nce the hard lockdown began to ease and activity in the housing market rebounded strongly, estates accounted for a significantly larger percentage of total units sold, rising from 13.1% in May 2020 to 17.1% by December 2020 – the highest percentage recorded over the past 10 years. According to Lightstone statistics, while activity in the national housing market has slowed in recent years, estate sales remained relatively consistent as a percentage of total units sold. “In 2010, estates accounted for 13% of all units sold, rising steadily to 15% in 2014 before easing marginally to 13.9% in 2019 – a trend which continued into the first few months of 2020, before increasing markedly from May

last year,” says Andrew Golding, chief executive, Pam Golding Property group.

A safe choice

According to him, residential estates, and in particular those offering easy access to major hubs and cities, have consistently retained their appeal thanks to a secure lifestyle, attractive ambience and community‑minded approach. It stands to reason that the lockdown restrictions have underscored the benefits of access to safe open spaces for exercise, sports and recreation; more spacious homes; reduced exposure to those outside of family and close friends; and on‑site facilities such as child‑minding, shopping and schools. Says Phil Barker of Renishaw Property Developments on

the KZN South Coast, “The disruption of the past year has dramatically shifted mindsets, with many prioritising lifestyle when making big decisions. This has filtered through to the property market with significant trends emerging, particularly among those who are looking at a retirement investment.” He says there’s a trend of moving away from lock-up-and-go apartment living, with buyers looking for more open space. Properties that are close to nature are high in demand, so residents can enjoy the fresh air and views. Easy access to the ocean, as well as forests and reserves for nature walks are being prioritised.

The new retirement

“With the baby-boomer generation reaching retirement age, there

continues to be a demand for secure mature lifestyle estates,” says Barker, adding that, rather than retiring completely, this generation is choosing to consult in their field of expertise or start up new ventures. “This means, where boomers once wanted to downsize, there is now a strong demand for homes with a second or third bedroom that can be converted into an office to facilitate working from home, as well as a reasonably high-speed uncapped internet connection. “The new phrase is ‘I don’t do retirement; I do life’, which is inspirational,” continues Barker. “Although the concept of retirement is becoming passé, most are looking to start a new adventure by relocating to a secure estate. We’re also noting a number of younger investors coming through and renting out the property in the interim.”

Estate living for all

With some estates offering affordably priced sectional title units and retirement components, as well as luxury homes and apartments, estates have cast their net far wider, providing access to a broader market of potential homebuyers, Golding says. “With load shedding expected to continue, the fact that many estates prioritise ‘green’ living, becoming increasingly selfsufficient in regard to energy and water, or even completely off the grid, further makes the case for investing in an estate home away from congested city life.”

Western Cape sales boom

Gauteng continues to account for the largest share of national residential estate sales, but over the past decade the Western Cape has been steadily gaining ground. This was more noticeable during the recent 2020 surge in estate sales, to the extent that the Western Cape overtook Gauteng in December 2020, says Golding. “Notably, the Eastern Cape, which accounts for less than 5% of estate sales, has been gradually gaining market share and by December last year accounted for a slightly larger share of the market than KwaZulu-Natal. While Gauteng may have seen a decline in total market share of estate sales, it has retained a very similar number of top-end (>R3m) estate sales,” says Golding.

“Although Gauteng estate sales overall (as a percentage of total sales) declined sharply in the second half of 2020 it actually recorded a sharp increase in top‑end estate sales, suggesting the weakness in unit sales was registered in the other price bands.” Notwithstanding the growth in Western Cape estate sales, numbers for top-end estate sales remain marginally lower than those for Gauteng, which has a far larger estate market.

Paying the price

According to Lightstone, unit sales in estates in Gauteng valued at under R1,5m declined from 73.9% of total estate sales in 2010 to just under half (49.5%) by 2020, while the percentage of top-end (>R3m) units sold more

than doubled, rising from 6.7% in 2010 to 17.6% in 2020. Says Pam Golding Properties senior research analyst Sandra Gordon, “The distribution of estate homes sold according to price bands is very similar in the Western Cape. The total of homes priced below R1,5m was higher in the Western Cape in 2010 but by 2020 was in line with Gauteng at around half of all estate homes sold in both regions. “In 2010, Gauteng estate sales saw a slightly larger percentage in the R1,5m to R3m price band. However, by 2020 both regions had nearly a third in this price band. In both provinces, the percentage of sales in the top price band showed very similar growth,” she says.

ky City is the largest privately funded affordable housing development in South Africa, and through community engagement and a forward-thinking approach its developer has created something that is far more than just housing. What was once a huge stretch of empty land in the South of Johannesburg is now a bustling suburb, where hardworking families have put down roots with all the amenities needed for a quality life close at hand.

