New residential property developments are mushrooming everywhere, with promises that they will ‘change the way you live’. Some game-changing developments live up to that promise. WORDS AND PHOTOS: SUPPLIED
I
f it’s beginning to feel as if there’s suddenly a boom of new residential property developments popping up everywhere you look, you’re not alone. FNB’s Property Barometer reported six in ten residential properties constructed in South Africa in the first quarter of 2019 were apartments and townhouses, a trend that has continued in 2021 with this category accounting for a 58.2% share of total building plans passed in the first quarter. “The sector is fiercely competitive, with major developers capitalising on the growing urbanised population and need for increased
housing in the country’s major metropoles,” says Grant Smee, property entrepreneur and managing director, Only Realty. “This rapid uptick in new residential developments is also a reflection of the changing lifestyle requirements of consumers, who are primarily seeking convenience, security and access to amenities.” With an oversupply of residential development options consumers are spoiled for choice, which has led to developers looking for ways to distinguish themselves in order to attract new residents. “Developers are no longer
trying to sell homes – they’re selling a certain kind of lifestyle,” explains Smee. He suggests that there are seven factors that distinguish gamechanging developments from their counterparts: 1. Convenience 2. Community 3. Safety 4. Urban renewal 5. Sustainability 6. Technology 7. Design
Primary motivators
“Because last year’s national
lockdown proved the viability of remote work, developers can no longer rely on proximity to the office as the primary benefit to living in a certain development, as was often the case in major cities such as Johannesburg,” says Smee. “Instead, developers are focusing on a community-oriented lifestyle and access to sought-after amenities.” Smee singles out One on Whiteley, located in Melrose Arch; Menlyn Maine in Pretoria; and Harbour Arch in the Cape Town CBD as three developments that have shaped their marketing strategies around the benefits of a mixed-use precinct. Harbour Arch will see the redevelopment of the 5,8ha Culemborg site on the northeastern edge of the Cape Town CBD into a large-scale mixed‑use development comprising six individual towers. With close to 200,000m2 of usable space, the precinct will accommodate residential apartments, commercial office space, hotels, shops, restaurants, motor dealerships, an urban park, and more. This means that each apartment building is in close proximity to popular restaurants, high-end retail and office blocks. “This ties in with the millennial consumer’s huge emphasis on convenience, as you can work, eat, exercise, shop and live in one area,” adds Smee.

strategy, with construction beginning on this previously unused “wasteland” next to the N1 highway in 1997. The developers rezoned the land from residential to mixed use, and while growth was initially slow, the development became wildly successful as many major corporates relocated to the area and with the expansion of Canal Walk shopping centre. “Today Century City contains a total of 14 residential developments and the development is worth more than R20bn,” says Smee. Focusing on the community aspect of residential developments is another effective tactic that developers can employ to help them stand out. The new mixed-income, mixeduse development Conradie Park in Pinelands (developed in partnership with the Western Cape Government) hopes to appeal to prospective buyers by offering among other amenities a doggy daycare, town square, community centre and several parks, including one measuring 22,000m2 for Park Runs. “The idea behind many of these game-changing developments is that, once you move in, you’ll never have to leave the comfort and community of the development because everything you need is in one place,” explains Smee.
Potential for urban renewal The uptick in new residential developments has also led to new opportunities for innercity regeneration in previously neglected areas.
Durban’s recently completed Point Waterfront development is, in Smee’s opinion, “the city’s first (and best) example of the potential of urban renewal. They were successfully able to convert industrial buildings into futuristic skyscrapers and transform the run-down area right next to the harbour into a tourist hotspot”.
While Smee’s years of experience have shown him that this kind of transformation is possible, he urges developers to be mindful of their surroundings. “Ensuring the safety and security of your residents is a must, as a neglected area’s security will not improve overnight.”
Smart design a must
While consumers prize the convenience and proximity to amenities of centrally-located residential developments, the trade-off for this convenience is often smaller unit sizes and higher costs than those found in less central developments. “High costs and smaller units, particularly in the CBD, mean that developers need to be creative in how they attract residents,” says Smee. “Emphasis is typically placed on high-end finishes, community living benefits such as a rooftop braai area, pool or gym and smart design.”

