ales of residential property may have endured a few hiccups during 2020, but the category seems to be weathering the storm. The general market sentiment is that low interest rates are too good an opportunity to pass on. Property investors and homeowners are buying into quality developments now to benefit when the market recovers.

“The recent resurgence in market activity is fuelled by an substantially lower interest rate, lower prices in some affluent suburbs and lower transfer duties,” says FNB senior economist Siphamandla Mkhwanazi. While there may still be uncertainty about the lasting impact of the pandemic, a historically low interest rate and lower transfer duties, particularly in the mid-priced sector, are a big incentive. FNB’s prediction is that current levels of buyer activity should continue in the short term.

Holistic lifestyle

“The best performing developments are ones that offer residents a convenient, holistic lifestyle,” says Rabie Property Developers director Miguel Rodrigues. “Great security and nearby facilities have become important factors in buyers’ decision-making processes. “You could buy in an urban neighbourhood with no security assurance, where you might not even be able to walk outside safely. Or you could buy an apartment in say, Century City, where the precinct is pristinely managed and has a central security

system and team at work 24/7. Plus you’d have shops, restaurants and offices on your doorstep.” Rabie’s Bridgewater One apartments, currently under construction in this precinct, appeal to buyers looking for this type of lifestyle offering in a fairly central Cape Town location. More than 85% of units have sold since November last year.

Green lung

Steyn City marketing and events group head Zoe van Onselen says the lockdown introduced a greater emphasis on security and lifestyle for property owners and investors. “Although buyers still favour the convenience of city living, there’s a shift to less density – ideally with the presence of a green lung and space to

breathe. They still want to be able to do it all but new work-from-home conditions mean they’re no longer bound to an address close to their work premises.” Despite what the data says, she believes the move away from city living postCovid-19 could be permanent. “This is an interesting trend because at present, 55% of the world’s population lives in cities and forecasts suggest that figure will be closer to 70% by 2050, across both developed and developing nations.” As the largest residential estate in the country, Steyn City certainly ticks the boxes as a “top performer”. “Although the South African property market has shown a downturn, Steyn City stands out for resisting this trend,” says Van Onselen. “We’re in front when it comes to retaining and growing investment value at the high end. It’s a sound investment, regardless of economic conditions – and this is what buyers are looking for. Purchasers who bought at the time of our launch are already seeing a return on their investment.”

Green homes

For sectional title developer Balwin Properties, creating a pipeline of certified green homes is attracting apartment buyers looking for sustainable home features at an affordable price. Balwin and Absa recently co-created a green mortgage product that offers customers a competitive finance rate. The first Absa Eco Home Loans are now being granted. Qualifying buyers will benefit from a reduced interest rate on their mortgages for homes with green Edge certification at Balwin Properties’ Gauteng residential estates The Reid, Polofields and The Blyde, and De Zicht in Cape Town. In June 2019 Balwin registered 16,000 apartment units with the Green Building Council South Africa’s (GBCSA) Edge certification across seven of its built-to-sell developments as well as three green developments. The homes are clustered around lifestyle centres that achieved the highest six-star GBCSA rating. With planning, green buildings can be developed at scale without much additional expense. “Extra building costs are minute if you’re an astute developer,” says Balwin Properties CEO Steve Brookes. “We should strive to get a financial benefit for our customers. And I’m passionate about green buildings. We’re also keeping the architects on their toes,” adds Brookes. “They need to put their energy into making a better living environment.”

Gamechanger

Kent Gush describes 2020 as a challenging property space for highend luxury apartments but says a significant drop in the interest rate has been a game-changer. “It’s almost cheaper to buy than to rent at the moment. If you’d told me at the beginning of the lockdown that we’d be enjoying these sorts of good residential sales now, I never would have believed you,” he says. “At 7%, this is the lowest

rate in decades. That’s the fundamental driver of the market, in my opinion.” Luxury apartments at Ellipse Waterfall start from R1,6m and penthouses sell in the R14m to R20m range. “The end user is saying, ‘I’d rather buy than rent’. The savvy investor is saying, ‘For the first time I’m getting yields of 8.5% to 9%plus, which hasn’t been seen for some time’. Suddenly the yields are looking very attractive.” It’s also about location, says Gush. “If you look at the quality of the build and other factors, many investors believe this mixed-use Waterfall precinct is the new growth hub in Gauteng. Developers are pinning their hopes on good capital growth, with Waterfall as the new Sandton.”

