filled with justices who are not in concert with the mainstream of Florida,” Paterson, said. Betty Paterson, (no relation to Bill Paterson), is a spokeswoman for the League of Women Voters of Martin County. She said Amendment 3 is a naked partisan power grab for control of the Supreme Court. “This seems prejudicial to the (Gov. Rick Scott),” she said. “It doesn’t seem to have any benefit.” When voters head to the polls for the general election, they’ll have three proposed constitutional amendments to decide. Amendments 1 and 2 are initiatives, meaning activists got enough registered voters to sign petitions to get them on the ballot. Amendment 3 is legislatively-referred, meaning that the Florida Legislature put it before the voters. What voters will see on their ballots is: “Proposing an amendment to the State Constitution authorizing the Governor to prospectively fill a vacancy in a judicial office to which election for retention applies that results from a justice’s or judge’s reaching the mandatory retirement age, failure to qualify for a retention election, or failure to be retained through election. Under current law, the Governor may not act to fill such vacancies until after the current justice or judge completes his or her term.” In other words, if passed by voters, the amendment would allow an outgoing governor to fill Supreme Court and other judicial positions before sitting judges end their terms. Under the current system, a governor can’t fill a position until after a judge has stepped down, although the selection process begins before then. Here’s why many supporters and opponents of Amendment 3 rightly or wrongly think it’s all about Scott. Florida limits governors to two terms. Scott assumed office on Jan. 4, 2011. The latest he’ll

be governor is early January of 2019. In January, 2019, three Supreme Court justices will be ending their terms. A fourth will be stepping down when the calendars turn to 2017. Whoever wins the 2014 gubernatorial election will be nominating one justice, assuming others don’t step down early for any reasons. Whoever wins the 2018 election will appoint three justices under the current system. The three who’ll be stepping down in 2019 were vetted under or appointed by Democrat Lawton Chiles. Crist appointed the one stepping down in 2017 when he was the Republican governor. If Scott wins re-election this year, he’ll make his first and likely only Supreme Court appointment, if voters reject Amendment 3. If they pass it, then he’ll appoint four, the majority of the court’s seven members. If Charlie Crist wins the election, he could conceivably appoint four justices with or without Amendment 3, assuming voters re-elect him in 2018. Betty bristled about the proposed amendment’s possible consequences if passed. “There’s no precedence for this,” Betty said. Bill said what there’s no precedence for is the court facing the loss of three members simultaneously during a likely change of administrations. He said the Florida Legislature, which is Republican controlled, is acting in wisdom by giving whoever is elected in 2014 the opportunity to appoint new judges ahead of their departures. “Preemptively solving a problem before it becomes one,” he said. Statewide, there’s no visibly organized supporters or opponents of the proposed amendment. The Florida League of Women Voters opposes the amendment, but hasn’t been campaigning against it. The general election will be on Nov. 4. Early voting will be from Oct. 20 to Nov. 1.

PALM CITY -- Two Palm City residents have been named 2015 semifinalists in the 2015 National Merit Scholarship Program. Spencer Sigalow, a senior at Martin County High School, and Carolyn Beck, a senior at the Clark Advanced Learning Center, were among the 16,000 semifinalists nationwide. That group represented less than one percent of U.S. high school seniors. Sigalow and Beck will now advance to the finalist level of competition. The semifinalist and his or her high school must submit a detailed application that includes the academic record, participation in school and community activities, demonstrated leadership abilities, employment and honors and awards received. The semifinalists must have an outstanding academic record throughout high school, write an essay and have SAT scores that confirm the student’s earlier per-

formance on the National Merit qualifying test. Approximately 15,000 of the 16,000 semifinalists are expected to advance to the finalist level and will compete for one of 2,500 National Merit $2,500 Scholarships.

Spencer Sigalow is the son of David and Toni Sigalow. He is president of Martin County’s debate team and of the Youth in Government Club. He is also a four-year member of the varsity tennis team. He said that receiv-

ing notification of his semifinalist status was exciting. “I was honored to be recognized as a National Merit semifinalist,” he said. “It’s good to know that hard work was being recognized.” The young scholar plans to attend a four-year university, but is still in the application process. He hopes to study business and law and his long-term goal is to own a sports franchise. His parents are native New Yorkers, and that has affected his choice. “I hope to run the New York Jets or Knicks to the best of my ability,” he said. Outside of school, Sigalow likes to play basketball and bike. Carolyn Beck is participating in the dual enrollment program at the Clark Advanced Learning Center and Indian River State College. She is interested in a career in journalism, hospitality or event planning and is an accomplished equestrian. She, too, was surprised when she was notified about being a semi-finalist.

