoid travelling to cities unnecessarily –
because they’ll have everything they need within easy reach.
Cycling
Mobility is likely to see some changes too, particularly as we become more wary of being in crowded spaces. Just as in the previously mentioned KwaZuluNatal project, bicycles are becoming increasingly popular among people who have previously depended on public transport. South Africa has already seen what may have been a premature push towards cycling – previously seen as a sport for the wealthy. Perhaps now that more people want to move away from crowded modes of transport, the time is right to focus on making bicycles more affordable, and bicycle lanes more ubiquitous.
Double-duty spaces
The transformation of conference centres and factories into field hospitals has emphasised that converting large spaces for alternate uses isn’t difficult – if you know every detail about your assets. This is where digital twinning becomes an asset to building owners, who can assess every nook and cranny of their property to identify potential alternate uses – in regular times and in times of crisis. Having a digital twin for every building is compulsory in Singapore, and while this may be too big an ask for South Africa at present, there’s merit in not having to think anew about a space’s potential for different functions. Having full knowledge of your assets and their locations makes other things possible too. Market Research Future released their Smart Home Market Research report earlier this month, and believe that the smart home market will reach a global growth rate of close to 35% during the 2017 to 2023 assessment period. “With the growing desire among consumers for convenience, connectivity, and security prompting additional market growth, we could be entering an era where most residential properties in the country have smart home technologies,” Gray says.

Getting onto the property ladder M ost people place great value on owning property because of the security of tenure it offers your family, the opportunity it provides to create wealth, and also the potential to feel proud about owning the home you live in, says Gareth Bailey, Pam Golding Properties area principal, Durban Coastal. Whether now is the right time for you to buy a property depends on whether you have a positive earnings outlook and whether you intend to keep your property for at least the next five years. If this is the case, now may be the perfect time to buy, especially given the extremely low interest rate. A R1,2m property will now cost about R2,000 less per month than at the beginning of the year. “Another way of looking at this is that you can now buy a property that is roughly 20% more expensive for the same monthly instalment.”

buy another one, taking your first step toward building a property portfolio. “Smaller, cheaper properties have the highest rental yield (rental income vs expenses) and this is another reason why you should start small, as it will be more likely to cover its own expenses – paving the way for future property acquisitions,” he says.

Learning curve Decided to permanently switch over to home-schooling? Having the ideal space for successful learning to take place, is more important than ever. WORDS: MARANA BRAND
T
he uncertainty of school closures and re-openings during lockdown has caused many parents to consider the alternative of home-schooling. Even after life returns to normal, many will likely continue working remotely while their children continue to learn from home. Anyone who is home-schooling knows how beneficial it is to have a separate workspace where children can focus on the task at hand.

Homes with their own dedicated learning spaces are therefore likely to become more sought-after and appreciate in value over time, increasing a home’s resale value. “Home classroom spaces might become as sought after as home office spaces following this pandemic,” reckons Adrian Goslett, regional director and CEO, RE/MAX of Southern Africa. The most effective way to set up a homeschooling environment is to dedicate
one room in the home as the children’s workspace. “For those who do not have an entire room in the home available, it is often better to combine the children’s workspace with the home office space than to set up their workspace in the living room or bedroom where the children can be easily distracted,” Goslett says.

It’s important to set up an actual surface space for children to work on – any table clear of clutter where they can sit upright will be just fine. “If possible, provide a chair-and-table situation that allows for the 90-90-90 angle rule – knees bent at a 90-degree angle as well as hips and torso at a 90-degree angle and feet firmly on the floor,” recommends Tara Martello, founder of Grow Thru Play.
Create the space
Consider your child’s study style. One child may want to sit facing a blank wall, another may prefer your Pilates ball to a chair. If she’s easily distracted, a secluded, quiet spot is best, but if she’s more comfortable working with other people around, choose a corner in a busier room with good lighting. Make sure the area
Create an area in the house where your child can focus on schoolwork with limited distractions. Turn off the TV and make sure electronics that aren’t essential for learning are parked in the charger.
About the chair
It’s important that your child has comfortable seating. If you can afford to buy an adjustable chair, that’s great, but you can also adjust your existing furniture by stacking pillows on the seat. If your child’s feet don’t rest on the floor, use something like a footrest, boxes, or stacked magazines. A final tip is to use a rolled-up towel or small pillow between the back of the chair and the child’s lower back to provide lumbar support.
Stock up
No matter where your child does her homework, the space should have bright lighting, with supplies close at hand. Once you’ve got the space and furniture covered, stock up on basic supplies. For younger children, also include arts and crafts materials. For older children, include essentials like a dictionary, thesaurus, and an atlas. Use colourful jars to hold supplies, or for a portable option, use plastic stackable cubes or even a sturdy shoebox.
Separation
“Dining room spaces can also be easily converted into a classroom space. However, sellers should consult a local real estate practitioner to find out whether having a functional dining room space will be more appealing to buyers in that market than a home classroom space would be,” Goslett cautions homeowners who consider selling their homes. In households that have only one table for the family to work at, try to assign different seats and sections to each family member. “The more designated, the better,” Martello says, as structure is essential. To keep siblings focussed on their work instead of playing with (or annoying) each other, consider sitting between them while you do your own work. If that doesn’t work – or if you can’t be in the same room with them for whatever reason – try the folder fort trick: divide their separate spaces with folders or books to create mini cubicles.
Adding a room
For those who are considering going all out and extending their home to create an additional workspace for their children, Goslett encourages them to make the room as versatile as possible. “While demand for homes with a children’s workspace is likely to increase, it’s always better to keep the home as neutral as possible to appeal to the widest audience. To maximise the value added by such a renovation, homeowners should consider adding built-in storage space and should make all classroom fittings – items such as blackboards or desks – removable so that future buyers can use the space however they would prefer,” Goslett suggests.
