Choice

It would be a mistake, however, to think that living in the Winelands is a possibility only for the ultrarich. On offer is everything from modest twobedroom apartments to freestanding homes and smallholdings to accommodate buyers with a penchant for country living.

In line with changing global trends as reported by New World Wealth, local developers are also creating small neighbourhoods within these estates. This allows for more open spaces and parklands, unlike the old model where homes were spaced evenly throughout an entire property.

Solid investment

Perennially popular, lifestyle estates are proving to be a secure property investment option that’s sought after in these uncertain times. According to Chris Cilliers, CEO and co-principal, Lew Geffen Sotheby’s International Realty in the Winelands, the estate sector has remained fairly constant over the past two years. This is confirmed by the AfrAsia Bank’s SA Wealth Report for 2019, which indicates that the Paarl, Franschhoek and Stellenbosch districts saw growth of 21% in the area’s wealth markets over the past decade.

According to Surina du Toit, Pam Golding Properties branch manager for Paarl, Wellington, Franschhoek and Elgin, more than 50% of the annual residential sales in Franschhoek are properties in security estates.

The rental market is strong, too, but the average monthly rental rate varies greatly depending on demand and the availability of apartments for rent, explains Werner Scheffer, Multi Spectrum Property (MSP) Development sales manager. For instance, in Somerset West a two-bedroom apartment in the boutique Acorn Creek Lifestyle Estate priced at R1,099,900 can achieve a monthly rental of R8,500 – a gross yield of 9.2% and a net yield of 7.4% after monthly levies and rates and taxes.

It’s easy to see why living on an estate development in the Winelands is desirable. On offer is a high-quality lifestyle on a spacious and secure property surrounded by scenic beauty, close to a range of top amenities such as schools, shops, entertainment options and a variety of outdoor activities. According to Cilliers, in recent years families have been choosing to leave Cape Town’s bustling suburbs in favour of more peaceful estate living in the Winelands. They are attracted by the good schools in the area, combined with easy access to the CBD and Cape Town International Airport. “Convenience and on-site amenities are also a growing priority. The better lifestyle estates offer excellent sports and fitness facilities, cycling and hiking trails, gyms, clubhouses and even schools,” adds Cilliers. Modern benefits like a fast internet connection add to the appeal for the

growing number of people who are choosing to continue working from home following the lockdown.

Hot spots

The area between the historic town of Stellenbosch and adjacent Somerset West, between the mountains and False Bay, has seen prolific development of lifestyle estates in recent years. Prices range from an affordable R1,75m (including VAT) for a two-bedroom house to over R30m for an uber-luxury home. Buyers seeking the ultimate lifestyle are spoilt for choice at established estates such as De Zalze Winelands Golf Estate and Welgevonden Estate in Stellenbosch and Schonnenberg in Somerset West and new developments such as Vini Fera at Anura and Welgegund Domaine Privé in Stellenbosch and Mzuri Estate and Croydon Gardens Estate in Somerset West, says Katya Varga, assistant branch and projects manager for Pam Golding

Lightstone Property reports that selling prices for sectional title homes in the Winelands increased by 152% over the past seven years, from R1,05m in 2012 to R2,65m in 2019. In Franschhoek even higher rental rates of between R16,500 and R20,000 per month can be achieved for a good quality two-bedroom apartment. This is because there’s a huge demand for rental properties in the town and the scarcity has increased rentals substantially, says Gerhard Jooste, general manager of new developments for IGrow Wealth Investments, the developers of L’Ermitage Chateau & Villas. Jooste says owners here have seen rental income in excess of R20,000 per month, with returns of 8.5% and higher. “But what attracted many investors is the capital growth of 152% over the past seven years,” he says.