Consumers are often willing to forego bigger rooms in favour of state-of-the art appliances, lots of natural light, modern design and fast internet. “An increasing number of developers are harnessing technology to help their developments stand out from other options, whether that’s installing fibre, placing smart TVs in every unit, or having a dedicated app for the development to arrange deliveries or pay for rates and levies.” A final distinguishing factor making developments stand out from the competition is emphasising sustainability and environmental concerns throughout the building process as well as in day-to-day operations. “Consumers are increasingly concerned about their impact on the planet, as well as the potential to keep costs down by employing renewable energy sources,” concludes Smee.

The latest industry insight from Lightstone Property reveals that more than 80,000 homeowners in South Africa sold their property and bought elsewhere the past three years WORDS & PHOTOS: SUPPLIED

etween 2018 and 2020, most homeowners moved to and from the Big Three provinces (Western Cape, KwaZulu-Natal and Gauteng). “Nearly 84,000 homeowners sold and bought elsewhere – with 76% moving from city to city, 14% relocating from a city to a smaller town, and 10% headed the other way,” says Hayley Ivins-Downes, head of digital, Lightstone Property.
Moving to cities declined
Lightstone’s data reveals that movement between metros cities has been declining over the years, from 22,919 in 2018 to 21,861 in 2019 and 19,005 in 2020. However, this remains a significant number given the disruptions caused by Covid-19 and the lockdown which restricted movement by people across the country. Nearly 12,000 homeowners left cities for smaller towns over the
three years documented, with a slight decline from 2018 to 2019 (4,297 to 4,080) and then a more significant drop in 2020 to 3,502. Approximately 44% of these homeowners relocated to smaller towns from Gauteng, followed by the Western Cape (between 26% and 30%) and KZN (11% and 12%). The number of homeowners moving from smaller towns to cities has been dropping more substantially over the past three years, from 3,031 (2018) to 2,658 (2019) and then to 2,262 in 2020. “Movement within provinces shows that more homeowners bought in small towns in the Western Cape and KZN over the past three years, than left for the cities,” Ivins-Downes says.
Favouring small towns
Lightstone’s information also shows that the majority of people in the Western Cape and KZN
who left cities for smaller towns stayed within provincial borders (WC – 81%; KZN – 77%). While those leaving Gauteng’s cities were more evenly spread across the provinces, with the Western Cape and KZN being the most popular destinations. Data indicates that almost 90% of homeowners who have settled in smaller towns in the WC have come from cities in that province or Gauteng. The remaining 10% is evenly spread among other provinces. Similarly, about 90% of homeowners who have settled in smaller towns in KZN have come from cities in that province or Gauteng, with 7% relocating from the WC and the balance spread across other provinces.
What people buy
The type of property homeowners opted for when they relocated to
Ballito, KZN North Coast a smaller town in KZN in 2019 was freehold, while in 2020 slightly more chose sectional title. Estate living came in third in both years. This is significantly different in the WC, where the vast majority of homeowners chose freehold, followed by estate living, with limited numbers opting for sectional title. It is interesting to note that homeowners moving from Gauteng to smaller towns overwhelmingly preferred
freehold and estate living over sectional title. “Information on the preference variations boils down to availability and price. Interestingly, we see that there was almost no sectional title or estate stock available in Gauteng, while the Western Cape had 10% availability in estate properties and KZN 14% in sectional title properties,” Ivins‑Downes says.
Who is moving?
The majority of homeowners (63%) who moved in 2020 were between 45 and 65 years old (2019: 62%), and most of those moving are buying mid-value (58%, 2019: 57%) and high-value homes (32%, 2019: 31%).
Where are they buying?
“If we take a look at the preferred towns, we see quite a different picture from the rest of the country compared to the WC,” says Ivins-Downes. The top three choices for those moving from Gauteng to KZN were Margate, Port Shepstone and Ballito. While those relocating within KZN chose Howick, Ballito and Salt Rock.