Rural offering

With 34 sales valued at almost R50m at Olive Place since the March 2019 release to market, developer Multi Spectrum Properties (MSP) appears to be doing something right. Olive Place is part of Klipfontein Farm lifestyle estate in Malmesbury. It offers rural homes at an accessible price point, appealing especially to young professionals who have flexible work routines.

The future

Successful residential developments of the future will be those offering flexibility and a mix of price points. Rodrigues says it’s not just about the inside of your home – your broader environment will count too. That’s why Rabie’s residential developments all appeal to multigenerational and multi-income residents. For instance, Burgundy Estate north of Cape Town has three schools, a convenience shopping centre and a restaurant. Although it’s not a gated precinct, each complex within the estate is separately secured, with central estate patrols. Homes range from single-level townhouses for families to low-rise apartments and erven with standalone homes. “You can buy an apartment at R995,000 or a standalone home at R3,2m, in addition to a variety of rental options,” says Rodrigues. “Our most recent development, Hazelwood, consists of lowrise apartments, a communal swimming pool and a clubhouse, with manned security.” The units are sold out.

A new Olive Place starter home with two bedrooms, one bathroom and a carport is priced from R1,049,900. “The monthly repayments are lower than many rental options available and will see you owning a home in a family-friendly, perimeter walled and access-controlled estate,” says MSP project liaison manager Werner Scheffer. “Olive Place brings a completely new option for family living to Malmesbury –literally a breath of fresh air. Some residents work in Cape Town and many remark on what a pleasure it is to commute from Malmesbury instead of sitting in traffic in the city,” says MSP estate agent Arno van der Merwe. “It feels like living on a farm, without the risks. The tranquil atmosphere and the fact that you can go for walks in the countryside are a great plus.”

Make the most of remote working Working from home during lockdown and possibly beyond, has various advantages – including a possible tax benefit WORDS: MARANA BRAND

M

ost businesses in South Africa recently had to adopt new approaches to how they operate, which means thousands of employees are now working from home and will continue to do so for the foreseeable future. This has created an opportunity for many employees who did not previously claim home office expenses as tax deductions, to do so for the 2021 tax year (1 March 2020 to 28 February 2021) in particular – and possibly going forward – if working arrangements move

away from offices and more towards remote working. “The good news is that there’s indeed a claim for so called ‘home office expenses’ where one meets the requirements; however, this is limited in the case of an employee,” says Thomas Lobban, tax associate and registered tax practitioner, Tax Consulting South Africa. The South African Revenue Service (SARS) allows certain individual taxpayers to deduct their home office

expenses from their taxable income, provided that the requirements of the Income Tax Act are met.

The general rule for deductions

The principle in our tax law according to which home expenses like rent or mortgage interest, insurance, utilities, telephone and internet costs etc can be deducted if someone operates a business from home or generates additional income from home, is well established. “Whether this principle also applies in the present remote-working environment amid the lockdown seems to be less certain,” says Sanet van Zyl, legal and corporate advisory manager, SERR Synergy. The general rule is provided in section 11(a) of the Income Tax Act and states that employees (people who are working full time for someone else) and those who are self-employed and generally working from home, may be able to claim a deduction for expenses to reduce their overall tax liability, but only if those expenses are incurred while the taxpayer is generating an income or physically doing the work, says Lobban. However, section 23(b) of the Act excludes the deduction of “domestic or private expenses”, which means that the circumstances in which one can claim

a deduction in this regard are limited, especially in the case of an employee.

When does one qualify?

Having a dedicated home office may allow you to claim a tax deduction from SARS if you are a full-time employee who spends more than half your working hours in your home office, a commission earner whose employer does not provide you with an office, or a small business owner or freelancer who always works from home. However, the work space in one’s home should be allocated solely for work purposes, such as a study, and should be used regularly and exclusively for business or work purposes. This requirement will not be satisfied where, for example, one works at the dining room table or has a desk in the main bedroom. “This will apply irrespective of the person’s trade, for example whether they’re a sole proprietor, freelancer or employee,” Lobban says.