Balwin heeds housing call with Mega City L

ast month, Balwin Properties launched Mooikloof Mega City, a sectional title development that may be the largest in the world, with up to 50,000 apartments planned upon completion. Situated east of Pretoria, the new development is supported by Government as a strategic integrated project, with R1,4bn earmarked to develop infrastructure such as water, sewerage, electricity and roads. It’s being constructed, project-managed and marketed by Balwin. “We heeded the president’s call for inclusionary housing and are especially excited about what this development could mean for our country in the aftermath of Covid-19,” says Balwin founder and CEO Steve Brookes. “Not only will it boost the economy but it will also create about 115,000 direct and indirect job opportunities. “Mooikloof Mega City has been designed specifically

for the ‘gap’ housing market defined as housing opportunities for people earning a combined monthly income of between R3,501 and R18,000. These are the income earners who earn too much to get a free house from the government and earn too little to get a bank bond,” says Brookes.

Balwin in the past, designed the development according to Balwin’s Green model, which includes the developer’s new Greenbarn Lifestyle Centre. In line with all Balwin’s Green developments, Mooikloof Mega City is Edge-certified by the Green Building Council South Africa.

Shifting trends are spurring Fourways market

hen the property market reopened in June, popular areas like Fourways with its diversity of properties, wide array of first-class amenities, convenient location and excellent links to other nodes, saw an unexpected flurry of activity.

Buyers favour houses

Most sought-after in Fourways right now are correctly priced homes below the R3,5m mark, with houses generally more popular than apartments as people are factoring in the “new normal” which includes spending a lot more time at home than before the pandemic, says Philip Myburgh, co-principal, Lew Geffen Sotheby’s International Realty in the Greater Fourways area.

These are growing suburbs where property prices have shown consistent growth over a 10-year period. In addition, they offer a wide range of properties – from sectional title apartments to clusters and freestanding homes to suit all budgets.

Upper end

There are also several excellent schools, shopping centres, healthcare facilities and hospitality venues in these areas. Both suburbs are centrally located close to major arterial routes such as Malibongwe Drive, Witkoppen Road, Northumberland Avenue and the N1 highway, with easy access to the Lanseria International Airport, Fourways, Sandton and the West Rand.

According to Lightstone, between 2010 and 2019 the median price of full title properties rose by 22.8%. This familyoriented estate is ecofriendly, with an abundance of birdlife and plenty of open and recreational spaces. These suburbs provide an excellent location for those working in the north of Johannesburg, while proximity to the Fourways Precinct will continue to push up property values in the area, say the agents.

Good value for money

According to Dorette Turner and Sanchia Fouche, area specialists, Pam Golding Properties, one-bedroom, sectional title starter apartments can be had for as little as R550,000, while full title homes start from R1,2m, with some of these homes located in secure estates. Currently, there’s increased sales activity in freehold homes priced between R1,5m and R2m and competitively priced homes within this price bracket are selling well. Turner and Fouche report that sales are currently increasing due to pentup demand and the historically low interest rates. However, stock levels remain constant as banks are proving diligent when approving bonds. Lightstone data shows that North Riding has 3,733 homes, of which 45.7% are located within secure estates, with nearly half (48.2%) of all properties in the suburb being freehold homes. Freehold prices have continued to strengthen gradually in recent years. In Johannesburg North, just under 10% of properties are located within

Myburgh says that, although there has been considerably less activity at the top end of the market, sales are being concluded in the upper price bands but predominantly in the estate sector, where lifestyle estates like Dainfern Golf Estate and Steyn City are most popular.

MONTECELLO, NORTH RIDING

At the top end of the market is the exclusive Olivewood Lifestyle Residential Estate, a gem of a security estate consisting of 233 full title properties. Here, prices range between R3m and R7m.

Strong sectional title market

While freehold prices in North Riding have continued to strengthen gradually to just over R1,7m in recent years, sectional title prices stabilised at R1,1m in 2019 and 2020. The median price of freehold properties has strengthened marginally this year (2020) to date, at R1,72m, while sectional title prices have remained unchanged at R1,1m during the same period. However, over a 10-year period, sectional title properties have shown consistent growth of 35.8%, and sales have exceeded those of freestanding homes since 2013, showing demand for more affordable apartments, according to data from Lightstone. Over the past decade, freehold prices have risen by 49.7%. The relative affordability of sectional title homes in the area is attracting young adults to the suburb, many of whom are likely to be first-time buyers. During the past 12 months (August 2019 to July 2020), just over half (51%) of homebuyers in North Riding were young adults – 35 years or younger.