Interestingly, Port Edward and Southbroom were among the favourites for those coming from Gauteng but did not make the KZN relocation list, while neither Howick nor Hilton was favoured by those moving from Gauteng. “Those relocating from within the Western Cape’s borders and those coming from Gauteng shared a liking for Groot Brakrivier, while the other top choices for the WC were Langebaan, Hermanus and St Helena Bay. The top four choices for those moving from Gauteng were Groot Brakrivier, then Hermanus, Plettenberg Bay and Knysna,” he says.

If you buy from a developer, the Consumer Protection Act (CPA) safeguards you, whereas if you buy from a private seller the CPA doesn’t apply.” Under the CPA, a purchaser has the right to: • Within three months, instruct the builder to rectify noncompliance or deviation from the terms, plans and specifications of your mutually binding agreement • Within 12 months, instruct the builder to repair roof leaks attributable to workmanship, design or materials • Within five years, instruct the builder to rectify major structural defects caused by non-compliance with technical building standards.

gents are often asked whether to buy an existing home or a new property off plan from a developer, but there isn’t a one-size-fits-all answer. Both options have compelling advantages, and it very much depends on buyers’ individual preferences and requirements at the time. “As with most things in life, the right decision is an informed one, so a little research will go a long way to help you understand which option is the right one for you now,” says Chris Cilliers, CEO, Lew Geffen Sotheby’s International Realty in the Winelands.
Existing homes
“The biggest advantages are that the neighbourhood is usually established so there’s little risk of
having the disruption of ongoing construction. These areas will have a developed infrastructure and an array of amenities like shopping centres, schools and sports facilities in close proximity.” Gardens are most likely well established, so you won’t have to spend valuable time and additional money on creating one from scratch. To help you decide, Cilliers suggests exploring the suburbs in which you are looking to buy, taking note of the infrastructure and choice of amenities, as well as the sale prices the area commands. “Once you have this information, it will be easier to choose between buying an existing or a new home and to evaluate the pros and cons.”
The two main disadvantages of an existing home are that the property may be dated and in need of modernisation or some renovation and that it’s likely to require maintenance sooner, which can prove costly over time. “It’s important to inspect the property thoroughly before buying, because although small maintenance issues are to be expected, you don’t want to be unpleasantly surprised by major defects which only become evident at a later stage, resulting in additional expenditure,” she says.
New, off-plan houses
The main advantage is that everything will be fresh and new with none of the wear-and-tear of a property that has previously been lived in, with no major maintenance, refurbishments, or repairs necessary for the next three to five years.
And, when buying off plan, you can choose the layout you prefer, the size of the unit, and usually there’s a list of finishing options. “The initial layout can be less, as with new developments there’s also no transfer duty (you do pay VAT) and some developers add extras such as appliances or a levy holiday. It’s also possible to build a much more energyefficient house using all the new materials and products, which will ultimately save money on running costs. Although it’s possible to make energy‑friendly changes to an existing property, it would never be at the same level as a new build,” she explains. Another compelling benefit is that these homes come with a National Home Builders
Buyers should be aware of the following risks: • You may not be able to visualise the end product from architectural drawings, plans or artist’s impressions, so the final product may not be quite what you envisaged. It’s essential to double check specifications and finishes to make sure the end product will be exactly what you wanted. • If you buy into a development, you may have to compromise on the date of occupation and transfer depending on the nature and circumstances of the particular development. • You will have far less control than if you were building your own home, so always investigate the track record of the developer for quality of workmanship, financial stability, integrity and reliability. “Regardless of which option you choose, the better informed you are, the easier it is to avoid potential pitfalls and minimise the risks, so always do your homework before signing an offer to purchase,” Cilliers concludes.