Full-time employees

In other words, a full-time employee will be able to claim a deduction for their home office expenses if they work from home for more than six months out of the year of tax assessment (at least 187 days). “So if lockdown in South Africa is counted from April 2020, this means that the deduction will only be available to those full-time employees working from home until at least October,” Lobban explains. Section 23(m) of the Act limits the amounts that may be

claimed by ordinary full-time employees somewhat further and determines that employees (other than commission-based earners) may only deduct very specific amounts, which include pro-rated deductions based on rent, interest on a mortgage bond, repairs to the premises, rates and taxes, cleaning, wear-and-tear, and all other proportional expenses relating to their house. An ordinary employee may not deduct expenses relating to telecoms and stationery, for example, says Lobban. This means that the amount deductible as a home office expense is determined by the percentage of your house that is used exclusively for office space in relation to the total home area. “If the home’s total area is 1,000m2 and the work area is 100m2, 10% of the qualifying home office expenses will be allowed as a tax deduction. Divide the total usable area of your home by your work area to arrive at your percentage,” explains Van Zyl.

Conclusion

“Full-time employees who have been working from home during the lockdown but might not qualify under the circumstances listed above, for example in terms of designated office space or a period of more than six months, should be able to apply the home office tax deduction in the next tax submission as SARS may be lenient given that such employees might not have had sufficient time to arrange proper designated areas,” says Van Zyl.

Scoring badly Understandably, many people now find themselves with debt or in arrears with rental payments – and debt reflects badly on one’s credit score. Thankfully this can be resolved. WORDS: HELÉNE MEISSENHEIMER IMAGES: SHUTTERSTOCK

uring the lockdown period many tenants asked for a reprieve on their rent because of a lack of income or because they lost their jobs. Fortunately, many landlords and tenants managed to come to an agreement to reduce or postpone rent obligations, or to use a damage deposit to cover rent. Johette Smuts, head of data and analytics, PayProp, says the important thing to remember is that if you made such an agreement, you have simply postponed the payment of your outstanding rent. You still have to settle this debt and the sooner you do that the better as a bad rental record could negatively affect your chances of securing a new rental contract elsewhere. Likewise, if you want to make use of the current record-low interest rate and buy your first home, you may find that the banks will refuse your application for a home loan. Adrian Goslett, regional manager and CEO, RE/MAX of Southern Africa, says a large number of potential homebuyers are referred to attorneys because their home loan applications are denied as a result of their credit record.

If I have debt, am I blacklisted?

Blacklisting is an outdated term that refers to the time when credit bureaus only collected negative information on someone’s credit record. If a client was behind on their payments for a specific product, the credit provider would blacklist them with the bureau.

How does it work today?

Today credit bureaus work differently. Mfundo Mabaso, growth head: FNB Home Finance, explains that today credit bureaus keep record of your credit behaviour, both good and bad. When you apply, for example, for a home loan, the bank will consider your full history of repayments (both those that reflect a good standing and those that indicate payments in arrears) and this results in a credit score. “Information such as judgements against a customer contributes significantly to negative credit outcomes,” he says.

How do I know my credit score?

By law, South African citizens are entitled to one free credit report per year from one of the credit bureaus: TransUnion, Compuscan, Experian, and XDS. If you want to get more than one credit report in a year, you can get a second from any of the previously mentioned credit bureaus for a minimal fee. You can also get a free credit report from ClearScore.

Why won’t the bank approve a home loan?

According to Mabaso banks are required to practise responsible lending. This means they should only provide credit to clients who have shown in the past they are able to stay up to date with credit payments.

Are there any exceptions?

It is more complicated to have a court judgement removed from your credit profile. A Magistrate’s Court will deal with matters up to R100,000, while any debt that exceeds R100,000 will fall under the jurisdiction of the High Court.

It’s possible that you may have negative listings in error. If you suspect that to be the case, you should contact the credit bureau to resolve this matter. Should the outcome of a home loan application be unfavourable, most banks have an appeals process where credit specialists consider each client’s unique situation.