TREAUSRE COAST — Every four years, Floridians vote for the state’s attorney general. It’s likely that some just aren’t certain what the Florida Cabinet official does. “The attorney general, overall, you can look at them at the state’s top cop,” Trey Stapleton, communications director for incumbent Pamela Jo “Pam” Bondi’s re-election campaign said. Bondi, a Republican from Tampa, took the job after beating Democrat Dan Gelber and others in 2010. That election, Martin County had about 101,300 registered voters. About 55,500 voted. About 55,000 put down a preference for U.S. Senator. Slightly more than 55,200 did for governor and lieutenant governor. That dropped to just shy of 53,000 for attorney general. St. Lucie had 165,800 registered voters. About 46 percent voted. Almost 2,600 left the “attorney general” section of their ballots blank, compared to about 1,150

sible for consumer protection and enforces the state’s antitrust and other business laws. Additionally, the attorney general defends the state in litigation and represents it in criminal appeals. The attorney general’s office has, among other functions, the Office of Statewide Prosecution, which helps local law enforcement dealing with regional crime issues, such as drug trafficking and gang violence. Less known is that the attorney general has the Office of Civil Rights, which investigates claims of and takes action against violations of the state’s civil rights laws. The attorney general defends Florida’s laws when they’re challenged, and issues legal opinions at the request of some public officials on the applications of laws. As a member of the Florida Cabinet, the attorney general has a vote in decisions such as the recent site for the next state veterans nursing home. The Florida Department of Veterans Affairs recommended Tradition for the

like this.” The library is hosting its first BYOD: Bring Your Own Device workshop on Wednesday, Oct. 15, from 10 a.m. to 2 p.m. The library’s idea lab staff and volunteers are spending half an hour each with patrons trying to figure out how to make the wonderful marvels of technology function. ments are taken, but a waiting list is forming. “We’ll be doing more of these in the future,” Mobley said. “I’ll contact people on the wait list and set up appointments.” That doesn’t mean folks have to wait to figure out how to use what they know will be their favorite apps once they’re working. staff and volunteers are able to help walk-ins when the library is open Tuesdays to Saturdays. The downside is other customers need help, too, so the impromptu smart-device seminars often include interruptions. But, Mobley said there are tech classes aplenty at the idea lab that address a lot of the frequently asked questions. “My classes are flexible, too,” Mobley said. “We don’t go in with a strict agenda.” Mobley said folks in every age range eventually find their ways into the idea lab for some sort of tech help. “For the one-on-ones, it’s mostly 60 and older women,” Mobley said. “A lot of time it’s women, or anybody, who wants to communicate with family members. I’m finding a lot of the time people want to connect. They want their device to work to do that.” Some don’t have devices. They’re hoping to get impartial help choosing the right devices for them. Fortunately, the library can give them hands-on experience before they invest in devices. “We have a Chromebook, five Android tablets, five iPads, then we have a Kindle Fire,” Mobley said. “We’ve got a lot. PALM CITY — Last year it was Veteran Connection. But things are looking way up for veterans’ employment, so this year it’s the Martin County Career & Job Fair, and it’s open to everybody. The Palm City Action Team from Palm City Presbyterian Church is once again lending a hand. Tom Lytle, coordinator, said about half the volunteers are women. “When we first got involved in this, it was our men’s Bible study group,” he said. “It was obviously all men. As our job fairs expanded and we saw the number of women who came to the job fairs, we thought to find some ladies to join our group.” The Action Team will help attendees with their resumes and interview skills. Many have backgrounds in human resources and other hiring positions. “Some people show up, they’ve got resumes, and they’re well put together,” Lytle said. “Others hear there’s a job fair and show up.” Lytle, a Vietnam veteran who left the service as a colonel, said helping job seekers is definitely a part of the local and global church’s calling. “What motivated us to get into this is the notion of giving back and being able to help others,” he said. “All of us have had long

careers and learned a lot in our careers.” The Vietnam Veterans of America Chapter 1041, Stuart, is also taking a lead in organizing, running and promoting the employment event. “The reason we got involved in it in the first place is to lower the unemployment rate for veterans locally and nationally,” Frank Tidikis, treasurer, said. “The latest numbers I saw, from the (Bureau of Labor Statistics), is that veterans unemployment is down to about 6 percent. We like to think we did our part. There are others across the country that are doing things. It’s working.” The bureau reports that in August, national unemployment was 5.6 percent among veterans, not seasonally adjusted. The overall unemployment rate was 6.1 percent. The unemployment rate among veterans who entered the service since 2001 was 8.1 percent, not seasonally adjusted, in August. While the job fair doesn’t aim exclusively at getting veterans hired, they will be given preference, Tim Dougher, executive director of the Business Development Board of Martin County, said. “Obviously, the veterans in our community and surrounding communities are very important,” he said. “They’ve got great skills that are not being utilized.”