How to hold on to your home Are you worried that you may lose your home because of pandemic layoffs and the unstable economy? We look at ways to protect your hardearned asset and what your legal rights are. WORDS: STAFF REPORTER

M

ost people across the globe are experiencing some kind of hardship because of the Covid-19 pandemic. First and foremost a health emergency, the virus requires social distancing, which could alienate people from their communities, often making the home the only sanctuary where families can be together. But economic distress brought on by lockdown means many people have lost their jobs and are in danger of losing their homes too. What can you do if you are facing such a crisis?

The law is on your side

The law in South Africa says if you don’t pay your home loan instalment for three months or longer, the bank or other loan provider can cancel the agreement, repossess your home, and sell it to recover your outstanding balance. Fortunately, court rulings in 2018 made it harder for banks to sell repossessed homes on auction at discount prices by determining a reserve price. These rulings have saved many people from homelessness and long-term debt.

A helping hand

Unable to afford your home? Personal finance website JustMoney’s

commercial manager Sarah Nicholson says there are immediate solutions. You can rent out your property, restructure your loan over a longer term or consider debt counselling. “Rather than hiding from your creditors,” she says, “approach the bank and discuss your situation.” If you’ve always been prompt about paying your monthly instalments and have little or no outstanding debt, you have a better chance of keeping your home than if you default often. However, if you have to sell your home, it’s best to do it sooner rather than later. You’ll get a better price and won’t have to deal with legal proceedings and costs. If you continue not paying your bond or avoiding your bank, they’ll get in touch and propose a specific payment plan or offer debt counselling.

Avoid legal action

The final step before legal proceedings against you start, is the issuing of a section 129 notice in terms of the National Credit Act. It informs you of the outstanding amount and date of your arrears. “See this as a last chance to prevent your creditors taking legal action,” says Nicholson. “Avoid delays now,

you only have 10 days to apply for debt review – this is when a debt counsellor assesses your debt and implements a repayment plan.” If the section 129 notice is unsuccessful, the bank may summon you to court through the sheriff whereafter the bank will apply to court to auction your home. A judge will ensure that the correct procedures are followed and also consider whether the property is your main place of residence, and whether you have other ways to settle your debt. Your bank must prove your property’s market value, what you owe on the bond as well as any outstanding rates and taxes. If your home is sold, the money will be used to settle your loan and any other costs. The balance will be paid to you. If your house has been sold on auction, you don’t have to move before the property has been transferred to the new owner. “The current economic climate is worrying for people whose finances have already been under pressure pre-Covid-19,” says Nicholson. “Rather address the ‘elephant in the room’ fast and get help.”

How creditors can help

T

he bank will do everything possible to assist customers in financial distress. If you’re unable to pay the full instalment, contact your home loan provider and enquire about arrangements, says Ewald Kellerman, chief risk officer of home loans at Absa. “We have a variety of assistance options for customers in short-term distress, where we consider a lower instalment for a specific period of time,” he says. “Should the distress be of a long-term nature, our team will assist to sell the property and discuss a more affordable home.” Kuben Gounden, CEO of retail collections, FNB, says the bank has various ways to assist customers in distress. First, the collections department will contact the customer to suggest ways to settle the arrears. Various payment options are available. “We assist retrenched customers with retrenchment cover by lodging claims,” he says. “We also have a rehabilitative strategy and we’ll attempt to assist customers, even up to the date of the sale in execution. If the customer can repay the arrears, we will assist them.” Lebogang Gaoaketse, head of marketing, WesBank says, “Generally, arrangements are made to pay off arrears, depending on the customer’s ability to afford it. We have options that extend to even longer than six months.” If agreements aren’t honoured, clients are contacted to re-instate or revise them. If telephone contact fails, the bank’s customer liaison agents will visit the client to continue the discussion. Gaoaketse says the outcome of many of those discussions would be the conclusion of further arrangements. Only where further deliberations fail, will a last resort be considered.

