Hartbeespoort The shoreline of the Hartbeespoort Dam is increasingly becoming an attractive permanent domicile for people working in Gauteng and North West province WORDS: BETSIE LOOCK-VAN DER MERWE

H

artbeespoort Dam, which is fed by the Crocodile and Magalies rivers, was constructed in 1923 in the scenic Hartbeespoort Valley in the Magaliesberg mountains about 40km west of Pretoria. About the same time the first settlement, namely Schoemansville, was established on the north-eastern banks of the dam. In the years that followed, the picturesque scenery, historic dam wall, tunnel, and the waterside so close to the big cities of Pretoria and Joburg, attracted many city dwellers looking to breath in some fresh countryside air over weekends. Soon the village and surrounding areas became a popular weekend and holiday home destination. New developments surfaced around the dam, schools and churches were built, the business centre expanded, and before long the Hartbeespoort area emerged as a trendy sought-after permanent place of residence as well. In addition to the gorgeous scenery and countryside tranquillity, this tendency can also be attributed to Hartbeespoort’s convenient location within easy access of major routes like the N4, R511, R512 and N14 leading to respectively Pretoria (40km), Rustenburg (80km), Sandton (65km), Joburg (80km), and Krugersdorp (65km). Today, Hartbeespoort comprises several suburbs e.g. Ifafi, Meerhof, Melodie, Kosmos, Xanadu and Schoemansville, while numerous estates like Pecanwood Estate, Seasons Lifestyle Estate, Estate D’Afrique, La Camargue Private Country Estate, Leloko Lifestyle and Eco Estate, The Islands Estate, Birdwood Estate, Caribbean Beach Club, Hartbeespoort Rural and others cater to different individual needs, tastes and budgets. The area offers enough shopping facilities, business and medical services for residents to comfortably get by without having to travel to the city too often. (the nearest hospital) is approximately a 20km drive from Harties.

Property Property for sale and to rent in Hartbeespoort include just about everything from a boat house to a waterfront mansion and anything in between – from shares in a sectional title to a retirement home. Smaller properties include middleincome starter-up or second home apartments and townhouses with an average asking price of R1m and less, while medium-sized properties including townhouses, bigger apartments and two- and three-bedroom freestanding homes sell for on average R1,85m. More luxurious properties in the well-established part of town are scarce and more expensive, while extravagant properties in a luxury security estate with lots of extras and maybe a waterfront or exquisite view over the dam and mountains, may cost from about R2,5m up to R8m. The area is constantly developing, and the real estate market includes lots of stands in developing estates. These can range from small 200m2 stands in retirement estates priced from around R200,000, to huge pieces of vacant land, smallholdings, farms and land earmarked for development. Stable property ownership is dominated by the age groups of 36 to 49 (36,3%) and 50 to 64 (36,7%) which together make up almost three quarters of property owners.

Schooling Laerskool Generaal Hendrik Schoeman was the first school in Hartbeespoort. Although this primary school as it is known today opened its doors in 1954, it stemmed from the original “camp school” that was founded in the early 1920s.

Hoërskool Hartbeespoort High School also boasts a long and proud history from the foundation of the original school (domestic science school for girls) in 1927. Today, the school boasts over 800 boys and girls and offers education to both Englishand Afrikaans-speaking pupils. Pecanwood College is an independent combined school situated a stone’s throw from Pecanwood Estate. The school offers quality education to learners from Grade 000 to Grade 12. Other private schools include Mountain Cambridge School, offering a Cambridge-based curriculum for learners from preprimary to secondary school phases, and PLG Hartbeespoort Academy offering a co-educational learning environment from preprimary to matric, with English as the primary language of instruction.

Although the quiet tree-lined residential parts of Hartbeespoort offers a tranquil lifestyle during the week, this tourism-rich area is also known for its wealth of entertainment and recreational facilities, and over weekends the area is a hive of activity. The dam presents numerous watersport opportunities like boating, fishing, and boat cruises, while golfing, tennis, horse riding, quad biking, hiking and 4x4 routes can be enjoyed by outdoor-loving residents and visitors. There are several animal and nature parks in the area, while souvenir shops, local markets and art galleries attract many visitors. One can also pick strawberries at the strawberry farm and find out how cheese is made at Van Gaalen’s. Harties is particularly renowned for its huge variety of restaurants and eateries, and the area with its winding roads and many interesting bush pubs and brew houses are popular among bikers as well.

Second time around If you’re considering buying a second home – whether it’s for holidays, letting out as an income stream, or as a pure investment – it makes good sense to do your homework with regard to costs sooner rather than later WORDS: ANNE SCHAUFFER

ou know why you’re buying a second property, but it’s as important to quiz yourself about the finer details as it is about any small print. Your costs in terms of raising and registering a bond, transfer costs, and agents commission is going to be precisely the same as when you bought your primary property. But unlike your primary property purchase, there are other considerations. According to Hayden Giger, channel management head, FNB Private Bank lending, financial implications of buying a second home can be broken down into two types of cost: contractual and variable. “Contractual will be the monthly bond payment (if financed), rates, taxes, levies (if sectional title), water, and lights. Other costs will be normal maintenance and security costs, as you would incur on your primary residence.” Giger suggests a few points which homeowners about to make that second purchase, need to take into consideration: You need to consider where you want to buy and what type of property, in other words, freehold or sectional title. That’s an extremely important consideration, as it will

have an impact on your monthly contractual and variable costs. The proximity to your primary residence also has an impact on your financial obligation, especially if it’s a rental property – for example, will you be able to manage it, or will you place its management in the hands of agents? What do you want to do with the property, that is, holiday home for your own exclusive use, or rental property? Then consideration needs to be whether it’s a long-term rental or short-term like an AirBnB. With each choice a different set of considerations would need to be taken into account. You need to look at the purchase as an investment, and decide if the investment is to be weighted to capital gain over time, or an annual yield via rental. Taking all the above into account, advice should be sought as to the type of ownership vehicle in which the property should be bought. Should it be in your personal name, in a trust, or another vehicle? Numerous factors impact on that.

Capital gains tax (CGT)

David Campbell, Meumann White Attorneys, says, “In terms of section 26A of the Income Tax Act, the taxable capital gain of a person in a year of assessment is included in his taxable

income and is therefore subject to normal tax. CGT applies to individuals, trusts and companies, and both South African residents and non-residents are subject to it. If the disposal or deemed disposal of an asset (for example, sale of a property) took place during the year of assessment, the capital gain or loss should be calculated as: proceeds less base cost equals capital gain/loss.” In the case of a natural person or special trust, the first R2m of the gain on the sale of a primary residence is exempt from CGT. Not so, a second property. “If a person has a net capital gain, it must then be multiplied by the inclusion rate applicable to the said person, and the result is then included in the normal taxable income. As an individual, the capital gains tax rate is 40%, and the effective maximum rates of tax payable on capital gains (2018/19 tax year), is 18%. The annual exclusion for an individual, is R40,000,” Campbell explains. “Remember, the taxpayer bears the onus of establishing the base cost of the asset. If unable to do this, the base cost will be deemed to be R0 (or as much as can be established). It’s therefore essential that the taxpayer retains all documentation that verifies expenditure incurred by him,” Campbell says.