A truly world-class micro-city Since developer Cosmopolitan Projects first broke ground on Sky City in 2017, 3,750 houses and 480 rental apartments have been delivered – with the ultimate plan over the next eight to ten years to complete 17,500 units, at a total cost of R10bn.

Recognising that it’s not just a home that makes for a comfortable life, every house has fibre-to-the-home internet connectivity, and the development includes private education and childcare facilities, public transport infrastructure, retail and convenience offerings, as well as recreation areas such as jogging trails, soccer fields and play parks with jungle gyms.

All of these amenities are within reach of the average South African earning from R16,000 per month and more – building packages start from R614,570, which equates to R5,500 per month. Those who earn less than R22,000 per month can also qualify for housing subsidies under the Finance Linked Individual Subsidy Programme (FLISP). To date 528 FLISP applications have been approved.

Children from Grade RRR to matric can attend the affordable independent school Royal Schools Sky City, which currently has 1,128 learners enrolled for the 2021 academic year. A church and preschool are set to open in September.

The houses have private gardens and are freehold, which means owners fully own both the land and house and can make structural changes to their property. Houses range from 40m² (two beds, one bath) up to 126m² double storeys (four beds, two baths).

Shopping needs are covered by the Sky City Mall – a 32,000m² regional shopping centre developed by the GMI Property Group – and the construction of a R10m Engen garage opposite the mall will be completed later this year. In the advanced planning stages are an additional 17,500m² convenience and big box retail centre, a 4,200m² car dealership and fitment centre, as well as a 7,700m² college and medical clinic.

Community involvement

So far, 18 million bricks, 3,2 million roof tiles and 340,000 litres of paint have been used in this development. What makes these numbers even more impressive is that most of the construction was done by companies owned by members of the local communities and labour originating from the surrounding Green Fields, Eden Park, Palm Ridge and Thokoza communities. This has been possible through

the relationship with the GEPT Business Forum, which created the space for both business and community to thrive together. “Of the 61 subcontracted companies currently working at Sky City, 39 derive from the community,” says Willem Smit, senior site manager, Central Development Projects (CDP), Cosmopolitan Projects’ main contractor at Sky City. “That’s 63% direct community participation in the Sky City affordable housing project, and every year that number is increasing.” Along with suppliers and partners, they invest in community contractors through training

and skills transfer which is either done through external consultants or inhouse trainers covering all the different trades. They also assist some contractors to secure credit facilities from manufacturing, supplier and distribution companies. For example, Nandipha Guma from Guma Projects first started working at Sky City in 2018 in the FLISP sections, with very little experience in construction and business management. “With the training and guidance of Kenneth Shabangu, CDP foreman, she has increased her skills, knowledge and ability to become the independent contractor that she is today,” Smit says.

hile “gennies” are fast becoming a necessity in many South African homes, their installation in complexes is the subject of heated debate, according to sectional title property specialist Marina Constas, a director of BBM Attorneys. She stresses, however, that if trustees and homeowners in complexes arm themselves with the facts, a generator could be an invaluable acquisition for every sectional title development aiming to adapt to load shedding.

Such a proposal may not be implemented until all members have been given at least 30 days’ written notice with all of these details: 1. The estimated costs associated with the proposed alterations or improvements. 2. Details of how the body corporate intends to meet the costs, including details of any special contributions or loans by the body corporate that will be required for this purpose. 3. A motivation for the proposal, including drawings of the proposed alterations or improvements showing their effect and a motivation of the need for them. Constas says that, if during this notice period a member requests the body corporate in writing for a general meeting to discuss the proposal, it can only be implemented if approved, with or without amendment, by a special resolution adopted at such a meeting.

Different resolutions are required for each, according to the Sectional Titles Schemes Management Act. “If it’s not a reasonably necessary improvement, then a unanimous

When it comes to generators, not all units are created equal, and in a complex in particular, the noise emitted is a significant consideration. Constas recommends that trustees should investigate all options and purchase the generator with the lowest noise levels. “The generator should be stored where it will cause the least nuisance to all residents in the scheme, and where the fumes will not affect the owners,” she concludes.

Constas believes that, in view of the security risks posed by electricity outages and load shedding, an immovable generator is a necessity. “A complex’s security systems are generally dependent on the electricity supply. Electric fencing, alarms, electric gates and intercoms may be affected if there’s a power outage, and homeowners put at risk. For this reason, a generator should, in most instances, be viewed as a necessary improvement to the sectional title scheme.”