It’s working.” Frank Tidikis, treasurer Palm City Action Team In addition to the Palm City Action Team, Business Development Board and Vietnam Veterans of America, the City of Stuart, Martin County, United Way of Martin County, Indian River State College, CareerSource Research Coast and others are co-sponsoring the job fair. “We’re doing them twice a year, April and October,” Tidikis said. He said about 30 employers are lined up for the upcoming fair, and there’ll be more. “The maximum number of employers we can handle is 42, 43,” Tidikis said. “We’ve been maxed out at every one of them. We’re getting a great turnout from the business community.” He said that the April job fair had 570 attendees. There were about 80 self-identified veterans among them. Close to 30 attendees left the fair with new jobs, and an unknown number went on to get jobs with companies they met at the fair. Tidikis said many younger veterans got resume and interview guidance from the Palm City Presbyterian Church’s Palm City Action Team. “We had one young man who turned around and said, ‘I was

infantry; I’m not sure I’m employable and have skills,’” Tidikis said. “This is where (the Palm City Action Team) come in. They sit down with them and really help them figure it out.” Dougher said veterans have the so-called soft skills that employers prize. For example, showing courtesy, following directions and recognizing a chain of command. He said many don’t realize just how well the military trained them for careers. “I feel they have an advantage than somebody who just got out of college with book learning,” Dougher said. “I don’t think the (veteran) job seekers understand that completely. If you’re a veteran, you should go into those interviews with confidence. You are educated, skilled and trained. You just have to show it and get in there.”

While she will begin her college career as a freshman, she will have enough college credits to allow her to major in two subjects and graduate on time. When she is not at school, Beck likes to compete on her horse, Oliver, and play the cello at the Community Musical School in Tradition. Congratulations to both of these young scholars.

“I was very surprised,” she said. It was not something I was really expecting.” Beck, the daughter of Lynn and Arthur Beck, plans a double major that will include English. She is looking at Stetson University, Trevecca Nazarene University in Nashville and Florida Atlantic University’s Honors College. When she graduates from South

When is it time to make changes to your portfolio? T

he kids are back at school and summer vacations are now just fading memories, so it must be autumn. But the seasons don’t just move on the calendar — they also change in your life. And, speaking of changes, you’ll have to make many of them as you move through the years — and that includes changes to your investment portfolio. But how will you know when it’s time to take action? Just as Mother Nature sends out “signals” to indicate a change in seasons — blooming flowers, falling leaves, warmer or colder temperatures, longer or shorter days, etc. — your portfolio will frequently “tell” you when you need to make adjustments. Here are a couple of indicators you may want to heed: • Out-of-balance portfolio — Even the best stocks can lose value when the overall market is down, but if you only own stocks, you could take a big hit during

Jamie Chapogas a downturn — and if it happens repeatedly, you may find it hard to even stay invested. After all, stocks will always fluctuate in value, and protection of your principal is not guaranteed. Yet

you can at least help defend yourself against market volatility by balancing your portfolio with a mix of stocks, bonds, government securities, certificates of deposit (CDs) and other investments, with the percentage of each type of asset based on your individual goals, time horizon and risk tolerance. • “Overweighting” of individual investments — Related to the point made above, you can also have too much money kept in a single investment, such as an individual stock or bond. Sometimes, this “overweighting” can happen almost on its own, as when a stock, or stock-based vehicle, has increased so much in value that it now takes on a larger percentage of your portfolio than you had intended — possibly bringing with it more risk than you had intended, too. As a general rule, no single investment should take up more than a small percentage of your entire portfolio.

Your own life may also send you some messages regarding changes you may need to make to your investment and financial strategies. Here are just a few of the milestones that may trigger necessary moves: • New child — You’ll need to review your life insurance to make sure it’s sufficient to help provide for a newborn or newly adopted child, should anything happen to you. You may also want to begin investing in a college savings vehicle, such as a 529 plan. • New job — Assuming your new job offers you a retirement plan, such as a 401(k) or similar vehicle, you’ll have some choices to make. How much can you afford to contribute? How should you allocate your dollars among the investment choices offered in the plan? How can you best integrate your 401(k) or other plan into your overall investment portfolio to avoid duplication?