What can I do to improve my credit record?

If a person has a negative credit record, it could indicate that the client may not be in a position to pay back a home loan, which is usually one of the largest loans that a client will have.

The bottom line is, if you have fallen on hard times, you need to clear your debt first before you apply for a home loan (or any credit). Many banks have money management tools that can help you get started on repairing your credit profile. Mabaso advises that you consult your bank or credit provider on how you can bring your account up to date as soon as possible.

If you manage to settle the debt before the five-year period, an attorney can apply to have the judgment rescinded. “The creditor will need to provide their consent before the judgment can be rescinded,” says Goslett. The best policy is to try to stay up to date with all credit payments whether rental or other forms of debt. If you can’t make a payment, be honest and let your creditors know so that an arrangement can be made to restructure the payments where possible so that it does not reflect negatively on your credit record.

Amdec to help alleviate housing shortage in CTN

A

mong the many socio-economic challenges faced by South Africa, the backlog in the provision of affordable housing for lower-income earners is particularly worrying. While estimates about the size of the backlog vary, it’s likely that more than two million homes are needed nationally, half a million of which are within the Western Cape, and more than 300,000 in the City of Cape Town. Government is challenged to meet the need for affordable housing delivery, which means that private property developers will increasingly need to step into the breach to deliver affordable housing projects. One such developer, the Amdec Group, recently demonstrated its commitment towards helping to alleviate the shortage of affordable housing in the province by announcing the development of a R500m affordable housing estate in Ottery, Cape Town.

Golden Grove Estate will be developed on an 11ha site formerly known as Golden Grove Poultry Farm, situated on the corner of De Wet Road and Elm Street in Ottery. It will offer 1,000 affordable residential apartments – one-bed units of 24m2, two-bed units of 36m2, and three-bed units of 54m2 – on a rental basis. They are targeted at households with an employment history and a joint household income not exceeding R22,000 per month. The rental cost will not exceed 30% of the tenants’ household income. Golden Grove Estate will include a convenience retail centre and onsite laundry; communal gardens and a children’s playground; crèche, day care and after-care or supervised homework facilities; a furniture workshop so that residents can build or assemble their own flat-pack furniture on site; five-aside soccer fields and basketball courts, and a communal recreational clubhouse for all the residents. “We’re acutely aware of the need for affordable housing, so we’re delighted that our recent planning application in respect of Golden Grove Estate was

approved. We intend launching this scheme to market within the next month or two, and being in the ground before the end of the year,” said Amdec Group CEO James Wilson, at a sod-turning ceremony attended by the Executive Mayor of Cape Town, Alderman Dan Plato, earlier this month. “As the demand for housing in South African continues to grow, and our capacity to deliver housing is simply not able to meet that demand, I’m pleased to see the private sector playing their part and developing attractive affordable housing sites that also include a wide variety of attractive recreational spaces. I look forward to seeing the first of the 1,000 families move into their new homes soon,” Plato says. The Amdec Group isn’t new to the affordable housing sector. ven before the pandemic’s devastating effect on the world and the property market, the Garden Route was a popular semigration destination, scooping up new homeowners after sales in the Western Cape slowed down in the wake of the drought in 2017. Although certain areas saw a steep decline in sales during lockdown months, things are back on track again with many agencies reporting not only consistent queries but above-average market action since resuming business at the start of June.

Demand for well-priced homes

“Properties under the R2m mark are most in demand and those that are wellpriced and require little renovation are selling quickly,” she says. “Most of our buyers are families with school-going children and retirees relocating to the Garden Route for lifestyle reasons. Sellers are predominantly retirees and empty-nesters who are downsizing or moving to retirement accommodation and locals who are up- or down-sizing.” This is corroborated by current Lightstone Property data suggesting 47% of all recent sellers were aged 65 and older whereas 37% of buyers were aged between 36 and 49, and 12% were 35 or younger.

Renewed activity was seen in Plettenberg Bay with a number of offices recording their best-ever sales for the month of July, while in neighbouring George and Knysna recovery was a little slower.

