GET APPROVAL BEFORE BUILDING Building from scratch or adding on to an existing property can give homeowners the opportunity to own the home they truly want, but they need to ensure that the correct procedures are followed before breaking ground. This is according to Adrian Goslett, Regional Director and CEO of RE/MAX of Southern Africa, who says that moving ahead with a building project without adhering to the necessary protocols will only make the process far more complicated and costly.

Open-sided car-port, caravan or boat shelter a maximum of 40m²

“Anyone who wants to undertake a construction project that does not fall under the category of minor work will need to follow procedures and submit building plans for approval before construction starts,” says Goslett.

Any free-standing wall not exceeding 1.8m in height
·
A removing a wall or creating a wall opening that does not affect the structure’s integrity
·
Converting a door to a window or vice versa, as long as the width of the opening is not increased
·
Installing a solar water heater which doesn’t exceed 6m²
So what exactly is defined as minor work? According to the Section 13 of the National Building Regulations and Building Standards Act 103 of 1977, the following projects will be considered to be minor work: ·
Any tool shed, poultry house, private swimming pool change room or fuel store no bigger than 10m²
Goslett says that for all other building projects, homeowners will be required to obtain approval. He notes that a certified copy of the approved plans will need to be available at the site until
construction is complete and the homeowner receives a certificate of occupancy from their local authority. According to Goslett, there are several elements that homeowners will require before they apply for approval, such as layout drawings, a site plan, a fire installation drawing, a drainage installation drawing and any other applicable certificates that may be stipulated in the Regulations for the particular project. If there are existing buildings on the property that will need to be demolished before the project starts, the particulars of the buildings and method of demolition will also be required. “While following the correct channels could prove to be cumbersome and will take a little extra time, it will benefit homeowners in the long run. If a homeowner decides to go ahead with a building project without approval, it could affect the resale value of the property when a potential buyer asks to see the approved plans,” says Goslett. “A worse scenario is if a building inspector orders construction of an unapproved project to be stopped and obtains a court order to have the
project demolished at the homeowner’s expense. The homeowner will also be liable for any legal costs incurred during the process.” Goslett adds that aside from possibly having to pay for demolition and legal fees, the homeowner will also be out of pocket for all the money they spent on building materials and labour. In extreme situations, homeowners could also face a fine or potentially jail time. “At the end of the day, it is in homeowners’ best interest to following the right procedure and only start a construction project once they have obtained approval to do so,” he concludes.
AIRBNB AFFECTING RENTAL PRICES IN SOUTH AFRICA As more landlords choose to go the Airbnb route, the pool of properties available for long term rentals is shrinking. This has an effect on demand and rental charges. Airbnb fever continues unabated as more and more people take a detour from the traditional route and rent out fully furnished rooms, houses or apartments and this, it seems, is beginning to impact those looking for permanent rentals in cities such as Cape Town where the demand for temporary accommodation from both local and foreign tourists is high. Andre de Villiers, a well known Cape Town real estate personality, says that this has had a direct effect on both rental charges and demand. “I rent out a number of fully furnished properties in my personal capacity and although the demand has always been high, I was flabbergasted by the response I recently received when I advertised one of my properties. I wasn't actually expecting too much because I considered the amount I was
charging to be fairly high. However, I quickly realised that I had underestimated the demand and eventually raised the rent to a more market related figure.” As we've said before, Airbnb has revolutionised the hospitality industry across all levels and by doing so has allowed ordinary South Africans to make money from their homes, regardless of where they live. Capetonians, with their steady flow of foreign tourists, have possibly capitalised the most and as such have inadvertently pushed permanent rental prices up across the city. “I don't have any inclination to transform my properties into an Airbnb model at this stage, mainly because I wouldn't have the time to manage them,” says De Villiers. “However, although I've always thought that there wouldn't be much in the way of demand in the Southern Suburbs, many of my friends who live in these areas have switched to the model and are earning at least double the amount they would have had they chosen the long term rental route.” It needs to be remembered that while
there is a great deal of money to be made using the Airbnb formula, these guests (particularly foreign tourists) tend to be far more demanding than traditional tenants. The room or home has to kept to an exacting standard and time has to be made for cleaning and maintenance between bookings. “At this stage it's basically a win-win for both the Airbnb model and permanent rentals because demand is always going to determine price. There is a level of desperation linked to those looking to secure permanent accommodation and as the pool of long-term rental properties shrinks, the more tenants will struggle to find a reasonably priced rental.” The effects of Airbnb have been felt globally and while those who are profiting from the concept continue to sing its praises, there are those who have concerns about the side effects being experienced by cities. It's been estimated that one in six homeowners in the more popular areas of Amsterdam rent out rooms and while this attracts tourists who want to take advantage of less expensive accommodation, it directly impacts on those who wish to live and work in the
city. A report published in The Guardian late last year voiced the concerns of Siri Veracruz, an urban planner, who initially rented out a room in the city on Airbnb. “At first I thought it was a great idea, but I now realise there are side-effects that we didn't foresee. Airbnb can be a threat for cities. I think it's obvious that Airbnb contributes to gentrification,” Veracruz says. “It drives up real estate prices that are already soaring in Amsterdam. Neighbourhood businesses which create ties between residents are being replaced by businesses which focus only on tourists. Bike rental companies replace local grocery shops, and apartments that are continuously rented out to tourists are lost to people who actually want to live here.” He raises a number of valid points and although we may not envisage suburbs in and around Cape Town becoming tourist hubs, no one can escape the fact that Airbnb has changed the way people holiday; it has changed where they stay and there is a very good chance that given the ongoing demand, it will change our suburbs. When do I sell my property? Many property owners contemplating selling, wonder when the best time is to list their property for sale. Do you wait for summer? Is it best during school holidays? Do you wait until the market improves? These are good questions, and as with any investment, your return depends very much on your timing. So just when is the best time to list your property?
To a large extent, this will depend on what you intend to do once you’ve sold. For example, if you are intending to upgrade to a larger or more expensive property, then waiting for the market to improve means that you may well sell for more by waiting, but you will also have to pay more when you purchase. Is it better to list in the summer months? Whilst it’s true that a home shows better when a garden is in bloom and the sun is shining, the impact of the weather is far less important than the state of the market. We’ve seen the market at its’ hottest in some winter months.
There are a number of economic factors that impact the appetite buyers have for property. They include the interest rate and the inflation rate – which have a direct impact on buyer affordability. When these rates increase buyers qualify for less finance – and this has an immediate impact on what they can offer for property.
The best time to sell is when buyers are buying. The state of the market is dependent more on the economy than the weather. You will sell for maximum market value when buyers compete for your property. This means that you
buyers fall out of the market. Banks also price in their risk – so the higher the LTV the higher the interest rate, thus reducing the amount a buyer can afford. The best time to sell is when the market is stable. If panic sets in and the market is flooded with listings due to economic pressure on homeowners, then property values drop. There is growing uncertainty as to the impact of our newly acquired “junk status” and how this will affect interest rates and banks’ appetite for finance.
