T
he economic slowdown, exacerbated by the pandemic, may have caused major pandemonium but also offers property buyers and investors unprecedented opportunities. As lockdown restrictions ease, estate agencies and mortgage brokers have reported brisk activity in the residential property market over the past few months. In fact, Multinet Home Loans CEO Shaun Rademeyer says its results for October indicate doubledigit house price growth of 15.1%.
In October 2019, the average approved loan was R949,200 compared with 2020’s R1,092,587. Rademeyer cites supply and demand as the reason; many consumers are now able to afford property with the rock-bottom interest rate. Lightstone Property recently reported South Africans are selling their inland homes near metro areas to relocate to coastal towns or more rural settings. In line with world trends, this movement has opened opportunities in Gauteng and in other interior provinces for
homebuyers and investors to pick up bargains. Seeff Property Group chairman Samuel Seeff says the Gauteng property market is very active in so-called first-home buyer areas, especially the main urban sprawls. He says the surge in purchases over the past three months has been driven largely by people below the age of 35.
Lifestyle estates
SA’s smallest but wealthiest province is favoured by property developers that build large-scale housing projects. According to New World Wealth’s 2019 report for SA, 42% (16,600) of the country’s millionaires live in Johannesburg – more than double Cape Town’s tally of 7,100. In Midrand, affluent buyers are snapping up homes in top-end luxury estates such as Waterfall, Kyalami Estates, Blue Hills Country Estate and Midstream Estate, while trendy sectional title properties are popular with first-time buyers, reports Pam Golding Properties regional head for Gauteng Nelson Ferreira. Exclusive luxury developments such as Serengeti Estates are minutes from Johannesburg’s main amenities and offer a secure and peaceful lifestyle. Under the new ownership and branding of

The price range for a full-title stand with a floor plan varies from R1.15m to R1.78m, making owning a house accessible to families with a combined household income of R35,000 per month. Also recently in the news was JSE-listed development company Balwin Properties’ launch of the R84bn Mooikloof Mega City, east of Pretoria. Once completed, it is set to be one of the world’s largest sectional property developments, with 50,000 apartments as well as schools, shops and offices. Mooikloof is aimed at the socalled gap market – people who earn too much to qualify for fully subsidised housing but who don’t earn enough to afford debt-financed housing in areas of their choice – and two- and three-bedroom apartments will sell for between R495,000 and R790,000. The reduction in the interest rate has strengthened the first-time homeowners’ market, as those who previously felt renting was their only option are now able to afford homes in the R1m to R2m range. The estates providing homes in this price band are seeing improved sales, says Fine & Country SA CEO Stephen de Stadler, as is the investor market.

The Lightstone data on residential home sales indicate that midvalue freehold properties are still the most popular choice, followed by sectional title and lifestyle estates. Responding to the demand for estate living, SA’s largest private luxury estate, Steyn City, recently introduced its latest offering, The Village. Set in a sprawling parkland, this suburb is aimed at
young families, with homes priced from R3m. In keeping with the latest wellness trend, residents can enjoy an array of outdoor amenities, from horse-riding, tennis, cycling (including 50km of mountain-bike track) to swimming pools or walking. “Steyn City’s vast infrastructure investment is important to our buyers,” says head of marketing and events Zoe van Onselen. “It’s clear to them that they’re investing not only in bricks and mortar but also in a unique lifestyle, where
wellbeing and peace of mind are firmly positioned at the forefront of the developers’ objectives.”
Mega opportunities
The country’s biggest supplier of affordable housing projects, Cosmopolitan Projects, already has 11 existing affordable housing developments in Gauteng.
Government has been playing catch-up since 1994, but at the current rate of delivery it is unable to meet demand and property developers are responding.
In September it teamed up with Central Developments Property Group to launch a new development, Lion Pride Lifestyle Estate, on Malibongwe Drive, north of Johannesburg. The estate will ultimately comprise eight security estates with land set apart for a private school, shops and 17ha of landscaped recreational space.
According to the Centre for Affordable Housing Finance Africa (CAHFA), SA’s housing backlog is currently estimated at between 2.3-million and 3.7-million units.