hen you set out to decorate a bedroom for one of the younger members of the family, it’s important to see things from the child’s perspective, says Amelia Mariella Audinwood, interior design partner at Wolfe & Hare, a luxury interior and gift store in Cape Town, from where she and Kizzie Stenslunde run their design consultancy. “You want to create a room where they can disappear into their own magical world. It should be a space they love spending time in, because it’s a special time that won’t last forever. As they grow into teenagers, it’s wise to provide

a space where they can relax with their friends, and where they feel there is freedom under a safe roof,” she says.

A child’s bedroom should be a space that will complement their unique personality,” she continues.

Be guided by the expert

Bring in something special, like a night light to make them feel safe in the dark, or a comfortable chair where they can snuggle up with a toy when they want to read a book.

Depending on the age and personality of your child, you should let them guide you when it comes to ideas for their bedroom. “Get your child involved in the process. It makes them feel empowered and will inspire their own imagination.

Changeable elements

One of the biggest challenges when decorating a child’s bedroom, is that their needs and tastes change as they grow up. It’s therefore a good idea to spend most of the money on the big items, like the bed and other pieces of furniture. You can then work creatively with the soft furnishings and other smaller items, that in time can be swopped around or changed. “Don’t be afraid to have fun with the cushions, wall colour, rugs and curtains, which you can switch out over time – remember that paint and fabrics are changeable!” The Amelia Mariella children’s fabrics sold at Wolfe & Hare are used for cushions, upholstery and curtains in children’s bedrooms. The fabrics were designed using the artwork of children from art classes run by Amelia many years ago. These unique and beautiful art pieces were reimagined by Amelia, who turned them into designs of flowers and animals that are printed onto fabric. “It’s also fun to pop a colour throughout the scheme,” says Amelia, “with complementary items such as a storage chest, curtains and cushions of the same colour.”

Buy local

There’s a strong surge of support for “buying local” at the moment following the negative impact of Covid-19 on so many businesses; this also applies to the interiors industry. Sourcing local toys and other items to spruce up your child’s room has never been more important, and is something close to the hearts of Amelia and Kizzie. “We’re determined to help as many local businesses as possible by stocking their products. We sell an incredible range of children’s knitted toys made by a group of talented local women. We also have crocheted pouffes in funky colours, and

rugs to brighten up a room and provide a warm soft spot for children to play on. For storage we have beautiful crocheted baskets perfect for all the little pieces like Lego and small toys.” Be on the lookout for various other examples of local products and beautiful handmade articles to enhance the interior of any room.

Storage

Storage is one of the key elements in a child’s bedroom. It’s necessary to have an organised space that a child can play and work in. “For little children, remember to have low shelving that they can get to, and under-the-bed pull-out storage is always a winner. It’s equally important for teenagers to have adequate storage and a desk to feel organised while working,” says Amelia. Children need to express their own personal style. A small child needs to be taken on a creative journey in their bedroom and a teenager needs privacy and a space to study in peace. The finished room should be colourful, accessible and a design which can change as the child grows.

WHAT IS A SHARE BLOCK SCHEME? Property developers and owners often seek advice on the best property time-sharing scheme to use in respect of a development. The choice of scheme is dependent on the requirements of the owner or property developer. One option is a share block scheme. A share block scheme is defined in the Share Blocks Control Act No 59 of 1980 as “any scheme in terms of which a share, in any manner whatsoever, confers a right to or an interest in the use of immovable property”. The share block company acquires this right to land either through registered title (i.e. by taking transfer of the land in question) or by renting the land from the owner. Once acquired, usage rights in respect of the land are then conferred by the share block company upon its shareholders by recording such usage rights in the share block company’s