Lightstone research shows the median sale prices for freestanding homes, sectional title properties and vacant land in Knysna all rose this year from R1,4m to R1,6m, R835,000 to R895,000 and R500,000 to R585,000 respectively.

According to Sheena Mare, broker principal in Knysna and Sedgefield, Lew Geffen Sotheby’s International Realty, sales were down by 80% for April and May, but August was a bumper month with sales exceeding average levels.

Renewed activity

Steven Neufeld, manager principal at the Plettenberg Bay office of Lew Geffen Sotheby’s International Realty, believes pent-up demand and the low interest rate are behind this renewed activity.

“Prices have remained relatively stable this year despite the lockdown lull, but when one considers the difference in the monthly bond repayments with the current interest rate and that most

City slickers seek country life

Neufeld believes that the revival of the semigration trend post-lockdown will further bolster the Garden Route market. “This coastal region has become very popular with buyers from Gauteng and Cape Town especially, and their ongoing interest continues to strengthen the market. So, although they haven’t risen exponentially, property prices are well above national averages even though affordability is relatively low.”

hen you set out to decorate a bedroom for one of the younger members of the family, it’s important to see things from the child’s perspective, says Amelia Mariella Audinwood, interior design partner at Wolfe & Hare, a luxury interior and gift store in Cape Town, from where she and Kizzie Stenslunde run their design consultancy. “You want to create a room where they can disappear into their own magical world. It should be a space they love spending time in, because it’s a special time that won’t last forever. As they grow into teenagers, it’s wise to provide

a space where they can relax with their friends, and where they feel there is freedom under a safe roof,” she says.

A child’s bedroom should be a space that will complement their unique personality,” she continues.

Be guided by the expert

Bring in something special, like a night light to make them feel safe in the dark, or a comfortable chair where they can snuggle up with a toy when they want to read a book.

Depending on the age and personality of your child, you should let them guide you when it comes to ideas for their bedroom. “Get your child involved in the process. It makes them feel empowered and will inspire their own imagination.

Changeable elements

One of the biggest challenges when decorating a child’s bedroom, is that their needs and tastes change as they grow up. It’s therefore a good idea to spend most of the money on the big items, like the bed and other pieces of furniture. You can then work creatively with the soft furnishings and other smaller items, that in time can be swopped around or changed. “Don’t be afraid to have fun with the cushions, wall colour, rugs and curtains, which you can switch out over time – remember that paint and fabrics are changeable!” The Amelia Mariella children’s fabrics sold at Wolfe & Hare are used for cushions, upholstery and curtains in children’s bedrooms. The fabrics were designed using the artwork of children from art classes run by Amelia many years ago. These unique and beautiful art pieces were reimagined by Amelia, who turned them into designs of flowers and animals that are printed onto fabric. “It’s also fun to pop a colour throughout the scheme,” says Amelia, “with complementary items such as a storage chest, curtains and cushions of the same colour.”

Buy local

There’s a strong surge of support for “buying local” at the moment following the negative impact of Covid-19 on so many businesses; this also applies to the interiors industry. Sourcing local toys and other items to spruce up your child’s room has never been more important, and is something close to the hearts of Amelia and Kizzie. “We’re determined to help as many local businesses as possible by stocking their products. We sell an incredible range of children’s knitted toys made by a group of talented local women. We also have crocheted pouffes in funky colours, and

rugs to brighten up a room and provide a warm soft spot for children to play on. For storage we have beautiful crocheted baskets perfect for all the little pieces like Lego and small toys.” Be on the lookout for various other examples of local products and beautiful handmade articles to enhance the interior of any room.

Storage

Storage is one of the key elements in a child’s bedroom. It’s necessary to have an organised space that a child can play and work in. “For little children, remember to have low shelving that they can get to, and under-the-bed pull-out storage is always a winner. It’s equally important for teenagers to have adequate storage and a desk to feel organised while working,” says Amelia. Children need to express their own personal style. A small child needs to be taken on a creative journey in their bedroom and a teenager needs privacy and a space to study in peace. The finished room should be colourful, accessible and a design which can change as the child grows.

Banking institutions have traditionally used auctions to achieve successful sales of a property in respect of which a court order has authorised an execution sale.