rom tiny rooms to compact apartments, a small space requires more planning than the norm – but it’s also an invitation to let loose and think outside the box.
BE BOLD
While common wisdom dictates that a neutral palette makes a room appear larger, it might not be your endgame. According to Olympia International Paints, an ideal space to experiment and flex your creative muscles is the guest bathroom. “The guest loo is typically small, and ideal to be the statement space of your home.” They suggest going for bold paint colours, such as black, navy or chocolate brown. “These rich tones are a perfect way to incorporate a luxurious look. Olive green is another jewel colour that resembles opulence and glamour. Pair it with brass
accents, like a brushed metal faucet and a matching mirror.” Magma Wallcovering MD Shaazia Rego says a small space is a great opportunity to let loose with colour, pattern and wild fixtures because it’s contained. “The truth is, adding wallpaper to a small room is a great way to visually expand a space. Pattern wallpaper can create all kinds of illusions, including making a room appear larger than it actually is.”
DYNAMIC DECOR
As space becomes a concern, so does functionality – modular furniture has risen in popularity as a result and South Africans can now look out for the locally produced Modular Shelving System from TimHarris Design. KEEP IT PROPORTIONAL
When selecting furniture for a small lounge area, you not only have to think about comfort but also appearances and proportion. “Enhance your small space with accent chairs and tables that are round or airy to maximise movement in a room,” says Dana Bassani of Sorelle. “Light fabrics and wood finishes will also help the room seem brighter and bigger. Consider ottomans and benches to add interest and variety.”
PURPOSE-BUILT FURNITURE
Interior designer Kirsty Drummond of Drummond Classics says the best way to utilise a small space is to create custombuilt furniture for it, after deciding exactly what the room is for and what’s required for the space.
“In small spaces we can make use of shopfitters to build us floorto-ceiling units, which can have built-in desks, additional storage, bookcases – sometimes even beds with added storage,” she says. For children’s rooms or play areas, Kirsty says she will often design benches with pull-out toy boxes on wheels below.
CURATE THE SPACE
It can be difficult to fit in everything that your heart desires, so a small room requires a firm, purposeful edit. “A few oversized pieces such as a mirror, headboard or table lamp in bold textures or prints will actually make the space feel larger,” says Kizzie Stenslunde, design partner at Wolfe & Hare. “Maximise the use of the main furniture pieces in style, colour, size and texture, and keep the smaller ornaments and clutter to a minimum.”
Maximise existing closet space If you have a high hanging rail, place a small chest of drawers underneath the clothes, and add a second rail to double up on hanging space. Optimise wall space Install floating shelves in living areas and shelves along the perimeter of your bedroom walls above head height. Put your doors to work Fill a plastic multi-pocket shoe organiser with cleaning supplies and hang it behind the kitchen door. Decorative storage Storing belongings in decorative bins and baskets is one of the most affordable and most aesthetically pleasing ways to save space in almost every room. Maximise your drawer storage with modular drawer organisers You already know they work well in the kitchen, so utilise them in the bedroom for small items. Limit your appliances Scaling down on appliances, especially kitchen gadgets you seldom use, can free up loads of space. Make the most of an alcove Lay a narrow bookcase on its side to create a bench for seating and pop open-topped woven baskets into each section for storage.