TREASURE COAST — Treasure Coast Hospice is pleased to welcome two new employees to its senior staff: Carol Ruggles, chief financial officer, and Darla Worley-Livesay, director of Major Gifts and Gift Planning. Ruggles has 25 years of experience in hospice. Since earning her MBA at the University of Kentucky, she has worked in finance at Hospice of Central Kentucky from 1989-1995 and at Hospice of the Bluegrass until this year. “I have a business degree,” said Ruggles said. “I am a finance person. To be able to use my skill set to support a program that is doing so much good is a great opportunity.” Ruggles said she is inspired by the energy at Treasure Coast Hospice and the people she has

met. “It was very clear that the energy in this program is on fire and that this program is set to do some really great new things,” said Carol. “I wanted to be a part of that change.” Worley-Livesay has 25 years of experience fundraising for non-profit organizations. She has worked with the American Cancer Society, the American Lung Association and NOVA Southeastern University. She has a degree in business administration with a minor in finance and human relations. Worley-Livesay was drawn to hospice because of the care and support her own loved one received. “Once hospice came in, everything changed,” she said. She said she is very passionate about the mission of hospice and making sure Treasure Coast

Hospice has the funds needed to continue serving the community, and educating donors on what their generosity supports. “At the end of life, we are there helping a person and their family get through what is possibly the most trying time in their lives. I remember one of the nurses saying ‘We enjoy and celebrate birth. Why can’t the end of life be enjoyed and celebrated as well?’” Treasure Coast Hospice is a nonprofit community organization of caring professionals and dedicated volunteers whose mission is to provide compassionate, comprehensive, high quality care for our patients and those who share their lives in St. Lucie, Martin and Okeechobee counties. Services are available to anyone regardless of their ability to pay, including respite care, counseling and bereavement services.

When a student becomes involved with the Fort Pierce Jazz & Blues Society, through summer jazz camps, master’s classes, in school programs, or as a regular attendee and hopeful at the weekly jazz jams and activities, you can bet that there will be notes of a completely different kind being taken and memorized. And a “pop quiz” for one of our young musicians is certainly not going to be a paper with multiplechoice questions. Instead, our students learn by climbing up on stage with the pros and having the opportunity to jam “with the big boys and girls.” If you’ve always wondered what it’s like to watch a star being born, all you have to do is stop by the Sunrise Black Box any Tuesday evening this fall, or Wednesdays at the Port St. Lucie Botanical Gardens. There you’ll see the pros perform, and you’ll also have the chance to see the stars of tomorrow quivering and new, shaking their way onto the stage for the chance of a lifetime. MARTIN COUNTY -- South Fork High School’s drama department is opening its season with “A Night of Something Better than Television.” The event, to be presented Oct. 23-25, will feature several one-act plays, group numbers and individual performances. Drama director Annmarie Schwarz, in her 26th year at South Fork, explained the eclectic choices that include everything from a new production of Sophocles’ “Antigone” to “Big Spender” from the musical “Sweet Charity.” “A friend of mine adapted ‘Antigone’ and we will be the first high school to do the published version,” Schwarz said. “It’s one act. Because someone did “Antigone” at the state competition, we can’t take it (there), so we’re doing “On Tidy Endings,” part of a trilogy by Harvey Fierstein. There seems to be a resurgence of interest in the 1980s and the beginning of the AIDS epidemic, with “Dallas Buyers Club” and “The Nobel Heart” on HBO. “‘On Tidy Endings” tells how AIDS affects one family. With the new interest, it’s a good time to do this show.” Florida high school drama programs belong to district, state and international thespian societies. South Fork students are active in Broadway Cares/Equity fights AIDS, and students will pass the

buckets at the performances to raise money. “All of it stays in Florida,” Schwarz said. “That’s why we like it.” The play will be presented at the one act competition at Fort Pierce Central High school Nov. 1. For the second half of the program, there will be individual events that students will present at the district thespians competition individual event Dec. 6 at Seminole Ridge High School in Loxahatchee. The numbers include “Big Spender,” “Run Freedom Run” from “Urinetown,” “Le Hot Jazz” from “Victor, Victoria” and monologues, duets, acting scenes and solo musical performances. South Fork students have two other big productions this season. From Jan. 29-31, they will present Shakespeare’s “Much Ado about Nothing.” Their big musical will be in the spring. “We’re hoping to get the rights to “Mary Poppins,” Schwarz said. “We heard they would be released in 2014 and we’re just waiting. If not, we’ll do “Legally Blonde.” It promises to be a busy year. South Fork High School is located at 19295 S.E. Pratt Whitney Road, Stuart. Performances of “A Night of Something Better than Television” will be Oct. 23-24 at 7:30 p.m. and Oct. 25 at 2 and 7 p.m. Tickets are $8 for students and seniors and $10 for adults.