f you’re in the market to buy a home, don’t make more than one offer on properties at the same time. Make sure you understand your legal rights and limitations; it could save you a lot of money and unnecessary stress.
Know your rights
Many people have the misconception that the Consumer Protection Act (CPA) gives them a cooling-off period when entering into a sales agreement. However, this is only applicable in certain instances, says regional director and CEO of RE/MAX of Southern Africa Adrian Goslett. “Many people don't realise the implications of signing an offer to purchase (OTP). Once it’s signed by both the buyer and the seller, it immediately becomes a legal and binding sales agreement,” says Goslett. According to him, the cooling-off period, during which a buyer may cancel the agreement within five days from the date of signing the initial offer, is seldom applicable. “Buyers should never falsely assume that they can get out of an offer without any legal recourse. Instead, they should only sign one offer at a time and wait to hear the outcome before committing to any other offers,” he says.
What the law says
Section 29A of the Alienation of Land Act states that residential property transactions of R250,000 or less are subject to a coolingoff period of five working days from the signature of the offer to purchase. However, the cooling-off
period doesn’t apply to residential homes that are sold for more than R250,000. Even in terms of section 16(3) of the Consumer Protection Act, a purchaser has the right to cancel the purchase of a property within five business days but only if the sale is a result of direct marketing. Direct marketing means that the person has been approached directly either in person, by mail, or by electronic communication for the purpose of promoting or offering to supply goods or services. The cooling-off period will not apply to any sales that are a result of any other type of marketing, such as print advertising and show houses. Goslett says that it will also not apply if the purchase is made by a client with whom the estate agent is already working. The CPA also doesn’t offer protection to buyers who are purchasing from a private seller. “This means that sellers who don’t earn a living from selling or buying property are excluded from the CPA,” says Goslett. Unlike the Alienation of Land Act, the CPA states that if the coolingoff period does apply, the five days don’t start from the date that the offer is signed, but rather the day the property is transferred into the buyer’s name. “Considering the transfer can take between three and six months after the offer is signed, cancellation of the agreement at this point could prove to be
extremely problematic for all parties involved,” says Goslett. “If a buyer has signed an agreement, but he or she has had a change of heart, it’s best to be upfront with the seller and let them know as soon as possible, rather than breaching the contract.” It’s possible that the seller might be willing to let the buyer off the hook and look for another buyer. However, the seller could pursue the matter legally, which may leave the buyer with a very expensive impulse purchase on their hands.
Before you sign
Ooba home loans CEO Rhys Dyer says buyers should take the following steps before signing an offer: 1. Ensure your finances are in order Before you make an offer, ensure you have a bond preapproval for the price range you qualify for. Also, ensure all the funds for your deposit, transfer and bond registration will be available when due.
2. Read the fine print Make sure you read the offer to purchase carefully to understand what’s included and excluded in the sale, says Dyer. Every agreement has a section that lists fixtures (attached to the property, such as sanitaryware) and other belongings (not permanently fixed, such as electronic appliances). 3. Ask the right questions Sellers may not legally hide defaults that they are aware off. However, if they believe a damaged area has been repaired, they’re under no obligation to mention past issues. That’s why home inspections are so important, says Dyer.
The 72-hour clause
Usually, as the buyer, you will stipulate in your offer to purchase the conditions that need to be met before transfer can take place, such as selling your own home first. However, the seller may invoke the 72-hour clause after you signed the offer to purchase.

New data from Lightstone Property indicates that lower interest rates and the ongoing correction of property prices have created a market ripe with opportunity for those looking to enter the market or buy up – or those looking to buy second properties as investments or holiday homes. According to Lightstone, despite the general slowdown at provincial level, The Eastern Cape, KwaZulu-Natal and Mpumalanga now lead the provincial growth with rates currently above 5% per annum. Meet South Africa’s new property investors The profile of South Africa’s standard property investor has changed dramatically in the last decade. A few years ago, the profile was male and between the ages of 30 and 40, but the latest figures reveal a significant change. Now, it’s young women who are driving the investment market, a shift that bodes well for a housing market recovering from a pandemic during an economic downturn. “The average most active property investor is female and under the age of 30,” says Michelle Dickens, managing director of credit bureau TPN. “Whereas we used to see millennials staying in rented accommodation for as long as possible, more are starting to see the benefits of investing in property.” Data from TPN shows the socalled “micro landlords”, who own fewer than 10 investment properties, make up 98% of the investment market. A significant 87% of investors own two to four properties, while 11% have between five and nine properties. Dickens says the lower interest rates have motivated millennials to invest in the property market. “It could also be because property prices, in nominal terms, have remained fairly flat in most areas,” she says.
Rental properties allow people to change jobs and move around, but now that millennials are moving out of this life phase, there’s a growing interest from this cohort in buying, rather than renting. And, in many cases, they’re investing not only in their primary residence, but in investment properties that will offer substantial long-term yields. BetterBond CEO Carl Coetzee says there’s substantial evidence that women are going to continue to have a significant impact on the property market and its post-Covid recovery. Forty percent of all BetterBond’s applications this year have been from women buyers, up 12% year on year. Bond approvals for women have also increased significantly in the past decade, increasing from 14% in 2010 to 41% in 2020. Of these applications, 60% were from single women. “These numbers show unequivocally that women are asserting their financial independence and recognising the value of investing in a stable asset class such as property. The notion of a male and middleaged investor has been turned on its head, and this broadening of the investor pool will go a long way to ensuring that property investment remains dynamic and sustainable,” says Coetzee.
